Honestly I don’t understand these
comrades at the helm of this country. I heard a group of people kwedu kuChitima

Tongombeya kkkkkk. Tongombeya is typically a person who just roams the streets

kuKarzakstan, mangwana kuRussia kuswera mangwana kuDubai asi chabuda hapana. Ko
iwo maprivate jets ka awa, kkkk. Hiring a private jet from UAE to take you to
Bulawayo. US200 000 gone in a day, yet we have Cyclone Idai victims. Kkkkk
kungombeya kani! I will not say much about this Tongombeya guy because we all
know how our taxpayers’ money is being wasted.
Of course some not so intelligent
councillors like Manyanga will tell you that our president is very productive
and the economy is booming. Mapombi thinks that Senganai or Sengerai guy
probably has 47 chromosomes – I am sure those who read sciences would
understand better when we talk about chromosomes. By the way Mapombi read sciences
at high school so ndozvinzwisisa. Anyway, for the benefit of my so called
learned friends vakaita maArts  what I am
saying is a normal person should have 46 chromosomes – 23 from the father and
23 from the mother; and those with 47 manje panenge paita an extra so unongoona
wega kuti kufunga kwacho dzinozomboita senge dzakatamba nepwere. Anyway, what
more can one expect from a retired youth officer kkkkk a green bomber. Nhamo
ine vakamuvhotera because the guy lacks sanity; he would say anything in a desperate
attempt to be seen as the most loyal ED supporter.
But can someone tell me guys

Even if they shoot me at 45 degrees I don’t care! I think this country is being
run by drunkards – what I don’t know is whether these guys vakanwa kirango
here, whisky dzinodhura or chisupa chaicho. What I can say is they are
drunkards. And the challenge of dealing with drunkards is that they always
shift goalposts when they become sober. This is the main reason they are
failing to improve the economy; they always talk of mega deals from China and
Russia but the results, dhololo.
At first they pretended to be
respectful of human rights soon after the military-assisted takeover or coup in
short. I am sure they were drunk during that time vanga vakakorwa chaiko. But
now that thye are sober, they have shifted goal posts. People are now being
persecuted – opposition leaders being arrested, NGOs being suspended and
citizens being tortured and raped according to media reports. They are now
sober and they are now showing their true colours.

the guy I always suspect he is drunk. I know people would say Mapombi anowanza
but pane vakambomuonawo here mundipupurire? I am tempted to believe that he is
part of these drunkards who are running this country. No wonder why Hove
foolishly suspended COTRAD from operating in the district for no apparent
reason. But why do we have such overzealous civil servants in these offices?
They think they are an extension of Zanu PF yet they are mere civil servants.
Mapombi is glad that Judge
Matemadanda-Moyo reversed the suspension zvikanzi there are no basis at all for
Hove to suspend COTRAD. Thank God that Hove will pay for the legal costs; at
least he has to learn the hard way. He is desperate to please Zanu PF nekuita
zvisiri pamutemo ndokudhakwa kwacho ka ikoku kwandiri kureva. I wish vanhu
vakadai ndivo vanofanira kudzingwa naKedha ava. By the way how is he doing
these days? We should pray for Kedha as a nation, please.
Anyway, it’s lunch time guys let
me go ndindokanga zvangu maputi angu for lunch. I wanted to make donations to
those in Chimanimani whose homes were destroyed by cyclone Idai but ndakashaya
wekubatisawo maputi angu veduwe. All the same, I want to thank those who
managed and who are still donating towards the Chimanimani victims; may the
good Lord bless you abundantly. However, it is my prayer that these donations
will not be stolen nevanozviti vakangwara zvavo. This is the time I miss people
like Mphoko; he was so accountable! We need such people who can account for
everything donated. Mboko imboko!

