Barely four months into office after wooing the general public to vote them into office and making empty promises, Zanu PF is proposing oppressive taxes in the 2024 budget to bleed the already poor public reminding people why Chimurenga war was fought.
Some of the major highlights of the budget include household tax, high tollgate fees, high passport fees, and beverage taxes.
Commenting on the budget on her post on X, Citizens Coalition for Change (CCC) Member of Parliament for Mount Pleasant and former spokesperson Fadzayi Mahere said the budget was anti people and hostile.
“The entire budget is anti-people. Why would you punish someone who is trying to register their motor vehicle by charging US$500 for that simple administrative task? Why is the amount not in ZWL? When it comes to taxing us they want USD. When it comes to health, education and public service spending, they denominate in Zim Dollars. It’s a mess we need new leaders.
“The attack on new businesses is staggering. The value added tax threshold has now been reduced to US$25 000 from US$40 000. In simple terms this means that any small business that makes an average of US$ 2100 per month will now have to register for VAT (Value Added Tax).
“When we say the budget is anti-people this is what we mean, government refuses to pay municipal rates to local authorities. Currently government is the biggest debtor in most councils. Government owes City of Harare $25BN, City of Bulawayo $18BN, City of Masvingo $3BN and Chiredzi Municipality $500M.
“They use council services but refuse to pay. The same government is imposing a ‘wealth tax’ on homeowners for simply breathing in their homes. No service, no rational basis, nothing but the desire to inflict pain. The budget is anti-people. It’s a mess,” said Mahere.
Director Centre for African Governance and Development Professor Gift Mugano said the budget was anti people and anti-industry and must be rejected in parliament.
“Parliament must reject the anti-people and anti-industry budget which was represented by Ncube yesterday. The following increases in taxes, levies, and fees are a thorn in the flesh for an already struggling population.
“More than 100 percent increase in toll fees will push up bus fares and transport cost for the commuting public. The rural folks and pensioners will suffer the most as the timing of this policy measure is coinciding with a devastating drought- they will have to bear with these new measures over and above their struggle to put food on the table.
“Introduction of levies on beverages with sugar is again insensitive as these are the drinks of the poor and our children. Passport and vehicle number plates fees hikes are again schemes put in place to milk the poor. The US$300 will be taxed come January so insensitive to the underpaid civil servants who were expecting a salary hike,” said Prof Mugano.
He further said the wealthy tax was a resuscitation of the hut tax in the Rhodesian government.
“Wealth tax reminds of the Rhodesian government which introduced the hut tax and Ncube admires the very same exploitative tax regime and introduces it again in independent Zimbabwe,” he added.
Renowned journalist Hopewell Chin’ono condemned the taxes and said the ‘hut tax’ was just a disproportionate tax on the already burdened citizens.
“You don’t tax wealth or savings, you tax earnings, an old couple is earning nothing in their home in Chisipite or Hatfield, a roof over their heads is a human right not a luxury to be taxed. The state should be providing housing and not taxing those that have done so for themselves under difficult economic circumstances.
“This ‘hut tax’ will also stop property ownership for those already struggling to meet the basic necessities of life like healthcare and daily upkeep,” he said.
Political commentator Dr Takavafira Zhou said while a pensionable salary was welcome, the number of taxes introduced worsened the lives of the people particularly teachers
“The budget is saddening to the general populace of Zimbabwe particularly teachers with a number of taxes, the whole essence of a one percent tax on property, toll fees and increase of vehicle licenses you can tell that those who own will transfer the burden to lodgers who are apparently our teachers and the increase of transport costs, as much as we are happy that the allowance US denominated allowance is now a salary and would also cater for the pensionable period we are not happy about the quantum that the teachers would get since it will be subject to taxes and teachers will suffer.
“Prof Ncube has simply taken us back to the 1884 period saddled with a lot of taxes and overburdened by the elite and the future is bleak. The new dispensation promised Zimbabweans a new car in terms of livelihoods but if the new budget is anything to go by it is clear that he is taking us to the 19th century whereas we are in the 21st century and his prescription is like a treatment that treats a disease by killing the patient so the 2024 budget is atrocious and would worsen the plight of the civil servants in particular teachers.
“We do not see any positives emanating from such an atrocious budget and it is unfortunate that Prof Ncube has decided to overburden the general populace of Zimbabwe at a time we hope that a budget would better the livelihoods of the general populace of Zimbabwe,” said Dr Zhou.
Ncube presented his ZWL 58.2 trillion budget to parliament on November 28 and the budget has since sparked outrage from all corners in the country because of the taxes included in the budget.
Some of the sections that have caused debate among citizens include an upward review of toll fees for premium roads, US$0.02 per gram of sugar contained in beverages, taxing of USD allowance for civil servants that will be turned into a pensionable salary, increased passport fees and a housing tax

