Mayor orders council to buy new grader

…as Councillors threatens actions on dozing engineering department staff

MIDLANDS – Gweru City Council Mayor Hamutendi Kombayi has ordered the local authority to buy a new grader as the road network in the city are in a deplorable state.
He said a number of roads were bad and inaccessible in wards as the grader and tippers for gravelling purposes were hardly allocated schedules to work in residential areas.
“Roads are hardly being graded and tippers don’t have a proper schedule, what is happening. Instead of telling us about the broken grader, go and buy a new grader. We need to hear of this next month.” he said
Ward 8 Councillor, Notai Dzika said the schedules for gravelling roads was not transparent.
“I want the engineer to tell us how the grader and tippers is working. I don’t understand the time allocated to each ward in terms of getting these vehicles to work.
“We are afraid to present schedules to residents as things change anytime. Give us the proper information so that we inform our people well,” He said.
Gweru City Council Director of Engineering, Masauso Store said the challenges which was affecting the distribution of gravel was the availability of resources.
“Am not sure if we have councillors who have not received gravel in their wards but we made sure that all wards are covered but the challenge we have is that those tippers need a lot of fuel, for the tippers to operate the whole day they need more than 100litres per truck, so we don’t have much, we need resources to fully operate,” said Store.
Ward 3 councillor, Doubt Ncube however said there was need to tighten screws on management as most people in the engineering department as sleeping on duty.
“We have a lot of people who are sleeping on duty on the management side. Roads are bad because we are not getting the truth. We go and lay complaints about roads but nothing is being done,”
“Many a times I have relayed complaints about my ward to the engineers but it’s shocking that none has been attended to. Where are we going as a city if that is the situation? I therefore implore this council to employ strict measures which needs someone to go home if need be.” Said Ncube.
However, Ward 4 Councillor, Martin Chivhoko bemoaned selection criteria for roads that goes under Emergency Roads Rehabilitation Program (ERRP) as some areas were lagging.
“Some of the roads need to be adopted under the ERRP, we have a lot of roads being skipped in a number of wards because we don’t know the criteria being used in selecting the roads.” he added.
Despite roads, Gweru continues to face a number of depreciating infrastructure including traffic lights with some being none functional for a number of years now

Residents call for the termination of FLOAAI’s contract

CHIREDZI-Chiredzi Residents and Ratepayers Association (CHIRRA) have called Chiredzi Town and Chiredzi Rural Councils to terminate the land development contract with Full Life Open Arms Africa Investments (FLOAAI) after it allegedly breached the memorandum of understanding by selling stands to desperate land seekers without prior knowledge of the land ‘owners.
FLOAAI did the feasibility study for the 750 Hectares on the remainder of Buffalo Range which is meant for urban expansion and was mandated to develop 350 ha phase 1 and hand it over to Chiredzi Town and Rural District Councils, who are currently in the Joint Venture on the piece of land.
The developer allegedly seized the whole project and began selling land to desperate home seekers including Teachers under the Zimbabwe Teachers Association (ZIMTA) banner who were recently shown stands however without proper documentation to prove ownership.
In a letter dated June 6, 2023, CHIRRA wrote to the Joint Venture committee, comprising of technocrats and councilors from both the councils, requesting them to terminate the land development contract with FLOAAI for breaching the contents of the Memorandum of understanding which was signed in 2020.
“We are kindly requesting and urging you, the Joint Venture Committee with the powers invested in you to terminate the land development agreement between the land owners, CTC and CDRC and the developer, Full Life Open Arms Africa Investment private limited signed on Thursday 16th of April 2020.
“The developer started selling unserviced and underdeveloped stands in 2021 to corporate companies, teachers in all seven districts of Masvingo Province, and to Chiredzi Residents at US$20.60 per square meter. Residential, industrial, commercial and institutions which is against the land development agreement on clause 1. And in the land development agreement there is no Clause that allows or permits the developer to sell stands be it serviced or unserviced. Also, it is illegal to sell unserviced land in terms of Regional Town Planning and Country planning Act Section 39,” reads part of the letter.
This was necessitated by both councils resolving to stop FLOAAI from selling the land, which is their sole prerogative role.
Chiredzi Rural District Council, on the 16th of May 2023 resolved to stop FLOAAI from selling stands.
“That the joint venture committee stops Full Life Open Arms Africa Investments from selling stands at the 750Ha remainder of Buffalo Range Housing Scheme with immediate effect.
“That Full Life Open Arms Africa Investments be asked to bring a report to account for the stands they sold at the 750Ha remainder of Buffalo Range, to the joint venture committee and failure to do so, the two local authorities should terminate their contract,” reads the minutes.
Chiredzi Town Council’s 35th Ordinary Full council meeting also resolved to stop FLOAAI from selling the stands.
“Full Life Open Arms Africa Investments (PVT) Ltd (FLOAAI) must stop forthwith from disposing stands without seeking authority from both councils through the 750-ha housing Scheme Joint Committee. Stands should be disposed after issuance of certificate of compliance and in agreement with the stand distribution amongst parts as stated in 750hs housing scheme MOU,” read the resolution.
“Furthermore, FLOAAI (Pvt) Limited is urged to complete servicing of 350hs phase 1 project and handover the serviced project to both councils before sharing and sale thereof,” reads the minutes.
CHIRRA also filed a High Court interdict to stop the activities of FLOAAI.

