Food aid for sex- Zaka village head ‘rapes’ married woman in maize field

Village head Thomas Chikozho at Chief Nyakunhuwa’s court

Brighton Chiseva

A Zaka village head was last week dragged to Chief Nyakunhuwa’s court
facing charges of ‘rapping’ a married woman whom he is alleged to have coerced
to sleep with him in exchange for preference on government or donor aid.

Village head Thomas Chikozho is said to have abused his authority to gain
sex from an 18-year-old married woman who told the court that she was forced
into the act and the matter was forwarded to the police.

Chikozho was caught in the act by the owner of the maize field who accused
the two of having an affair.

Acting Chief Nyakunhuwa born Courage Mashavave confirmed matter and said his
court failed to rule over the case as it appeared to be rape and had to refer
the matter to the police.

“I heard the matter at my court last Friday but Chikozho denied the
allegations and from the deliberations I saw it was a rape case and I referred
the case to the police and a report was made,” said Nyakunhuwa.

Sources privy to the matter said it happened in February but was only
reported to the chief in March because the woman’s husband was away.

It is said Chikozho convinced the victim by promising her first preference
whenever aid comes.

Sources say Chikozho had sex with the victim on different occasions thrice
but lucky ran out when they did it in their neighbors maize field.

The husband of the victim, who is said to work in Masvingo, went to Zaka
and was told about the alleged affair before reporting the case to Chief
Nyakunhuwa.

It is also a convenient conduit for financial and infrastructural support
for collaborative research among research institutes and councils.

Professor Magwa said he was humbled by the appointment saying it was a
result of hard work he had exuded over the years and he will work hard in his
newly appointed role.

“I am humbled by the appointment which I think is a result of hard
work that I have been doing since I started working in the government as a
teacher back then. I will work hard to produce results as I have been doing all
along. I am a goal getter and will fulfil the requirements of this new
mandate,” said Professor Magwa.

country to date in Africa and beyond to translate its Constitution into all
official languages.

This year, he coordinated the translation of the National Development
Strategy 1 (NDS 1) into all officially recognised indigenous languages including
Sign language and Braille.

His other notable achievements are being the Chief Language Consultant in

appointed Principal Lecturer in 1994, a position he held until the establishment
of the Midlands State University in 1999.

He joined MSU in 2000 as a Lecturer and was promoted to become a Senior
Lecturer in 2003 and was further promoted to the grade of Associate Professor
in 2004, a very rare achievement in Zimbabwe for one to be catapulted to the
grade of Associate Professor before attaining a Doctoral degree.

He then enrolled as a Doctoral candidate with UNISA in 2005 and
successfully completed his doctoral studies in a record time of only three
years and graduated in 2008 with a Doctoral degree in Language Education.

In 2009, Professor Magwa was promoted to the grade of Full Professor and
was again appointed substantive Dean of the Faculty of Arts and Education at
the Zimbabwe Open University (ZOU) in the same year to pursue a career in Open
and Distance Learning.

After serving for only two years as Faculty Dean, Professor Magwa was
appointed Acting Vice Chancellor of the newly established Reformed Church
University in 2011.

A year later, he was appointed Vice Chancellor of the same University in
November 2012 to become its founding substantive Vice Chancellor until 2018
when he
resigned.

He went on to re-joined MSU as a Senior Professor and was appointed founding Executive
Director of the MSU-Language Institute in September 2018 a position he holds to

Zanu PF MP, cllrs clash over CDF

Davison Svuure

Brighton Chiseva

ZAKA – Trouble seems to be brewing in paradise for Zaka
Central legislator Davison Svuure whose councillors have pinned him down
demanding accountability for the 2020 Constituency Development Fund (CDF).

Svuure and his councillors share a WhatsApp group
in which they discuss developments in the constituency and areas of
cooperation.

The gasket blew when Svuure asked for reports
from the councillors who then fired back at the legislator saying he should
also report to them on how the 2020 CDF funds have been used.

Each constituency received a total of $200 000 in
CDF in 2020 which was revised upwards in the 2021 national budget to $2 million
per constituency.

TellZim News is in possession of the leaked chats
and audios from the WhatsApp group where Svuure told the councillors that they
had no right to ask him about CDF as it was his money and was not obligated to
explain himself to them.

