GWERU-City Council Mayor and ward 1 councillor Hamutendi Kombayi has implored management to come up with strategies to curb refuse collection challenges including the engaging of donkey-drawn scotch carts in refuse collection.
Of late, reports emerged that council refuse trucks which were serviced at Dully’s had been not working as they were blocked from going to the traditional workshop over allegations of unclear deals as council resorted to use their workshop for truck servicing.
Speaking in a Gweru Residents and Ratepayers Association (GRRA) WhatsApp group on Monday (August 15), Kombayi said he was going to engage the Chamber Secretary on issues of adopting donkey pulled scotch carts to collect refuse in residential areas.
“The deputy mayor, all councillors here present, all protocols observed. May I take this opportunity to emphasize that I am trying to communicate to you this week with regards to refuse collection.
“We are going to hold our Midlands Agricultural Show from the 18th to the 21st of this month and as City of Progress, we need to unite bearing in mind that we have current disease outbreaks.
“We need to hold a robust clean-up campaign avoiding all that. The problem is that our council does not have refuse trucks. We need to make other suggestions so that refuse is collected. I am going to meet the Chamber Secretary so that he engages those with donkey scotch carts.
“As the Commander in Chief of Gweru Municipality police, I command that the Chamber Secretary allow those young people who own donkey drawn scotch carts selling firewood to do their firewood business freely and in return they collect refuse on behalf of council.
“Council management should also think outside the box. If you fail to reach your agreements with contracted trucks, let’s engage owners of donkey-drawn carts to lessen the burden,” said Kombayi.
Gweru council Public Relations Officer Vimbai Chingwaramusee said refuse trucks were being serviced and they are back on the road.
“Our refuse trucks have been serviced and they are back on the road. As we are speaking now, refuse collection has resumed and it’s now back to normal,” said Chingwaramusee.
She further said the local authority was considering to adopt a new refuse collection system to save the refuse trucks from continuous breakdowns.
“As council, we are in the process of planning to adopt a new refuse collection structure where all refuse is collected from one point in all locations. We saw this model in Bulawayo, it’s a model that engages private contractors in collecting and bringing garbage to one point of collection where our trucks will be collecting,” she added.
Residents in Gweru have since the beginning of last month been dumping litter at undesignated dumpsites a move that has posed a health hazard to the city.
A resident of ward 6 Sibonginkosi Moyo said people are now dumping litter in drainages.
“Litter has not been collected for weeks and weeks now, and it’s a health ticking bomb considering bad waste management practices at play in our wards now. Pampers are dumped everywhere, people are disposing dirty in drains. It’s now a health scare,” said Moyo.

…As Canadian cyclists embark on fund raising activity for the health facility

Gutu district worries over maternal and infant health care access are likely to be allayed after a team of cyclists in Canada organized a five-day fund raising event whose proceeds are set to be used towards improving the health facility.
The 500+ kilometre race dubbed ‘Ride for Gutu’ organized by Education for Medical Aid and Service (EMAS) is set for September 12-16, 2022 when cyclists ride from Burlington to Canadian capital Ottawa in support of maternal and infant health care.
EMAS Executive director Peter Agwa said the whole idea behind the activity is driven by passion to see mothers and their infants have a greater chance of health and survival since mortality rate in Zimbabwe is extremely high and is 40 times more than Canada’s.
“I am riding to help improve the health of mothers and their new-borns in rural Zimbabwe. The 500-plus kilometres from Burlington to Ottawa over five days will be my toughest cycling challenge ever. I am doing this to raise money for training hospital workers later this year. Like a famous king from long ago: I will not offer to God that which cost me nothing,” said Dr Agwa.
His sentiments were echoed by another cyclist Wally Boonstra who said he is participating for the sake of improving the life of people in Africa.
“I am riding for Gutu Mission Hospital because it is a mission like the work Dr Jean Chamberlain does in parts of Africa. Dr Chamberlain delivered both my beautiful grandchildren in Canada.