Mwenezi School finally pegged after 20 years without single classroom block

Mwenezi – Long neglected Chikokoko Primary School in remote Mwenezi East’s ward 13 which, since its inception in 2003, has been operating without a single classroom block had its site finally pegged making it officially permanent following a recent report by TellZimNews which exposed the dire conditions which innocent ‘forgotten’ pupils had been accustomed to for several years now.
Soon after the report a team comprising of Mwenezi District Development Coordinator (DDC) Isaac Mutambara, Chief Chitanga born Feleni Chauke , education officials, local Authority representatives, local leadership and other concerned stakeholders convened at Chikokoko Primary School on Wednesday, June 7, where a consensus was reached and the school’s site was finally pegged on a 12 hectare piece of land.
Mwenezi DDC Mutambara confirmed the visit vowing that within two months some classroom blocks would have been erected at Chikokoko Primary School’s new site.
“All concerned stakeholders including Chief Chitanga himself were on the ground at Chikokoko Primary School where the Department of Physical Planning finally managed to peg the school’s site. We are more than ready to urgently work on this school and I can safely tell you that within two months some classroom blocks would have been erected as some material is already available at the site, “said Mutambara.
On her part, the local village head, Selina Mandindani who is also the School Development Committee (SDC) member expressed gratitude over the development saying she was already in the process of mobilizing locals in clearing the new school site.
She said the unbearable conditions at the school which has made parents to devalue the significance of sending their children to Chikokoko as well as the unfavorable conditions which has forced teachers not to stay longer there is definitely going to be the thing of the past.
“The community is really happy as the authorities finally responded to our long unanswered calls. The school’s site was pegged just adjacent to the site where the current schools’ makeshift structures are situated. We have mobilized locals and the clearance of the area has begun.
“We are hoping that authorities will also expeditiously peg a secondary school nearby because as it stands we do not have any in our area. The nearest Secondary School is about 23 kilometers away,” said Mandindani.
The seriously understaffed school where grades are combined has about 230 pupils and is manned by four female teachers.
During lessons pupils sit on the ground under makeshift structures built of wooden poles with grass thatched roofs. Teachers and pupils share only two toilets which are available for the entire school.
The two decade delay in the pegging of the School’s site has necessitated underdevelopment resulting in pupils conducting lessons under unimaginable conditions since time immemorial.
Mwenezi District, which is largely resettlement has very few schools and a number of communities have their children travel very long distances to the nearest school.
Last year during the official commissioning of a classroom block at one such school Turf Nyangambe Primary School, Mwenezi West MP Priscilla Zindari Moyo said bearucracy was hindering development in Mwenezi as communities were being tossed around offices before being approved to do development like constructing schools.