It is a dog-eat-dog situation in Masvingo West ward 2 by-election campaign as three of the four contesting candidates are embroiled in a bitter battle, accusing each other of tearing each other’s campaign posters.
The three candidates involved include the recalled Ward councilor and former Mayor Shantiel Chiwara, former councilor for the same ward Roki Kamuzonda, both contesting under the CCC banner, and Zanu PF candidate Benson Hwata.
Chiwara is accusing Kamuzonda of sending his kid to deface her posters and on the other side Hwata is also accused of having done the same in one of the streets, where he is said to have passed through during the Zanu PF campaign launch.
Speaking to TellZim News, Chiwara, denied ever tearing any candidate’s posters and said she was instead a victim in the situation and had replaced her posters thrice in the current the campaign period.
Chiwara was accused of sending his brother to tear Kamuzonda’s posters around the ward.
“My team and I have never torn nor deface any poster and we have no intention to do that, in fact, it’s me who is a victim of that and right now I am replacing my posters for the third time but his (Kamuzonda) are still there in the street I stay.
“Hwata also defaced my posters as he prepared for their (Zanu PF) rally and wanted his leaders to see his posters. They destroyed all my posters in Calvin Majange Street and placed his.
“Roki is the one who is responsible for tearing my posters inside the streets, kwete zvekuti ndozomuka asipo (not that I wake up to find them destroyed) he does it in everyone’s presence as people even call our team to notify us of his actions together with his son so that is what is happening where he placed his posters; they are still there and are actually discoloring to show nothing happened to them,” said Chiwara.
On his part, Kamuzonda said he too was a victim and accused Chiwara’s brother Hillary and team of destroying his posters saying he caught them in the act.
“The campaign is going well but the only challenge I am facing is that of my posters are being defaced by Hillary Chiwara (Shantiel’s brother) and his team. This shows they are panicking and are afraid of me. If I was not a threat, there was no need to deface my posters,” said Kamuzonda.
He said it was a lie that his son was destroying his rival’s posters and dared Chiwara to provide proof if it was true and said his son was too young to be involved in such political madness.
“If they have proof they can bring it out; is my son able to place posters over there? Madumeja naOsy mwana waVaSiniya naHilary ndovari kubvarura evamwe proof iripo pedo nekumba kwavo pasnooker (Chiwara’s team are the ones doing that and there is proof closer to their home. Today I saw them tearing my posters too,” said Kamuzonda.
Responding to allegations of defacing other candidates’ campaign posters, Zanu PF candidate Benson Hwata said it was not true and said he too was a victim.
“There is nothing like that, kungoda kuisvibisa vamwe, vanenge varikudamburirana pachavo. I will send you anguwo akadamburwa so ndototi ndivo. (It is just mud-slinging, I think they are doing it amongst themselves, my posters have been torn too and I can say it is them),” said Hwata.
Ward 2 fell vacant in October after CCC’s self-imposed Secretary General Sengezo Tshabangu recalled Chiwara and several others across the country.
Chiwara and Kamuzonda are both representing CCC with Kamuzonda being reportedly Tshabangu’s front runner whilst Chiwara is alleged to belong to the party leader Nelson Chamisa’s faction.
Chamisa’s team has since deployed the party’s director in the organising department Farai Chinobva to declare Chiwara the official candidate.
However, questions have been raised on Chinobva’s interests in the ward as he was there during the primaries prior to the August 23 election.
He was there when Chiwara was elected Mayor and was back again to launch her by-election campaign.
The fourth candidate, Frank Chirairo was dropped by CCC in the primaries despite having commanded a bigger following than others during the bereka mwana voting system, where supporters of each candidate stood behind their favourite and the one with more people became the winner.
Woman scalds son for wearing her sandals