St John’s, Nyashanu high schools get help from Lotteries and Gaming Board

BUHERA – The Lotteries and Gaming Board on March 15 donated a classroom block capable of accommodating 90 pupils to St John’s Chifamba High School before handing over $30 000 to St John’s Chifamba Primary School and an 85 KVA generator to Nyashanu High School.
The handover of the donation was made by Permanent Secretary for Home affairs and Cultural Heritage, Melusi Matshiya the Lotteries and Gaming Board CEO Simbarashe Gonga.
“There are several law abiding licensees nationwide that operate lotteries and gaming enterprises but those who plough back to the community are the most respected,” Matchiya said in his remarks at St John’s Chifamba.
He said the board played a big contribution is the economy of the country, and was currently running 22 projects country-wide.
Speaking at Nyashanu High School, Gonga said it had been noticed that recurrent electricity blackouts in the district was affecting quality learning especially in the field of ICTs.
“We saw it fit to provide them with a generator that will help with lights and keep the power on in the computer lab to promote the learning of ICTs.
Buhera District Schools Inspector, Leonard Chimbwanda said he appreciated the gesture which he said will improve learning at both schools.
 “This is not surprising considering that our government wants equal access to quality education for all citizens. We hope more will be done to improve standards at schools in Buhera,” said Chimbwanda.
The $30 000 donated to St John’s Chifamba Primary School will be used to build a computer laboratory.

Mopane trees getting destroyed under Ema’s watch

Mopane forests in Chiredzi are disappearing fast due to the massive charcoal
business that is driving people to cut down the trees for sale in Harare and
elsewhere.

(DA) Lovemore Chisema said most worrying was the fact the destruction was
happening under the watch of the Environmental Management Authority (Ema) which
seems unable to execute its mandate.
In an interview, Chisema said Ema
had a duty to perform in terms of the powers given to it by the law, and
lamented that virtually nothing was being done to prevent the further
destruction of Mopani trees.
“The commitment of the agency in
Chiredzi is very weak because they focus mainly on trivial issues and needless
penalties yet they fail to give prominence to issues of sustainable
conservation of resources. This is despite the fact that they have the power to
exercise their mandate,” said Chisema.
Ema is mandated to provide for
the sustainable management of resources, protection of the environment and
prevention of environmental degradation by the Ema Act, Chapter (20:27).
In 2018, the Civil Protection
Unit (CPU) which is chaired Chisema, challenged Ema to engage all stakeholders
to curb deforestation.
Ema Chiredzi district officer,
Peter Mugodhi flatly refused to take any questions from TellZim News although
it is apparent that his office is doing nothing to protect the environment from
obvous threats.
The Mopane is an important tree
species of the savannah, providing nutritious animal feed in the dry Lowveld
and helping to prevent erosion.

RUSAPE – The drawn-out tussle between Rusape Town Council and businessman Norman Sachikonye for ownership of the Ridgemond Park housing project took another turn recently when town chairperson Laiton Sithole addressed home builders and ordered them to stop their developments.
Sithole managed to gather people using a letter dated March 08, 2019, by which Rusape Town Council purportedly called all stand owners to a meeting with heads of different departments in Makoni district.
The meeting was to advise people to stop their developments in Ridgemond Park ostensibly because the Minister of Local Government, Public Works and National Housing, July Moyo had given a directive to than effect.
The meeting was then addressed by council chairperson Sithole who said nothing much but to simply ask people to stop developments.
One of the land developers in the area who spoke on condition of anonymity, however, said he was shocked to later learn that Moyo’s alleged directive was false.
“I received a letter which read, ‘Following a meeting held at Mugodo Lodge with the Principal Director in the Ministry of Local Government, Ms Erica Jones, Rusape Town Council hereby advises you to suspend all construction works in Ridgemond with effect from Feb 28, 2019’”, said the developer.
Sachikonye, through his legal advisors from Mkushi and Maupa Legal Practitioners said the letters that council had been writing concerning the matter were dubious, carrying conflicting dates and stamped differently, and could lead to serious legal consequences for council.
At the meeting of February 28, Moyo, in his report, is actually said to have made it clear that the land belonged to Sachikonye’s Diagonal Investments which is locked in an ownership tussle with council.
Town secretary, Solomon Gabaza is said to have then asked for the report to be put aside pending release of another report by the commission of enquiry into the sale of urban and peri-urban land since 2005. The commission of enquiry was put together by President Emmerson Mnangagwa last year and is expected to table its finding later this year.
Other councillors told TellZim News they never sat and agreed as a full council to stop developments in Ridgemond Park.
Beneficiaries of the housing project also said they were no longer at ease due to conflicting communications by the antagonists.
“We are no longer at peace because we don’t know how this battle between Sachikonye and council will end. Sachikonye himself must come and reassure us that we will not lose our investments,” said one man who is building a house in Ridgemond Park.