“I am intrigued by the work done in Africa to improve the lives of mothers and infants as well the outcomes. As a Christian, I have no medical background or training but will do my part by raising funds for the hospital,” said Boonstra.
Another participant Gary Aikema said he intends to help raise the funds because what are considered risk-free procedures in Western world can compromise lives of Zimbabwean mothers.
“I am joining the ride for Gutu maternity hospital because I know the need for improved service. When mothers’ lives are compromised with what we in the Western world consider to be virtually risk-free procedures, I feel compelled to involve myself, at least in the smallest way in God’s service to provide some help,” he said.
Tracy Robb the newest member in the cycling team said her wish is towards provision of proper equipment at the hospital.
“I’m riding for Gutu maternity hospital in Zimbabwe. I will be helping to raise much-needed funds so that families in that community could experience child birth as well as medical complications without fear and instead with the help of doctors and needed equipment,” said Robb.
Chi Mandivenga whose mother was born at the health centre would join the race on the first day for personal reasons.
The race will end at Zimbabwean Embassy in Canada where the cyclists are expected to be welcomed by Ambassador Ruth Chikwira.
EMAS is also going to co-host a medical conference with Reformed Church in Zimbabwe (RCZ) from October 30 to November 6, 2022.

Zvishavane- People living with Non-Communicable Diseases (NCDs) are calling upon the Ministry of Finance and Economic Development to consider them in the upcoming budget and invest more in mitigating risk factors they face.
This follows the lack of response by the responsible Ministry to allocate funds towards NCDs.
Speaking to TellZim News this week, Director for Beat Non- Communicable Diseases Network Zimbabwe, Jacob Ngwenya said investing in NCDs would assist government in reducing costs in treatment options.
“A direct budget allocation towards NCDs is long overdue and the country is already feeling the brunt as seen with disruptions of life saving treatment such as radiotherapy, absence of diagnostic services in public hospitals and the ever ending drug stock outs of life saving drugs.
“An interaction between Covid-19 and NCDs proved to be catastrophic to people living with the condition as they battled severe diseases and contribute between 60 to 90% of all Covid-19 deaths. Investing into NCDs is very essential for future pandemic preparedness,” said Ngwenya.
He went on to describe the NCDs as chronic illnesses that are contributing largely to high death tolls in the world.
“NCDs are usually influenced by physiological, genetic, environmental or behavioural factors and these diseases include cancers, chronic respiratory diseases, mental and neurological, kidney diseases, obesity, and arthritis among other skeletal. Five major causes of NCDs are in health diet, tobacco use and abuse of alcohol as well as air pollution.
“NDCs are diseases that cannot be transmitted from one person to the other due to the fact that they are usually chronic in nature and statistics have shown that 74% of the deaths recorded world over annually are mainly related to NCDs,” he added.
Ngwenya however highlighted that a meaningful conversation with people within the sector is one of the solutions to the NCDs funding that would assist the sector if applied.
“A meaningful consultation with the affected communities has to be done in the early budget formulation processes as this will assure People Living With Non Communicable Diseases’s views and voices are not only captured but holistically considered.
“The sin tax is a corrective measure which seeks to reduce uptake of harmful products at the same time raising funds for NCDs. Impose sin tax on all alcohol products, trans fats, ultra processed foods especially those high in iodine and on fossil fuels,” he said.

ZAKA – Blessing Gomana, who was doing grade two at Murerekwa Primary School was knocked down, dragged for several meters by motor vehicle and died while patching potholes and charging motorist passing by on Friday August 12.
Though Masvingo police said they were yet to receive a report on the matter, local ward (8) councilor Tererai Tererai confirmed the incident and said the deceased has already been buried at his home in Gwara village under chief Ndanga.
