Masvingo walks down insanity street

The menace posed by violent homeless people suffering from mental illnesses is growing by the day as the streets of Masvingo continue to fall to vagrants while the seemingly oblivious authorities turn a blind eye.
Besides the usual uneasiness of using streets that are overwhelmed by mentally-unstable persons who are not supposed to be on the streets in the first place, many people say they feel there is enough reasons to fear that public safety and decency is now in jeopardy.
Nasty incidences involving homeless people with mental health problems are being reported often and there are growing calls for the city council, social welfare department, Ministry of Health or whoever is responsible to take those people off the streets and house them in places where they can be properly cared for.
A vicious mentally-challenged man ran amok at the corner of Robert Mugabe Road and Josiah Tongogara Avenue on the afternoon of April 11, attacking car windscreens with his bare hands.
He attacked two vehicles belonging to Rufaro High School and TellZim News, inflicting massive damage on the windscreens and leaving their drivers shaken.
The vehicle owners were also presented with an unwelcome gift in the form of unexpected huge repair bills plus all the inconveniences involved.
Before members of the public could catch him, the man, who was dressed in raged filthy clothes, had also attacked and injured a female motorist with a blow which left the hapless victim with a heavily swollen eye.
The man went on to cause more commotion at Masvingo Central Police Station where he had been handed over for detention by pulling down and breaking a portrait of President Robert Mugabe while acting violently against police officers.
While the offence could have earned any other person some little prison time, the man most probably got away with it due to his insanity.
Few weeks later, the city’s environmental health officer Zavapano Munganasa, while approaching the traffic lights at the intersection of Josiah Tongogara Avenue and Robert Mugabe Road in the evening, got a rude awakening after his vehicle was attacked by another mentally-unstable man who was armed with catapults.
Disturbed, completely disoriented and unaware of what had hit his car, Munganasa instinctively sped away thinking he was about to be hijacked and reported the matter at the police station.
He only became calmer after other motorists who were driving behind him and had noticed the incident told him it was a catapult attack by a homeless mentally-unstable man.
These are just few recorded encounters involving people with mental health issues but are definitely not the only ones.
While society is expected to show empathy for the less fortunate especially those living with any form of illness, people who spoke to TellZim News said it becomes an enormous challenge when those people are left to disturb the peace and security of members of the public.
“They definitely are not to blame for their circumstances and where they find themselves having to live. Rather, it is our uncaring leaders who deserve all the censure for allowing our streets to deteriorate to these levels.
“This problem in not exclusively synonymous with Masvingo but is just a reflection of what is happening in every urban area of the country. It’s bad because there is so much money in this country but it’s not being used to create a decent country; it’s all being guzzled by selfish politicians,” said one small business owner.
In their daily forage for food, mentally-challenged people living on the streets have no better option than the rubbish bins that they trash and leave the garbage scattered. This not only presents a public health problem but undoes ongoing efforts to ensure tidier streets and pavements as well as a litter-free environment.
A shop owner in town explained how she often has to use her own vehicle and labour to clear away litter in front of the shop whenever a nearby bin is overturned and trashed by mentally-unstable homeless people who will be scavenging for food.
“It is a big challenge for us because we cannot remove these people from the pavements ourselves but we are forced to clean up the mess that comes with their presence on the streets. We are incurring extra costs because we have to offload the bin every evening ourselves rather than to wait for the scheduled council service. If we don’t do that, we will wake up tomorrow with heaps of stinky rubbish on our doorstep,” said the shop owner.
Female shoppers also told TellZim News that they feel particularly vulnerable sharing the passages with homeless people with mental health problems.
“What if they grab hold of you and try to rape you? That would be dreadful, just a forced touch from them is too horrible to contemplate. Our children are even more vulnerable,” said one woman who works in town.
When asked on what authorities were doing to lessen the challenge posed by aggressive mentally-challenged people on the streets, City of Masvingo Town Clerk Adolf Gusha said council alone had no capacity to take them off the streets.
“We don’t have a place where we can take them to but we will liaise with the Ministry of Health who are responsible for that. We acknowledge that there is a problem at hand and we would like to find a way to effectively deal with the problem,” said Gusha.
Homeless females suffering from mental illness are particularly more vulnerable than their male counterparts, not only to the usual severe weather conditions especially in winter, but to sexual perverts, unwanted pregnancies and sexually transmitted infections.
They are also subject to public ridicule as happened recently in Hellet Street when one mentally-unstable woman stripped naked and was mobbed by a crowd of senseless mischief-makers who jeered at her.
With a ceaselessly difficult economy and a largely distressed population with no peace of mind whatsoever, many people feel it is time government invests more in mental health institutions and all the necessary work that is required for the successful rehabilitation of all homeless victims lest the streets become more unsafe.
Few available shelters like Ngomahuru are acutely underfunded and are unable to cope with the few inmates they have and can therefore not accommodate every homeless mentally-unstable person on the streets.local

