Understanding diversity through deaf culture

Deaf people do not regard themselves as disabled people. The understanding of Deafness by Deaf people is not that of a pathology but of a difference. People who are Deaf do not believe that there is anything that has broken down anatomically or sensorily that needs fixing. They are proud to be who they are-Deaf people. It is the object of this opinion piece to expand the understandings of the readership regarding Deaf people and Deaf culture.
You will have realized by now that I am using the upper-case D when I write the word Deaf. For Deaf people, the word Deaf with a capital letter D implies a social category of people who believe that being Deaf is not having a medical condition but a cultural difference that stands out in terms of its belief systems and normative practices. The inability to process linguistic information for Deaf people does not warrant the hearing world to define and rule them as objects that are at the mercy of stimulus policies or social protection, rather it is a reminder to the consciousness of the hearing world to realize that there is diversity within the human community. Deaf people are loud and proud of their uniqueness as a linguistic -cultural group that expresses itself through markers of cultural identity like Miss Deaf, Deaf clubs, Endogamous marriages, residential schools, sporting activities and sign language, among others. The source language for Deaf people is sign language which is also sometimes referred to as a manual language. The absence of receptive and expressive language for Deaf people is not at all an occlusion to life’s opportunities because society should accept them just like any other socio-cultural linguistic group of people, like the Tonga, Shangaan, Ndebele. In the light of the above argumentation, any discrimination of Deaf people based on their inability to oralise their feelings, thinking and beahviours is seen by Deaf people as an attack on human diversity. To that effect, those who believe in the Deaf culture would encourage their children to attend residential schools for the Deaf where sign language is the medium of instruction and in the case of inclusive education the apologists of Deaf culture would expect the school system to use their native language (sign language) for teaching and learning purposes. Observably, in the Zimbabwean context where the constitution recognizes 16 languages, inclusive of sign language, it is therefore the duty and obligation of the government of Zimbabwe to embrace and enhance the learning experiences of Deaf children through the combined efforts of ministries responsible for education to ensure that sign language becomes a sine-qua-non for all prospective teachers.
Belonging to the Deaf culture is not just a matter of being Deaf but a matter of identifying with the value systems and normative practices of Deaf people like language differentiation, attitudinal deafness, behavioural norms, endogamous marital patterns, historical awareness and voluntary organizational networks. In terms of language differentiation, it is important to note that membership in the Deaf community is dependent on communicative competence in sign language. Where attitudinal deafness is concerned, it is the credo that is held by members of the Deaf culture that they are in fact culturally and socially Deaf-it is not about one being audiologically Deaf. Behvaioural norms set apart Deaf people from the hearing world in terms of habits that help Deaf people to interact, for example eye contact patterns, rules governing physical contact and touching and facial expressions and gesturing. For example, the absence of receptive and expressive language for Deaf people has helped them exploit their sense of sight to the hilt; sight has become their keen sense for appreciating and understanding the world. To that effect, a male teacher of the Deaf children should not keep a beard as that would interfere with lip-reading. The Deaf culture is also solidified by in-group marriages. History of the Deaf, that has developed from aural -oral to manual communications is also prized in the Deaf culture. On the aspect of voluntary organizational networks, Deaf people romanticize and essentialise organizational networks that serve the Deaf community to maintain the cohesiveness of the group and to provide for the companionship needs of group members.
It is important to understand that from the perspective of the Deaf community, Deafness is not a pathology but a socio-cultural linguistic difference. Deaf people largely prize homophily by cultural identity which is given credence through their language which is sign language. In an environment where Deaf people interact with the hearing world it is important to recognize and prize the need for using signed communication. Deafness does not affect intelligence as evidenced by Deaf academics that are largely found in the USA at the Gallaudet University. America has produced Deaf poets, artists, dancers, academics and writers. The most important thing where Deaf children are concerned is to give them a good start, taking into account that human energies can be released and blocked, stimulated and flattened by individual encounters and ongoing relationships between people.

Power of the media: Masvingo Passport office toilet crisis addressed

MASVINGO registry office hygiene crisis where more than 100 people were sharing a single toilet was recently addressed after TellZim News published a story highlighting the issue.
The complex houses the provincial registry offices, government departments of Labor, Women Affairs, Provincial war veterans’ offices, Education, Justice and Legal Affairs, Attorney General and the Zimbabwe Prisons and Correctional Services offices and all were sharing the same toilet cubicle.
Workers mainly civil servants who use the government complex were forced to endure inhuman conditions where men and women share same toilet cubicle.
They complained that the Public Works department which is responsible for fixing government infrastructure was notified but failed to act in time to address the problem.
However, following an article by this publication, they went on to fix the non functional toilets as well as fixing other minor challenges at the complex.
“They came and fixed the problem and went on to fix other minor problems that we were complaining but were not urgent.
“We are happy that you exposed our problem, sanity has been restored, we were being forced to hold waste for a long time and women were most vulnerable, we are just thankful that there was no incident of sexual assault ,” said the source
People had devised a plan where men were using the urinary side while women uses the toilet seat. However, it was a challenge when men wanted to use the toilet seat for they were forced to use it and risk women walking in on them and that caused a lot of confusion.
The Public Service department was accused of lacking serious when it comes to fixing problem at government complexes as they should be doing.
Government departments have been accused again of not having proper and functional facilities as well as topping council’s debtor list.

