The Minister of State for Masvingo Provincial Affairs, Josaya Hungwe told the people who gathered at the Provincial Heroes Acre for the Heroes’ Day celebrations on Monday that government was committed to devolution of power.
Chapter 14, Section 264, of the country’s constitution calls for the devolvement of governmental powers and responsibilities as a way of – among many other objectives – giving powers to communities to manage their own affairs and further their own development.
Delivering the President’s speech, Hungwe said there would soon no longer be any need for locals to go to Harare for everything they needed.
“Hakuchina Harare, Harare yava kuno kuMasvingo, yava kuBulawayo nekune mamwe ma provinces (there is no more Harare, Harare is now in Masvingo, Bulawayo and other provinces).”
“Directors in Harare used to go on leave and instruct their subordinates not to touch some forms which needed their approval, thereby making processes unnecessarily long,” said Hungwe.
He urged people who had proposals with pending approvals in Harare not to lose hope and not to throw them away as they will soon be able to process them locally.
“Keep your proposals; whatever they are for. Soon they will be processed here through the devolution of power being proposed by the President,” said Hungwe.
On the following day, Hungwe officiated the Zimbabwe Defence Forces Day (ZDF) celebrations at Mucheke Stadium.
At the event, he read the presidential speech and thanked the armed forces for helping with construction expertise at schools and other public institutions.
Both events were attended by members of the Joint Operation Command (JOC), traditional leaders and other dignitaries.
The 4 Infantry Brigade band and the Mutimurefu Prison Traditional Dance Group provided entertainment at both functions, while thrilling military displays and mock battles were also staged.local

RENCO MINE – In an unprecedented incident that left the community here tongue tied, a cattle herder took his own life by hanging himself to a tree after his employer had allegedly delayed to give him his salary.
Tinashe Nhamo’s lifeless body was found hanging on a tree at the Manyewe homestead in Changa Village under chief Nyajena on Tuesday.
Masvingo provincial police spokesperson Chief Inspector Charity Mazula could not confirm the incident saying she was yet to receive the report.
However, sources privy to the incident said the boy had been drinking beer with his employer’s son but had a heated argument with his employer when he got home accusing him of not paying him in time.
“He was drinking beer in the evening but they had a quarrel with his employer whom he accused of failing to pay him in time.
“The argument died down and everyone went to sleep but the unfortunate happened,” said a sources who refused to be named.
It is believed that the employer, Manyewe, woke up the following morning and made a trip to Masvingo only to called back after people had discovered the body of Nhamo.local

Zanu PF’s Masvingo provincial godfather, Josaya Dunira Hungwe, who a few months ago promised to retire from politics if President Emmerson Mnangagwa won the July 30 elections, has made a sudden volte face saying he only made the promise in jest.
Speaking at the commissioning of a 4.1 km stretch of tarred road built by Chiredzi Rural District Council (RDC) in Hippo Valley in May, Hungwe – who is the Minister of State for Masvingo Provincial Affairs – then said he was no longer interested in politics and was just doing valedictory work to put Mnangagwa back into office after which he would go and rest.
“The main issue is that we have to campaign for ED in order for him to win this coming election. Soon after his victory, I will retire from service because there is nothing more I still need on this earth so if he wins, I will retire and leave for heaven,” said Hungwe then.
This week, TellZim News made a follow up on Hungwe’s pledge now that Mnangagwa had won – albeit not without dispute – only to be amused by the elderly politician saying the promise was just a joke.
“Mnangagwa haasati avepo, handiti muri kupikisa (President Mnangagwa is not yet there, he is being challenged.),” said Hungwe referring to MDC Alliance’s Constitutional Court application challenging Mngangagwa’s razor-thin victory in the presidential election.
“Ndaitaura zvekuda kufadza vanhu. Handiti makabva makafara (I only made those statements to please people and it seems you were happy) Unenge uri muG40 iwe. (You seem to be a member of the G40),” said Hungwe, referring to the defeated G40 faction which fought tooth and nail to prevent Mnangagwa from succeeding former president Robert Mugabe before the coup of November 2017.
Hungwe is one of the longest serving ruling party official who has been a constant feature in government since independence in 1980. Among his many portfolios in the government, Hungwe has previously served as Masvingo provincial governor for 17 years before bouncing back last year to serve as resident minister following the popular coup.top news