‘Arrogant’ driver blamed for accident

ZVISHAVANE – One of the passengers who got off a Toyota Funcargo vehicle which later got involved in a near fatal accident along the Zvishavane – Gweru Road Cnr Prince Street last Thursday night said the driver had ignored advice not to drive while drunk.
Speaking to TellZim News on condition of anonymity, the woman said she got off the vehicle (reg number ADW 2519), which was being driven by Lordshare Moyo of Village 6 Silomonya, because the driver was drunk and was driving recklessly.
“I decided to get off the vehicle in protest because I had sensed danger and I knew that if I continued on that car, I was not going to arrive where I was going in good health.
“The driver was visibly very drunk but he still arogantly ignored our pleas to let somebody else drive. We could clearly see that he could not properly control the car so we asked to be dropped off,” the woman said.
The car, which was headed to Makwasha, later slammed into an oncoming Bridgegreen bus, causing extensive damage to the car with the driver sustaining severe injuries himself.
After the accident, Moyo was taken to hospital where he was being taken care of by the time of writing.
The driver of the Bridgegreen bus said his journey was going on well until Moyo’s car encroached into his lane.
 “He moved into the wrong lane at a moment when it was not possible for me to avoid him. It all happened very fast and I could not do anything to avoid the accident,” said the driver.
Though no one got injured among all the passengers who were on the bus, the accident got people talking about dangerous driving habits and the rights of passengers to demand better.
“The safety of passengers doesn’t entirely rests with the driver, it also rests with them. We have a right to demand that a driver drives well or we  get off the vehicle and inform the police if possible,” said one public transport user.local

Murder case haunts Mwenezi man after 18 years

MWENEZI – The Shona truism which goes “mhosva hairovi”  proved to be up to the point in the Mwenezi Magistrate Court last week when a 59-year-old man who has been on the run for the past 18 years appeared in court for the murder he allegedly committed in 1999.
Ellimon Masocha of Nyika village under Chief Maranda, Mwenezi West is alleged to have murdered his aunt with a hoe handle after accusing her of witchcraft. He then vanished and stayed in South Africa for all those years.
Masocha was not formally charged for the alleged murder when he appeared before Magistrate Honest Musiiwa but was remanded in custody.
Prosecutor Willard Chasi said the State will allege that on February 4, 1999, Masocha approached his aunt who was working in her fields.
He began to accuse her of being a witch who was causing poverty to his family. Masocha allegedly stuck his aunt on the neck using a hoe handle resulting in her instant death on the spot.
Upon committing the offence, Masocha was reportedly spotted by eye witnesses running away from the scene and immediately fled to South Africa only to be arrested this month upon his return.local