Council proposes US $17 Million 2024 budget

Masvingo City Council is proposing to raise a total of US$17 million in the 2024 financial year budget, with US$15 million coming from internal sources and US$2 million from external sources as indicated in their budget report.
“We are forecasting a 17 million USD budget for the upcoming 2024 financial year; internal sources are earmarked to mobilize and generate 15 million USD and external funding contributing 2 million USD,” reads the report.
Council is going to follow the best practice princeple so that they can implement the capital expenditure rate.
“Following the best practice principle, we are going to observe and implement the 25% capital expenditure ratio, and this will translate to 4.25 million USD.
“Adhering to capitalization will help confer sustenance to the Council as Capital assets help reduce hiring cost, improve efficiency on our plants, reduce maintenance cost and help transform operations of the Council,” reads the report.
The budget report also indicates that revenue will be collected mostly in ZWL$ at the prevailing rate in line with the government policy and will continue to request payment in foreign currency to support service delivery.
“The revenue shall be collected mainly in ZWL$ at the prevailing rates in line with government policy. However, council shall continue to request stakeholders and residents and rate payers to pay for some services in foreign currency to support service delivery, as water treatment chemicals, fuel, gas, motor vehicles, pumping equipment and spares are now being sold exclusively in foreign currency,” reads the report.
The report states that the economy is now trading significantly in the United States Dollars and for council to be able to continue providing and improving service delivery, there was need for guaranteed foreign currency receipts, the council proposed that revenue to be paid in USD and 40% of bills to be paid in USD.
“To be able to continue providing and improving service delivery we proposed that billing of council revenue to be done in USD to preserve value for money that may be lying in debtors.
“The, monthly bills raised beginning 1 January 2024, 40% be paid in foreign currency and the balance of 60% be paid in local currency at the prevailing bank rate on the date of payment and that debtor balances outstanding as at 31 December 2023, be converted to US$ on 1 January 2023 at the prevailing bank rate of 31 December 2023,” reads the report.

Lake October Festival partners Cancer Association of Zimbabwe

It is that time of the year once again for one of Masvingo’s greatest festivals, Lake October Great Zimbabwe Tourism Festival this time around partnering Cancer Association of Zimbabwe (CAZ) in celebration of the breast cancer awareness month to bring a unique purpose for the festival.
Head of Public Relations for the festival Tavita Mpala confirmed the developments and said preparations for the third edition of the festival were underway with proceeds being directed towards charity for breast cancer.
“Lake October Annual Festival through its various projects and activities raise funds for charity and this year we have partnered CAZ to raise funds and donations for cancer patients in Masvingo.
“The festival is running under the theme Destination Marketing & Promotion Festival with a Purpose-Tourism for Cancer Awareness. The theme was inspired by the greater need to raise awareness about breast cancer and with the month of October being breast cancer awareness month we took a deliberate stand to be a festival with a cause, infusing the element of edutainment,” said Mpala.
The festival will start on October 20 with live performances at Caravan Park followed by a festival day with plenty of activities at various destinations in the province.
“In line with this year’s theme the opening night of the music festival dubbed ‘Pink Friday Music Concert’ will be held on October 20. The music concert will be headlined by live performances from Zimbabwe’s top female artistes Selmor Mtukudzi, Feli Nandi and DJ Liz. Winky D will perform as a guest artist.
“On Saturday 21 October 2022 the festival shifts to the Great Zimbabwe Monuments for the Great Zimbabwe marathon followed by a Culture day. Hippo Creek Resort, Tambai Lakeside Park and Kyle view resort all on the shores of Lake Mutirikwi will host a full day of activities that include tour of Great Zimbabwe Monuments, lion encounter, game-drives, fun shooting, quad biking, boat cruises, fishing, beach sports and fun activities.
“In the evening Zimbabwe’s top artists, Killer T, EX Q, Holy Ten and Mbeu, will headline the ‘Zim’s Finest Music Concert’ at Caravan Park and local artists and DJs from Masvingo province will perform throughout the festival,” she said.
The Festival culinary competition, food and wine tasting will be hosted by Granez Restaurant at Masvingo Sports Club on 28 October followed by Lake October Charity Golf Day on the 14th of October.
Last year’s edition of the festival was attended by over 8000 people in 3 days.

