Masvingo Teachers’ College ‘milking’ us-students

Disgruntled students at Masvingo Teachers’ College have called upon responsible authorities to intervene and save the situation at the tertiary institution alleging some of the lecturers are milking them through unfair practices.
The students allege lecturers in the Professional Studies Syllabus (PSA) and Art Professional Syllabus B, are holding them ‘hostage’ by demanding payments in form of foreign currency (US$ 10) if they are to pass given assignments in the two departments.
Speaking to TellZim News, one of the students said their lecturers are not directly demanding the money but they will give assignments and if they fail to meet their demands they then make them fail deliberately so that they pay them money for better marks.
“Our lectures are giving us lower marks even if you meet the demands of the assignments. Because we want to pass, we are forced to pay for better marks,” said the anonymous student.
Another student who refused to be named as well said they are appealing for action from the responsible authorities as they are left with no option than to pay lecturers.
“We are calling for the responsible authorities to take action against this type of corruption as we have no option than to pay lecturers in order to pass.
Contacted for comment, one of the lectures in question said he cannot comment as he is not allowed to speak to the media.
Another lecturer at the college who refused to be named said they are not aware that such things are happening as it is illegal to do so unless it is the external assessors’ materials for practical assignments.
“I don’t know that is happening at our institution because we are not allowed to do that unless it is a practical assignment or external assessor’s materials,” said the lecturer.
The college’s principal Benson Mutambudzi said he cannot comment as the matter is under investigation.
“The matter is under investigation, so I cannot comment on it at the moment,” said Mutambudzi.
Due to the harsh economic conditions prevailing in the country, some of those lecturers have resorted to off-loading the burden of economic woes on the struggling students.
In some cases in the Art department, students are given assignments which need to be done using the Heat press machine and they are left with no option other than giving in to such pressures and thus pay for the assistance of the lecturers.

Zanu PF faces 2023 election defeat-Mohadi

MWENEZI– Zanu PF vice President Kembo Mohadi has expressed serious concern that if extra caution is not exercised the ruling party could, in the coming elections face a humiliating defeat to the opposition which is making considerable inroads.
Addressing local Chiefs and several village heads from across Mwenezi district who were bussed to Rutenga growth point for a Zanu PF meeting on Wednesday, June 8, Mohadi gave statistical evidence and urged village heads to work together with Zanu PF leadership so as to come up with structures that will enable the ruling party to garner a target of 5 million votes.
“In the 2018 general elections, the opposition amassed 2.1 million votes while our party garnered 2.4 million. Given that during the 2013 elections we had defeated them with a gap of one million, it means they covered the gap with huge margin in the 2018 elections. These are genuine statistics which ought us to worry much and if we are not careful we can lose the upcoming elections,” said Mohadi.
In sharp contrast to Section 281 (2) of the national constitution which refrains traditional leaders from furthering the interests of any political party, Mohadi who acknowledged the country’s economic woes which he squarely blamed on Western sanctions, described the meeting as a marriage between traditional leaders and the Zanu PF party.
He further urged village heads to rally their subjects to register and vote for Zanu PF which he claimed was the only political party with the people’s interests at heart.
“We want you village heads working together with our DCC to come up with tangible Zanu PF cells. Each village head should at least come up with three cell structures and that way we are assured to attain our 5 million votes target come next elections,” he added.
The village heads who all along were reportedly earning a paltry ZW $350 per month were among other pledges promised bicycles and an additional US$50 monthly salary starting this coming July.
Mohadi is on an eight-day tour of the province on Zanu PF party mission to mobilize traditional leaders to work with DCCs to garner rural votes in the forthcoming 2023 general elections.
He is set to visit all the seven districts of Masvingo by June 14.
In Masvingo district, traditional leaders from Charumbira and Nemamwa chieftaincies exchanged blows in his presence as the battle for legitimacy rages on with the former claiming the latter does not exist.