Battle to control Chief Ndanga in Zaka North

Chiefs are proving to be political game changers in rural constituencies as they are often accused of force-marching the electorate to the polling stations and threatening against voting for any other party of their choice except, in most cases, the ruling Zanu PF party.
Zanu PF politicians who are eyeing Zaka North seat seem to be acknowledge the enormous political influence that chiefs wield as the politicians battle it out to control Chief Ndanga ahead of the 2018 general elections.
Chiefs pride themselves for playing an instrumental role to ensure that Zanu PF won the previous elections. Even the president of the chiefs’ council, Chief Fortune Charambira has been on record saying they play a critical role in coercing people to vote for Zanu PF, and even dismissed the idea that chiefs should be apolitical. Chiefs even chant Zanu PF slogans at public meetings and rallies.
First to win the heart of Chief Ndanga in Zaka North is Phiona Rheiket who introduced the Chief Ndanga Soccer Tournament about two years ago. Youths from Zaka North battle it out for honours every year with the winners receiving cash prize and trophies from Chief Ndanga.
Rheiket, a South Africa-based businesswoman, is readying herself for the party primaries and the soccer tournament has not only endeared herself with the chief but with the electorate in general. The Chief Ndanga Soccer Tournament has attracted so much attention and the villagers especially the youths are really excited about it and this might give Rheiket an edge over several other emerging candidates.
Rheiket’s biggest undoing, though she is now popular even in the whole province, is her alleged association with the maligned Generation 40 (G40) faction. Masvingo province is Team Lacoste faction’s stronghold and G40 is a hard sell. Now that Team Lacoste has gained full control of the province following the election of Ezra Chadzamira to become the substantive chairperson for the province, Rheiket might find it difficult unless she quickly jumps ship and join the most popular faction in the province, Team Lacoste.
Though she has become very popular with her Grace Mugabe-branded yellow Hummer and silver Toyota D4D, Rheiket’s affectionate support and love for the First Lady may blow her chances of winning Zaka North primaries especially against the incumbent legislator Robson Mavhenyengwa. Mind you this is Team Lacoste faction’s stronghold!
A wily Mavhenyengwa, having realised that Rheiket was now in the race and was kind of getting the G40 endorsement, immediately jumped ship and joined Team Lacoste.
Together with his Zaka Central counterpart Paradzai Chakona, they hurriedly organised a youths soccer tournament where Chief Ndanga was the guest of honour, a move which was viewed as an attempt to lure the chief to their camp. Whether Chief Ndanga will remain with Rheiket who sponsors a tournament for him or will choose Mavhenyengwa who makes him guest of honour at his tournament is not known but time will tell.
But Mavhenyengwa, being a Zion Christian Church (ZCC) member – a church which commands a huge following in Zaka – has an extra advantage. The former police superintendent (intelligence) often brags that he is a strategist saying his work experience helps him a lot to outdo his opponents.
He however has a mammoth task as it emerged that another senior official from the Central Intelligence Organisation (CIO) is eyeing the seat – it will be interesting to see who of the intelligence guys will show more intelligence.
A local teacher and businessperson John Chitoro who is popularly known as ‘Teacher John’ is also said to be interested in contesting for the seat. Chitoro runs grocery shops and kombis. He lost to Mavhenyengwa during 2013 party primaries; hopefully he would play his cards right this time around.
It won’t be a stroll in the park though as three more other candidates are said to be interested in contesting for Zaka North. There is Alson Darikai, who is with the Zimbabwe Tourism Authority (ZTA), another local businessperson Eliot Bheura and a university lecturer Professor Boniface Chiworeka.
Chiworeka has since become a perennial loser having lost to Movement for Democratic Change’s (MDC-T) Ernest Mudavanhu in 2008 and subsequently to Mavhengwa at party primaries in 2013. He might find the going tough unless, as the most learned candidate of all, he comes up with some unique strategies this time around.
Darikai is the most unpopular of all the Zanu PF candidates and his chances of winning are slim. If he wins, it will be the greatest miracle ever!
Bhehura runs grocery shops at Jerera and Nyika growth points. His name is popular in the retail industry but I doubt if that popularity would translate into votes.
The winner from Zanu PF will then face candidates from other political parties in the 2018 general elections and the ultimate winner will go to the National Assembly.
Mudavanhu is also said to be eyeing a comeback but this time on a National People’s Party (NPP) ticket. Mudavanhu lost primaries to Simon Mupindu in 2013 before he left MDC-T to join People Democratic Party (PDP) and subsequently ZimPF. He later left ZimPF together with Joice Mujuru to form NPP. The best advice for Mudavanhu would be for him not to contest any position, at least for now.
As for now, the MDC-T so far has only Mupindu who lost to Mavhenyengwa on July 31, 2013.
The danger with Mupindu is that he stays in Harare and he is seen more often during the run up to the election. This should have disadvantaged him during the 2013 elections. Almost all the candidates that have so far emerged from Zanu PF reside in Zaka North and people usually prefer someone they see every day when it comes to voting. Hopefully, Mupindu will have a different approach this time. Being a lawyer, Mupindu should work on packing his message so that it resonates well with the largely not so well-educated rural electorate.  He might speak a lot of sense but if the message is not well packaged, it might be meaningless to the Zaka North electorate.
Learned politicians usually suffer this blow especially when they contest rural constituencies – Dr Tapiwa Murambi (Chivi Central), lawyer Erium Musendekwa (Gutu South) and Prof Chiworeka are prime examples of this paradox.