“The boy was patching potholes a few meters from Murerekwa school turnoff towards Roy when a white guy stopped and offered him US$5 as a token. When he drove off, he mistakenly racked him with a boat trailer he was pulling and dragged him only to stop after some meters,” said Tererai
He went on to say after the incident, the juvenile was rushed to Ndanga District Hospital where died upon admission due to injuries sustained in the accident.
“The driver later stoped and helped the boy toNdanga Hospital but he died because he had lost a lot of blood. The driver assisted the family with US$570 to cater for funeral expenses,” said Tererai
Masvingo Provincial Roads Engineer Robert Mukome encouraged parents to prohibit children from working on roads and said awareness through schools to amplify cause was critical to avoid further losses in future.
“As a word of advice to parents, please prohibit children from working on highways as motorists will be traveling at very high speed. The speeding is dangerous to their safety. May this information be relayed through schools within the highway’s corridors as more noise on this notion will help.
“Again as a ministry we are still facing some operational challenges constrained mainly on resources. Management is still engaging all relevant stakeholders to come up with a long term and sustainable intervention to address this mishap we are encountering. Let’s continue to exercise patience and caution as we traverse this route, We are working flat out to ensure required resources are availed to address this life threatening danger posed by the current status of our road,” said Eng Mukome

Gokwe- based talent Obert Zinyama has joined the Premier Soccer League (PSL) great trek of yesteryear soccer stars Energy Murambadoro, Albert Mbano, Takunda Muzuva, Brighton Duso Mugoni and Trust Machacha after signing a contract (period unspecified) with prison PSL side Whawha in a deal that will see him debuting any time soon.
Whawha who have been playing limp now limp again for the greater part of the season have roped in Paramount captain Zinyama who attracted a lot of attention in the Central Region division one league and PSL after his one man show for the Gokwe outfit.
Zinyama was key for the ‘Beach Boys’ contributing 7 goals and 11 assists from 23 matches in the division one soccer league.
His stint at Paramount, owned and funded by Australian based Zimbabwean son Jemias Ndogwedu attracted attention from reputable teams.
Speaking to TellZim News, Zinyama said he is not at all an overrated player as his exploits have attracted attention from Sheasham, TelOne and Vumbachikwe three teams that are always gunning for supremacy.
“I don’t think I am overrated considering my performance this year. I have attracted many central region coaches’ attention including Tendai Chikuni, John Nyikadzino and Gatsi Mukombwe,” he said.
Zinyama added that he has already signed a contract with Whawha and is awaiting his debut soon.
He said as soon as his papers are in order, he will be able to play against Dynamos in the second round of matches in the Chibuku Cup.
“I think I might play this coming week in Chibuku Super Cup against Dynamos. If there are no delays, I will probably feature against the Harare giants,” added Zinyama.
The 27 year-old midfielder did not mince his words as he appreciated efforts by Paramount FC owner Ndogwedu in trying to nurture talent from Gokwe.
“He is a good man and I have a good relationship with him. I want to thank Mr Ndogwedu for giving us as Gokwe youth, a chance to showcase our talents through sponsoring Paramount FC . It’s been more than a decade since we witnessed division one football in Gokwe. May God bless him abundantly, I owe him a lot,” he added.
Ndogwedu said his efforts are there to support the community.
“Division One is professional football. It’s always good to give back to the community and the best way for them to appreciate is by performing and gaining attention from other clubs. I advise the boys to always aim high like Zinyama,” said Ndogwedu.
Whawha head coach Luke ‘Jukulile’ Petros’s move to strengthen the midfield comes at a time when young Jayden Barake is finding the back of the net on a regular basis.
“Jukulile likes joking but when it comes to work he is a no nonsense man, hardworking and motivational coach. I even felt it when I was still a trialist. He is one of the best coaches I have met in my career,” commented Zinyama on his new gaffer.
The Gokwe based midfielder featured for former Gokwe division one side Chomumvuri Fc in 2013 when he was doing his upper six studies.
