EMA wants checks and balance on traditional leaders’ land allocation powers

GWERU – The Environmental Management Agency (Ema) wants traditional leaders in rural local authorities to pay more attention to environmental health and sustainable land use patterns when parcelling land to their subjects.
At an engagement meeting held recently in Redcliff, Ema Midlands provincial manager Benson Bhasera said under the new approach, local authorities will be expected to craft by-laws that govern land allocation by traditional leaders.
“We are meeting with traditional leaders and councils so that we raise aware-ness on that issue. We are encouraging the traditional leaders and councils to come up with by-laws to govern how people are given land by traditional lead-ers.
“We know it’s their right (to give land) – cultural rights – but it should be done in a systematic way and it should be planned for rather than have a village head doing whatever he wants,” said Bhasera
The environmental watchdog has expressed deep concern over traditional lead-ers who are settling people in catchment areas, wetlands and grazing pastures.
Research shows that such practices are responsible for siltation of water bod-ies, destructions of wetlands and soil erosion.local

Lake Mutirikwi records lowest water level in Zimbabwe

MASVINGO – Lake Mutirikwi, the second biggest inland lake in Zimbabwe after Tokwe Mukosi, has recorded the lowest water levels compared to other major water bodies in the country despite the heavy rains of the past weeks, TellZim News has learnt
According to information released by the Zimbabwe National Water Supply Authority (Zinwa), the dam level stood at 46. 5 percent as on March 09.
Tokwe Mukosi stood at 70.6 percent, Manjirenji at 89.6 percent, Tokwane at 100.5 percent, Bangala at 102.7 percent and Muzhwi at 102.7 percent full. The average national dam level stood at more than 50 percent.
Many people attributed the below average inflows into lake Mutirikwi to a wall built across a section of Mucheke River by Davies Marapira, who is the Deputy Minister of Agriculture, Mechanisation and Irrigation Development.
Much of the water flowing down Mucheke River normally ends up in Lake Mutirikwi after it joins with Shakashe River outside Masvingo town to form a sizeable tributary.
Marapira is using the water to irrigate his own farm and is reportedly not paying levies to the Mutirikwi Sub-Catchment Council as required by statutory regulations.
He has also built the dam using substandard material and without following the necessary procedures as required by the Water Act.
The Minister of State for Masvingo Provincial Affairs, Josaya Hungwe, last week told TellZim News he was waiting for Marapira’s return from a foreign trip so that he could have a word with him.local

BIKITA – Magistrate Caroline Tafira recently slapped a man from Zvimba with 23 months in prison for unlawful entry as defined in Section 131(2) of the Criminal Law (Codification and Reform) Act.
Gracious Mele (34) from Chibaya village, Chief Chirau, is employed by the Public Service Commission (PSC) as a kitchen attendant and is currently residing at House Number 153 Duma, Nyika.
He pleaded guilty to all the three charges that he faced.
In the first count, it was the State’s case, as presented by Japhet Mapakame, that on a date unknown to the prosecutor but during the period extending from January to march this year at PSC Bikita Institute of Training and Manpower Development, Mele entered the storeroom using a duplicate key and stole 14 two-in-one blankets belonging to the PSC.
The supervisor, Beaullah Matsine received a tipoff from a member of the public that the accused was selling blankets and she responded by doing an audit of the hostels bedding.
She then discovered that the property was missing and she made a report to the police leading to investigations, the arrest and recovery of 13 of the blankets.
The total value of stolen property was put at US$560 but US$520 was recovered.
He was sentenced to 12 months in prison and 3 months were suspended for five years on condition of good behaviour.
On count two, it was the State’s case that on a date unknown to the prosecutor but over the same period, Mele took two fire extinguishers from the verandah and the kitchen room. The extinguishers, valued at US260, were not recovered.
He was slept with seven months imprisonment with an option to pay a fine of US$400. He was further slept with three more months behind bars but wholly suspended on condition that he restituted the complainant.local