Poor turnout affecting budget consultation processes- Gweru council

Gweru- Residents and Ratepayers Association (GRRA) last week Thursday engaged office bearers and stakeholders on a budgeting meeting as part of efforts to equip councilors and stakeholders with knowledge on budget formulation processes.
Addressing stakeholders during the engagement in the Midlands capital, Gweru council finance committee chairperson and ward 4 councillor Martin Chivhoko bemoaned poor participation in budget processes saying people were not attending consultations and crucial stages of budget formulation.
“We are worried because residents are not attending important decision making processes in wards. We call for consultations but people don’t attend. Gweru has an estimated population of more than 300 000 residents but at ward level, we are hardly getting 200 people on budget consultations.
“How can we reach important decisions if people are not coming to take part in such processes? At the end certain decisions sail through without people’s input,” Chivhoko said.
He added that as a local authority they were adhering to all budget formulation processes as required by the Urban Councils Act.
“We don’t have a budget committee at the moment as a local authority, but once the finance committee with the help of the finance department are done with drafting our budget, we then go to other committees and then last finish with public consultations.
“We then engage all stakeholders as we segment them so that we reach them all. We follow all the required stages in formulating our budget as a local authority. We are also happy that there have been significant changes on updating of our financial statements. As Gweru was behind, its good news that we are almost there and as I am speaking we are working on finalizing the 2020 statements, our auditors are doing a great job. Soon we will be starting the 2021 statements,” he added.
In his budget cycle presentation, local governance expert Vincent Jachi said the local authorities’ budgets were supposed to speak and move in line with given national objectives.
“So when our budget is done we cannot rush to implement it before it gets an approval from the minister. An important thing to note is our budget must however speak to the national objectives such as National Development Strategy (NDS1).
“As we draft our budget as local authorities, let us also get to understand the need to prioritize the most important things or services which we want our budget to cater for. A good budget always provides for good service delivery,” said Jachi.
GRRA director Conerlia Selipiwe highlighted that it was crucial to have a clearly spelt out criteria in crafting budgets.
“It is always important for us to understand the criteria being used by our council in drafting its budget. We also need to know the criteria being used to have it approved or disapproved. As residents, we feel that area is also important for us to know,” he added.
Meanwhile Gweru council is looking forward to working on a supplementary budget soon as inflation has since affected the performance of the 2022’s ZW $ 4.1 billion budget which was recently approved by government.
The development was confirmed by Gweru council finance committee chairperson councillor Martin Chivhoko last week.

6 538 people register to vote in May

Masvingo province recorded a total of 6 538 people who registered to vote during the month of May, with 2 280 transfers, the Zimbabwe Electoral Commission (ZEC) provincial office has confirmed.
Masvingo ZEC Deputy Provincial Election Officer (PEO) Maxwell Ncube said registration figures are increasing while at the same time he encouraged people to register to vote even though the voters roll is closed for delimitation purposes.
“We are happy with the turnout and the month of May shows that we have a great increase in numbers of voter registrants and that increase might be attributed to stakeholder involvement in mobilizing people to register and also issuance of National Identity cards.
Also the panic when people saw a notice about the closure of the voters roll raised the numbers as some thought the voters roll is closed for the purpose of the upcoming general elections.
“We continue encouraging all eligible voters to register to vote, our offices will remain open and the voters roll is open for those who want to participate in the upcoming general elections,” said Ncube.
From the 6 538 people who registered to vote in May, there are 3 464 females and 3 074 males, while from the 2 280 transfers there are 1 313 females and 967 males.
Recently, ZEC closed the national voters roll for the purpose of delimitation. The commission slated the delimitation exercise for a period of seven months and it commenced on June 1, 2022 and continue into the culmination of the drafting of a preliminary report or until December 31, 2022.

Bikita RDC scandal needs parliamentary debate-MP Musakwa

Bikita West legislator Elias Musakwa has promised to take the issue of the vehicle purchase scandal that rocked Bikita Rural District Council (RDC) earlier this year to parliament for debate in pursuit of sanity in public accounts.
Contrary to reports that Musakwa chaired a meeting in Bikita to deliberate on the matter, the legislator said the gathering he was at on June 2 focused on 2021 budget feedback but that is when residents raised their issues.
“I did not see it. I only read about it in newspapers but if it true, what council did is unacceptable. The meeting we held was about the feedback of 2021 Budget not to discuss about the ‘corrupt acts’ of Bikita RDC. However residents brought in the issue and we urged them to engage their councillors, council Chief Executive Officer (CEO) to discuss the issue. As for me I am bound by the statutory laws of the parliament,” said Musakwa.
He went on to say that he will debate it in parliament and engage with the Ministry of Local Government Public Works and National Housing.
“Since the RDC is under the Ministry of Local Government, l will engage with the ministry over the issue. As part of my roles as an MP, I will also try to debate it in parliament and come up with a possible solution over the issue so as to stop corruption which is allegedly being said to be taking place at Bikita RDC,” added Musakwa.
Parliamentary Portfolio Committee on Public Accounts chairperson Dexter Nduna said that if the residents wrote a petition to the Public Accounts Committee (PAC) definitely they will get a positive outcome.
“If the residents wrote to PAC, yes they will definitely come but if they wrote generally they will not come,” said Nduna.
Bikita RDC has off late been rocked by several allegations culminating to public accounts abuse after purchasing six top-of-the-range Toyota GD6 vehicles for Heads of Departments (HODs) and privatizing them.
Bikita Business Association together with Bikita Residents and Ratepayers Association wrote a petition to Parliament on June 1 2022 raising an issue of poor service delivery rocking in Bikita because of corruption.

