Electoral management body, Zimbabwe Electoral Commission (ZEC) on June 14 released the nomination court results for Chipinge West Rural District Council Ward 16 by-elections set for July 23, 2022.
The court sat on June 10, 2022.
According to information posted on ZEC official Twitter page by ZEC Chief Elections Officer Utoile Silaigwana, the Chipinge by-election was necessitated by the suspension of the incumbent councillor.
Four candidates successfully filed their papers to battle it out in the polls.
Gladys Muposhi (49) will represent Zanu PF, Zachariah Sigauke (44) for Patriotic Zimbabweans while Rephias Sithole (52) represents the Citizens Coalition for Change (CCC) and Marian Remeredzai Ziki (45) will stand for the National Constitution Assembly (NCA).
The Movement for Democratic Change Alliance (MDC Alliance) led by Douglas Mwonzora which has on record been recalling several councillors for showing allegiance to rival CCC leader Nelson Chamisa however chickened out once more after resolving not to contest any by-elections saying it would only contest in the 2023 general elections.
The party failed to register a single win in the just ended March 26 by-elections and now the major fight is between ZANU PF and CCC.
Mwonzora in 2021 once recalled four Chipinge councillors namely Zivanai Nyakuchena (ward 1), Sara Marwa Sithole (ward 2), Raina Madenyika (ward 4) and Chrispen Rambu (ward (8) for being loyal to Chamisa.

…Mohadi claims to have been sent by Mnangagwa to foster unity

Former vice President and Zanu PF second secretary Kembo Mohadi made sensational claims that he was sent by party president Emmerson Mnangagwa to promote unity in Masvingo province by riding off divisive tendencies and factionalism that has been rocking the party.
Speaking to Gutu district party and traditional leaders at Paradise Hotel grounds in Gutu on June 13, Mohadi said Mnangagwa had sent him to bring an end to factionalism in the province which has become a usual boiling pot of political changes.
“I have been sent here by the President to come and address the issue of factionalism that is here in Masvingo. We do not want what is happening.
“We hear some saying they are for Mavhenyengwa (current provincial chairperson) and some saying we are for Chadzamira (former chairperson and resident minister), hakuna munhu wemunhu vanhu ndevemadzishe (no person belongs to a particular individual, people belong to Chiefs). If you win, it is Zanu PF that has won and not you. A winner has nothing, everything belongs to the party, so do not fight,” said Mohadi.
Mohadi’s meeting with the traditional leadership (which was part of his week and half tour of Masvingo province from June 6-14) was meant to find ways on how the ruling party and traditional leaders can work together to meet the 5 million votes target in the upcoming 2023 elections.
Giving statistical evidence he encouraged the District Coordinating Committee (DCC) leadership to work hand in hand with traditional leaders whom he said are the ones who can provide the party with 5 million votes or even more.
“Having realized that we can win if we can work together with our traditional leaders, I therefore encourage the DCC and traditional leaders to work together and have cells according to the village heads. So from today if the DCC leadership comes to you asking you for permission to meet your people, help them and come up with real cells because those people listen to you than the DCCs.
“We should have our 5 million votes here in rural areas because we are not certain if we may have more votes in urban areas. People should register to vote, so let us go and work because we have a lot to do,” he added.
Reports of factional warring in Zanu PF have been ongoing dating back to the time before November provincial party leadership elections with the contesting candidates Masvingo Minister for Provincial Affairs and Devolution Ezra Chadzamira allegedly aligned to Mnangagwa while the incumbent provincial chair Robson Mavhenyengwa is aligned to Vice president Constantino Chiwenga.
Mavhenyengwa is alleged to be leading a faction affectionately known as “Zvazara” in short for Zvazara kuti Chadzamira Imbavha while Chadzamira’s faction is called team Bolato.
Soon after the elections, the two alleged factions took to the turf their wars as the eventual winners tried to eliminate Provincial Coordinating Committee (PCC) election winners aligned to Chadzamira.
At one point police details had to be called to ensure order prevailed during a PCC meeting convened as the two factions sought to settle their scores.