MDC-T Masvingo plots ‘coup’ on sitting councillors

The provincial executive of the opposition MDC-T seems to be not at all bothered by the drub-bing it got in the hands of the ruling Zanu PF party in the 2013 elections as it continues along a self-defeating path of candidates imposition and outright chicanery.
In Masvingo Urban, the party has launched a clandestine operation to get rid of all sitting coun-cillors and replace them with people favoured by a faction of new comers allegedly sponsored by Takanayi Mureyi.
Although the opposition party lost the Masvingo Urban parliamentary seat to Daniel Shumba of Zanu PF, they managed to win control of the council after taking six out of the available 10 wards.
The six councillors have, however, for a long time been consistently subjected to an intense on-slaught, and have been summoned to disciplinary hearings based on what many people saw as factional considerations.
In the past fortnight, the MDC-T Masvingo urban district has been doing a candidate selection process for all the wards. The process saw the removal of all the sitting councillors except one, Babylon Beta of Ward 9.
A list confirmed by district secretary general Faustino Murambatsvina shows that Ward 1; which is in currently held by Zanu PF, has been given to Selina Maridza, Ward 2; which is again in the hands of Zanu PF, will be represented by lawyer Collen Maboke while Ward 3; which has a sit-ting MDC-T councillor and deputy mayor James Chiwara, will be contested by Tarusenga Vhembo.
Ward 4; which has a sitting MDC-T councillor Godfrey Kurauone, will be represented by Prince Chipato and Ward 5; which again has a sitting MDC-T councillor Daniel Mberikunashe, will this time be contested for by Alexio Mufugami.
Ward 6; with a sitting MDC-T councillor and current mayor Hubert Fidze, will be represented by David Chimombe Vasivenyu. Richard Musekiwa’s Ward 7 was given to Tafara Masimba while Ward 8; at the moment held by Against Chiteme of Zanu PF, went to lawyer Martin Mureri.
Beta retained his Ward 9 while Ward 10; which is held by Lovemore Mufamba of Zanu PF, will be contested for by Margaret Chakabuda.
“We have finished all the wards and that is the final list. Get in touch with me or the district chair later on for more details,” said Murambatsvina when contacted for comment.
However, after an outcry from other party members and supporters over the new candidates who were selected by what has been termed ‘consensus’, district chairperson Murangamwa Chanyau backtracked and said the names were not final.
“That is just a provisional list and the process continues,” said Chanyau.
MDC-T secretary general Douglas Mwonzora issued Circular 1 of 2018 which says the candidate selection process will be done in ‘orphaned’ wards and constituencies first before it could be done elsewhere.
Orphaned wards and constituencies mean those currently not held by the MDC-T. The circular also says that the district and province have no power to disqualify any aspiring candidates.
“Candidate selection will start in orphaned constituencies and wards. Of those, we first deal with those allocated to the MDC-T in the Alliance interim agreement. Please note that we have not yet opened applications in relation to those wards and constituencies with sitting MPs and council-lors,” said Mwonzora.
Many people who spoke to TellZim News feel the sitting councillors have done their work with relative success, and that it would only serve to weaken the party and handover all the wards to Zanu PF if the new crop of candidates are forced upon the electorate.

MDC-T Masvingo provincial chairperson James Gumbi has vowed to impose candidates of his choice for the forthcoming local governance and national assembly elections saying no one has the power to stop him.
Gumbi, who claimed that he influenced the late MDC-T leader Morgan Tsvangirai to appoint Nelson Chamisa and Elias Mudzuri as vice presidents in 2016, said there is no one who is qualified to tell him what to do when it comes to the selection of candidates to represent the party in the province in the upcoming elections.
Addressing aspiring MPs and councillors at party provincial offices in Rhodene over the weekend following a chaotic candidates selections process a few days before, Gumbi said the buck stopped with him.
He made it clear that no one would make it onto the candidates’ line up without his blessings.
Gumbi seemed to have this courage from the claims he made that he footed the late Tsvangirai’s medical bills as well as influencing the appointment of Chamisa and Mudzuri as VPs.
“If you want to get a post, you have to go through me; the bucks stops with me. I footed Tsvangirai’s medical bills and facilitated him to go to South Africa for treatment. I also influenced the appointment of Chamisa and Mudzuri in 2016,” said Gumbi.
“I have the final say; I’m the one who put the final signature and no one even from national can tell me what to do. Councillor (Daniel) Mberikunashe (Ward 5 Masvingo Urban), if you think you will get an automatic entry because you are close to president Chamisa, think again. The buck stops with me in the province, I will decide,” he added.
Mberikunashe is closely related to MDC-T president Chamisa.
MDC-T Masvingo province is locked in bitter candidate selection processes which has seen the controversial removal of all sitting councillors from the candidates list ahead of the upcoming general elections.
The move threatens to shake the grass root support base of the party, with many people saying the councillors should be allowed to run again or should at least be allowed to take part in fair primaries.top news

Parents worry over increased drug abuse in Chiredzi

CHIREDZI – Concerned parents have called upon the police to do more to fight drug abuse through improved law enforcement in communities as well as counselling children.
The most common drug being abused by youngsters in Chiredzi seems to be the broncleer cough syrup but there are also indications that crack cocaine is increasingly becoming easy to access.
A 23-year-old man was recently found hanging, a case that was widely said to be drug abuse-induced suicide.
Augustine Mupezeni, a parent who is struggling to get help for his drug addicted son, said he had tried to engage police to raise alarm on the escalating drug problem.
“The police said I should consult someone who is responsible for counselling but she was said to be off duty. I wanted them to counsel my child and help establish the source. I have gone there three times. He bullies his siblings and he even has the guts to ask me for money to buy broncleer,” said Mupezeni.
Chiredzi West Member of Parliament (MP) Darlington Chiwa said drug abuse had destroyed the lives of many young people.
“If the police have challenges organising people to deal with youths who are into drug abuse, I am ready to help. I will support anybody who comes to me for assistance,” said Chiwa.
TellZim News contacted a woman who is widely rumoured to be a drug mule in the town, but she denied the allegations and warned this reporter not to call her again.local

Its candidate Chamisa has only one advantage that he is still young and nothing more; the rest chero zvinotaurwa hazvina kana maturo ese.
Mapombi once saw that kind or excitement of being a presidential candidate at the turn of the millennium pana the late Morgan Tsvangirai (May his soul rest in eternal peace) where he would say anything without thinking.  Mapombi is realising that kind of excitement is also fast catching up with Chamisa – bhora pasi mwana wamai mudenga ndemeshiri umo; dzungu hakusiko kungwara.