EDUCATION AND POLITICAL EXPERIENCE

Mavhenyengwa, being a former police chief superintendent, obviously has at least five ‘O’ Level and many other professional courses. The Zaka North legislator began to be politically active in 2012 when he left the force to contest for the seat. Though Mavhengwa could have been in the party structures before, he was not actively involved in politics then as his job demanded otherwise. Therefore, in terms of exposure, Mavhenyengwa is still learning the curves no wonder he is jumping from one faction to the other.
Rheiket’s political history is sketchy; she emerged in the past few years but her strong financial muscle propelled her to become one of the most popular women in the province. Inexperience might be her major blow especially in Zanu PF where factions tear each other apart every day. One certainly has to belong to the better faction or risk going down the political drain.
Chitoro is a teacher by profession – a too ambitious teacher I must say! He has a degree in education. He runs grocery shops and kombis – but whether or not the money he gets from his business would be enough to battle it out against the likes of Rheiket, who have Hummers and Toyota D4Ds, is not clear. Chitoro has been in the provincial youth executive but was axed during the ‘Gamatox’ period. Since then, he struggled to gain ground in the province. Hopefully, he has since joined a better faction which will be stronger than the other when Zanu PF goes for primary elections.
Chiworeka is a university lecture with at least a Master’s degree. He is not that resourceful compared to other candidates and that might be a disadvantage against him. He, however, has been actively involved in politics for over a decade now though he lost elections twice.
Mupindu is a lawyer by profession and he holds a law degree. He runs a law firm and is accumulating resources. Being young as he is, Mupindu might not have a lot of political exposure excluding student activism. He is still learning a lot about opposition politics and politics in general. Hopefully, as a lawyer, he will be quick to grasp certain concepts and come up with the messages that suit the rural electorate.   Zaka North was once won by MDC-T in 2008 and it only needs a bit of courage and hardworking for the opposition party to retain the seat.
Zanu PF still has a big chance in Zaka North too so the MDC-T should up its game and start to be more visible now than to wait for the last few months before the 2018 general elections. Zanu PF candidates are already on the ground doing something using their personal resources while MDC-T is waiting for next year. And they will be quick to accuse Zanu PF of rigging the elections if they lose yet their candidates are not doing anything on the ground.

Dineo victims relieved as CPU receives aid

MWENEZI – Some communities that are still suffering the effects of Cyclone Dineo are set to get assistance after the district Civil Protection Unit (CPU) received a consignment of aid relief.
District Administrator (DA) Rosemary Chingwe confirmed the latest development but could not divulge more details.
 “We received goods from CPU Harare head office but so far I am not sure about the exact quantity because I was out of office when the goods where received.
“Our first target are households in ward 10 and ward 2 whose homes were destroyed by lighting during the cyclone. After that, we will assess some of the victims who might have been affected,” said Chingwe.
TellZim News is, however, reliably informed that a consignment which includes bags of meal-meal, boxes of cooking oil, sugar beans, salt and a bale of second hand clothes have been received by the district CPU.
Most communities especially those in the southern parts of the country are still reeling from the effects of the floods that left crops swept away, homes destroyed and roads badly damaged and with gaping dongas.local

