Neighbour murdered for accommodating domestic violence victim

Gift Munhenga (53) from Wimpy was last
week murdered in cold blood by his neighbour Wellington Masikati (24), after
Masikati’s wife had sought refuge at Munhenga’s homestead over domestic issues
with her husband.

Masvingo provincial police
spokesperson, Inspector Kudakwashe Dhewa confirmed the case and urged members
of the public to desist from using violence to solve
domestic issues.

“The accused Wellington Masikati has
since been arrested and is facing murder and assault charges. The deceased’s body
was taken to Masvingo Provincial Hospital where a post mortem was done. We urge
members of the public to amicably solve domestic issues so as to avoid these
kinds of scenarios where human life is lost,” said Inspector Dhewa.

On March 25, the accused is said to
have been involved in a serious domestic misunderstanding with his wife Cecilia
Mutongi and severely assaulted her, because she had not cooked Sadza for him.

Cecilia Mutongi managed to escape and
sought refuge at their neighbours (Munhenga) homestead.  

Munhenga who was with his wife Perina
Chareni and their 14-year-old child in the kitchen then accommodated Mutongi.

The accused reportedly ganged up with
his two friends, Takudzwa Chitumba (24) and Lovemore Chisiya (22), followed his
wife and found her sitting in Munhenga’s kitchen.

Masikati started shouting at the
deceased and went on to assault him with a handle of an axe all over the body.

He further grabbed Munhenga, dragged
him outside and hit him on the head and stomach with a brick.

Masikati also assaulted Munhenga’s wife
with a brick on her legs and head as she tried to stop the accused from
assaulting her husband.

Munhenga’s wife managed to flee from
the scene and reported the assault to Masvingo Rural Police.

The police attended the scene and found
Gift’s lifeless body lying on the ground outside his house.

The deceased’s body was taken to Masvingo Provincial Hospital
for post mortem.

Covid-19 mis/disinformation: Misa educates communities on digital literacy

BIKITA— The Media Institute for
Southern Africa (Misa-Zimbabwe) in partnership with Tell Zimbabwe (TellZim)
have embarked on extensive sensitization training programmes on which
communities would be taught digital literacy skills and how to be safe online
in the face of misinformation and disinformation during the Covid-19 pandemic.

At a
workshop attended by primarily youth and women in Bikita on Saturday (March
27), Misa Zimbabwe advocacy officer Malvern Mkudu said communities must be
taught on digital security and how they can protect themselves from
misinformation and disinformation in the wake of the Covid-19 pandemic.

Mkudu
said media literacy in communities was lacking and people were being victimized
by misinformation and disinformation online.

“We
live in a digital world where information is now available on the go. This
advancement in technology has brought with it some negatives as people are
being abused and victimized online.

“It is
very important that we educate our people and equip them with requisite skills
on how they can be safe online. We are training our citizens and community
leaders on how to use information and communication technologies safely,” said
Mkudu.

He said
a lot of people have fallen victim to fake news which has had an undermining
effect in the fight against the Covid-19 pandemic.

“Combating
misinformation and disinformation during Covid-19 is very important. Fake news
through social media is undermining the fight against Covid-19 and it’s
important for citizens to have skills to recognise fake news,” said Mkudu.

CBAP vows to continue helping communities in Masvingo

Community
Based Aid Programme (CBAP) has vowed to continue helping vulnerable people and orphans
in communities in Masvingo.

This
comes after CBAP donated stationery and paid school fees to 30 students at Morgenster and  Chirichoga High Schools last week.

CBAP
director Samuel Mhungu said they adopted a number of pupils and students from
various schools and tertiary institutions across the province and would assist
with school fees and stationery.

“Our
organisation plays a diaconal role which reaches to the community helping
orphans and other vulnerable people and we have adopted students and pupils in
over 10 schools.

“This
is like a scholarship programme where we identify students and pupils faced
with financial challenges to pursue their studies.

“We
only need serious students and pupils who are able to maintain good marks as we
will be monitoring them,” said Mhungu.

Mhungu
said they were also helping Reformed Church in Zimbabwe (RCZ) members and those
from other churches by giving them start up packages so that they start
projects of their own and various groups have already started chicken projects
which were already viable and the proceeds were being channelled to helping the
poor.

Recently
CBAP was at Nyajena church conducting a training workshop for church leaders
drawn from different denominations on business ideas which they could embark on
for their churches.