Teacher assaulted by former pupil for ‘initiating her into Satanism’

RENCO MINE – A teacher from Tugwane High School in Nyajena area of Masvingo district is alleged to have been assaulted by a former learner over satanism.
The development came a few days after school was suspended at the neighboring Nyabata High School over alleged Satanism attacks.
At Tugwane, the former learner is said to have accused one of the senior’s female teachers (Name supplied) of having initiated her into the cult.
Sources within the school said the former learner was expelled from school a few years ago over links to lesbianism and faith healers had failed to help saying she was deeply involved into Satanism.
Efforts to get a comment from the school head were futile as his cell was not reachable.
When contacted for comment, Masvingo District Schools Inspector Ishamel Chigaba said he was not aware of the incident saying he was away on a business trip. “I am only hearing that from you. I am not in Masvingo, I am in Mutoko right now and haven’t been informed about that incident,” said Chigaba
On the day in question around 9am on June 12, the girl went on to attack the teacher who was in her office using a broom until leaners from surrounding classes heard the noise and rushed to witness free drama as the attacker asked the teacher to undo what she had done to her.
“Other teachers tried to intervene but were told to stay away since they do not know what was happening. It was until the girl decided to leave and look for another male teacher whom she said was part of the cult when the teacher managed to escape to the staff quarters,” said the source
Sources further said prior to the incident, her parents had taken her to prophets where she would manifest saying she was initiated by the teacher when she was at school who she alleges to be the Queen mother in Nyajena area and parts of Zaka.
“She claimed that she was assigned to seduce other girls into sex since she is a tomboy and harvest the sexual fluids saying the teacher initiated a number of leaners which she does while they were in form one”
They would also collect semen from boys who would sleep with other girls who were also initiated from the school and surrounding areas,” said the source
Other sources said there were some isolated cases of leaners who would collapse at school and when taken by parents to faith healers they would also manifest saying they were into satanism.
At Nyabata High, learners were sent home after a spate of collapses on the same day and the school authorities felt they couldn’t contain it anymore.
The school head Borniface Chuma however, told TellZim News that all was well and learning resumed well the following day.

Mnangagwa will rule forever – Chadzamira

Masvingo Minister of State for Provincial Affairs Ezra Chadzamira has sensationally claimed that President Emmerson Mnangagwa will rule forever since he is following a biblical path of empowering locals with land.
His claims comes at a time when there has been talks of Mnangagwa seeking for a third term if he wins this year’s elections as has been evidenced by his loyalists reiterating that he will rule forever.
It’s being said there is a plot to amend the constitution on the presidential limit clause to allow Mnangagwa to run for a third term and block his deputy Constantino Chiwenga who is said to be eyeing the top post after Mnangagwa.
The statements are backed by Mnangwa’s 2030 ndinenge ndichipo (I will still be in power in 2030), a statement that suggest he may still be president in 2030.

Mnangagwa was the guest speaker at the rally organized by one of the many for ED affiliates Young Women 4ED, where he was meeting and addressing first time voters under the theme ‘As a first time voter I pledge to vote 4ED’.
Chadzamira said Mnangagwa will not be compared to anyone because he follows the bible so he will rule forever.
“President Mnangagwa may not be compared to anyone, he is a President who follow the bible, the Lord created Adam and he empowered him with land. The president has also done the same to people of Zimbabwe,”
Mr President, you gave us land for agriculture, and you follow the path of the lord hence you will rule forever,” said Chadzamira.
Chadzamira also said the second republic under President Mnangagwa managed to develop the country even under sanctions, through utilizing the country’s available resources.
“The president has managed to develop the country even under sanctions through utilization of our own resources. Masvingo province is happy with the rule of the second republic which is the rule of the people, the rule that has elevated the nation’s development, the rule that preserves peace and the rule that unites the people.
Masvingo province is one of the provinces that had benefited from presidential projects meant to develop the country, in the mining sector, and the expansion of the Bikita minerals and other big Chinese companies that has built a chrome smelting plant worth US$60 million.
“The betterment of the mining system under the second republic has created employment for our youth in the province. This has helped the youth, war veterans and women to have their own mining claims and process, their minerals at the smelting plant.
“Devolution funds have brought development in the urban areas and rural areas promoting the development of schools, clinics and roads, said Chadzamira.
While introducing the President, Zanu PF Vice President and Zanu PF Second Secretary Kembo Mohadi said Mnangagwa praised Mnangagwa whom he said was of exceptional quality and Zanu Pf was an assurance of the nation’s future and the rally signifies the regeneration of the party.
“Zanu PF is an oath of the past, the present and the future and this gathering today signifies the regeneration of the party.
“President Mnangagwa is of exceptional quality and he has the natural ability of exceling in everything that he laid his hands on and he has the capacity to tell the fortunes of our country’s economy in a short space of time.
“He is the man of capable leadership he has improved the quality of our education to produce graduates who are capable of not only reading and writing but who can also produce goods and services to the people,” said Mohadi.
During his address President Mnangagwa said Zimbabawe was endowed with a number of natural resources and the country should utilize them for survival
“God favored Zimbabwe and said I should bless them with minerals, we were given rivers, mountains, fish, lions and fruits, we should utilize that as our ancestors did, and we should also do the same, he said in Genesis you will eat the fruits of your sweat,” said Mnangagwa
He also took time to warn youths against the drug abuse and urge churches and schools to teach the youths against drug abuse.
“In school, churches, teach children not to abuse drugs, the future of the country should be secure in your hands. How can we leave the inheritance in your hands if you abuse drugs, the whites will come and take it away Makasticker (while you are drunk),” he said