Covid-19 cases spike over recent weeks

Masvingo province has a total of 116 Covid-19 cases with 106 of them being active ones while 10 of them are new positive according to statistics recently released.
In an interview with TellZim News Masvingo Covid-19 provincial taskforce spokesperson Rodgers Irimayi acknowledged the recent spike in positive cases in both the province and the country at large.
“There is a rise in Covid-19 cases in the province and as a country at large but it is not an alarming number since quite a number of people are being vaccinated. Our statistics shows that more than 6 million people received their first jab and 4 million received the second dose and 829 558 were injected under the booster shot country wide,” said Irimayi.
He also added that they have taken responsible measures to ensure that the cases keep decreasing.
“All our clinics are now vaccination centres. Also we are have changed our vaccination centres into mobile clinics and our health care people are moving door to door in different districts vaccinating people.
“We are urging people to be vaccinated with all the three dosages henceforth reducing Covid-19 cases in the province,” he said.
He however said no particular place or institution can be singled out as having recorded a huge number of Covid-19 cases.
“I cannot say there is a particular institution or place where the cases are mostly recorded but the cases are recorded in all districts since we record two or three cases per district.
“However, we are advising people to mask up and continue maintaining social distancing,” added Irimayi.
According to latest figures Chiredzi had 3 cases while Masvingo had two, Gutu one and four were recorded in private health institutions.
As at June 07 2022 Zimbabwe had 253 637 confirmed cases including 245 596 recoveries and 5 515 deaths while to date a total of 6 238 158 people have been vaccinated against Covid-19.
Harare had the highest rate of recorded cases with 464 active cases followed by Bulawayo with 450 cases, Mashonaland East has 373 cases, Matabeleland South 331 cases, Midlands 226, Manicaland 194, Mashonaland West 167, Matabeleland North 166, Mashonaland Central 136 and Masvingo with 115 cases.

GZU, MCC owe IPEC over ZW$ 37 million

Two Masvingo institutions Great Zimbabwe University (GZU) and Masvingo City Council (MCC) are reportedly owing Insurance and Pensions Commission (IPEC) a combined ZWL$ 37,382,336.67 in pension fund contributions.
According to a statement published by IPEC on June 8 in The Herald newspaper, Masvingo City Council is owing ZW$ 18 589 660.67 in form of Local Authority Pension Fund (LAPF) while Great Zimbabwe University is owing ZW$ 18 792 676.00 towards Great Zimbabwe University Pension Fund.
GZU Director of Information and Public Relations Anderson Chipatiso denied the allegations and said that they are up to date on pension fund contributions.
“We do not have any arrears. We are up to date with our pension funds, Old Mutual can confirm that,” said Chipatiso.
Contacted for comment Masvingo Mayor councillor Collen Maboke said he was not aware of such arrears and referred all questions to Town Clerk Engineer Edward Mukaratirwa whose phone was not going through at the time of writing.
“This is my first time hearing about this, however you can direct your questions to the Town Clerk,” said Cllr Maboke.
Former Masvingo Mayor Hubert Fidze however said he had not yet received any form of pension package since he left council and no communication regarding the matter has been done.
“Personally, I am yet to receive any form of pension package since I left council and the worst part is that no communication efforts have been made so far to update us as to what could be the reason behind this,” said Fidze.
According to the public notice the 50 organizations listed were neglecting their constitutional obligation which they are required to fulfill by law.
“Employers that deduct pension contributors are required in terms of section 2 (a) of Statutory Instrument 61 of 2014 to pay contributors into the pension fund within 14 days from the end of the calendar month to which they refer.
IPEC has been receiving complaints from pension scheme members who have received reduced or no benefits owing to failure by the sponsoring employers to remit pension contributions after deducting the same,” read part of the notice statement.
IPEC’s latest statistics complied up to March 31, 2022 revealed that pension contribution arrears stood at ZW$ 5.3 billion.
Some of the most notable defaulters are parastatals (National Railways of Zimbabwe (NRZ) (ZW$ 668 961 624), Zimbabwe Electricity Transmission and Distribution Company (ZETDC) (ZW$ 331 029 597, Zimbabwe Revenue Authority (ZIMRA) (ZW$ 74 171 160), Grain Marketing Board (GMB) (ZW$ 32 862 666), Civil Aviation Authority of Zimbabwe (CAAZ) (ZW$ 61 581 890), Zesa holdings (ZW$ 24 116 618), National Foods (ZW$ 22 123 152), Rural Electrification Authority (REA) (ZW$ 20 793 838) , local authorities and mines.