“Ours
is a faith based organisation and we want to empower church leaders with knowledge
which they will impart to their congregants so that they will be able to pay
tithes and other monetary requirements in their respective churches,” said
Mhungu

They have another programme where they bring doctors to local
clinics in Masvingo district benefitting Nyajena Rural Hospital, Musvovi, Bere
and Guwa clinics.

Former
Victoria High School head John Muzamani has thrown his name into the ring
becoming the 11th entry for the hotly contested Mwenezi East Zanu PF
primary election whose provisional date has been slated for May 8.

Zanu PF
Mwenezi District Coordinating Committee (DCC) said it has so far received 11
Curriculum Vitae’s (CVs) from prospecting candidates and they will submit the
names to the province this Thursday.

DCC
chairperson Gift Mazhambe told TellZim News that the curtain was closing on the
submission of CVs from aspiring candidates with all CVs to be submitted to the
province for vetting.

“We
have been receiving CVs from aspiring candidates since last week and as of
today, March 30, a total of 11 aspiring candidates had submitted their CVs.

“The
Mwenezi RDC chairperson has also indicated his intention to submit his CV so we
are sure that more candidates are likely to come before the Thursday deadline,”
said Mazhambe.

The
Mwenezi East seat, which was left vacant after the former legislator Joosbi
Omar died last year, has drawn interest from educators among them Avhunga
Secondary school head Master Makope, Sagwari Secondary School teacher Marvelous
Chifumuro and Marinda Primary School head Jorum Ncube.

Beitbridge-based
lawyer Jabulani Mberesi, Ward 13 councilor Takura Mudavose and Rutenga based
businessman Simbarashe Mabhena-Mpofu are also among the contenders.

Omar’s
campaign manager Hassim Hoosen and Tinashe Nyoni have also thrown their hats
into the ring.

Mike
Mudyanembwa, Moses Muhehi and Maringire Maringire also make the list of
aspiring candidates.

Meanwhile,
the Nelson Chamisa led MDC Alliance has also recently convened a meeting where
it advised interested candidates to submit their CVs.

Sources
told TellZim News that district chairperson Alfred Chihwakwa-Sithole, district
treasurer Tendekai Mandizvidza and district organising secretary Tineyi Mapepa
were among the interested candidates.

Water woes mount at Masvingo Trs’ College

For the past 5 days, Masvingo Teachers’ College has been operating without running tap water
as a result of a burst council water pipe in Morningside which supplies water
to the institution.

Mtambudzi confirmed that the institution has been experiencing some water
supply challenges and hasn’t been receiving water since last week.

“Yes, the institution has been
operating without running tap water but council has promised to fix the problem
which resulted from a burst pipe,” said Mtambudzi.

The water woes started last week on
Thursday, March 25, when the whole city was left desperate for tap water following
a major breakdown at the Bushmead water works treatment plant.  

Mtambudzi said that they had registered
their complaint with the local authority which promised them that they should
expect running tap water yesterday (March 30) but has failed to fulfill their
promise.

“Council promised us that they would
fix the problem and that we should expect running tap water yesterday but unfortunately
didn’t manage to deliver to their promise,” said Mtambudzi. 

Currently, Masvingo Teachers’ College
is depending on borehole water but one of their borehole reservoir has since broken
down leaving their water supply system strained.

Effort to get a comment from acting Town
Clerk, Eng Edward Mukaratirwa were fruitless as he said he was out of the
office but referred all questions to the Public Relations officer, Ashley
Jinjika. 

“I’m aware of the situation but I
cannot comment because I’m out of office but you can contact Jinjika,” said
Mukaratirwa.

Contacted for comment, Jinjika said she
couldn’t give an official comment claiming that she was not aware of the
situation and would only comment after getting the report.

Chamisa right on new political party

week it has been. We hear the taxi driver was fired but he came out saying he

starts here in Masvingo. The politics of this country is determined by
Masvingo. Wezhira wezhara wezhowezha and the people’s paper, TellZim yepamoyo
yoti Wezhira Wati Wahwei. TellZim makes it possible for Mapombi to come to you
dear readers every week and I hope I find you all well so regai ndirudunure zvangu.

Can
someone tell me what is happening in Zanu PF. Lately there has been some
confusing statements coming in related to the taxi driver. Ndinoreva
Matemadanda. I am sure a lot of people are still in shock Matemadanda was fired
from his position as the Zanu PF national political commissar and deputy
minister of Defense and War Veterans Affairs. No one knows the truth at the
moment but what I can tell you is that anything is possible in Zanu PF.

