Three perish along Mutare-Masvingo road

Two people died on the spot while one died upon admission as ten others were injured after the vehicle they were travelling in veered off the road at the 227km peg along Mutare-Masvingo road on February 15, 2022 at around 1600hours.
The driver John Mawarire (28) who was driving a Toyota Noah with 14 passengers on board and 17 bags of fertilizers, lost control of the vehicle leading to the accident.
Masvingo provincial police spokesperson Inspector Kudakwashe Dhewa confirmed the accident and said victims were taken to Masvingo Provincial Hospital and some to Ndanga Hospital.
“I can confirm an accident where the driver lost control of the vehicle resulting in the vehicle veering off road and overturned several times landing on its left side. Two died on the spot while one died upon arrival at the Masvingo Provincial Hospital.
“As police, we urge motorists to avoid speeding and overloading so as to value life,” said Dhewa.
It is reported that 10 people were admitted at Masvingo Provincial Hospital and Ndanga in stable conditions as only one was seriously injured.
The deceased have since been identified as Cuthbert Gaga (64) from Kepura farm in Masvingo who sustained head injuries, Lucia Chikato (24) of Chikato village under Chief Ndanga Zaka and the last one is yet to be identified as his relatives are yet to be known.
It is said that the deceased were taken to Masvingo mortuary and the vehicle was taken to Vehicle Inspection Department (VED).

ZEWU warns of crippling strike

…amid outrageous nationwide power cuts

Zimbabwe Congress of Trade Unions’ (ZCTU) affiliated Zimbabwe Energy Workers Union [ZEWU] has threatened of an imminent strike, warning their employer Zimbabwe Electricity Power Authority (ZESA) not to be surprised if they fail to consistently report to work as expected because they are incapacitated due to poor salaries.
The union wrote a letter to ZESA Excutive Chairperson Sydney Gata on February 14 citing that ZESA have taken their patience for a weakness, that is why the state owned company has been refusing to engage its employees to discuss salary increments and therefore ZEWU members feel they are no longer capacitated to report for duty due to unbearable economic conditions.
“Funeral cover has gone up to 200 percent, medical insurance premiums by 300 percent and many services including school fees, rentals and fuel require foreign currency. It is clear that without salary reviews, your employees remain incapacitated to fend for their families and will be left with no choice except to report for duty inconsistently until the matter is resolved,’’ warned ZEWU.
ZEWU also accused ZESA for failing to finalise last year’s bargaining negotiations which created disunity among workers as they feel that their representatives are somehow benefitting and said the gap between continuous price hikes of basic commodities and their current salaries is too parallel which is why they found themselves heavily incapacitated.
“The situation has been exacerbated by the recent and non-stoppable price hikes of basic commodities and failure by the employer using ‘no mandate’ slogan to finalise the 2021 collective bargaining negotiations. Please note that this ‘no mandate’ stance has created disharmony between the unions and their constituencies as members feel union are somehow benefitting from the many fruitless so –called bargaining meetings,’’ reads the letter.
A strike by ZESA employees would come as a huge blow to an already ailing company and likely see faults going unattended or delayed causing further disruption to consumers who are already facing outrageous power cuts across the country.