At Paramount, he has gone under the tutelage of David Choga, Noah Lunga and Langton Bharu.
His new side Whawha lost three nil to Yadah in the Castle lager premier soccer fixture played on August 12 at the giant National Sports Stadium in Harare.
A much tougher affair awaits the prison side as they entertain a blooming Dynamos side that has been obliterating teams and gyrating the league.

Citizens Coalition for Changer leader Nelson Chamisa has warned elected councillors to desist from corrupt activities to fatten their pockets and improve own lives at the expense of rate payers.
Chamisa made the call during a Thank You rally at Mucheke stadium on August 14 where he was thanking supporters for the party’s resounding victory in March 26 by-elections in which they scooped all the four wards that were vacant in Masvingo urban.
Chamisa called the three councillors namely Rocky Kamuzonda of ward 3, Alec Tabe of ward 4, and Richard Musekiwa of ward 7, who were present with the fourth one being Daniel Mberikunashe of ward 5 who was not at the rally before telling them to desist from corrupt activities at council.
“You must not go to council to fill your stomachs or to be allocated stands for your personal benefit. You must make sure you deliver to the people who elected you into office.
“As CCC, we urge the electorate to recall all those elected individuals who pursue personal gains at the expense of rate payers. If an elected representative does not come back to the people who elected him/her, then just recall that person. We do not want a situation whereby one is elected; vanishes only to resurface during election time. I urge you to rebuke those leaders who appear in their constituencies or wards once a year like Christmas holiday,” urged Chamisa.
The call by Chamisa comes at a time tongues are waging in Masvingo with corrupt tendencies being alleged towards some of the political outfit’s new councillors whose life styles dramatically changed for the better barely five months after their coming into office.
Wards 3 and 4 councillors Rocky Kamuzonda and Aleck Tabe are now driving Isuzu double cab and Toyota D4D Hilux single cab respectively though the two dismissed any corruption allegations saying they had own hustles that enabled them to purchase such vehicles.
The two councillors denied having been involved in any shoddy deal but sources claimed that the two were given residential stands in the leafy suburb of Rhodene though local authority statutes say they should get stands in their wards.
Tabe’s wife is alleged to have gone to the Town Clerk with a marriage certificate querying how council gave her husband a stand without her knowledge.

CHIREDZI-Residents recently send an SOS to President Emmerson Mnangagwa to investigate land corruption involving the Minister of Local Government and Public Works, July Moyo.
Moyo is being accused of using Full Life Open Arms Africa Investment (FLOAAI) to sell the 750 hectares of land on the remainder of Buffalo Range which was awarded to both Chiredzi Town Council (CTC) and Chiredzi Rural District Council (CRDC) in 2017 for urban expansion.
However, the planning process is already at an advanced stage without prior knowledge to the beneficiary local authorities.
FLOAAI did a feasibility study for the 750 hectares which is jointly owned by both councils after being awarded the land by government because they had run out of expansion land.
Both councils allegedly engaged FLOAAI a few years ago and were hoping to begin servicing the land as a precursor to the sale of the stands for residential, commercial and industrial purposes.
In an interview Chiredzi Residents and Ratepayers Association (CHIRRA) chairperson Jonathan Muusha expressed displeasure towards the administration of the 750 hectares on the remainder of Buffalo Range suggesting the minister needs to be investigated over land corruption.
“As CHIRRA, we are very disappointed and we appeal to President Emmerson Mnangagwa to intervene and reverse the deal which was engineered during the commission in 2017 and with bogus resolutions. The Minister of Local Government July Moyo should be investigated on the issue of this developer, Mr Madanyaya.
“We will not achieve housing by all and the Upper Middle Income economy vision by 2030 won’t be attainable if this level of corruption is not brought to a halt. Both local authorities should make a rescind resolution and take legal route to stop this madness,” said Muusha.