BIKITA – President Emmerson Mnangagwa has admitted that whites know Zimbabwe’s resources better, saying that was the reason they still wanted to control Zimbabwe.
Mnangagwa was speaking at the ground breaking ceremony of the Sinomine Resource Group’s Bikita Minerals Spodumene project in Bikita.
“You see why the whites bother us, it’s because we didn’t know, the whites know what we have but we don’t know it,” said Mnangagwa.
He went on to mock the local traditional leaders saying they have been sitting on advanced mineral deposits without knowledge and Bikita Minerals has been mining for 70 years without developing the local area.
“You have been staying here for years without knowing you are sitting on top of precious resources while you were busy hunting rabbits while Bikita Minerals was mining but doing nothing to develop this area.
“When I was coming here, I saw poor houses, the areas have seen no meaningful development for the past 70 years Bikita Minerals has been operating here,” he added.
He however said he had told the new Chinese investors that they should develop the area well and pay workers as well as building good houses for them.
“I have told these people that as they work and the company grows, they should help you, construct roads, schools, clinics and even provide water. They should pay workers well, build decent houses for them, as well as giving locals first preference when recruiting employees.
“We welcome Sinomine resource group in our beautiful and peaceful Zimbabwe, the company is welcomed by government, by the Chiefs of this area, work well with the locals and Chiefs of the area, China and Zimbabwe are good friends,” said Mnangagwa.
He said government has a policy which stipulates that each investment company should make sure to have a beneficiation plant within two years of operation to so that the country fully benefits from the resources.
“After two years, if I forget Vice President Chiwenga please remind me so that we come back and see if they have done it. Any company which fails to do that will have to surrender its produce to those with the beneficiation plant,” he said.
He went on to say the government was keen to avoid the Marange situation where companies looted diamonds while government wasn’t aware only to realize it later.
“We don’t want a repeat of the Chiadzwa situation where companies were siphoning diamonds out in form of soil and we mocked them for looting it without knowing they were diamonds,” he added.
The Chinese are operating a number of mines in Zimbabwe and have been accused of not developing local areas while many accuse them of being the new colonial master.

From 2018 to 2021 the government of Zimbabwe through the Ministry of Finance and Economic Development made several claims of national budget surpluses which seemed to signify economic growth.
In November 2018, Finance Minister Mthuli Ncube reported that the country witnessed a budget surplus of around ZW $ 29 million saying it was the first achievement of its kind in a long while.
During the first quarter of the year 2021, another budget surplus in the excesses of ZW$ 9.8 billion was recorded and the ministry claimed success on the back of continued fiscal consolidation measures and sustained macro-economic stability.
According to the finance ministry, the nation rode on successes of a two-year Transitional Stabilization Programme that ended in December 2020 with government managing to restore macro-economic stability amid growing domestic-market confidence while at the same time digitisation also enhanced domestic revenue collection with Zimbabwe Revenue Authority (ZIMRA)’s 2021 first quarter collections clocked ZW$ 90.62 billion that was 4.73 percent ahead of targeted ZW $ 86.52 billion. The economy was projected to grow by 7.4 percent while annual inflation presumably nosedived by end of March 2021.
“On the fiscal front, a budget surplus of ZW$ 9.8 billion was recorded as government continued fiscal consolidation for ensuring stability and restore market confidence. Success of stabilisation reforms is being evidenced through significant drop in inflation rate to 240.6 percent by March 2021 from 837.5 percent in July 2020.
“Similarly, the exchange rate has stabilised at around US$ 1: ZW$ 84 throughout the first quarter,” Ncube was quoted as saying.
The total budget of ZW $ 421.6 billion was reportedly anchored on sustainable economic recovery and growth through increasing focus on strategic priorities.
Ncube in November 2021 also projected the 2022 economic growth to be 5.5 percent.
“In 2022, the economy is projected to grow by 5.5 percent, underpinned by higher output in mining, manufacturing, agriculture, construction and tourism. However, the parallel market premiums and market indiscipline present challenges on efforts of containing inflation,” said Ncube.

ZW $ 107 billion unlawfully ‘overspent’