Police denies CCC access to Mucheke stadium for star rally

…as they claim that stadium has no toilets

Citizens Coalition for Change (CCC) in Masvingo has alleged the Zimbabwe Republic Police (ZRP) last week denied them access to use Mucheke Stadium for the provincial star rally which had been scheduled for February 12 ahead of March 26 by-election.
CCC organizing team led by Masvingo district chairperson Martin Mureri confirmed the development saying the rally had to be re-scheduled after failure to get the green light to go ahead.
“Yes l can confirm that we were denied police clearance from the policing authority as we wanted to hold the rally on Saturday (February 12).
“Now we are not yet clear on when the next rally will be held,” said Mureri.
CCC Masvingo took to their official Twitter page to express their frustration over failure to get approval.
“We are having challenges to find approval from police and city of Masvingo to go ahead with our official by-election launch in Masvingo urban. The police are saying the stadium does not have toilets but after showing them quotations of toilet facilities, they say council must approve,” read the tweet.
CCC Masvingo provincial chairperson Misheck Marava however said failure to approve the rally is one of the delaying tactics by law enforcement meant to derail progress.
“Oh yes there is too much use of denial and delaying tactics which affect us negatively as CCC,” said Marava.
Recently, Zanu-PF and MDC-Alliance held their star rallies in Epworth and Zororo grounds in Highfields respectively on February 12, 2022 to launch their campaigns for March 26 by-elections.
The issue of Mucheke stadium not having functional toilet facilities may be a surprise as the facility is being used by Division 1 teams Masvingo United and Wangu Mazodze football clubs.
However contacted for comment, Masvingo provincial police spokesperson Inspector Kudakwashe Dhewa said he is not aware of such an issue.
“I am not aware of that issue,” said Dhewa.
Political Analyst Doctor Davison Mugodzwa predicted that despite having challenges with campaigning, the CCC will win the elections since people want to vote for the party of the moment.
“The issue of economy which is not going so well will lead people to vote for a party that offers better views, hence people will use their anger to vote. CCC will win because of its popularity and responses it offer to the electorate as compared to Mwonzora who is just a puppet.
“Masvingo was a strong hold for Zanu-PF but because of the divisions in the party, it is now no longer a strong hold of the party. In Masvingo province CCC is now dominant even in the rural areas, so basically it will win the forthcoming by-elections,” said Dr Mugodzwa.
Masvingo is the boiling pot political party activities in the country, as any party that wants to win the elections be it intra or inter would fight tooth and nail to control it. Zanu PF held its first political campaign in Masvingo at Njovo on World Wetlands day on February 2.
Masvingo province will have nine local authority by-elections and two House Assembly seats on March 26.
Masvingo Urban has four vacant wards, with two each in Chiredzi and Chivi and one in Bikita.
For national assembly, there is Chivi South and Mwenezi East.

As the by-elections looms, female candidates continue to suffer different forms of abuse from their male counterparts.
Recently Citizens Coalition for Change’ Thokozile Muchuchuti who is eyeing Masvingo urban ward four seat was victimized and forced to withdraw her candidature , which she refused, to pave way for the ‘preferred’ candidate Alec Tabe.
Another case of women abuse occurred in ward seven of Masvingo urban where Labour Economists and African Democrats candidate Everjoy Chidindi claimed to have been verbally assaulted by Zanu PF candidate Prosper Dohwai and his supporters.
Chidindi told TellZim News that she was threatened in a social media group where her opponents felt intimidated and uncomfortable due to her popularity and cheering she was getting from the group participants so they resorted to bullying and threatening her.
“I no longer feel safe in my community when I am publicly being bullied and threatened. My opponents felt intimidated and uncomfortable due to the popularity I got in the group after my campaign manager sent my flier,” said Chidindi
She said she reported the matter to the Zimbabwe electoral body which called for a hearing where Dohwai was cautioned.
“After I reported the matter, ZEC arranged a hearing for Mr Dohwai, I am glad the matter has been resolved and he acknowledged that his supporters were wrong so he apologized,” said Chidindi
However, ZEC District Elections Officer Gertrude Murumbi could neither confirm nor deny having called for the hearing saying the information was classified but she went on to warn to engage in a peaceful manner
“I am not allowed to disclose information of the case, it was between them but we urge all candidates to maintain peace and harmony during by elections,” said Murumbi.
Dohwai however, said Chidindi invaded Zanu PF private territory because the flier was initially send to a Zanu PF WhatsApp group but do not stop anyone from campaigning since they will be exercising their right.
“Chidindi is the one who have wronged us because she was invading in our private Zanu PF group. Whoever sends her the screenshots was being nuisance and plaguing into our private place because for what I know is that it was a Zanu PF platform. We do not block any candidate from launching their campaigns because they have that right but we will not tolerate campaigns in a Zanu PF group,” said Dohwai.