GRRA brings funeral relief to Gweru residents

MIDLANDS – Gweru Residents and Ratepayers Association (GRRA) has set up a burial society as efforts to assist resident in times of difficulty and grief.
The development was confirmed by the Association’s Programs Officer, Fadzai Kanyai during an engagement with the GRRA’s wards chairpersons.
Kanyai highlighted that residents were struggling to give their loved ones a decent funeral and burial, a decision which then prompted the Association to come up with a burial society.
“The concept behind the establishment of the burial society comes at a time the Association realized that residents are struggling to give their loved ones a decent burial.
“So the society through its ward structures decided to establish a burial society which gives every resident room to be involved without much financial restrictions.
“So the society has subscriptions which are going to be paid as set by its committee and they are a US$1 per month and subject to review with time. However for one to join the society he or she is required to be a member of the association first and our funeral cover is very flexible in a way that once one becomes a member of GRRA he can then join five members of his family as beneficiaries in this funeral cover.” she added.
She further added that GRRA was moving forward in implementing its Citizen Participation project under Diakonia.
“We are continuing enhancing our citizen participation a development which entails that gaps are still existing in our communities.
“So as a consortium we are still a implementing the project, because we are looking at citizens participation and leadership where we want them (residents) to be actively involved in governance issues.
“Of cause we have a lot of success stories we have realized in Gweru our relation with the local authority need to be constantly maintained.
“We are also focusing on the issue of citizen involvement where we are looking at youths and women whom we feel should own properties and be aware of their roles in service provision issues in line with governance. It is also good if youths take a leading role in leadership.” she added.
However part of the funeral cover includes tentative amounts of US$150 which is set to benefit a member if he or she dies while beneficiaries get tentative flat amount of US$75 .
GRRA Burial society Chairperson, Silas Mutendeutswa however urged other ward chairpersons to inform the residents on the initiative saying people were supposed to play a pivotal role in driving issues which concern them
Some of the society members include, Ward 15 GRRA chairperson, Ignatio Makaza who was nominated secretary, ward 8 GRRA chairperson, Sarudzai Mhlanga who was nominated vice chairperson, Siphiwe Nzira who was nominated Treasury among other committee members

