Mwenezi man arrested for raping own daughter

Mwenezi –A 37 year-old Mwenezi man who took advantage of the absence of his wife at their homestead and raped his own 11 year-old daughter who was left in his custody by her mother was recently arrested.
The man (who cannot be named for ethical reasons) resides in Ngwenya village under Chief Mazetese of Mwenezi West.
Appearing before Mwenezi Magistrate Faina Makumbe on August 30, the man who was not asked to plead to the charges was remanded in custody pending trial set to be held at Chiredzi Regional Magistrate Court.
Presenting the State case prosecutor Hardlife Machando alleged that sometime in March last year; the accused took advantage of instances when his wife would be away and on several occasions raped his own daughter.
The matter came to light recently leading to the accused’s immediate arrest.
In a related case, a 66 year-old man (name withdrawn) from Bhukuvhani village under Chief Neshuro appeared before Magistrate Makumbe on the same day facing three counts of raping his nine year-old niece.
The three counts which occurred since 2019 were discovered recently after the minor opened up to one of her relatives leading to the man’s recent arrest.

Teachers bemoan displacement from respective polling stations

Amalgamated Rural Teachers Union (ARTUZ) leadership has taken electoral management body Zimbabwe Electoral Commission (ZEC) to task accusing the latter of failing to respect the democratic rights of teachers when it comes to elections in the country as they are often deployed from the polling stations they are registered to vote at.
ARTUZ also took to Twitter and request to convene an engagement with ZEC concerning the issue of deployment of teachers to polling stations where they are not registered thereby depriving them of their right to vote.
An inquiry on the state of deployment on the previous presidential elections held in 2018 shows that a total of 40000 teachers were disenfranchised through deployment exercises by ZEC.
As part of preparation towards the upcoming general elections next year, ARTUZ called for a meeting with ZEC for a way forward.
“During general elections, ZEC deploys teachers to various constituencies around the country as polling officers. We have observed that in the previous elections, many teachers failed to cast their votes due to the fact that they were deployed to constituencies where they are not registered voters. It is against this background that we request for a meeting with the Commission to deliberate further on the issue and assist each other in mapping the best way forward. Cognizant of the fact that it is not feasible to change your polling station when the voters roll is already closed, we propose that teachers should be notified of the constituencies and specific polling stations in which they are going to serve as polling officers before the voters’ roll is closed,” read the tweet.
ARTUZ president Obert Masaraure said the move to meet with ZEC is to invigorate democracy for teachers who are also equal citizens of Zimbabwe.
“We just want to strengthen our democracy by affording all deserving citizens their right to vote. Polling officials are usually displaced from their polling stations, this should be a thing of the past.
“Definitely the Commission should be invest in protecting the voting rights of all citizens,” said Masaraure when questioned on the motive of their request,” Masaraure said.
With less than a week before opening of schools for the third term, ARTUZ also made an official request to government on September 1 for the employer to award them a cushion allowance so that teachers report for duty or else the education system faces repercussions come September 6.
Through the official statement released by ARTUZ Secretary General Robson Chere, the union called for government to prioritize stated interventions to avoid implosion in the educational system.
“ARTUZ which is legally registered and represent teachers across the country, do hereby write to you as stakeholders seeking your urgent intervention to avoid implosion in the educational sector. A survey we carried out amongst our members, and also considering the general rise in the cost of living, as well as currency fluctuations, the net earnings of teachers have been depleted and eroded. This has resulted in serious incapacitation,” read part of the statement.
The letter specified proposed interventions by ARTUZ.
“We therefore request urgent payment of at least US$ 200 as a cushion to enable teachers to report for duty pending restoration of pre-October 2018 salaries, government is to respond to previous correspondence dated June 22, sector specified allowances that consider the salary structures and it is not proper to have a general hand from another ministry earning more than a professional teacher and engagements of civil servants in general to discuss cost of living,” added the statement.
Also Masaraure said the request is already in the pipeline as salary resolve continues to be a priority among teachers across Zimbabwe.
“We have made a request for the urgent disbursement of at least US$ 200 cushion for every teacher to enable them to travel back to work. Government promised to resolve the salary crisis in September so the US$ 200 will enable teachers to settle bills and travel to work for smooth schools opening. We are hopeful that government will play the ball and protect the right to education for our almost 5 million active learners,” said Masaraure.
Meanwhile the outspoken union leader had a word to say on the Rwanda-Zimbabwe relations on the export of literacy bearers to the east African country.
Permanent Secretary to Rwanda Ministry of Education Charles Karayke led a recruitment programme of more than 400 teachers in August.
Teachers selected to head Rwanda will earn between US$ 300 and 700 however an analysis of online Rwanda salary pegs indicate that salaries of A2 workers has reached Rwf 95596 which is equivalent to R1 546,59.
“Zimbabwe has a glaring shortage of almost 90 000 teachers. We don’t have the luxury to export teachers. We need those teachers in our schools. Secondly, the Rwandan government is not bound to respect the labour rights of these exported teachers, so there is a real risk of abuse of the teachers. Things are not looking good for our education sector we need to seriously invest in rescuing the sector from collapse,” said Masaraure.
He added that government’s total attention on austerity measures has cast a blind eye on the shambles within the education system.
“The government adopted austerity measures and the hallmark of austerity is to cut on public expenditure. They are preoccupied with saving and are now blind to the desperate situation in our schools. We can’t rule out the genius from the Rwandese side, they are determined to build their nation and could have sweet talked our government and convinced them to let go of their key human resources,” he added.