FLOAAI began selling the remainder Buffalo Range urban expansion land in 2021, where Andrew Chigudu, a Lecturer at University of Zimbabwe and Director of Projects and Planning wrote to Audrey Madzima, the general manager of Enhanced Mortgaging and Housing P/L offering them a sale of 500 undeveloped stands measuring 240 and 300 square meters in a letter dated May 17, 2021.
“Our company, Full Life Open Arms Investments (FLOAAI) Pvt Ltd hereby offer your company Enhanced Mortgaging and Housing (EMH) 500 undeveloped residential stands that measures 240 m2 and 300 m2 from our sub-division layout (SL 1109) approved on 15 March 2021 in accordance with memorandum of Agreement with Chiredzi Town Council and Chiredzi Rural District Council.
“We offer you these 500 undeveloped stands at a price of US$ 2 500 each,” wrote Chigudu.
In response to this letter, EMH’s Madzima wrote a letter to Chiredzi Rural District Council (CRDC) asking for confirmation of the deal between FLOAAI and the two local authorities before it paid $1 250 000.00
“We are kindly requesting for the following information with regards to particular projects being undertaken in Chiredzi. Project status, land ownership details, please note that we have been offered stands in the area with a sub-division layout (SL 1109) which was approved on the March 15, 2021. You may refer to the email attached,” wrote Madzima.
Chiredzi Town Council Acting Chairperson Ropafadzo Makumire who also has experience in urban development highlighted that there is nothing procedurally done as the project is being administered somewhere else not by the two local authorities.
“Procedurally, what is supposed to happen is that the two local authorities administering the land, which is the remainder of Buffalo Range should enter into a joint venture agreement approved through a Statutory Instrument (SI) from the Ministry of Local Government and Public Works.
“After the Statutory Instrument gazette, a joint committee is formed by the two local authorities comprising of councillors from both councils who will elect the chairperson. The committee will be responsible for sending project proposals to the Private Partnership Unit, which will then submit it to cabinet for approval. None of this has happened but it is rumoured that even the feasibility study has been approved.
“So if we had that committee, to date, you could be getting updates from the joint committee but right now there is no information on what is going on the ground, councillors are in darkness, they don’t know what is happening and we are hearing it through rumours that the land is being sold. If you request for a contract document between the two councils you cannot be furnished with such information. To be honest, I have never seen that contract, no one is disclosing that information so the project is not being run by the two councils. It is being run from somewhere else not here in Chiredzi. The officials also don’t know anything, we only hear that the late Muchatukwa did the contractual documents but we have never seen them,” said Makumire.
One of FLOAAI Directors Pastor Godfrey Nelson Madanyaya who hid his identity behind his cellphone said they are currently waiting for the Environment Management Agency’s Environmental Impact Assessment (EIA) before the local government moves to officially commission the project.
“Don’t listen to those lies being peddled against FLOAAI, even the minister is not involved in this project. We are currently waiting for the EIA from EMA in order for local government to officially commission the project. You don’t have to write about something that does not benefit your future young man,” said Pastor Madanyaya.
He also added that the two local councillors will be responsible in the sale of the land.

Chivi South Sunday Soccer league race goes to wire

Chivi South’s Sunday Soccer League race has reached climax and the battle for honors was blown wide open by Shongamiti FC after they derailed Athletico Mususu’s title charge with a 2-1 victory last weekend.
With one round of fixtures to go, Athletico Mususu title aspirations were dampened by mid-table Shongamiti leaving the contest open for the two (the former and new log leaders Predators (FC) though the teams are tied on similar number of points as well as goal difference.
Speaking to TellZim News, the league’s chairperson Tamuka Dewa said the league which started way back in March is set to be concluded on August 21 where eventual winners would be crowned.
“The league started in March when we raised money to the tune of R 11 000 through affiliation by the 11 clubs each paying R 1 000. The R 11 000 prize money is to be shared by the top four teams. About sponsorship, we just sponsored ourselves as clubs.