MWENEZI – In probably one of the worst gruesome brutality which has left the community tongue-tied, a 37-year-old Mwenezi woman recently left her 13-year old son battling for his life at Neshuro District Hospital after she savagely scalded his belly and legs with boiling water accusing him of wearing her sandals without her consent.
The accused, Annah Shumba of Zvirikure Village under Chief Neshuro , appeared before Mwenezi Resident Magistrate Conceptor Ngwerume on Tuesday, November 28, charged with attempted murder.
Shumba was not asked to plead to the charges and was remanded in custody pending trial at Chiredzi Regional Magistrate Court where her case will be presided over.
It was the State’s case that after realizing that her 13-year old son had worn a pair of her sandals without her consent, the accused took a burning log intending to assault him but was refrained by her husband and mother-in-law.
After being refrained, she immediately grabbed a pot of boiling water and poured it into the child’s belly and legs inflicting severe burns accusing him of wearing her sandals when he went to the grinding mill.
The child was rushed to Neshuro District Hospital where he is currently recuperating, a police report was made leading to the accused’s arrest.
Bikita Minerals FC coach attributes promotion to hard work

Bikita Minerals FC head coach Tonganai Fastino Mugeji said his team’s slid into the country’s top soccer league was a result of hard and contributive work between the team management and players.
Bikita Minerals secured a ticket to the Premier Soccer League (PSL) after Grayham FC lost three points, which were awarded to Bikita Minerals FC following fate twisting ruling made by the Eastern Region Soccer league board (ERSL) which found Grayham guilty of using an unregistered player.
Mugeji said he was elated by the new prospect and passed the credit to his team for the hard work displayed this season and his assistant coaches for the contributive efforts that catapulted the team into the country’s top league;
“Our promotion to the premier league is a result of hard work the boys put into play and I am elated by this new prospect. I thank my assistants and the management for the contributive efforts that catapulted our team into PSL”
The season pulled down its folds with Grayham FC Football Club at the top of the table with 59 points, and the decision to crown the team as champion was put to a standstill given some violations of the ERSL rules.
In a statement released by the ERSL board following a meeting held on November 25, Grayham FC lost three points for using an unregistered player while Bikita Minerals FC was fined for assaulting match officials after the league match.
“The ERSL 2023 soccer season ended on November 19 2023 with Tenax Football club finishing on top of the log with 59 points however there was a pending case involving one of the teams which was in the championship race. The conferment of champions was put on hold due to this matter.
“ERSL awarded three points to Bikita Minerals FC and fined the club for assaulting match officials after a match and three points were deducted from Grayham FC for using an unregistered player. The three points added to Bikita Minerals FC which was second on the table made them to stand out as the champions,” reads part of the statement.
Bikita Minerals FC was awarded three points according to rule number 13.1 while Grayham FC breached rule 14.1.6 of the ERSL rules and regulations and also rule 13.2.
The awarding of three points to Bikita Minerals FC changed the log standing making Bikita Minerals log leaders with 60 points and eventually becoming the 2023 ERSL Champions” said the Eastern Region football club board.
ERSL’s ruling left Tenax FC on second position with 59 points followed by Wangu Mazodze with 57 and Rusitu Tigers finishing on fourth position with 51 points.
Hillside Primary joins nation in national tree planting commemorations