Zanu PF
cannot be owned by an individual and you can be kicked out anytime
wakawarairwa. Hanzi Zanu PF haikwani muhomwe memunhu. If Matemadanda happens to
be fired, I think it serves him right and will go as a message to everyone else
that you should not feel too comfortable on borrowed time. If Mugabe, who
treated Zanu PF like his private and personal enterprise, got kicked out who is
Matemadanda to refuse. Let us make one thing clear though, Matemadanda was
really good at what he did. A true political commissar par excellence. You can
challenge me on this assertion if you want but love or hate the man,
Matemadanda was a hardworking man. He had a lot of energy and balls to speak
his mind. He is the man who stood up to Grace Mugabe’s bullying when it was not
fashionable to do so. He told the all-powerful Grace that she should stop
treating Zimbos like her own children.

Matemadanda
was arrested and took a lot of punches for ED and I really find it difficult
that he would be fired. Firing is not that you would have been kicked out of
Zanu PF but what these Cdes do is what the English call demotion by promotion.
What promotion could Matemadanda possibly get which would be more powerful than
the portfolio’s he has now? Rumour has it that he wants to be reassigned to
Mozambique to be our ambassador there but we all know that Zanu PF kana yoda
kukurasa it will just give you a meaningless post like that of a diplomat. Our
ambassadors are very pathetic and are often times forgotten and humiliated
abroad over arrears like rent chaiyo. Kutonzwa kuti embassy yekuBritain yakavharwa
due to unpaid rentals kkkk. So tell me how one can be promoted to such a
mission achisiya huchi hwecommissariat and deputy minister plus MP.

We do
not know the facts but the truth is that it is a dog eat dog fight in Zanu PF. There
is a cold war brewing and very soon we will get to know what is really going
on. Rine manyanga hariputirwi. Remember what happened to the previous commissar
Engelbert Rugeje kkkk. The man was as soft as wool for the commissariat post.
He did not have any charisma at all and whenever he opened his mouth, everyone
would be left uninspired. Commissariat posts needs mortar mouths like
Matemadanda who speaks nonsense most of the time and create controversy. Rugeje
was removed from the commissariat position because he had failed the 2018
primary elections test and we heard he was going to be reassigned but to date
nothing came his way. That man was so unlucky and he keeps looking to the
horizon for his reassignment which may never come. ED successfully got rid of
Rugeje and the same fate may befall Matemadanda. The man drove taxis in
Mozambique during the war and now they want to send him to be our ambassador.

We do
not know and honestly Mapombi does not care. The best thing right now will be
for Zanu PF to just self-destruct so that we can start anew. Matemadanda said
he was not fired and was doing his duties in his capacities as the commissar
and deputy defense minister. Mapombi heard Matemadanda saying his alleged
firing was just a social media creation meant to excite people for nothing. He
said vana Chinamasa were his juniors kkkkk. Matemadanda vane moto chaiko. There
is a huge dark cloud surrounding Matemadanda’s case. If it was true, Zanu PF
would have issued a statement through the spokesperson and if it were all lies
Zanu PF would again have issued a statement disputing the rumours. It is very
confusing but what I want to tell you dear readers is that there are no
permanent friends in politics but only permanent interests. Maybe there is
something big in store for Matemadanda. Remember there is a vacancy left after
VP Mohadi’s resignation. We may have a shock of our lives when VP Matemadanda
get reassigned to that office kkkkk seka hako Mapombi. Hanzi kurota hakuna
kushata.

Speaking
of dreams, last night I had a dream about party inonzi People’s Democratic
Alliance (PDA). I saw in spirit a young anointed man whose name was Nelson
Chamisa leading it. Ndakaratidzwa pamweya party iyi ichitonga nyika ino kkkkkk.
Maybe dzaingova zvadzo hope dzemunhu avatira mabanana akaora kuno kuchitima but
I can tell you that it all looked real. There are reports filtering in that
Chamisa has finally decided to get rid of the MDC name. Mapombi is informed
that a new party name is on cards and the launch will be very soon. This is
really good news and I applaud the young man for this bold move. At least he
will leave vana mukoma Mwonzora with the MDC brand. This is what the people of
Zimbabwe have been waiting for. There was no use in clinging to a name which
has been abused like that. But I doubt Zanu PF will ever let this project see
the light of day kkkk. Remember only Zanu PF is allowed to gather people for
any function. The rest are restricted by Covid-19 regulations and if you are
thinking about launching this party through a rally then forget it. Kune
Covid-19 kkkkk.

