Gutu Rural District Council (RDC) will soon be embarking on a massive income-generating project which will see the local authority harnessing the potential of the Woodlands Dam by constructing a dam side state-of-the-art lodge, conference centre and fisheries.
If completed, the projects will have enormous economic spin-offs for the district and will provide a serene place for leisure hunters.
The Woodlands Dam is located in Mushaviri area in ward 29 and a 100 hectare piece of land has since been set aside for the project which is likely going to start early next year.
Gutu RDC Chief Executive Officer (CEO) Alexander Mtembwa said the project is still in its feasibility stages and the master plan will be out before year end.
Mtembwa said his council will be inviting private players to join them in executing the exciting venture.
“Once our plan is complete, we will be able to invite private players to partner with us in this venture under the Public Private Partnerships (PPPs) arrangement.
“We have decided to embark on this massive income generating project as a precursor to many more projects to come. We are carrying out the feasibility studies of the land on which we want to put up the lodge and the conference centre.
“The lodge will house about 100 guests while the conference centre will be able to accommodate about 300 people in one go,” said Mutembwa.
Once completed, Mtembwa said, the place will be far more beautiful than some other resort places that are currently celebrated in Zimbabwe.
“You need to visit this beautiful place in order to understand what I am saying. Woodlands Dam will be utilised to come up with a place which can attract people from any part of the country,” added Mtembwa.
The cost of the project has not been ascertained yet but Mtembwa said the figure will be out once all the feasibility studies are done.
“As to how much the project will cost, we await the completion of all the feasibility studies. I can tell you that this will be a state-of-the-art project.
“We are going to seek partners to make the whole project successful. The council alone may find it difficult to raise the funds needed so we are going for Public Private Partnerships,” said Mtembwa.
He said the council will soon flight an advert to invite people to come forward and invest with the council.
“You find out that people are working very hard these days and often times, they need a place to get away from all the hassles so Woodlands Dam will be a perfect place to unwind. People should also know there are countless investment opportunities in our district,” Mtembwa said.business

MASVINGO – Acting Minister for Masvingo Provincial Affairs Josaya Hungwe seemed to have entered into a panic mode following the death of the late Minister Shuvai Mahofa and the mystery surrounding the illness and subsequent hospitalisation of Vice President Emmerson Mnangagwa as he told hundreds of people at Masvingo Provincial Heroes Acre that it will be difficult for Zanu PF to win 2018 elections without Mahofa.
Mahofa, who was one of the faction’s most strategically-positioned member in the province, was reported to have collapsed at her home on the early hours of Monday morning before being rushed to Makurira Clinic where she was pronounced dead upon arrival.
Mahofa died on Heroes Day, the very day that she was scheduled to officiate at Masvingo Provincial Heroes’ Acre.
However, speaking at the Heroes Acre, Hungwe told the gathering that the game had completely changed and he was afraid that in the absence of Mahofa, campaigning for 2018 elections was going to be very tough for the party.
 “Ikozvino ndinotarisa kuti toenda sei ku2018 elections tisina Shuvai Mahofa in this province. She was a visionary leader and had a foresight and I was proud of her as our leader.
“Mai Mahofa, was our big sister here in the province. As a person who went to war in her own right, an organiser in the province and a competent woman whose hard work cannot be paralleled,” said Hungwe.
“Kuti tishaikirwe nevoice rake muno muprovince, we are poorer without her. Hatisi toga tarasikirwa naMahofa. Even the President feels the loss,” added Hungwe.
Hungwe called on Zanu PF chief whip and politburo member Lovemore Matuke, Senator Clemence Makwarimba and party provincial chairperson Ezra Chadzamira to carry on the torch left by Mahofa.
“Makwarimba, Matuke and Chadzamira, Mai Mahofa havapo. Tinoinda sei kuna 2018 vasipo? Murukai imi ndimi veMasvingo munozikanwa kuti kana mada zvoukasha munopinda,” said Hungwe.
He highly praised the three, who are all believed to be loyal fighters of the Team Lacoste camp, saying if he were the Biblical King Solomon – with all the extra-ordinary wisdom – he would have chosen them to help him rule the people.
What caused the sudden death of Mahofa remains unclear but she had been unwell for a very long time following reports that she was poisoned at the Zanu PF 2015 annual conference in Victoria Falls.
Drama at Mahofa funeral
There was drama at Mahofa’s funeral in Rhodhene on Tuesday afternoon when Zanu PF youth embarrassed Bikita South MP Jeppy Jaboon who was in the company of Tourism Minister Walter Mzembi.
Jaboon, together with other suspected G40 loyalists who had gone to pay their condolences, were chased from the funeral for ‘bringing poisonous ice cream from Gushungo Dairy’.
According to Jaboon, some youths approached him saying senior Zanu PF officials at the funeral suspected that he had brought ice cream from Gushungo Diary and they were not comfortable with his presence at funeral.
“I received a shocker as the Zanu PF youth began chasing us away from the funeral. What was more shocking was that they were accusing us of bringing ice cream from Gushungo Diary and they were saying the ice cream was poisoned. I had just gone to pay my condolences and nothing else and for your own information, I had no ice cream with me.
“I have since filed a police report at Masvingo Central Police and the RRB number is 3174229. I want those youths to give full details pertaining to their allegations because I was highly defamed,” said Jaboon.