Delimitation: Masvingo to lose 2 constituencies

The constituency delimitation process that began on June 1 2022 is reportedly set to result in Masvingo province losing two constituencies from the current 26 to 24 it has emerged..
According to a senior government official, the province is likely to lose two seats with Masvingo district poised to retain its five from the remaining 24.
“Masvingo is set to lose two constituencies to the ongoing delimitation process. What is happening is that the process is not solely influenced by the number of registered voters and the results of the recently held population and household census, but other community interests. For example, the new setup is set to separate Chiefdoms from encroaching in to each other in terms of areas of jurisdiction.
“The criterion used is beyond the issue of numbers of registered voters and or even the results of census, but other factors are to be considered and basically these go beyond issue of numbers. At the end some legislators are set to lose constituencies in the process. Masvingo district will in the end have five constituencies,” said the source.
Initially there were some reports the province was going to be left with 22 seats after losing four in the delimitation process.
However, contacted for comment Zimbabwe Electoral Commission (ZEC) Masvingo Deputy Provincial Elections Officer Maxwell Ncube said the issue of Masvingo losing seats is just speculation for now.
“First and foremost, delimitation is an issue of statistics. As long as those statistics are not that good, it is allowed to encroach into the next community. It is something that is considered but it’s not only community interests which we consider as we also look at means of communication and physical features as well,” said Ncube.
He also confirmed that delimitation is underway and at an advanced stage.
“Delimitation is in process and recently we held consultations at national level with stakeholders including political parties, media and some other people in the delimitation process. We are yet to start consultations at provincial level but something is brewing while a lot is done on the ground in preparation for delimitation.
“For now we are looking at the voters roll so that we come up with proper statistics and we will also have a voters’ roll inspection so that people check their names and rectify errors if any,” he added.
Currently Masvingo has 26 constituencies across the province’s seven districts: Bikita has 3, Chivi 3, Chiredzi 4, Gutu having 5, Masvingo 5, Mwenezi 2 and Zaka has 4.

Sunrise Sign Language Academy (SSLA) in partnership with Masvingo City Council will be offering sign language training next week from June 13 to 17 2022 at Civic Center in a bid to assist the visually and speech impaired to communicate better.
In an interview with TellZim news council Gender Focal person Stabile Matava said they have realized a communication gap between their employees and people who they serve.
“We noticed that we have visually and speech impaired patients who come for our services at local clinics, so they are forced to be in a consultation room with their aides of which at times they do not want their aides to know about their health status due to privacy issues. We want to avoid issues of delaying treatment to our patients.
“We have noticed is that we have a lot of vendors nowadays who are visually and speech impaired, so there is communication barrier between them and our municipal police so we have employees who have these disabilities too. Thus we want them to be part of us,” said Matava.
Douglas Mapeta founder and chairperson of SSLA said they will be training through their partnership and national engagement as far as reaching out to people with disabilities.
“Masvingo City Council has shown interest in bridging the communication gap so we will be training their staff and the community at large and those that will be coming to learn.
“We will also engage the church during the night about awareness on disabilities so that the deaf community and other people with disabilities are embraced in different churches and spheres of life.
“We also train communities in different areas, as we are official trainers of the Ministry of Health and Child Care and we are in partnership with Reformed Church University and National Aids Council,” said Mapeta.
SSLA is a fully registered and non profitable organization that specializes in sign language training, translation and interpretation, special needs and disability awareness in Zimbabwe and outside Zimbabwe.
It was propounded in 2012 and fully registered with the Ministry of higher and tertiary education.
A google search about SSLA shows that it came as a result of tragedy as tragedy struck the Mapeta family in July 2012.
Mr Mapeta became aware of a special group of children with ailments of all sorts and noted the communication gap between the deaf children and the medical people (nurses and doctors)
A few months later he enrolled for Sign Language studies in Zimbabwe (2012) and Kenya (2017) and also did special needs education and still pursuing it.