Residents demand $170k Mayoral pool car back

Gweru- Residents have called for former Gweru Mayor Josiah Makombe to return the pool car he is holding on to after his recall from the post by MDC-Alliance leader Douglas Mwonzora in December last year.
Allegations are that Makombe is holding on to the car as part of his terminal benefits following his recall after he was caught up in the political persecution by being allegiant to now Citizens Coalition for Change (CCC) leader Nelson Chamisa by then MDC-T led by Mwonzora.
Gweru United Progressive Residents and Ratepayers Development Association (GUPRARDA) Director David Chikore said it was a fact that the acting Town Clerk had not taken enough action over the issue.
“It is a known fact that the acting Town Clerk had not taken any action thus far on the issue. We want to know further details on why Makombe is still using the vehicle.
“The acting Town Clerk is the substantive Chamber Secretary at Town House and is the Chief Legal Advisor and custodian of Council records, by virtue of that position. Before demanding that Makombe returns the vehicle, we should seek to fully understand the full internal arrangements and agreements made between Makombe and Town House during his tenure, especially surrounding the issue of the vehicle,” Chikore added.
He also said residents initially had suggested that the vehicle be disposed to boost council revenue.
“Remember the vehicle was originally meant to be used by Elizabeth Gwatipedza the Town Clerk before she got suspended. We strongly felt that the vehicle whose mistimed purchase was contentious, be kept unused while waiting for the appointment of a substantive Town Clerk.
“We even suggested that the vehicle be sold with the proceeds going into council coffers. This route hit a brick wall, apparently due to a standing government policy guiding the disposal of public assets. It was around then that we woke up to news that the Prado had been transferred to the Mayor’s office as a pool vehicle and along the line, there were news that Mr Makombe wanted to convert the vehicle to personal use so that it becomes one of his exit perks at the end of his tenure,” he added.
Chikore however appealed to the former mayor to return council property.
“Until and unless we have the full details on what transpired in Town House’s corridors of power, we might actually be jumping the gun and unnecessarily whipping up the people’s emotions.
“In the meantime, we appeal to former Mayor Councillor Josiah Makombe to do the honourable thing and protect his reputation,” urged Chikore.
Gweru Residents and Ratepayers Association (GRRA) Director Cornelia Selipiwe said as residents they were happy with council resolution which was passed on February 17 during a full council meeting.
“As residents we are happy regarding the resolution passed on yesterday for Makombe to return the car. It remains illegal for one to hold on to council property when he is no longer in office.
“At least in a resolution passed, it was clearly stated that the car can be sold after the term of his office. If he is to get it (the car) it should after his term when council disposes it,” added Selipiwe.
GRRA have since written a letter dated February 15, 2022 addressed to Acting Town Clerk Vakai Chikwekwe regarding the use of the vehicle by former mayor.
“We refer to the above matter and write to inquire on the circumstances justifying the continued abuse of council vehicle a Toyota Prado (Black) by the former Mayor Josiah Makombe.
“We have observed with concern that despite him relinquishing office, he continues to misuse the vehicle as a campaign vehicle ferrying party supporters,” read part of the letter.
Contacted for comment on the matter Chikwekwe said he is officially on leave though he said a council meeting held on February 17 discussed the matter before referring this publication to the public relations office.
“You can ask the public relations department because I am on leave. I did not attend the meeting but the PR department would be in a position to answer. The ordinary council meeting was held and it’s true the issue of returning of the vehicle was discussed and resolved the former should surrender it,” said Chikwekwe before referring the reporter to assistant public relations officer Anna Machacha.
Machacha however could not comment as well on the matter as she suggested the reporter put his questions in writing via electronic mail to the office of the Town Clerk.
Meanwhile in a new development the Joint Operations Command (JOC) has been ordered to retrieve the car from Makombe.
Gweru District Development Coordinator (DDC) Ndeya Nyede confirmed the development.
Nyede said Makombe acted outside council regulations by grabbing the vehicle.
“Failure to return the council vehicle or property is outside the council regulations and it is an offense to remain with council property when you are no longer serving.
“We are therefore going to send a team of JOC comprising of Zimbabwe Republic Police officers and other security agencies to impound the vehicle,” said Nyede.
Efforts to get comment from Makombe were fruitless as his mobile number went unanswered.