Women breaking barriers – ‘Being a woman is no obstacle’

For Nancy Chatikobo, the Zaka Rural District Council executive officer for human resources (HR) and administration, being a woman should not be a barrier but an advantage since women have all that it takes to perform just as efficiently as their male counterparts or even better.
When she joined Zaka RDC, Chatikobo became the first female to hold that position at the local authority and she has distinguished herself in that role.
On many occasions, she has also acted as council Chief Executive Officer (CEO) in the absence of substantive CEO David Majaura.
Her duty as the head of administration at the council is to ensure the welfare of workers and councillors, a role that had always seemed to be a preserve of men.
Under her leadership, the HR committee recently passed a resolution that the local authority should buy smartphones its councillors in order to improve communication for the sake of service delivery.
Chatikobo describes herself as a goal getter and she believes women can overcome any supposed limitation by working hard and by refusing to wallow in self-pity while expecting cheap sympathy simply because they are women.
“My womanhood is by no means a limitation or hindrance when it comes to tasks that need to be performed and goals that need to be achieved. For affirmative action to be a success, women should measure up to expectation. I don’t believe women should get favours just because they are women,” said Chatikobo.
On the exercise of authority, Chatikobo says subordinates should feel that they are part of a collective and that their contributions and efforts are valuable.
“I believe in teamwork and the importance of individual participation in the building and attainment of one common vision. An organisation cannot be moved forward by one person no matter how strategically positioned and how influential that position could be. You need the input of everybody and you need to make your juniors see that their efforts are being acknowledged,” Chatikobo said.
At her workplace, she says, her subordinates respect her because she treats them as brothers and sisters who understand what needs to be.
“I believe that the most effective way of enforcing compliance is not necessarily the code of conduct but the establishment of a mutual two-way communication process to emphasise the importance of our organisational principles. The code of conduct should be the last resort when everything else has failed,” said Chatikobo.
Her advice for other women who are in similar high-pressure jobs is that tasks must be evenly delegated among the available human resources. All tasks, she says, should be scheduled and diarised, with priority being given to more critical matters so that deadlines and targets are never missed.
A holder of many professional certificates, the soft-spoken Chatikobo did her advanced level education at Daramombe Mission in Chivhu before studying for a Psychology Degree with the University of Zimbabwe (UZ).
She also has a Master’s degree in Public Administration from the National University of Science and Technology (NUST) as well as a diploma in Personal Management.
Chatikobo has vast experience in public administration; having been assistant District Administrator (DA) of Uzumba Maramba Pfungwe (UMP) where she worked to bring fixed and mobile phone network services.
At the moment, Chatikobo has many other commitments as she sits on the boards of Chiredzi Sub-catchment Council and Runde Catchment Council as a representative of local authorities.local

MASVINGO – Charumbira Primary School recently held its first ever price giving ceremony, a remarkable feat for a poor rural school.
Stakeholders like N. Richards Group, H & R Bookshops, Gama Lab, Tropical Copiers, Home of Originals, and Masvingo Rural District Council supported the event.
The guest of honour at the ceremony was Masvingo District Schools Inspector (DSI) Ishmael Chigaba who urged parents and school heads of to work for the development of their schools.
“Make follow ups with the Rural Electrification Agency (REA) so that they can give you electricity here. Without electricity, no information communication technology (ICT) learning can happen. Cluster heads and all officials should therefore work together to make sure schools and the wider community get electricity,” Chigaba said.
He urged parents to send their children for Early Childhood Development (ECD) education as it was now a mandatory part of the new curricula.
“ECD is a must do thing. If your child does not take part in it, he or she will not be able to enroll for grade one. The homegrown school feeding programme is yet to come so you have a responsibility to feed your own children,” Chigaba warned.
School head, Choice Mazhata thanked the staff, School Development Committee (SDC), Chief Charumbira, other school heads and the DSI for their support.
The school was established in the 1940s and has an enrollment of 491 pupils but, like other school of its status, has lacked resources to motivate its teachers and pupils.
Recently, the school benefited from a Unicef funding to the tune of US$5 000 which was channeled towards the repairing of classroom blocks affected by bad weather.education