“Is there anything happening in Ward 8, 9 and 13. Councillor Tererai
(Ward 8) Mada (Ward 13) and Mutandavari (Ward 9) I am not hearing anything from
there but we said lets share information of what is happening on the group.

“I heard you councillor Mada saying you don’t know anything about CDF,
I don’t know what you want to know because the fund is not yours.

“It’s not for councillors but for the MP. The only way you can know about
the CDF is only if you are in the CDF committee.

“You cannot come asking to see the CDF budget, it’s not your duty, there
are parliament auditors who are responsible for that,” said Svuure.

Ward 13 councillor Manfred Mada responded saying they were not sharing
information from their wards because Svuure was not doing the same.

“The challenge is we are kept in the dark on parliamentary issues and
CDF so let’s communicate from top to bottom so that we know where we stand in
terms of development,” said Mada.

Svuure, who doubles as the Zaka District Coordinating Committee (DCC)
deputy chairperson, warned that councillors should respect him singling out
Ward 8 councillor Tererai Tererai whom he said was his critic.

Svuure told TellZim News that he had discussed the matter with the
councillors and told them that those who want clarification should visit his
office in Jerera saying he could not discuss internal matters through the
media.

“I discussed the matter with the councillors and I told them to visit the
office if they wanted clarification on how the CDF was used and their silence means
they understood so I cannot say anything more to the media. If there is anyone
else who want to know more should come to my office,” said Svuure.

Chipepetseki being manhandled

Cephas Shava

A
Neshuro barber was recently beaten to a pulp after he was caught red handed in
bed with a taxi driver’s wife.

Emmanuel
Chipepetseki popularly known as Chipaz was on Monday, March 15, bashed and
paraded around the busy Neshuro Growth Point and had to fake death to save his
life.

Chipaz
is said to have been engaged in an adulterous affair with one Andrew’s wife who
resides close to the growth point.

On the
fateful day, Andrew, who sometimes pirates with his taxi to Beitbridge, called
his wife informing her that he was not coming back home as he had secured
business to the border town.

As the
adage goes, when the cat is not around mice play, Andrew’s wife made arrangements
with Chipaz to come at her place and spend the night.

As fate
would have it, Andrew cancelled his trip in the eleventh hour and showed up at
his place in the middle of the night unannounced.

Andrew
caught his wife and Chipaz in their bedroom groping for trout in a peculiar
river.

Chipaz
bolted out of the house and disappeared into the dark of the night but Andrew
had already identified him.

In the
morning, Andrew gathered his friends and began a manhunt for Chipaz who was
found relaxed at his house near Neshuro Growth Point.

Andrew
and his friends bundled Chipaz into their car and took him to the growth point
where they rained fists on him.

TellZim
News reporter witnessed the whole drama unfold as Andrew and his friends
dragged Chipaz around the growth point humiliating him.

To save
himself, Chipaz pulled a death act prompting his attackers to retreat.
Realising that there was a window to escape, Chipaz bolted away to safety.

Covid-19: HWPL reaffirms commitment to world peace

                                                            Chairman Man Hee Lee

 Staff Reporter

On March 14, over 1,200 people in 132
countries from all sectors of the society participated in the webinar to
celebrate the 5th Annual Commemoration of the Declaration of Peace and
Cessation of War (DPCW).

Heavenly Culture, World Peace
Restoration and Light (HWPL) held the webinar as a platform to share the
organization’s direction and case studies of different sectors cooperating
across the world as peace messengers held the webinar. Guests included the
government, women leaders, youth groups, religious leaders, press, and members
of civic society.

The DPCW reaffirms the peace-based
principles contained in various international law documents, such as the UN Charter
and the Universal Declaration of Human Rights. It includes principles of
peace building such as the prohibition of the use of force, development of
friendly relations, and peaceful dispute settlement. It also emphasizes
international cooperation based on interfaith dialogue and civic participation
to create a culture of peace.

Since the DPCW’s proclamation on March
14th, 2016, the DPCW-based peace building model went on to receive government
recognition and support for inter-religious dialogue, peace education, youth
and women’s peace activities.