I am
not sure about the party name but like I said ndakarota zita rinonzi PDA.
Whatever name you choose to use I do not care but as long as it is not the MDC Alliance
or any MDC for that matter. Why give the enemy the pleasure to torment us like
that all because of a name. Chamisa and his soon to be launched party will rise
from the ashes like the phoenix. The electorate will now know what is going on.
There was a lot of confusion on what the future holds for the biggest
opposition movement in the country. It will however be difficult to erase the
name machinja tichibvira the Chamisa team. The new party
is the first step in the right direction for Chamisa. Nelson Chamisa is like
Jack Bauer in the series 24 kkkkk. Bauer would simply not die no matter what
you throw his way. Like Bauer, Chamisa has managed to weather all storms that
came his way and he has been left standing. Famba Nero famba kkkkk. I can’t
believe I just said that but it is the truth. Regai zvangu ndinokanga maputi
for lunch but before I sign out, I want to encourage people to desist from
being complacent during the Easter holidays. Tinopera neCovid varume. Let us

14 year old Chipinge boy caged for rape

CHIPINGE- A 14-year-old boy from Rimbi
village under chief Musikavanhu, Chipinge was sentenced to four months
imprisonment by Chipinge Magistrate Court for raping a 10-year-old girl.

He appeared before magistrate Christopher Maturure on March
17, 2021 and pleaded guilty to one count of rape as defined in Section 65(1) of
the Criminal Law Codification and Reform Act) Chapter 9.23.

The state led by Thembelani Dhliwayo told the court that on
May 20 last year (2020) at around 1400 hours the complainant was grazing cattle
at Budirirai village, some 2km from the accused’s homestead.

The accused, who was also herding cattle in the same area,
then asked the juvenile for sexual pleasures but she refused the moved a
distance away.

The accused followed the complainant and pushed her down to
the ground before removing the girl’s underwear and raped her once.

The complainant went home and did not tell anyone about the
incident. 

The next morning the complainant refused going to herd
cattle as she was scared of the accused and only opened up after having been
pressured and went on to tell her mother what had happened.

Her parents reported the matter to the accused’s parents and
the police. The complainant was taken to St Peters Hospital where she was
medically examined and the results indicated that she was raped.

Residents’ organisations pressure Zec for by-elections

A total
of 21 residents’ associations and organisations coalescing under the banner
Coalition of Residents’ Associations has called on the Zimbabwe Electoral
Commission (Zec) to conduct by-elections for both national assembly and local
authority vacancies.

After a
number of legislators were recalled by their political parties chiefly the
MDC-T, Zec is expected to hold a total of 25 national assembly and 79 local
authority by-elections.

In a statement, the Coalition of
Resident’s Associations said the country’s representative democracy was now in
intensive care because the electorate was being denied their right to choose
their representatives.

“As a coalition of residents’ associations,
we believe that ZEC is now in a better position to conduct by-elections in
hundreds of wards where the councillors were recalled by the Movement for
Democratic Change- Tsvangirai in terms of Section 278 (1) of the Constitution
of Zimbabwe.

“Legislative authority derives from the
people and is exercised in terms of the Constitution (Section 117) by the
legislature. All citizens should have equal voice and representation in
Parliament.

“A weakened Parliament cannot fully
exercise its role of holding agencies of state and government to account in
accordance with Section 119 of the Constitution. Local authorities function
more effectively and efficiently if they have the full representation of their
elected councillors for each ward.

“Several vacancies have arisen in most
local authorities following the recalls of councillors. This means that the
electorate is being excluded from giving their input through council
committees, full councils in direct conflict with the provisions of the
Constitution which provide for inclusive development planning,” reads the
statement.

The residents’ organization say that the
continuous delay in conducting by-elections has been retrogressive at both
parliamentary and local authority levels as service delivery has taken a huge
blow.

“Zimbabwe’s representative democracy is
inadequate without the full complement of elected councillors to lead in the
oversight of council’s workers, represent the electorate and make laws on
behalf of the ratepayers.

“The continued delay in holding by
elections in our local authorities has not only crippled service delivery but
it has also severely undermined deliberative democracy with no meaningful
debates taking place in council chambers. Our representative democracy is now
in intensive care because the electorate is being denied their right to choose
their elected representatives.

“In view of these shortcomings, it is
necessary and prudent that ZEC does everything in its power to uphold their
constitutional mandate and facilitate the holding of by-elections in under the
permissible COVID-19 regulations as approved by the World Health Organisation (WHO)
and Ministry of Health and Child Care.