“The first four teams will pocket R4 500 (first position), R 3 000 (second placed), R 2 500 (third position) while fourth-placed team would get R 1 000 with the remaining R 1 000 being shared by the referees,” said Dewa.
He went on to say participating in sport has helped bring about a number of benefits to the youth among them reduced crime rate and arrest drug abuse.
“The league has played a positive role in reducing crime rate in the communities geographically under our teams’ jurisdiction. Cases of theft among the youth have been on a decline as the young people are always occupied.
“The league also preaches anti-drug abuse and thus young people are discouraged from taking substances like Mutoriro among others. Young people are also getting the opportunity to showcase their talent. Social ties are being improved through football leading to love, unity and peace. There have been reduced social tensions usually common among the youth,” he added.
The league whose name is the brain child of secretary ‘Jacksparrow’ Jacob Chigwa was founded by Dewa who sold the idea to the former and word spread leading to the formation.
The league is made up of teams within five to 35 kilometer radius of Ngundu Business Centre.
The league’s executive is made up of Tamuka Dewa (chairperson) deputized by Obedience Chituramani, Jacob Chigwa (secretary), Peter Moyo (vice secretary), Kudakwashe Ngundu and Jonathan Nyangombe (treasurers) while Delight Hwata and Tatenda Madhau oversee the referees committee.

The boreholes that were drilled in Masvingo Urban’s wards 3, 4, 5 and 7 in the run-up to the March 26 by-elections continue to be a recurrent tool of use in the political arena with the ruling Zanu PF manipulating the situation.
During a full council meeting held at Masvingo Civic Centre on August 4, deputy Mayor Wellington Mahwende said council should not worry over the water situation in the city with the summer season already underway as those boreholes lying idle could be used to lessen the burden.
Mahwende went on to say fellow councillors have no reason to crack heads over the perennial challenge as what is needed is for them (Zanu PF councillors) to approach their political leadership to hand over boreholes to council for use.
“There is no need for council to crack heads over this issue of boreholes lying idle in the wards after being drilled and council should not refer back the matter to committee in charge. What is needed is just for us to approach government who are the ones responsible for the drilling of those boreholes to finish off what they started.
“If you look at Rujeko C (Jazire shopping centre) there is a borehole and the plan is to solarize it before it functions. So we are going back to tell them that for us (Zanu PF) not to be a laughing stock, let us go and finish the projects we started.
“If we just tell them to finish up the works we started, be rest assured that they would finish up and residents would benefit a lot,” said Mahwende.
His response was to the issue raised by Masvingo Mayor Collen Maboke who had proposed the issue of water situation security be referred to committee for further deliberations.
“I think the issue needs to be referred back to the committee because right now we haven’t received the boreholes as no one has bothered to officially hand them over to council. From there on we can plan the way forward, as of now we do not even know if they are actual boreholes or not,” Maboke sarcastically said.
Acting Town Engineer Kudzaishe Mbetu promised that the water situation would be normal though there would be a slight reduction in the number of hours residents would get the precious liquid.
“Right now we are busy working on water infrastructure so that we can rectify all leakages that may cause or promote water shortages so that supplies remain constant during the summer.
“We are not prepared to embark on water rationing because the moment we do so some of our pipes may burst as a result so our aim is to always keep them saturated.
“We are going to maintain what we have been doing all along and there should be no need to ration water,” said Mbetu.
The boreholes whose drilling raised a lot of questions than answers have triggered debate among residents as far as the footing of the costs are concerned.
However, they were later abandoned after Zanu PF candidates who had used them for campaigning purposes performed dismally losing the four wards to rival Citizens Coalition for Change (CCC).
Speculation is rife that the boreholes are likely to be utilized for campaign purposes during the run up to 2023 elections.
Zanu PF has often been accused of using government resources like food, farming inputs among others to further party interests during election periods.