Masvingo United impressively humbled newly promoted Buhera-based side Nzuma bars FC in an Eastern Region Division 1 soccer match at Mucheke Stadium on February 13 with 3 goals to nil.
A brace in either half by midfielder Washington ‘Tutu’ Ncube and a spot kick by captain Admire ‘Dhumbe’ Banda were enough to seal the victory for Una Una.
The home side had survived an early scare from the visiting team only to be rescued by the cross bar.
Attacking midfielder Ncube thrust the home team ahead with a beautiful tap in into the top corner of the net late in the first half.
Una Una was awarded a penalty after Nzuma defender was penalised for pulling down his opponent in the 18 area and Dhumbe did not disappoint.
The win saw Masvingo United move up a step on the log standings to fifth place with 10 points from 5 games and another in hand.
From the five games, Una Una secured three wins, a draw and one lose.
Masvingo United Coach Faustino ‘Heydays’ Mugeji praised his charges for collecting maximum points and urged them to remain focused.
“I am really happy that the boys played well and happy with the result that we got today especially coming from a defeat. We managed to rectify our mistakes that affected us in the previous encounter.
“Our focus now shifts to our next game and I urge our supporters to continue supporting us, they should keep coming in numbers to motivate their team,” said Mugeji.
He went on to promise to make sure that Una Una returns to the premier league and bring back the glory days to Mucheke stadium.
“The future is bright for us. I am promising to bring back the glory days at Mucheke stadium but we cannot achieve this alone without supporters. They need to rally behind us while and avoid violence when the team is losing,” Mugeji added.
Nzuma Bars FC Head Coach Allan Gwangwara was pleased with the way his team performed as they are new in the league and have just played a few games.
“We really had a good game. The match was perfect and good for us though we lost the game but we are on the right path. I am also proud of the young stars that I have in the team and they really played well today. We just need to rectify our mistakes,” said Gwangwara.

ZEC urges stakeholders to promote credible information dissemination

Zimbabwe Electoral Commission (ZEC) had urged political parties and their candidates to support and promote dissemination of accurate information as peddling false information causes unnecessary alarm and despondency among citizens.
Speaking during press conference in Harare on February 18 ZEC Chief Elections Officer Utoile Silaigwana said that stakeholders are urged to seek correct information from the Commission than to spread falsehoods.
“Political parties are urged to promote and support dissemination of accurate information and material on electoral processes. We also urge you to disseminate accurate information as some of our key stakeholders,” said Silaigwana.
He also said the political parties should respect the role of the media.
“We also urge them (political parties) to respect the role of the media, rights of women to communicate and engage freely in any political activities as well as desisting from any conduct that is prohibited in the electoral law including but not limited to use of violence or threats of violence, use of hatred language, intimidation, bribery and damage to property. We need a peaceful election. We need citizens that are responsible so that people can exercise their rights without any fear.
“As a commission we remind political parties and candidates that they are bound by the provision of the code of conduct which they signed and presented to the commission along their nomination papers,” said Silaigwana.
ZEC chairperson Joyce Kazembe said that a media monitoring committee was formed to monitor media coverage ahead of elections.
“ZEC is responsible for monitoring the media during election periods in terms of section 160k of the Electoral Act and Statutory Instrument 33 of 2008. The law compels the commission to attach media reporting to all election reports submitted to parliament.
“The committee comprises again of members of the Zimbabwe Media Commission, Broadcasting Authority of Zimbabwe, and it is chaired by the Zimbabwe Electoral Commission and l am the chairperson of that particular committee,” said Kazembe.
Zimbabwe is set to go to the by-elections set for March 26 as they seek to fill the vacant seats either due to recalls by MDC-Alliance leader Douglas Mwonzora and or deaths of representatives.