In in bid to promote afforestation and environmental conservation, Hillside Primary School joined the nation of Zimbabwe on commemorations of the National Planting Day on Thursday 30 November.
This year’s commemorations is running under the theme ‘trees and forests for ecosystem restoration and improved livelihoods.
Speaking at the event Education Inspector Portia Chomupwanya said the event was the first in the district and it aims at regreening the environment through planting.
“We are here to launch the 2023 National Tree Planting Day in our district, by this we are aiming at regreening our environment through planting. This day has made a significant contribution in increasing the country’s forest. Over the years, millions of trees have been planted, helping to restore degraded lands, improve air quality, and enhance biodiversity.
“Today is an important day because trees play a vital role in the country’s ecosystem, providing oxygen, preventing soil erosion, regulating water flow, and supporting biodiversity,” said Chomupwanya.
She said there was need for such a day in the country because some of the trees were long forgotten and most kids do not know about those threes.
“Statistics show that deforestation rate is now at 280 000 hectares per annum and with this rate it is important to plant back trees because it helps restore other type of trees that were lost in deforestation and now difficult to find like the Acacia tree that we are planting today, most of our kids don’t even know it. I urge all communities to conserve and protect our indigenous trees,” said Chomupwanya.
Speaking at the same event, Masvingo City Council Mayor Alec Tabe said it was important to conserve and protect the environment from deforestation through planting trees twice the number of those cut down.
“It is important to conserve our environment from deforestation through planting trees and we need to plant twice the number of those we cut down. To support this initiative, as council, we have donated 50 trees to every school here in Masvingo town and we are going to monitor if these trees are planted and maintained,” said Tabe.
The school head Brian Gomba said the day was important and serves as a constant reminder on the importance of trees.
“We are gathered here to commemorate National Tree Planting Day because this day is constant reminder of why trees are important, long back we did not know why trees were important and we would use trees for art and craft while cutting down trees without replacing them.
“Because these kind of activities destroyed trees and today some of the trees no longer exist. This day is very important because it now encourages people to replace trees they cut down through planting twice the number of those cut down,” said Gomba.
He also expressed gratitude to various stakeholders who were present and those who supported the event for it to be a success.
“I am very happy with the support we received from various stakeholders who commemorated the day with us. The day was very fruitful because we learned a lot about planting and the importance of tree,” said Gomba.
The day was graced by different stakeholders such as Masvingo City Council, Environmental Management Agency (EMA), Forestry Commission, Ministry of Primary and Secondary Education (MOPSE) and community members.
On Zimbabwe National Tree Planting Day, various organizations, communities, and individuals come together to plant trees in different locations across the country. Schools, government institutions, private companies, and environmental groups often organize tree planting events.
Man stabs ex-wife over US$10

A Masvingo man from Victoria Ranch, was arraigned before Masvingo magistrate Ivy Jaona on November 30, 2023 facing charge of physical abuse been after stabbing his ex-wife over US$10.00.
The accused Munyaradzi Hlelele (32) was remanded in custody to December 5 for continuation of trial after he requested for time to look for a lawyer.
The court heard that on November 20, 2023 at around 2100 hours Hlelele sent US$10 Ecocash to his ex-wife, Elizabeth Sihlenge to buy food for his son who is in grade six.
Sihlenge however, used the money to buy herself a dress.
The following day Hlelele received a message from his son that Sihlenge had used the money to buy a dress and not food.
Hlelele went to Sihlenge’s aunt’s homestead where she resides and asked her why she used the money to buy a dress instead of food, a misunderstanding ensued between the two.
Sihlenge’s aunt intervened and Hlelele insisted that he wanted to go with Sihlenge to his place of residence, while the two were on their way, Hlelele withdrew a knife from his pocket and cut Sihlenge’s little finger, he then stabbed her once on the buttock.
Sihlenge cried for help prompted nearby people to intervene, rushing her to Masvingo provincial hospital.
Sihlenge later reported the incident to the police, leading to Hlelele’s arrest.