Scouts host 5-day national camp

The Scout Movement in Zimbabwe held a five day national camp for some 700 scouts at the Great Zimbabwe national monuments camp site from August 10 – 14.
All the ten provinces descended on Masvingo for the camping that ran under the theme ‘Create a better world through scouting’.
Many different activities were done throughout the camp and scouts had a chance to tour the monuments and the Lion Park at Lake Mutirikwi.
Masvingo province had scouts from primary schools namely Vurombo, Shakashe, Dikwindi, Francis Aphiri, ZRP Zimuto, Helen McGhie, Madyangove and Chiredzi.
The official opening was held at Nemanwa Primary School and was graced by Mr Magomo from the Ministry of Primary and Secondary Education standing in for the Provincial Education Director Mr Zedius Chitiga.
Mr Magomo thanked the scouts especially the Masvingo Chapter which has grown in numbers over the years.
He urged all schools to fund scouting as is done to all other school activities and scouts were taught how to prepare traditional foods during the five-day camp.
Our rovers did a splendid job in preparing the camp for the event and making sure that everything ran smoothly.
The provincial commissioner Mr Sylvester Chin’anga managed to coordinate the provincial team with the help of his deputy Mrs Rumbidzai Tonhodzai.
Our main target is to reach out to as many scouts as possible in all the districts across the country which are still lagging behind.
In Masvingo, we still want to reach out to districts like Mwenezi, Bikita, Gutu and Zaka so that we can equip pupils with life skills which will help them when they grow up.
We instil discipline and the spirit of Ubuntu in pupils making them role models in society.
The scouts managed to do clean-up activities at Nemanwa turn-off and around Nemanwa Primary School as a way of showing society that cleanliness is everyone’s responsibility.local

MUTARE – With 14 games left to play in the division, three teams are hoping to be champions and be promoted into the top flight league with former league side Buffaloes FC trying to fend off stiff challenge from two rivals.
Things got heated up at the weekend when the two leading sides collected maximum points in their respective matches.
Mutare City Rovers scored twice to beat Melfort 2-1 and maintain their first position on the table. In another match, Tenax donated three points to Gutu FC by losing 2-1 and is now on third position.
Buffaloes were 2-0 winners over Prime Rangers. The army side is now on second position of the log table with the same number of points as Mutare City Rovers. Mutare City Rovers are on top of the log with 33 points. Tenax are third with 31 points.
Buffaloes FC are there to prove that had it not been for Tenax, they would have been playing top flight league. Buffaloes last season lost in the decisive match against Tenax and accused Tenax for being bribed by Magaya’s Yadah FC which eventually gained promotion.
Meanwhile, Mutare City Rovers should prove that their relegation was an error and are aiming for a quick return to the top flight.
Tenax ‘Chauya chikara’ are also there to prove that they are now on the pick and are ready for promotion.
The region will soon officially unveil a sponsorship package that will see branded uniforms being provided, an end of the year award ceremony and a reduction of affiliation fees.
Region chairperson Davison Muchena told TellZim News that they will reveal the sponsor soon.
“We are happy that we now have a sponsor. Everything is taking shape in our league which has been running without any sponsor. We will reveal the sponsor as well as the package during the official unveiling ceremony and we will announce the date soon,” he said.sport