Rujeko Secondary School finally opens

The wait is over for Masvingo City Council owned Rujeko Secondary School as the facility finally opened its doors to the pioneer form 1 classes on February, 14 2022.
Masvingo Mayor Collen Maboke confirmed the development.
“Yes l can confirm that the school has been opened and we only enrolled the form 1 learners,” said Maboke.
However, Mayor Maboke could not give out the exact of number of pupils the school has enrolled.
“I am not yet sure of the number of pupils we enrolled so far, I can only confirm that we opened the school,” said Maboke.
He also said that the school currently is not registered as an examination centre with Zimbabwe Schools Examination Council (ZIMSEC) but they are working as a satellite school under Ndarama High School.
“We are not yet registered for ZIMSEC but we are currently a satellite school under Ndarama High School,” added Maboke.
On the issue of furniture whose delivery was a bit delayed, Maboke said that the furniture finally arrived at the institution.
“Yes, furniture has been provided and the pupils have furniture to use,” said Maboke.
According to the school head Oddy Matonga who is currently Ndarama High Head, the school has enrolled over 200 pupils on the first day.
“Our enrolment now stands at 204 with six teachers being there now. On stationery, books are there and pupils are taking their classes. Currently, two blocks are working,” said Matongo.
Rujeko is the first secondary school to be run by Masvingo City Council.
Rujeko suburb did not have a secondary school, forcing pupils to go to neighboring suburbs where there is risk of accidents by crossing the busy Beitbridge road.

Government should put teacher salary debacle to rest

Much controversy and mystery still continues to shroud the salary impasse between government and teachers as it now seems as if a workable solution is hard to come by if the situation obtaining on the ground is anything to go by.
The delayed start of the 2022 academic calendar is now overshadowed by educationists putting down their tools in protest of government neglecting their welfare by ignoring their demands of the pre-October 2018 US$540 salaries and other related benefits, and government seems to be professing ignorance to such demands.
Such a deaf ear to the call by the civil service’s most down-graded and now a noble profession that is a shadow of itself, is only detrimental to the welfare of education. The failure to address the concerns or even striking a common ground with teachers will only serve to reverse the gains made on the academic front, as the legacy will soon cease to be a thing of the past.
Such utterances by the responsible ministry of Primary and Secondary Education where the Permanent Secretary would have guts to resort to use of threats on striking teachers and the Director of communications in the ministry that it is ‘known the world over’ to take action to reprimand protesting teachers, only shows how much government is uncommitted to address the stalemate and thus neglect of the worker who languishes way below the Poverty Datum Line (PDL).
The two higher office bearers in the ministry should take cognisance of the fact that every situation would need solutions peculiar to prevailing situations and so should the Zimbabwean case be addressed as well.
Instead of engaging the aggrieved teachers amicably, government is trying to manipulate the level of unemployment as a way of forcing teachers back to the classroom but the question still remains: Will meaningful learning and teaching take place in the classrooms?
The modus-operandi of government imposing itself over an already demoralised workforce like they did last year when the Continuous Assessment of Learning Activities was re-introduced into the system, purely portrays how much government has developed into an epicenter of egocentric individuals who rarely have no national interests as the nationalists they purport to represent.
As a result, the spat on the face so-called increment coupled with a few benefits will not solve the matter than finding a common solution that incorporates input of all concerned parties. Thus government should re-engage teachers without imposing fear through use of threats like dismissing them from work as hiring College drop-out will not solve the matter either as they still need a living wage and after all a decent life.