FC Platinum lifts Roy Mazingi Memorial Trophy

ZVISHAVANE – After crushing out of the African Champions League, FC Platinum won a consolation trophy in the name of the Roy Mazingi Memorial Tournament.
They lifted the trophy after thumbing their rival Shabanie FC one nil in the finals.
Roy Mazingi was a Chapungu FC goal keeper who died last year and the club hosted a memorial tournament in his honor to raise money to give to his family.
Four teams participated in the tournament among them the Shurugwi based Nichrut FC.
FC Platinum were without their head coach Norman Mapeza who was said to be not feeling well and had Lizwe Svesve standing in for him.
Svesve dedicated the victory to Mapeza whom he wished a quick recovery.
“We are happy to add another accolade to our trophy chest. This trophy is dedicated to our head coach Mapeza who is ill and getting treatment in Harare. We hope this victory will put a smile on his face and help in his recovery,” said Svesve.
Shabanie FC coach Takesure Chirangwi said he was satisfied by the performance of his team saying despite the loss, they gave FC Platinum a run for their money.
“My boys played good football considering that our opponents are a big force. We may have lost but we have learned a lot. We found ourselves in the final showing that we played well. I have seen areas which need to be improved come the 2018 premiership season,” said Chiragwi.
The tournament raised a total of close to US$6 000 which was handed over to the Mazingi family with the Minister of State for Midlands Provincial Affairs Owen Ncube being the guest of honor at the tournament.local

Brendon Denes, a Great Zimbabwe University (GZU) Political Administration student who of late has been performing wonders in the field of boxing, has added yet another strand to his growing band of gold medals.
A few weeks ago, the 23-years-old boxer was at the BCI Complex in the Mozambican capital, Maputo, for the 2018 Zone 4 Light Welterweight Championships.
He brought back gold after boxing out a Swazi competitor in the preliminaries before proceeding to the semis where he defeated an opponent from the Seychelles.
In the finals, he overcame strong rivalry from a Mozambican challenger to emerge as the light welterweight champion.
Boyka, as Denes is known in the boxing circles, now has 13 unblemished gold medals to his name, having fought in many national and international. In total, he has participated in 43 local and six international fights.
“I am pleased with my latest achievement which came as a result of hard work. I thank God for giving me strength to consistently build my career with some remarkable success. I thank those who are guiding me and travelling with me whenever there is something to do,” said Denes.
It was Charles Manyuchi who spotted Denes at Chikwarakwara Open Boxing Arena at Mucheke Hall in 2012 and went on to nurture him after noticing that the boy exuded so much potential.
“I owe this to the Charles Manyuchi Sports Academy. Manyuchi made me a national boxing icon by finding me a chance to take part in the national youth games. Since then, it has been an upward surge for my career,” said Denes, who is doing his work related learning with City of Masvingo’s housing department.
He is now looking forward to the XXI Commonwealth Games to be staged in Australia between April 4 and 15 this year.sport

MASVINGO – Zanu PF Masvingo North aspiring Member of Parliament (MP) James Moyo recently donated stationery items to winning athletes who competed in the district schools competitions held at Victoria High School last week.
The donation saw more than 78 pupils from different schools receiving such items as books, ball point pens, note books for team managers and gold medals.
Addressing athletes and other pupils at an event where he stood as an invited guest, Moyo encouraged athletes to take sports seriously, pledging to continue supporting their exploits.
He said leaders had a duty to support schools and the development of talent among school children.
Moyo has made his intentions to contest in the upcoming general elections clear, saying he has the best interests of Masvingo North, which is currently held by Davis Marapira, at heart.
“The constituency has immense potential but that has never been supported. There is a lot that needs to be done to develop this potentially rich constituency and set it up as an example for other people.
“We need to start new irrigation projects and expand the existing capacity. A Member of Parliament needs to be there to assist attracting investment and helping the area to develop. We don’t want to have people living like they have always lived; without any notable changes in their areas and their lives,” said Moyo.
He said his social responsibility work was meant to help in all areas that need intervention and would not stop even after the elections.
“There are people who go to the people simply to look for their votes and disappear thereafter. I want to be different. It is not all about the vote, but about working with communities and putting our heads together for the sake of development. Giving back to the community must not merely be for the sake of advancing one’s own political interests,” Moyo said.
He also said he had plans to support the empowerment of women and young people by helping them to set-up income generating projects.local