SIRP rehabilitates 5 Mushandike irrigation blocks

As the country seeks to mitigate effects of climate change, Masvingo province rehabilitating irrigation infrastructure in a bid to improve food security as the region is prone to drought due to low rainfall.
In a speech read on his behalf during the tour of Mushandike Irrigation, Minister of State for Provincial Affairs and Devolution Ezra Chadzamira revealed the developments during a tour of the Mushandike irrigation scheme on June 14, 2023.
He said five out of 13 blocks had benefitted from the government’s Smallholder Irrigation Revitalization Programme (SIRP)
“The government has put in place programs to help local communities cope with the effects of climate change thus ensuring food security for the province. A total of five out of 13 irrigating blocks of Mushandike benefitted from the SIRP.
As the province is drought prone due to climate change, most farmers who have been solely relying on rain fed agriculture now rely on the irrigation schemes as the area has been on the record for receiving low rainfall.
“The Mushandike irrigation scheme revitalization has empowered 242 households being irrigation farmers and 726 dry land farmers’ thereby improving food and nutrition security,” said Chadzamira.
In his speech also read in his absence, Minister of State for Presidential Affairs and Monitoring Implementation of Government Programs Dr Joram Gumbo said shortage of water at the scheme is a result of climate change and obsolete infrastructure.
“The shortage of water at the scheme has been largely attributed to climate change and the obsolete infrastructure which is no longer fit for purpose. I am happy that efforts are being made to address these challenges through canal and storage dam rehabilitation replacement and repair of hydraulic structures and supply of irrigation equipment,” said Gumbo.
Gumbo also emphasized the need for future irrigation to include a value chain approach in order to increase productivity.
“I have also been informed that the farmers here are growing a variety of crops including green mealies, wheat, sugar beans tomatoes, chillies, cabbages and mixed vegetables. The expectation is that the scheme should graduate from being a source of nutrition to local household to an income generating project,” added Gumbo.
Gumbo also said irrigation initiatives are meant to mitigate the challenges faced by small holder farmers due to climate change as well as servicing areas where water is not found in abundance.

Side chick kills woman over husband

A woman from Matangwaza village under Chief Gororo in Chivi was killed on June 11, 2023 by her husband’s small house whom she had confronted for dating her husband.
Masvingo Provincial Police Spokesperson Inspector Kudakwashe Dhewa confirmed the incident and said Dignity Mbengo was arrested and detained at Ngundu police station.
“The matter was reported to Ngundu police station, the scene and the deceased was found with bruises all over her body and a deep cut, the body was taken to Chivi District Hospital for postmortem.
The police managed to arrest Mbengo, and she was detained at Ngundu Police Station,” said Dhewa.
Dhewa urged the public to shun violence and to look for counselling or involve a third party when dealing with disputes.
“We urge members of the public to desist from public violence and we urge them to seek counselling or involve a third party, in resolving misunderstandings,” said Dhewa.
Circumstances are that the now deceased Tsitsi Dzimati went to Mbengo’s house village 3b Mamvura Nyahonde under Chief Shindi where she confronted her of having an affair with her husband Moses Matangwaza.
Mbengo refuted the allegations and a misunderstanding ensued between the two and Mbengo started assaulting up Dzimati several times with a stick and then stabbed her with an unknown sharp object underneath her armpit.
Dzimati then fell down and started bleeding from the wound, and her aunt Sarudzai Chitanana who resides in the same area then rushed her to Nyahonde Clinic where she died upon admission.
Family and Marriage counselor Nyaradzai Munyoro commented on the tragedy saying she urges women to seek professional counselling because it guides them on how to handle issues professionally and helps them to make professional decisions without anyone being hurt.
“I advise women to seek professional marriage counselling rather than going and confronting their husbands’ mistresses so that they will be guided through on how to deal with infidelity. When one is guided it means one will be able to professionally deal with the issue.
“It is also important to approach these issues with caution and priorities one’s safety and wellbeing above everything. It is also important to remember that one cannot control the action of other people but can only control own behavior,” said Munyoro.

Chiredzi’s Makumire wins ‘Bereka Mwana’ election

CHIREDZI-Chiredzi Town Council Vice Chairperson, Ropafadzo Makumire is one leg in as he won the recently held Citizen Coalition for Change’s (CCC) Chiredzi Central Constituency’s Bereka Mwana primary election.
Makumire narrowly won the election with United Kingdom based businessman, John Manganye tailing closely behind in a tightly contested battle of the final phase of candidate selection.
Makumire, who won as an independent candidate for the local authority seat in 2018 and went on to be elected Vice Chairperson for Chiredzi Town Council and later joined the newly formed political outfit CCC and is now vying for a parliamentary seat.
Chiredzi Town Council’s Chairperson, Alderman Gibson Hwende, Ropafadzo Makumire and John Manganye were all nominated to represent the party in Chiredzi Central Constituency during the first phase of the selection process before Hwende was technically disqualified by the National Election Directorate over undisclosed circumstances.
Makumire seem to be the people’s favorite as is also alleged to have been successful in the third phase of the selection process in Chishamiso, Hippo Valley where aspiring candidates presented their election manifesto in the presence of party members by independent adjudicators before going into the last phase of the selection.
Makumire garnered 862 votes leading in four wards against Manganye’s 591 who was leading six wards.
If he is declared winner, Makumire will be face Zanu PF’s Francis Moyo who is also former Chiredzi Town Council Chairperson who won the primaries against Chiredzi West incumbent Farai Musikavanhu

GUTU – No amount of intimidation can stop Gutu East Zanu PF supporters, George Vhengere’s camp to be precise, as the team continues to campaign for him despite numerous warnings from the party to accept the party’s decision of disqualifying him in spite of him being the winner in the just ended party primary elections.