NSSA preaches occupational safety

MUTARE – Strict implementation of safety and health management systems are the only key to accident reduction at work places, National Social Security Authority (NSSA) has said.
This was heard at the belated World Day for Safety and Health at Work celebrations held on May 5 in Mutare and other towns around the country courtesy of NSSA.
NSSA Manicaland acting regional manager Arcadia Kecho said safety and health matter at work place were important issue that must be enforced consistently.
 “We have reasons to believe that occupational safety and health management system are the answers to accident reduction solution nightmares,” Kecho said.
In Masvingo the Minister of State for Provincial Affairs Shuvai Mahofa addressed a similar gathering at the Civic Centre gardens where called upon authorities to develop reliable reporting systems so that all risks can be quickly exposed.
“Managing safety and health in work environments is often viewed as unnecessary luxury especially where the business approach is based on traditional concepts but this approach has led to an astronomical rise in occupational accidents and diseases.
“As a country, we need to develop a more reliable reporting system because effective information systems have proven to be among the most effective tools in the management of business in the modern world,” Mahofa said.
It was also heard that 6 300 in the world die every day due to accidents at work and local records maintained by NSSA indicate an increase in occupational accidents and diseases.
In 2014, the country recorded 5 736 injuries and 106 fatalities, 5 380 injuries and 54 fatalities were reported in 2015 while 5 364 injuries and 63 fatalities were recorded in 2016.
World Day for Safety and Health is celebrated on 28 April every year and this year’s celebrations ran under the theme “Reinforcing occupational safety and health preventive culture through optimum gathering and utilisation of data.”local

Wadyejena pursuing a successionist agenda, says Zhuwao

MUTARE – The factional wars ravaging Zanu PF last week played out in the open in Mutare when Minister of Youth Development, Indigenisation and Economic Empowerment Patrick Zhuwao disparaged the Justice Wadyajena-led Parliamentary Portfolio Committee on Youth and Indigenisation which he accused of pursuing a successionist agenda.
Addressing youths and party supporters in Mutare during a youth expo last week, Zhuwao dismissed the committee’s findings that most of the loans accessed by the youths for projects had been abused as all the toured projects were derelict.
“A committee of 15 members toured Victoria Falls but instead of coming up with issues that affect the youth, they were only attacking. They never bothered to look into issues like the absence of offices where the youth can be assisted there in Victoria Falls or even here in Manicaland.
“I liken this committee to a Tsikamutanda witch hunt because 15 Members of Parliament came from Harare intending to tour four projects and out of the four, they only focused on one project and never bothered to come to Manicaland to see the wonderful job that you are doing here. It shows that they had nothing to offer for the youths,” said Zhuwao.
The findings from tours by the committee indicate to gross abuse of the Youth Development Fund which was disbursed to the tune of US$40 million by CABS, Stanbic Bank, IDBZ to support the youth to embark on income-generating projects since 2012.
In Matabeleland North, particularly in Victoria Falls, people did not mince their words and fingered Economic Development Minister Obert Mpofu as having used his influence to get his relatives to benefit from the fund, with 15 beneficiaries used the surname Mpofu.
Zhuwao, alongside the beleaguered party national political commissar Saviour Kasukuwere and Higher Education Minister Professor Jonathan Moyo, are alleged to be G40 leaders fighting tooth and nail to prevent Vice President Emmerson Mnangagwa from succeeding President Robert Mugabe.
Wadyejena, on the other hand, is said to be in the Team Lacoste faction which wants to see the VP becoming the natural successor to the President.
 “I want to apologise to those who work in the Ministry of Youths for the shameful behaviour displayed by other members of the Parliamentary Portfolio Committee who were out to intimidate youths by their failed Tsikamutanda acts.
“Report to me directly if you feel victimised for working in the ministry by those who want to abuse the committee for a secessionist agenda and in that I specifically mean members of the Parliamentary Portfolio Committee on Youth and Indigenisation,” Zhuwao charged.
Manicaland provincial youth chairperson Mubuso Chinguno further tore into Wadyajena, describing him as an opposition agent.
“Wadyajena akuita semunhu weopposition manje, hunhu hwake hausisiriwo hunotarisirwa (Wadyajena is now behaving like an opposition agent, his behaviour is unbecoming),” said Chinguno.local