ZVISHAVANE – Shabanie Mine FC coach Takesure Chiragwi and his technical team last week faced a barrage of fury owing to poor performance by the asbestos miners who are languishing at the bottom half of the log table thereby risking going back to second tier football.
Bvaru- Bvaru fans were shipped to Maglas Stadium in a lorry and some private cars singing and chanting “Chiragwi and his team must go” mantra.
“The coach is failing us now, we started well but seems he has lost it all. We need another coach to turn things around otherwise we are going back to Division One,” said one of the angry fans identified as Francis Makore.
The angry fans told the coach to pack his bags and go but were later addressed by the club technical director Takura Shariwa who pleaded with fans to give the coach more time.
“I understand your concerns, just give the coach enough time to prove his tactics, give him at least three games. If he fails them he will go,” said Shariwa.
When contacted for comment, Chiragwi said he was still restructuring his team since they lost some of their valuable player during the August transfer window.
“I think we need to do better and get some points because we are dropping down the log. We have lost seven of our best players to other teams this transfer window and we are still settling. I hope we will be able to do that in no time,” Chiragwi said.
Bvaru-Bvaru last won a PSL match about a month ago when they edged struggling Yadah FC in Harare, followed by a succession of poor results, losing to Highlanders and Bulawayo City and drawing with champions Caps United.sport

Boost for Nyanyadzi Irrigation Scheme

MUTARE – The Ministry of Agriculture, Mechanisation and Irrigation Development has partnered the United Nations Development Programme (UNDP) to rehabilitate Nyanyadzi Irrigation Scheme.
The ministry injected US$400 000 for services and machinery while UNDP, through OXFAM, chipped in with US$300 000.
Over 700 families in Nyanyadzi are already benefiting from the project.
Production at Nyanyadzi Irrigation Scheme had dropped since year 2000 but work for rehabilitation commenced last October and it is expected to end this month.
An official in the Ministry of Agriculture, Mechanisation and Irrigation Development for Chimanimani district, Aaron Mwanasawani confirmed that the Nyanyadzi Irrigation Scheme was now fully functional.
“I can confirm that Nyanyadzi Irrigation Scheme is now fully functional. Water is now reaching each and every block of the irrigation scheme.
“This will change livelihoods across the entire community.
“Farmers are already using the facilities. There is now enough water and the farmers are expecting a boom in winter wheat yields,” said Mwanasawani.
OXFAM project manager Dr Leonard Unganai hailed the government, partners and the community for the rehabilitation of the project.
“This project started in 2014 and it will end in October 2018. It was funded to the tune of US$4 million. The project was a success because of the unity of purpose from all stakeholders.
“Chimanimani district projects were allocated $1 million,” he said.local

CHIREDZI – Clemence Madzingo, the Zvimba Rural District Council (RDC) Ward 14 councillor, seems to have won a protracted inter-family wrangle to the revived Neromwe throne after the Romwe clan recommended him to the Provincial Chiefs’ Council last week.
Deliberations that happened at Masimbaevanhu Primary School, in the presence of the provincial chiefs’ council led by Chief Serima, pointed to the former police detective taking the reins soon.
“We have been sent by the government to resuscitate the Neromwe chieftainship. We are not here to appoint a chief but to get a nominee. You had a grace period to discuss over who will take over,” said Chief Serima.
The Romwe clan, represented Joseph Matumba, told the council that Madzingo should be their chief.
“We discussed the issue and reached the consensus that the chieftainship should be returned to Chanyururwa family,” said Matumba.
The event was, however, not without drama as a clan elder, Bernard Murumbi, who stood to make submissions on behalf of Madzingo’s rivals in the Kurera family, suddenly collapsed and was whisked away, leading to an increase in suspicions that juju was being used to win the throne.
The new chief-to-be, however, faces hurdles in the form of a legal challenge against the legitimacy of the chieftaincy which has been carved out of the existing Chief Tshovani’s area.
Chief Tshovani is not happy because has lost wards 17, 26, 28 and 29 to the new chieftaincy, leaving him with only three wards.
Madzingo staked his claim to the chieftainship ahead of other aspirants within the Chanyururwa and Kurera royal families.
The Neromwe chieftaincy became extinct in 1908 when its land, which lies between Chiredzi River to the east, Mutirikwi and Runde River to the south and west as well as Musiwidzi River to the north, was seized and declared a European area.top news

Sex worker jailed 12 months for stealing $23

GWERU – A Gweru prostitute rued the day she stole a few dollars from her client after she was slapped with a 12 month jail sentence by the Gweru Magistrates Court last week.
It was the State’s case that on August 16 2017, Nyarai Moyo (18) duped her client Ancikaria Murove of a plastic bag which contained some clothes and $23 cash before disappearing.
The court further heard that the complainant later identified Moyo at Mboma Night Club in Mkoba and tipped the police leading to her arrest.
The accused pleaded guilty but the stolen valuables were not recovered.