Forgotten Garikai residents still depending on bush toilets, unprotected water tank

… Authorities yet to full fill promise of relief

The neglected Garikai women in Masvingo Urban’s ward 3 said they are still living in an inhabitable environment due to the unavailability of toilets and safe water in the commonage 17 years after the residential area’s establishment.
Garikai is a residential area that was availed by government in 2005 to accommodate hundreds of victims of operation Murambatsvina.
The residential place has 99 houses with each house sometimes housing two or more families who share a single community tap and few available ablution facilities.
A woman who only identified herself as Ropa said they are pleading with those in authority to assist them with ecological sanitation (ecosan) toilets like those in Victoria Ranch suburb.
“Water is only available at the tap for only an hour which is usually around 3 am. This is putting us and our houses at danger for instance from thieves.
“If it’s possible, I am pleading with authorities to assist us with the type of toilets like those in Victoria Ranch. Most of us here use bush toilets,” she said.
Victoria Ranch and Garikai residential areas are yet to be connected to Masvingo’s main sewer system.
Garikai area chairperson Getrude Mukokovondo said the responsible authorities have since pledged to bring relief but they seem to have forgotten to full fill the promise of relief.
“Some time ago the minister visited this area with his delegation and promised to assist on the issue of toilets but nothing took shape up to now concerning the issue. Maybe they will come soon.
“On the issue of water, we are depending on a single Jojo tank and a tap. The water we get from the tank is not safe for drinking as the tank has no lid top exposing it to contamination.
“We get water for drinking purposes from a borehole and we are thankful that city council assists whenever we encounter a problem with the borehole,” said Mukokovondo.
She also said the problem has been there for ages, they cannot blame the sitting councilor for the problem.
“I think the first thing that is supposed to be done before someone is given a residential place is to have enough ablution facilities at the place.
“We cannot blame the councilor who assumed duty a few months ago through by-elections, the problem has been there for years,” she added.
Zimbabwe is set to achieve an upper middle-class economy status by 2030.
Ward 3 councilor Rocky Kamuzonda said he is pushing for the construction of at least two public toilets in the area.
“Council by-laws does not allow construction of Ecosan type of toilets. We are trying to make sure that the place get two or three public toilets that suit with the council laws,” said Kamuzonda.
Kamuzonda assumed office during the March 26 by-elections.