GZU student in trouble for ‘raping’ girlfriend

CHIREDZI – A Great Zimbabwe University (GZU) student who allegedly had sex with his girlfriend whom he then promised to marry but failed due to interference from his parents is now in trouble after he was arrested for rape.
Kudzai Gopodza, who is attached at Environmental Management Agency (EMA) as a graduate trainee, appeared before Chiredzi Magistrate Judith Zuyu facing charges of rape after he allegedly forced himself on the girl whom he later promised to marry but failed.
The court heard that on February 18, 2017 at around 19:00 hrs, Gopodza who resides at house number 562 Jerera Township, allegedly called his girlfriend who worked as a house maid next door.
The court also heard that the girl brought along her employer’s child but Gopodza sent the child away, leaving the two alone.
It is alleged that Gopodza then locked the door and at around 02:00 hrs, he forced himself onto the girl.
The court also heard that in fear that the girl report the case, Gopodza kept the girl at the house and promised to marry her.
The matter came to light after his parents came to the house and found the girl but did not like the idea of their son getting married to an uneducated girl working as a house maid.
The girl was then chased from the house and she went to file a rape case with the police leading to the arrest of Gopodza.
In his defence Gopodza, who was represented by Primrose Magaisa of Pundu and Associates, told the court that he was in love with the girl whom she claimed was just vindictive because his parents had objected to their marriage on the grounds of education.
He claimed that the two were in love and had consensual sex for many times during their stay together.
The matter was later postponed for further trial on a later date.

Mwenezi tout left for dead in fight for nyimo piece job

MWENEZI – A tout who attempted to forcibly load sacks of roundnuts in a truck without the owners’ consent was last Friday severely bashed and left for dead with serious injuries at Rutenga market, along the Beitbridge-Masvingo road.
The tout, identified as Martin Maranda popularly known in Rutenga as Mhatso, was left in a pool of blood with a swollen face after he was beaten by an unidentified man who accused him of trying to forcibly load the roundnuts onto the truck.
One of the owners of the luggage said Maranda either genuinely did not know that the job already has takers or was just too desperate to let go of a rare chance to make some little money.
“The bags are destined for Harare so when Maranda came, he started to claim that since he was the first to talk to the truck driver, he deserved to be given the piece job to load our roundnuts bags into the truck.
“He continued doing the job even though he had been told that there were already people who had been hired to do the job. This angered one of the hired loaders who at first tried to peacefully stop Maranda but latter got aggressive,” the woman said.
This reporter witnessed first-hand the ugly brawl between seemingly desperate men who all could not easily let go of a chance to be fruitfully occupied.
The two were later restrained by bystanders and they both disappeared separately into the nearby thick bush.
Police details later visited the area but the two men were already gone.local

Cattle theft increases in Mberengwa

MBERENGWA – Villagers in Mberengwa West and Insiza South have called upon the government to allow the traditional leadership to be involved in the clearance and selling of cattle so as to curb the increasing cases of cattle rustling in the area.
A number of villagers who have lost their cattle to thieves this year said the government should give the local leadership power to handle livestock sales so as to reduce bureaucracy if the problem of cattle rustling is to be seriously countered.
The concerned villagers also expressed unhappiness with the transportation of livestock at night, saying all transportation matters must be done during the day as thieves were taking advantage of the darkness to steal cattle.
Insiza South house of assembly representative, Malaki Nkomo also said he was worried with the spike in cattle theft cases in the two districts over the past few months.
“It’s painful as many people are losing their cattle to thieves. This month alone, about 20 beasts have been stolen so far and no trace has been established as yet.
“These thieves are targeting mainly the heifers and oxen, leaving farmers in dire situations,” said Nkomo.local