Vhengere contested and won the primaries against the party’s ‘favorite’ candidate Benjamin Ganyiwa who was declared as the winner and Zanu PF Gutu East’s candidate for the upcoming August 23, 2023 harmonised elections.

In a bid to tone down the losing candidates who had grievances against the Forever Associates of Zimbabwe (FAZ) controlled party primary elections, the party started by banning WhatsApp groups especially those with losing candidates who were accused of fanning Bhora Musango but Vhengere’s group is still active and vibrant with more than 500 participants who are rallying behind him.

The Party went on to contact healing programmes in wards and constituencies declaring winning candidates and urging the losers to support those who will represent the party in the election.

Masvingo Provincial Youth League convened a press conference in which they warned all losing candidates to accept the outcome of the politburo saying they would not tolerate anyone who want to undermine the authorities and go against the outcomes of the primary elections.

As if that was not enough, during President Mnangagwa’s visit to Masvingo last week where he had a rally guised as meeting first time voters, the provincial chairperson Robson Mavhenyengwa told Mnangagwa that the province was grappling with threats of Bhora Musango mainly from Mwenezi west and Gutu East.

However, all the threats seem not to move Vhengere’s supporters who are determined to defend their vote a few days before nomination court and ‘imposition’ of Ganyiwa is proving to be a sore shoe for Zanu PF provincial bigwigs who are being humiliated on social media and on the ground.

Recently, three meetings were abandoned in Gutu East after two rival camps clashed where the incumbent MP for Gutu north who is now vying for women’s quota had gone with Ganyiwa to address suppoters.

Sources said Vhengere’s people started singing and brought placards in which they were denouncing imposition of candidates saying this time they won’t be cowed down.

“Two meetings at Makudo and Chinyika business centers were abandoned on Sunday (June 11) after Vhengere and Ganyiwa’s people clashed in the presence of Deputy Minister Yeukai Simbanegavi who had come with Ganyiwa to address people. They had flyers written ‘Gutu East Yaramba Mudzimikrwa’, Respect our rights, and respect our voice. The third one was abandoned again at Bhasera over the same issue,” said the source

The source further said 18 people from Vhengere’s camp were later arrested and were remanded out of custody for disrupting meetings.

Now the camp is in the habit of humiliating the leadership in their WhatsApp group titled Gutu East 2023 ED Pfee.

The group has some top leaders including secretary for Legal Affairs Paul Mangwana, Gutu South MP Pupurai Togarepi, the provincial chairperson Mavhenyengwa among others.

In leaked chats from the group, one participant accused Simbanegavi of urinating on the voters who elected her to be where she is now.

Another participant questioned, can a father give his child a snake after asking for a fish, are we not important in the party to the extent that our choices are ignored, we voted for A but we are being given B as our choice.

Others are saying they do not want Ganyiwa because he paid the incumbent Bertitha Chikwama who they accuse of being corrupt and vowed to vote for opposition instead of Ganyiwa.

“We cannot vote for Ganyiwa, he is Chikwama’s proxy, Chikwama is very corrupt and if we vote for Ganyiwa we will suffer for the next five years,” said another participant.

When contacted for comment on the on goings in Gutu East, Zanu PF provincial spokesperson Pepukai Chiwewe said Vhengere’s supporters were wasting their time as the party had already decided that Ganyiwa is the best candidate.

“It is just a waste of time, the party decided that Ganyiwa will represent the party, so anyone who thinks will overturn that is not serious. The President was told about that issue when he came here and he is aware of what is going on there,” said Chiwewe.

He went on to urge party members in Gutu to support the candidate who was recommended by the party saying the primary elections were already past and the party should focus on mobilizing supporters for the main election.