SMEDCO sets aside $1 million for Midlands

ZVISHAVANE – The Small and Medium Enterprises Development Cooperation (SMEDCO) is ready to release a million dollars to small businesses in the Midlands province to boost their growth prospects and contribution to the economy, it has been learnt.
Under the scheme, a small business can apply for a $5 000 loan at minimum, going up to $200 000 payable in 24 months at an eight percent interest.
The loan facility is mandated to accept all qualifying businesses regardless of the political affiliation of their owners.
Midlands Small to Medium Enterprises (SMEs) secretary general, Bigboy Murenga said the money was already there and will be distributed starting in April.
“The money comes from the presumptive tax so we requested government to provide it to us as a revolving fund. The money is there and will be allocated to deserving businesses. In two weeks’ time, $1 million will be distributed to qualifying applicants,” said Murenga.
SMEDCO is cooperation of small businesses formed to alleviate poverty and support sustainable economic development through affordable loans for small and medium enterprises.  It also provides capacity-building services that promote the establishment and growth of SMEs.
Murenga said the cooperative was ready to work with businesses from different sectors like mining, manufacturing, construction, agro-business, tourism and hospitality as well as financial services.

Midlands gets $43 million for devolution

GWERU – The Midlands province was recently allocated $43 million as its share of the funds set aside in the 2019 budget stamen to support the devolution of state power.
Addressing stakeholders and local authorities in Gweru recently, the Minister of Local   Governance Public Works and National Housing, July Moyo said government was committed to the successful implementation of devolution.
“Government has disbursed $320 million to provincial councils towards the implementation of devolution. Rural and urban councils in the Midlands province were allocated $41.6 million which should be used for economic growth at provincial level. The allocation of funds was done in line with the needs of specific local authorities for example the issue of water in Redcliff and the issue of sewer rehabilitation which needs to be addressed in Zvishavane. So that is the reason why you are getting different allocations,” said Moyo.
He said the devolution concept was divided into two clusters relating to chapter 2 of the constitution, which deals with political arrangements, and chapter 14, which deals with provincial and local government.
Minister of Industry and Commerce Mangaliso Ndlovu said transfer of resources from central government to local councils will improve issue management at local level.
“My ministry plans to establish offices at all provincial centres and districts to ensure decentralisation leading to implementation of constitutional provisions relating to devolution. Decentralisation will allow and ensure inclusive and balanced national development,” Ndlovu said.
Meanwhile, the money remains immovable as provincial councils wait for parliament to pass the Provincial Councils and Administration Amendment Bill which will enable provincial councils to sit and plan how to use the money.
 

Mwenezi white farmer fights eviction at High Court

CHIREDZI – Magistrate Geraldine Mutsotso last week found commercial farmer Shane Warth of Lot 12 of lot 15 of NRA Mpapa in Mwenezi of failing to move away from land gazetted by government before slapping him with a $250 and giving him 90 days to leave.
Represented by Emmanuel Chibudu of Kwirira and Magwaliba Legal Practitioners, the sugarcane farmer and cattle rancher has since made a High Court application in a desperate attempt to overturn the judgment.
Warth was initially ordered to wind off his farming activities by December 2017 as his farm was gazetted the same year for compulsory acquisition by the Ministry of Lands and Rural Resettlement.
The land was allocated to Solicitor Mutendi and the other half to Wilbert Muzara, according to a letter signed by Mwenezi District Lands Officer, Boaz Vurayayi which is dated October 16, 2017.
Muzara once took Warth to Masvingo Civil Court case number EV10/18 but it was dismissed, forcing him to file a criminal complaint at the Chiredzi Magistrates’ Court.
Chibudu argues that Warth had purchased the Land from Mutirikwi Sugar Company in 1989 after he was offered the opportunity to purchase the piece of land by Triangle Limited.
The ground breaking ceremony, he said, was attended by former president Robert Mugabe and the late vice president Joshua Nkomo.
Chibudu further argued that the accused had engaged the Lands Commission and was assured of an investigation, whose findings are still yet to be announced.
Minister of Lands, Agriculture and Rural Resettlement, Perence Shiri had directed that he be allowed to stay at the farm pending finalisation of his case.