CHIREDZI – The recently launched Zimbabwe Women’s Microfinance Bank (ZWMB) has been well-received in Chiredzi, with 300 local people opening accounts in recent days.
The bank was commissioned by President Emmerson Mnangagwa on June 25, a move that was welcomed as an important development in gender mainstreaming efforts targeted at women who have for long been one of the most economically marginalised demographic group.
The Zimbabwe Sugarcane Development Association (ZSDA) and Commercial Sugarcane Farmers Association of Zimbabwe (CSFAZ) have also endorsed the bank by encouraging their members to open accounts.
On August 08, the two organisations invited the bank and the Ministry of Women Affairs, Gender and Community Development to assist their female members open accounts.
More than 300 women successfully opened their accounts at zero deposit on that day.
Small to Medium Enterprise Department public relations officer for Chiredzi, Confidence Mukau praised the presence of the bank in the district, saying women now had a greater opportunity to be masters of their own destinies.
“We have women who are already in business but who could not travel to Harare to open accounts. That is why we made this arrangement for people to open accounts locally. Chiredzi makes a substantial contribution to the economy of the country through sugarcane farming, livestock rearing and tourism services so local people could not be left behind.
“Other banks call for title deeds as collateral to acquire a loan but with Women’s Bank, it is altogether different. This is a good opportunity for women to be enterprising so that they can make their own money,” said Mukau.
ZSDA chairperson, Edmore Veterai said the opportunity had come for women to invest in any sector of the economy so that they do not remain behind.
“All women regardless of political or religious affiliation are invited to register with the Women’s Bank. The concept is noble (deposit and borrow). This is a big opportunity entrusted on women and it should be fully taken without hesitation.
“We are coming in as facilitators and we are working with the Ministry of Women Affairs to empower women,” said Veterai.
This week, it was reported that the bank had disbursed loans amounting to over US$23 000 since it started operating, with US$300 000 worth of other applications still being processed.
The application for loans were said to be mostly from women in agriculture and others seeking funding to further their education.local

CHIREDZI – The feud between the newly-selected Chief Neromwe and the reigning Chief Tshovani played out publicly at district heroes’ shrine in Chitsanga after the former was displeased by the latter being addressed as chief.
Chief Tshovani does not recognise the recently revived Neromwe chieftaincy and has instituted legal proceedings to have the new Chief Neromwe, Clemence Madzingo removed.
He also wants the Neromwe throne abolished altogether.
Madzingo, a former Zvimba Rural District councillor, was selected substantive chief in August 2017, much to the displeasure of Tshovani who complains that he lost vast lands, including wards 17, 26, 28 and 29, to the revived chieftaincy.
On Heroes’ Day, the presence of traditional leaders was acknowledged, with Madzingo being given his own traditional salutations like everybody else.
This, however, angered Chief Tshovani, born Hlaisi Mundau, who then stormed out of the venue and left the place in a huff soon after proceeding had begun.
Chief Tshovani’s induna, Chirhirhele Macheke later complained bitterly in an interview with TellZim News, saying Xangani people were being disrespected.
He said they had started the day well; going to the shrine to perform the cultural Xangani rituals for the dead but the peace began to unravel later on wile at the District Administrator (DA)’s office where they had gone for briefings.
“We went for a briefing at the DA’s office where they announced that Neromwe had donated a beast for the commemorations. What angered Chief Tshovani the most, however, is that Neromwe was being addressed as chief when everybody knows that his issue is before the courts and when they fully knew that we were there.
“The current Chief Tshovani is the 12th chief and we have never heard of any other outsider being chief in our area. Neromwe just popped out from nowhere claiming his chieftaincy and we filed a court case challenging that. He should therefore not be addressed as chief until the matter is resolved,” said Macheke.
Archives at the DA’s office show that the Neromwe chieftainship became extinct in 1908 when its land, which lies between Chiredzi River to the East, Mutirikwi and Runde River to the South and West, as well as Musiwidzi River to the North, was seized and declared a European area.
Neromwe people are Karanga of Gumbo Madyirapazhe totem, and their roots can be traced back to Gutu district where their kith and kin are in charge. Tshovani people, on the other hand, are Xangani (Tsonga), who are found mostly in Mwenezi and Chiredzi, going into some parts of Mozambique and South Africa.local

MWENEZI – Cotton output is this year expected to improve more than twofold at the back of rising expectations that the buying price will improve.
In an interview with TellZim News after the handover of seeds to farmers who excelled this season, Cotton Company of Zimbabwe (Cottco) operations manager, Marjorie Chaniwa said she was happy with the sector’s performance this year.
She said due to moderate rainfall received this year, the cotton output had significantly increased.
“We are still receiving cotton from our farmers here in Mwenezi. Nationally, there is a marked improvement this year as compared to last year. This is mainly due to the moderate rainfall that were received.
“In Mwenezi district, we received a total of 1 300 tonnes of cotton for the whole of last year. This year, we are still collecting but we have already received 3 330 tonnes,” said Chaniwa.
Ward 13 councillor, Takura Mudavose attributed this year’s improved performance in cotton output to the free Presidential Inputs Scheme that was extended to cotton farmers.
“Many farmers are beneficiaries of that arrangement and this greatly contributed to the increase in this year’s cotton output. Owing to huge expenses that are incurred from the planting up to the harvesting stage, several people had abandoned cotton farming. The Presidential inputs were a relief to many farmers,” said Mudavose.
Other farmers said they were not happy with the prices being offered by Cottco, but expressed optimism that brighter days were upon them.
Tinomutenda Malamulele, a farmer in Ward 4, said he was encouraged by the current earnings of between US$120 and US$150 for a bale of cotton.
“I hope cotton farming is going back to its glory days when people would earn a decent living out of the business. Many people here are capable farmers but they had been discouraged by the slave prices of the recent past,” said Malamulele.local