After all the purported economic gains in form of surpluses declared, the minister went on to preside over a massive illegal expenditure that had no blessing of Parliament as an ‘overseer’ to government spending.
During the 2020 financial year, the ministry spent ZW$ 100 690 788 418 while ZW$ 6 783 930 028 was spent the previous year without parliamentary knowledge and approval.
The minister violated Section 307 of the Constitution that compels him to seek condonation of an unnecessary spending from Parliament within 60 days after establishing the extent of the unauthorised spending.
Norton legislator Themba Mliswa said the move shows how bad the situation is in Zimbabwe
“It’s a violation of the Public Finance Management Act, an admission that government is not in control of the economy because there is no surplus to talk about and it’s clear local currency has no value. There is no financial discipline in the country. Ideally, the minister is supposed to come to Parliament, present his intention to go for a supplementary budget if need be but he did not.
“There is no clarity on what the money was used for. The minister should present his concerns before embarking on supplementary budgets. We talk of the Chief Finance officers, the Permanent Secretary in the ministry who have just become useless. There is no one to inform the minister since the Permanent secretary is failing. What are all those employees doing then? Instead of advising the minister on the ministry’s needs, those guys are doing nothing.
“Every year the whole budget has been under-funded. We (as MPs) have been burning the midnight candle approving a budget of which only 30 percent is disbursed. Why approving the budget if the full amount budgeted for is not disbursed. The government has become law unto themselves, they ignore laws that guide them for example disbursing devolution funds to local government without any enabling Act as was evident when the deputy minister of local government Marian Chombo admitted that there was no law legalising the transfer of the moneys,” said Mliswa.
Economist Caleb Gwaindepi said if government cannot quantify the overspending they had it’s a sign of declaring a surplus that never was.
“If government had not quantified the overspending which they are asking forgiveness for, it means they cooked up their accounts to project a favourable balance (surprise) when in actual fact it wasn’t. Surplus means income exceeds expenditure, so if surplus had already considered the overspending, it means it does not have effect on the budget.
“If ever the overspending exceeded surplus; it means government lied on the surplus. If government fails to account for their expenditures, then there is high risk of the ministry funding other programmes resulting in lack of accountability, transparency which in turn affects credibility of government and the Treasury in particular as an institution leading to lack of confidence on part of people thereby affecting the integrity of the institution
“Government seems to be abusing its position with the Executive infringing on the liberties of other arms of state. The ministry of finance should not wantonly spend without Parliament approval because that affects the latter’s oversight role. Government would be suppressing and abusing parliament to authorise their illicit dealings by stamping and authorising illegal deeds,” said Gwaindepi.
Political analyst Dr Davidson Mugodzwa said there is no rule of law in the country as shown by the minister not following stipulations of the law.
“The minister is operating above the law. The mere fact that he does not hesitate to overspend let alone ignore seeking parliamentary approval is a clear sign. That has been the trend with this ruling party that they operate above the law.
“Nothing is going to be done to reprimand the deviant behaviour. Zanu PF has got parliamentary majority so they are going to rubber-stamp the minister’s apology and he will be pardoned thereby fuelling overspending tendencies. If it had been done in any other country which respects the rule of law there could be protests as we speak because the amount spent is too much,” argued Mugodzwa.
However for the year 2022, Ncube claimed the proposed estimates including Constitutional and Statutory Appropriations are at ZW$ 927.3 billion (18.3 percent of GDP) which falls short of requests submitted by line Ministries, Departments and Agencies (MDAs) and presented during the 2022 budget hearings which were in excess of ZW$ 2.7 trillion.
Government has also been often accused of deliberately raising public external debt. As at September 2021, the total public debt stood at US $ 13.7 billion with public external debt standing at US$ 13.2 billion which now includes blocked funds from RBZ and domestic debt of US$ 532 million.

…As government tries to muzzle NGOs through the PVO bill

ZAKA – Chief Ndanga born Wilson Makono recently ordered village heads in his area to report all Non-Governmental Organisations (NGOs) intending to operate in their respective areas to him before granting them permission.
Chief Ndanga was speaking during an engagement meeting with village heads and villagers around Jerera Growth Point to discuss issues of the ever sprouting illegal settlements following indications of expansion of the growth point by Zaka Rural District Council (RDC).
Village heads around Jerera turned to land barons and cashed out from land seekers whom they were settling in areas earmarked for expansion.
“No NGO should come and operate here without my knowledge. When they approach you, you have to tell Headman Gonese who will in turn notify me. We heard there are other NGO’s like CCJP. I heard another one is in five villages so far. Mr Chada, I heard there is an NGO operating in your area, how did they come without my knowledge? I heard there is Heal Zimbabwe operating here but I wasn’t told,” said Ndanga.
He went on to tell the village heads that they are supposed to be apolitical since most NGOs are accused of having political agendas.
“Time for politics has come so don’t rush you never know, you should not be political, you work with the current government, so beware of these NGOs that come intending to work with you,” added Ndanga.
The development comes at a time when government is trying to fast track the Private Voluntary Organisations (PVO) Bill which seeks to muzzle the operations of the NGOs whom they perceive to be pushing opposition political parties agenda.
When passed into law the bill seeks to control the activities of NGOs giving power to responsible ministers of provincial affairs to directly control the operations through appointing the board among other things.
Zanu PF is known for using traditional leaders to intimidate their subjects to vote for the ruling party with some leaders in Zaka district being known for orchestrating political violence on perceived enemies.
On the issue of illegal settlements, Ndanga warned the village heads to stop selling land and ordered Headman Gonese to do an audit and compile a list of the traditional occupants and another list of those who bought land from the village heads after indications of expansion so that their stay could be regularised.
“I want the headman, with you village heads’ input, to compile a list of people who have been in your areas before the expansion plan was indicated. I want you to compile another with the people whom you sold land to so that we help and regularise their stay,” he said.
He however, warned those who bought land to respect the local leadership saying they will not be displaced.
“Those of you who bought land here should respect the local traditional leadership so that we can fight in your corner. Some of you will say there is no village head ahead of me because I bought the land. Some will fail to recognize our sacred days, so if you want to stay here behave,” he said.