A woman from Gutu who is battling cervical cancer has been plunged into depression as she is failing to raise the required amount of money to go through an emergency operation with some public health facilities being said to be fully booked until February next year.
51 year old Tsungirirai Chimbandi is appealing to well-wishers to support her raise US$1200 to undergo an operation at private hospitals as she is experiencing excruciating pain and needs an urgent operation.
Efforts to seek medical attention in a neighboring South Africa failed to speed up the process as she was also booked for January next year.
Chimbanda’s sister Edina Chikonye said she had gone to South Africa as well to seek treatment at public hospitals where she has been booked for January 16.
“The situation is dire for my sister as she is in excruciating pain and is now surviving on taking strong painkillers while she is waiting to go for an operation. The sad part however is she can only get treatment at public hospitals next year in February as they are fully booked at the moment and her condition is deteriorating.
“Chimbandi has also gone to South Africa to seek treatment and was given a date in January at a public hospital which has made her lose hope as doctors indicated that the she should get an emergency operation to avoid spreading of the cancer in her body,” she said.
Chimbandi started having these pains end of 2022 but she was diagnosed with cervical cancer in September this year and she has been languishing in pain ever since
Chimbandi can no longer fend for herself ever since she got diagnosed of cervical cancer since she and her husband are farmers and not formally employed.
Her sickness has not only disturbed her wellbeing but it has also caused misunderstandings and unhappiness in her family causing her depression.
Zimbabwe is amongst the top five countries with high incidences of cervical whereby at least 61 of every 100 000 women are being diagnosed annually.

CCC Councilors chase stakeholders before boycotting same meeting
… As Zanu PF takes over council chairmanship

CHIREDZI-There was drama last week at Chiredzi Town Council Boardroom where the Citizens Coalition for Change (CCC) councilors chased all stakeholders from a special full council meeting to elect a new town chairperson only to boycott the same meeting.
The chairperson’s post fell vacant after self-anointed CCC Secretary General Sengezo Tshabangu’s recalls axe struck council chair Roger Chikonye and another councilor Musingashari Musingashari.
The remaining three CCC councilors Danford Chikanyanu, Philemon Muchaendepi and Gift Chigidi arrived late for the meeting and influenced the ejection of other stakeholders including journalists who wanted to cover the election but they later on boycotted the same meeting.
Muchaendepi argued that a special full council meeting was supposed to be attended by councilors and management.
“Chair, what does the law say on special full council meetings? We are not here to give amendments to that law but to apply it. A special full council meeting is only attended by councilors and council management, meaning all those who do not fall in that category should recuse us,” said Muchaendepi.
The meeting which was chaired by Jameson Charumbira in his capacity as vice chair, came barely five days after the recall of the two councilors.
TellZim News was reliably informed that the three councilors later on boycotted the election seeing they were outnumbered by Zanu PF with five councilors and they also argued that the management had no capacity to convene a special full council meeting but the chair if councilors raised motions that needed urgent attendance in form of writing.
However, Zanu PF’s Charumbira who was vice chair was elected council chair while Liberty Macharaga was nominated vice, and since there was no opposition, the two who had once clashed for the same post before were nominated and seconded by their fellow Zanu PF councilors, Vimbai Ushe, Sekai Njanjure and Charles Njopera.
Tshabangu’s recalls came as a relief for Zanu PF in Chiredzi Town Council to retain the Chairmanship post which was lost in 2018 after one Zanu PF councilor had sold out by voting for Gibson Hwende (MDC Alliance) as Chairperson from 2018-2023 while Roger Chikonye (CCC) was elected as Chairperson through tossing after the 2023 harmonized elections after a five all stalemate since the two parties had equal number of candidates.

Cleopatra Shamiso Mutetwa an architecture student at National University of Science and Technology who wrote the book “Incubate Your Hope” has been nominated for the Best Community Service Leader and Volunteer award.
Mutetwa was nominated for the award along with five others at the Ignite Youth Awards which are being held in Borrowdale Harare on December 16 2023.
The Ignite Youth Awards that recognize and celebrate the contributions and achievements of socially responsible youth aged between 13 and 40 years.
When asked how and when she started volunteering Mutetwa said she has been always passionate about it and this has inspired others to do the same. She went on to encourage the youth who want to offer their services in their different communities to go for it.
“Volunteering is something that I am passionate about. I have been doing it since high school but recently I realized that talking about it and making it open inspires other people to also do the same.
“I noticed that a lot of young people like to help in their communities through different services but most of them do not know how to start and where to go,” said Mutetwa.

Mutetwa is passionate about helping in whatever way she can, she visits orphanages, old people’s homes and help out feed, clean among other chores.