“Democracy entails the full participation
of the legislature as one of the key pillars of the state. The other pillars
being the judiciary and the executive. Therefore, with low representation of
the electorate in parliament, even the Constituency Development Fund, which is
administered by Members of Parliament will not be utilised. The electorate in
the disadvantaged constituencies deserve a fair share of the national
resources,” reads the statement.

Political parties have been warned
against wantonly recalling of elected members with the residents’ organisations
saying there are a lot of factors which should be considered before elected
officials are recalled from office.

“As for the recalls themselves we urge
political parties to be mindful of section 3(2)(f) of the Constitution which
states that: “respect for the people of Zimbabwe from whom the authority
to govern is derived” in their zeal to implement the controversial
sections 129 and 278 (1) that recalls
 councillors and MPs.
The political party ticket is just but one of many reasons for which citizens
elect local representatives.

 Citizen participation
in the affairs of their local authorities is what deepens and strengthens our
local government sector as the lowest tier of government in Zimbabwe. The
residents as voters participate in the electoral process through the selection
of their Councillors and their MPs who will play the role of policy and
lawmaking, representative and oversight over council workers when elected into
office.

“From a human rights perspective,
citizens anchor all democratic processes, and any government institution
derives its mandate from the involvement of the citizens. Therefore, it is
urgent that by-elections are held in all affected local authorities where there
are vacancies,” reads the statement.

Masvingo offers 20% rate reduction

MASVINGO- The under pressure City
of Masvingo last Friday (March 26) convened a special full council meeting
where they reportedly agreed to a 20 percent rates climb down from the 500
percent which caused a massive uproar from residents.

The
local authority, which has been misfiring in service delivery on all fronts,
has attracted a lot of backlash from agitated residents after a 500 percent
rates hike which was effected last month.

Acting
Town Clerk Engineer Edward Mukaratirwa told TellZim News that they had convened
a meeting where some ‘adjustments’ had been made but couldn’t divulge the exact
percentage being offered by the city fathers.

“We
held a special full council meeting on Friday and we are going to engage
residents at ward level, the dates are still being sorted out. Obviously some
adjustments were made but I cannot tell you off head,” said Mukaratirwa.

A
stakeholder meeting which was billed for February 19, 2021, ended prematurely
as residents’ representatives could not accept anything less than a major rates
reduction.

However,
sources within council told TellZim News that the city fathers will soon
approach residents with a 20 percent reduction offer during the soon to be held
ward meetings.

“Yes we
deliberated on the issue of tariffs in the special full council meeting and we
resolved to reduce rates by 20 percent,” said a source.

The
city council has been under immense pressure after the minister of State for
Masvingo Provincial Affairs and Devolution Ezra Chadzamira called on the local
authority to engage residents before arbitrarily increasing rates.

Chadzamira
said the rates could be reversed despite the budget having been approved.

Mayor
Collen Maboke could not be drawn to comment as he said he was in Harare on
official council business.

Despite
suspending the city engineer Tawanda Gozo for gross incompetence, the city
still faces the same crippling service delivery problems with water shortages
getting worse and the quality deteriorating to unprecedented levels.

Security guard beheaded, body found burning opposite Chiredzi court

Plastic recycling yard where the torso was set alight

CHIREDZI- The community here is struggling to
come to terms with the grisly murder of a security guard who was beheaded and
his body set alight with tyres at a plastic recycling yard opposite Chiredzi
Magistrates Court.

The police have since opened an
investigation into the murder of Zvazvawa Salani (60) who was a security guard
at Maria Mabasa Plastic and Scrap Collection site on the eve of March 26.

Masvingo provincial police spokesperson
Inspector Kudakwashe Dhewa confirmed the incident and said the now deceased had
reported for a night shift at his work station where he was beheaded and his
torso set on fire.

“The deceased was employed by a company
called Maria Mabasa Plastic and Scrap Collection as a security guard. He was
found murdered  

“On March 26, he went to his work place
as usual at around 18:30 hours to look after bales of plastics and scrap.

“The following day, his co-worker,
Brian Mandisvita (28) came to relieve him in the morning and never saw him.

“He then reported to his boss who later
made a police report and came to search for him.

“They saw blood trail leading into the
fire, where the torso was being burnt using tyres while the head was found in a
shrub nearby,” said Inspector Dhewa.

Maria Mabasa Plastic and Scrap
Collection operates on an open space in the new medium density suburb stands of
Melbourne Park.

The company deals with the collection
of plastic waste and scrap material.