Man hangs self over sodomy storm

Gweru- In an unfortunate incident, a 42 year old Gokwe man reportedly took his life by hanging himself on a mango tree after allegedly hearing that he was being sought after by police over allegations of sodomy.
Midlands Police Spokesperson, Inspector Emmanuel Mahoko in a press statement urged members of the public to seek second opinions advices in cases of distress
“We advise the public not to put themselves in situations they cannot handle on their own. When such situations eventually happen, always find a person to confide in and get a second opinion.” Mahoko said.
Circumstances are that on 21 September 2023 around 4pm Temba Munyoro (42) of Venge village under chief Chireya in Gokwe was at a beer drink at Nyamhara Business Centre.
He got information that he was being sought by the police on allegations of sodomy. He went home and retired to bed. Around 0400 hours the next morning Munyoro woke up and left his wife behind in bed.
When his wife woke up she could not find him resulting in her informing neighbors who then began searching for him.
Munyoro’s body was later found hanging from a Mango tree at a nearby abandoned home.

Council to introduce another levy to residents in 2024

Masvingo city council has proposed to introduce a fire levy in the 2024 budget to cover up costs of the fire rescue services amid other adjustments to be made in the budget.
This was revealed in the 2024 budget consultation report for stakeholders and residents under which council said the levy is to finance capitalization and operations of the fire rescue services.
“We are proposing introducing a fire levy in 2024 to finance the capitalization and operations of the fire rescue services. This proposal is informed by the high cost of equipment which we are failing to fund from the rates account,” reads the report.
The proposed levies for residential stands are US$ 1.50 and US$3 for commercial stands.
“The council’s fire brigade covers the whole province and beyond and given the critical nature of this operation, we are proposing the following fire levy beginning January 2024 that is US$ 1,50 for residential stands, US$3 for commercial, industrial, institutional stands while fuel depots, filling stations, LPG depots and LPG retail stands,” reads the report.
Residents will also bear an increase on their bills as council is proposing increasing the refuse tariff from US$2.36 in 2023 to US$2.50 in 2024.
“In line with the cost-recovery principle, we propose to increase the refuse tariff from US$2.36 per bin collection to US$2.50,” reads part of the report.
Council claims to have a deficit of US$0.14 as the cost per bin collection after VAT is US$2.50.

Mwenezi Teacher ‘murdered’ over suspected affair with married woman

Mwenezi- A grade five teacher at Sarahuru Primary School in Mwenezi District, Godfrey Marambira was on Monday, September 25 found hanging in a forest and people suspect that he was murdered over love affair with a married woman who resides a few kilometers from the school and then hanged to conceal the murder.
The deceased who is said to have been coming from his rural home in Chivi for the weekend on Sunday is said to have deviated the route after reportedly being lured to come to a homestead of a married woman in the late hours.
He didn’t know it was a trap from the woman’s husband who was baiting him after he suspected Marambira to be in an affair with his wife after stumbling on some love text messages in his wife’s cellphone.
Though no official comment was obtained from the police, Sarahuru Primary School head Kudakwashe Gwezhira confirmed the death tragedy but professed ignorance of what could have really transpired to his subordinate on the fateful night.
“Marambira was one of our punctual teachers at school but on Monday morning we were just informed by his wife that he was yet to arrive home and his cellphone was not reachable since the previous night and had last communicated that he was at Neshuro Township.
“We made efforts to locate him but all was in vain and we were called around midday that his blood stained dead body was found near Zhanje Mountain hanging from a tree. We do not know what really happened to him and the matter is now in police’s hands and I am sure their investigations will establish what really transpired,” Said Gwezhira.
Although police investigations where still ongoing by the time of writing Tellzim News is reliably informed that the suspected murderer who was still being pursued by detectives is a known cross-border trader (name withheld) from Chidhumo village under Chief Neshuro which is some few kilometers from Sarahuru Primary School.
Sources allege the suspect who usually resides in South Africa came across some love text messages between his wife and Marambira. He then decides to use his wife’s cellphone to lure him to come for some quality time.
“Upon suspecting that his wife was having an affair with the teacher the husband took his wife’s phone and began to lure Marambira to visit in the late hours and have some quality time before proceeding to his school. Little did he knew that he was communicating with the husband Marambira who was coming from Chivi diverted the route to meet his lover,” said a source.
It is alleged that Marambira was told to just sneak into the dark room as usual and upon entering the married women’s house he was hit on the head resulting in his immediate death.
Upon realizing that he had killed Marambira the suspected is said to have bundled his dead body into his car and drove to a near bush which is near Zhanje Mountain where he hanged the deceased’s body on a tree besides his satchel and two loafs of bread to appear as if he committed suicide.