Great Zimbabwe University (GZU), with the aid of international development partners has launched a legal aid clinic in an effort to enhance access to justice and knowledge of the law for residents of Masvingo.
The law clinic was funded by the International Community of Jurists (ICJ) and European Union (EU) and will be stationed at GZU Mucheke Campus.
In a speech read on his behalf by EU Delegation to Zimbabwe programmes manager Fransisca Midzi, EU ambassador to Zimbabwe Timo Olkonnen said they were happy to partner GZU to establish the project.
“The EU is delighted and feels privileged to be associated with the university’s people-focused initiative, we are indeed privileged. This is a pioneering project of other legal clinics to come. The clinic will not only provide a service to the community but to the law students who will get practical training,” said Olkonnen.
Delivering his remarks during the launch, GZU Vice Chancellor Professor Rungano Zvobgo said the law clinic is there to serve the locals and remove the burden of traveling to town for legal services.
“I am pleased that the law school has chosen to locate the law clinic in Mucheke which is the most densely populated area thus taking away the need for many clients to travel and spend money on transport. The clients will have to walk to the clinic even from other suburbs like Rujeko,” said Zvobgo.
The launch was graced by the Minister of State for Masvingo Provincial Affairs, Ezra Chadzamira, lawyers, GZU members of staff and law students.
Visitors took time to tour the premises of the law clinic and acquaint themselves with various things of law.
The clinic also received computers, furniture and stationery that will be used by law students to provide legal assistance to the community.
GZU’s Hebert Chitepo Law School has won many local and international prizes including the 2016 International Law School Mediation Tournament which was held in America.

Rutenga couple hires gang to kidnap police officer

MWENEZI – Jerifanos Muganyi (48) and his wife Mercy Muganyi (41) of House Number 216 Rutenga, were on Wednesday, March 20 arraigned before Mwenezi Magistrates’ Court facing a charge of hiring a Beitbridge-based gang to kidnap a police officer and another man whom they accused of stealing their cattle.
The kidnapped officer, Charles Masawi is based at Mwenezi police station but is currently a prosecutor attaché at the court.
The couple and the gang of four men; Munashe Chisvino (23), Tichaona Chimoto (22), Treason Chimoto (28) and Prosper Chitavati (28) were not formally charged when they made their initial appearance.
Magistrate Honest Musiiwa remanded all of them in custody and their case was referred to Masvingo Magistrates’ Court where it will be heard on April 4.
It is the State case that on March 18, 2019 the couple hired the four and went to the South African town of Louis Trichardt where they abducted Talent Moyo who had fled there last year after allegedly stealing the cattle.
The accused smuggled Moyo through the Beitbridge border after severely assaulting him.
Upon reaching Rutenga the following day at around 05:00hrs, the six left Moyo at Muganyi’s homestead and went to Masawi’s place of residence where they requested him to come out.
They accused Masawi of facilitating Moyo’s escape from lawful custody sometime in 2018 before bundling him into their vehicle after tying his hands and legs with a rope and taking him to Muganyi’s homestead.
Masawi’s landlord, Nhamo Nyamana alerted the police about the incident after he became suspicious with the way the complainant was taken.
A team of detectives found the tied-up Masawi still inside the vehicle at Muganyi’s vehicle, leading to the arrest of the suspects.

Police issue weapons ban

The Zimbabwe Republic Police (ZRP) Masvingo province has prohibited the possession of weapons in public places; warning that the carrying of catapults, machetes, axes, knobkerries, swords, knives, spear or daggers and any traditional weapons in public whether openly or by concealment can lead to arrest.
The ban, which was published using a public notice, took effect on March 11 and will last until June 08.
“For the avoidance of doubt it is declared that in terms of section 14(4) of the Public Order and Security Act (Chapter 11:17) any person failing to comply with such a prohibition made under subsection (1) shall be guilty of an offence and liable to a fine not exceeding level five or imprisonment for six months or to both such fine and such imprisonment,” reads part of the notice.
It was signed by Chief Superintendent Zacharia Mutize of Masvingo East District, Chief Superintendent Godwin Chikuma of Masvingo Central District, Chief Superintendent Charles Ngirishi of Chiredzi District and Chief Superintendent Lawrence Zhou of Masvingo West District.
“Anyone failing to comply with such prohibition made under subsection (1) shall be guilty of an offence and liable to a fine not exceeding level five or imprisonment for six months or both such fine and such imprisonment,” the notice further reads.