Arbitrary arrests strengthened my resolve in political activism-Mupanduki

Political persecution characterized by arbitrary arrests and unlawful detentions have been a common tool for political repression as governments seek to silence diverse voices in Africa and the world over.
Such is the case in Masvingo where Bikita-based Citizens Coalition for Change (CCC) activist John Mupanduki, a victim of abduction earlier this year by alleged security agents before he was dumped in Mashava in the wee hours of the day.
Mupanduki shared his experiences with this publication and vowed that the experiences will not deter him from pursuing a free and democratic Zimbabwe.
“It was on January 7, 2022 when I was awakened at around 0300 hours at my place in Bikita by people I believe were state security agents who drove me to Mashava where I was later dumped. My crime was that I had paid for logistics to ferry CCC supporters from Bikita West to Chiremwaremwa in Bikita South where CCC vice president Lynnette Karenyi-Kore was to address a gathering sometime in December 2021.
“After the rally, I was quizzed by some guys from state security as well as Zanu PF supporters on my role in ferrying the people whom they believed were many. I was taken and severely beaten after which I went to seek medication at private health centres. On January 20, I went to report my case at Law and Order in Masvingo where the officers asked me the exact time when I was given my phone but after I roughly guessed that is when they laid charges of giving false information to the State.
“After the charges were laid, I made around 10 court appearances following my being granted bail of ZW$ 5 000 where the case kept on being postponed until I was declared innocent and had charges dropped. Following my attaining freedom, I was surprised that anonymous people kept roaming around my place of residence for reasons better known to them. My family at one point became restless due to presence of unknown people at our place,” said Mupanduki.
He however said despite all the setbacks he had experienced at the hands of the abductors and law enforcement agents frustrating his efforts towards ensuring justice prevails, he will continue with the march.
“On June 10 this year, I was also attacked by Zanu PF supporters at Duma shops of Nyika growth point and went to report my assault case at Bikita. What surprised me after reporting was that the assailant (Isaac Mashanda) went for 14 days without being arrested but only received a call from the Law and Order instructing me to make a new report against my assailant.
“At some point, I was disturbed as to why I would be required to go to Masvingo for a case I had already reported in Bikita. There is preferential treatment accorded to Zanu PF activists because if I was the one who had assaulted their activist, am sure could have been arrested as soon as the case was reported. I was forced to consent that my assailant was innocent by signing a document produced by the police to which I declined. What it shows is that the current government ignores human rights as they always preside over gross violations of such. I feel Mugabe regime was far much better than Mnangagwa’s.
“As an activist, I have grown stronger in political activism. I also draw inspiration from the ordeals of people like President Mnangagwa when he spoke of being detained during the colonial era spending more than 10 years in prisons. I am ready even to be detained as long as I fight to liberate the current generation of politicians in Zimbabwe until we realize a better government in the country,” he added.
The remarks by Mupanduki come at a time countries the world over join in the commemoration of the Day for Victims of Enforced Disappearances on August 30.
United Nations (UN) General Assembly resolution 47/133 of December 18, 1992 define enforced disappearance as when ‘persons are arrested, detained or abducted against their will or otherwise deprived of their liberty by officials or different levels of government or by organized groups or individuals acting on behalf of or with the support, direct or indirect, consent or acquiescence of the government, followed by refusal to disclose the fate or whereabouts of the persons concerned or a refusal to acknowledge the deprivation of their liberty, which places such persons outside the protection of the law’.

Gweru council to hire private contractors for refuse collection

Gweru- Following a suggestion by Mayor Hamutendi Kombayi to turn to scotch carts to ease the refuse collection burden, city council has resorted to hiring of private contractors to help the community as part of efforts to improve refuse collection efficiency.
The move has seen council inviting interested members of the community with trucks and complete refuse compactor trucks to submit bids for possible hiring in solid waste management department.
In a public notice issued by the Acting Town Clerk Vakai Douglas Chikwekwe last week, council said it is looking forward to hiring trucks from members of the public for refuse collection services.
“Following challenges experienced in the collection of solid waste, City of Gweru invites interested members of the community owning trucks ranging between 3.5 tonnes and 10 tonnes and complete refuse compactor trucks with a carrying capacity ranging from 19 to 21 cubic metres to submit their bids to the Procurement Manager for consideration and possible hire of their vehicles for solid waste removal,” read the notice by Chikwekwe.
He said the designated areas for collection of solid waste include all high, medium, and low-density areas citywide.
“The project will involve solid waste removal from households through door-to-door collection system at designated central collection points where the refuse will be transferred into council’s refuse compactor trucks,” further read the notice.
Submission for tenders has since been opened.
“Completed bids must be enclosed in a sealed envelope endorsed on the outside health services-solid waste removal-community based organisations (truckers)’ and must be deposited in the tender box at the Chamber Secretary’s department on or before the end of business on September 16, 2022,” added the notice.
Over the past months council’s refuse collection equipment has been down, a move which caused residents to resort to other mechanisms of waste management.
Last week Mayor Hamutendi Kombayi said he was going to engage the Chamber Secretary on the issue of adopting use of donkey pulled scotch carts to collect refuse in residential areas.
He added that a robust approach was needed to deal with refuse collection in the city.
Last week Kombayi made a suggestion for the local authority to allow firewood sellers to conduct business freely while in return, they would help council ferry solid waste using their scotch arts. The suggestion set tongues wagging among community members with some describing it as a sign of unprecedented desperation by a council.
Liquid and solid waste management have and continue to be challenges haunting most cities and towns with majority of them operating with depleted fleets thereby hampering their efforts to ensure sanity prevail in both residential areas and the Central Business District (CBD).

Dr Masinire is the new ZIMA president

Newly-elected Zimbabwe Medical Association (ZIMA) president Dr Kudzai Masinire has expressed how ecstatic he is after being chosen to the helm of the board that comprises of various medical specialists.

Speaking to TellZim News after his election that began on August 25, 26 (virtually) and ended on 27 (physically), Dr Masinire who has a surgery in Masvingo Central Business District (CBD) could not hide his joy and said he was happy despite the new post presenting big responsibilities.

“I feel ecstatic about winning the elections. Just to be endorsed by your colleagues, peers and their expression of confidence in my leadership qualities, I think I have every reason to be this happy.

“My celebrations for winning are actually muted largely because the new post comes up with a lot of responsibilities and I don’t think I have ever felt any greater way of responsibility on my shoulders in my life before, than the new situation I found myself in right now.