Masvingo celebrates MP Chiduwa’s fall from grace

MASVINGO – While many people often celebrate the success of their kinsmen and feel sad when bad things happen, the story is different for the Zaka South legislator Clemence Chiduwa whom people in Zaka and Masvingo are celebrating his sudden fall from grace after President Emmerson Mnangagwa dropped him from his current cabinet.
Chiduwa who is former deputy minister for Finance and Economic Development in the previous government is the only one from Masvingo province who was disappointed as seven other ministers were re-appointed by Mnangagwa when he formed his government a fortnight ago.
Impeccable sources in Zanu PF said there was a number of issues that resulted in him being sidelined like being boastful, selfishness, nepotism, and self-praise which is said to have irked some top Zanu PF officials.
Zanu PF councilors at Zaka Rural District Council (RDC) who spoke to TellZim News on condition of anonymity for fear of victimization said Chiduwa has no one but himself to blame for his downfall.
“Chiduwa has no one to blame but himself – he influenced local leadership to appoint his wife councilor through the quota system. After that he again influenced other councilors to vote for her to become council chair. He is that kind of a leader who wants to take everything home,” the councilor said.
“Chiduwa failed to acknowledge the party and government programs in the district. He said all the programs that were funded by the government was his doing to the extent that he told people that he was responsible for the disbursement of devolution funds as deputy minister of finance,” added the councilor.
Another top Zanu PF official said Chiduwa’s biggest error was to try and establish his own center of power and failure to campaign for Mnangagwa in his constituency.
“Literally he (Chiduwa) was creating own centre of power and that is the biggest mistake one should never make in Zanu PF because we only have one centre of power. If you go to his constituency today, he is more popular than President Mnangagwa. I also think that he made a serious blunder when he influenced the appointment of his wife as councilor; he lost popularity in the district because of that because there were more deserving women who have been loyal to the party for too long.
“For that reason, both the district and provincial leadership no longer want him as DCC chairperson and it won’t be a surprise if he fails to complete his term as chairperson,” said the source.
When contacted for comment, Chiduwa dropped the call after the reporter introduced self and asked for his opinion on why he could have been dropped from cabinet and further attempts yielded nothing as he was not picking up calls.
Further attempts to get comment from him the following day were again futile as his mobile phone went unanswered.
Chiduwa, who is also the Zanu PF DCC chairperson for Zaka district, is said to have used his powerful positions of deputy minister, MP and DCC chairperson to influence the appointment of his wife into council through the women quota.
This did not go down well with the people of Zaka, and sources in Zanu PF said the party is already plotting to oust him.
Another source said Chiduwa was paying the price for being disrespectful and undermining the party through campaigning for himself ahead of the president in the just ended elections.
However, another Zanu PF provincial member said it was too early to conclude that Chiduwa had been dumped, saying the President could have something in store for him.
“It’s too early to conclude, the president is still appointing and we should wait. The President could have something better for him, let’s wait a bit and see,” said the member
Chiduwa’s downfall came as a surprise just like his rise in 2019 when he was appointed deputy minister barely two months after his election in a by election following the death of Castain Gumbwanda who was MP for the then Zaka East.
In 2018 Chiduwa had failed to contest in the primaries after he was disqualified for being a newbie in the party together with Talent Chivange who was disqualified for his alleged links to the G40 faction.
After the elections, Chiduwa is alleged to have used his links to get admitted into Zanu PF and subsequently contested and won the by-election. He also got co-opted in the Zanu PF provincial executive the same year.

ZANU-PF exhibits at Masvingo agricultural show

ZANU-PF party is exhibiting Masvingo Agricultural Show which is running from September 28 – October 1, 2023 probably for the first time in many years.

Speaking to TellZim News Masvingo Provincial Secretary for Information Pepukai Chiwewe said they decided to exhibit to showcase the party’s achievements and get time to interact with various stakeholders.

“This is our chance to showcase to people what we have achieved as a party as well as government since we are the ruling party. We are show casing our achievements towards vision 2030 of making Zimbabwe an upper middle income economy by 2030.

“Our main achievements are in Agriculture which resonates with this event, achievements as a party mainly on agriculture, tourism and mining, and road infrastructure,” said Chiwewe

He said those who will pass through their stand will get party magazines among other literature and those who exhibit knowledge of the party will get the party regalia including t-shirts, caps.

He also said they will tell people about the party hierarchy, structures and organs, how each operates.

“Those who will pass through our stand will get regalia and literature and we will also take time to tell those who care to listen our party hierarchy, structures from cell level to the politburo and explain how each organ operates.

Chiwewe said the party’s affiliate organization like Young Women for ED, Varakashi4ED, will also be part of the exhibitors at their stand and each will explain how they operate as well.

He said they will be playing the party top song Mai Welly by Chief Shumba which was topical before elections.