MWENEZI -Two men, one from Harare and the other who resides at Rutenga growth point, were last week convicted at the Magistrates’ Court after being found guilty of possessing twists of dagga worth 50 cents.
Courage Zinatsa (22) of 1388 Mainway Meadows, Waterfalls, Harare, and Samuel Ngundu (19) of Rutenga growth point, pleaded not guilty to contravening Section 157 (1) (a) of the Criminal Law (Codification and Reform) Act  Chapter 9:23 ‘unlawful possession or use of dangerous drugs’.
Due to the overwhelming evidence linking the duo to the offence, magistrate Honest Musiiwa, however, convicted both of them. Each was sentenced to 10 days behind bars or to alternatively pay a US$25 fine each.
Arguing for the State, prosecutor Angelinah Makonya told the court that on July 18, at around 15:30 hours, Zinatsa and Ngundu were in the bush near Chikombedzi turn off, Rutenga.
Three on-duty detectives; Chiwara, Musiiwa and Nyoni became suspicious upon seeing the two suspects smoking.
Upon investigating and searching the pockets of the suspects, the detectives found each of them in possession of a twist of dagga worth 50 cents.
This led to the immediate arrest of the two.crime

MPANDAWANA – Six villagers from Manjengwa, Mubaiwa, Gondongwe and Nyanda villages under Chief Serima were recently arrested for assaulting and kidnapping a police officer and his girlfriend.
The men had accused Yahroostaggae Chiwara (29) and Ruvimbo Moyo (16) of having sexual intercourse in their car near Matizha business centre.
Elisha Maburutse (29), Munashe Mudzamiri (31), Innocent Mapfumo (24), Artwell Hozherai (19), Hillary Nyanda (28) and Last Tavarwisa (24) were charged for kidnap and assault.
They pleaded not guilty and were remanded in custody to August 24 for trial.
State facts are that on August 07 this year at around 20:00 hours, Chiwara and Moyo were seated in the car near Matizha business centre when the six accused persons confronted them.
They accused them of having sexual intercourse in the vehicle and told them that they were under arrest for that.
Chiwara then lowered the driver’s window in a bid to respond to what the six were saying but he was pulled out of the car through the window, with Moyo being prevented from escaping.
The six started to hit Moyo and Chiwara with open hands and booted feet several times, with accused number one and three later undressing them and tying them with a canvas rope.
They paraded the two naked persons inside the car and started taking pictures of them. They later drove them to Moyo’s homestead where the two were locked in the hut and beaten with open hands on the back.
A team of police officers and army personnel then arrived at that place after a tip off to rescue the two and the six were arrested.

MWENEZI – Three villagers from Pasvana village under Chief Neshuro who were recently arraigned before the Mwenezi Magistrates’ Court for dumping a bedridden child at a neighbour’s homestead, have been convicted.
The trio, Sophias Tavana (40), Sincengiwe Siziba (34) and Cecilia Sarugwana (34) went to Miriam Mahachi’s house where they dumped Siziba’s ill child saying she should eat the ‘meat’; accusing her of witchcraft.
They were convicted of the offence due to overwhelming evidence against them, despite all of them having pleaded not guilty.
Magistrate Honest Musiiwa strongly warned the trio before sentencing each of them to a wholly suspended six months imprisonment. The magistrate said since the trio were ordinary villagers, they might have ignorantly committed the offence, hence the wholly suspended sentence.
Presenting her side of the story in court earlier on, Mahachi said the three accused persons visited her homestead where they accused her of witchcraft. She said they then dumped the sick child at her homestead, saying that they had brought her some meat to eat.
Arguing for the State, Willard Chasi convinced the court that sometime in April, the three accused approached Mahachi at her homestead.
Tavana began to demand her undergarments from Mahachi, claiming that she was bewitching her through her panties she had stolen.
Second accused, Siziba also joined and began to accuse Mahachi of being in possession of a snake that was causing the illness of her child. She then wrapped the ill child into blankets and dumped him at the homestead.
The third accused, Sarugwana reportedly told Mahachi to eat the flesh of the ill child as she was the one bewitching him.
After dressing-down Mahachi, the trio went away, leaving behind the terminally ill child at Mahachi’s homestead. A police report was later made, leading to the arrest of the three.crime