“It comes with a lot of demands to steer the board of doctors where you have to take care of their aspirations forward such that by taking them forward, you are also taking forward the aspirations of the nation forward as well as the objectives of the country in terms of health services provision,” Dr Masinire said.

He however vowed to defy the odds and steer the ship against all currencies that are going to come its way.

“The weight of responsibility that I feel right now, muffles any prospect of celebrating any further. I am happier that despite the daunting task looming above the horizon, I feel the support from my colleagues who chose me.

“The support was just tremendous like never before and there was overwhelming expression of confidence in my leadership traits and that is the solace that would steer me going forward as I try to take the organizations forward. I am thankful to the Lord, for we as humans we are just clay and he is the potter and humans are mere clay in the potter’s hands,” added Dr Masinire.

The physical elections were held at Elephant Hills hotel in the resort town of Victoria Falls on August 27 from 0800-1000 hours while those on virtual platforms were held on August 25 and 26.

ZIMA is the mother body for all doctors in various fields of specialities.

Sharp rise in Covid-19 booster shot uptake

Masvingo province has been recording more people turning up for the Covid-19 booster shot since government relaxed the mandatory wearing of masks on August 17 for citizens who have received at least three vaccination shots.
Masvingo Covid-19 Provincial Taskforce Spokesperson Rodgers Irimayi confirmed the increase although he did not have actual figures.
“There is actually a great increase in statistics for the third dose of Covid-19 vaccine. I think it is because people want to walk freely without wearing face masks after government excluded those who are fully vaccinated from wearing face masks in open public places. I do not have actual statistics, but there is a great increase since last week,” said Irimayi.
Nationally, the uptake of Covid-19 vaccines, particularly the third dose has risen rapidly with 17 516 people taking their jabs since Wednesday last week after the decision by Cabinet to relax the mask requirement outdoors for those fully vaccinated.
Speaking during a post cabinet briefing on August 16, Minister of Information, Publicity and Broadcasting Services Monica Mutsvangwa said noting the decrease in new Covid-19 infections; Cabinet resolved that those with three doses of the World Health Organization (NGOs) recommended vaccines be exempted from mandatory wearing of face masks in outdoor public places.
However, face masks will still be worn in indoor public places and on public transport.
Those with the three doses and not wearing their masks outdoors are required to carry their vaccination cards.

Buhera Residents Network Association campaigns for measles vaccination

Buhera Residents Network Association has joined the fight against measles in Buhera after the district was greatly affected by the killer disease.
The coordinator of the association Leonard Mabasa said they have been doing awareness campaigns encouraging parents to get their children vaccinated against measles.
“As a residents association, we have launched a campaign on Twitter, engaged local authorities and also publishing in local newspapers. Many children have been vaccinated this August only,” said Mabasa.
The disease mostly affected Dzoma village around Murambinda growth point, wards 18, 22, 23 and 28.
Some of the children in the areas affected could not sit for their end of term examinations after getting sick.
Buhera was mostly affected because of Apostolic religious sect who restricts members from getting medication at hospitals.
“Our district was mostly affected because most people are from the Marange Apostolic sect that does not allow its believers to get medical help even vaccination from such diseases. Many children failed to write their end of term tests because of the disease,” added Mabasa.
Measles outbreak is one of the six killer diseases which children should get vaccinated.
The disease hit Zimbabwe in April affecting most parts of Manicaland where Buhera lies.

Gweru- A 33-year-old man died after sustaining a deep cut on his ribs following a misunderstanding with his estranged wife whom he had reportedly confronted over alleged infidelity.
The incident occurred on August 19, 2022 at around 1900 hours in Ascot, Gweru.
It is alleged that Malcom Maliko was warming himself at a fireplace outside the house in the company of Arthur Kurai (a man).
Maliko then reportedly saw a message purported to be from his wife’s boyfriend on her phone.
Maliko had an exchange of harsh words with the sender of the message.
A misunderstanding arose with his wife Ruvimbo Chamunorwa also known as Mai Talent, over the alleged messages.
At around 2230 hours, the informant who is a co-tenant went and reported the domestic matter to the police.
Police attended the scene and found Malcom Maliko lying in a pool of blood in his room while the suspect (his wife) had disappeared.
The body was taken to Gweru Provincial Hospital mortuary for post mortem. Investigations are in progress.
The accused Chamunorwa was arrested three days later, on 22 August 2022 at Mandava long distance bus terminus after she had come from Mberengwa where she was hiding.
Midlands Provincial Police Spokesperson Inspector Emmanuel Mahoko urged the public to solve issues amicably.
“We urge members of the public to resolve their domestic disputes amicably or engage a third part, rather than resorting to violence,” he said.