HWPL’s founder, Chairman Man Hee Lee
shared that the desire to achieve peace was not dampened by the COVID-19
pandemic. “The work to submit the DPCW is underway. However, the COVID-19
pandemic affected the entire global community, which led to a brief stop in the
process but our focus, and collective determination for building a world of
peace stays strong. I am confident no one could reject such a cause,” said Lee.

As a member of the International Law
Peace Committee (ILPC) that drafted the DPCW, Professor Ciaran Burke explained
the background of how the DPCW was founded on “the conviction that judicial and
other dispute resolution measure can replace the role of war with the rule of
law.”

He also stressed the kernel of the DPCW
“is the envisioned effect of the DPCW is cumulative to scale up the moral and
political responsibility of world leaders by crystallizing the legal
obligations of their government thereby bridging the gap between law and
politics.”

In
2019, the International Peace Youth Group (IPYG), an affiliate of HWPL, began
the Peace Letter Campaign as an effort to compel national leaders to advocate
for the adoption of the DPCW by the UN General Assembly in the form of a
binding resolution.

Speaking
on behalf of the youth advocates, Mr. Reuben Sapetulu, Deputy Secretary Agent
for the United Nations Youth Association of Zambia (YUNA Zambia), said, “I
participated in the delivery of 3,000 peace letters to the minister of justice
in Zambia for the DPCW proposal. My commitment is simply because I agree that
the DPCW is an effective way to bring a cessation of war and world peace.” Up
to date, IPYG have sent around 200,000 letters to the heads of state from all
UN member states through the Peace Letter Campaign.

HWPL is a peace NGO in Special
Consultative Status with the UN ECOSOC and associated with UN DGC. To cease all
wars and create a peaceful world as a legacy for future generations, HWPL has
been carrying out three main peace initiatives – international law for peace,
interfaith dialogue meeting, and peace education.

Chamisa’s Agenda 2021 inspiring but…

0

Dear readers
I hope I find you all well and in good health. Mapombi is happy to be with you
again and I want to assure the nation that the Sinopharm Covid-19 vaccine
donated form China is safe. It is very safe that our beloved President ED
Mnangagwa would not dare take it until the majority of Zimbabweans get jabbed
first. Munozoda leader akadii kkk. A leader who sacrifices himself and puts his
name to the end of the list all because the vaccine haikwani. I salute you Cde
President keep up the good work. I hope Zimbabweans will vote for this man
again come 2023. Machinja muriko here uko kkkk. Nero chakabaiwa here vaccine
iyi.

I have
a word of advice to my avid readers who sometimes feel disappointed when
Mapombi strikes a neutral key in her writing. That problem mainly resides in
the MDC supporters. Let me tell you something imi machinja. Mapombi does not
support any political party. Mapombi is very patriotic and supports the
Zimbabwean constitution. Anyone who thinks of urinating on our sacred document
will automatically put themselves on a collision course with me. Handinei naChamisa
or ED. Zanu PF or MDC Alliance are all the same before my eyes. I am more concerned
with issues rather than personalities. Zvenyu zvekuti Chamisa Chete Chete that
is madness. Why Chamisa Chete Chete? Ko vana Biti and Sikhala vodii kkkk. I can
sense some people are getting angry but ungandidii. Mapombi anobata bata
maparts kuti nyika inake.

The
problem we have as a country is that we are extreme in all we do. You find that
if someone supports Zanu PF, they do so to extremes that they stop using their
brains. The same applies kuMDC. These two spend the majority of their time
fighting each other and at the end a lot of issues are ignored. It is very rare
to see neutral and sober people like Mapombi. The majority cheer madness on
just because it has been done by Mnangagwa or Chamisa. The country will start moving
forward once our people start using their brains to address and tackle issues
and not use blind loyalty. If Zanu PF and ED does something good, why can’t
Chamisa and his people praise the good deeds and the same cycle must happen
when Chamisa does something good. Mapombi thinks that ED and his government
have done very well in combating the Covid-19 pandemic under the circumstances.
We have managed to contain the virus though our people suffered a lot. The bigger
picture was to save lives even for those in opposition. Despite these efforts,
people in MDC vanoshora big time kkkk. Hanzi ED is clueless on how to deal with
Covid-19. I mean what do you want imi vanhu. The vaccine is here but hamudi
kubaiwa saka munodei chaiko.

I am
happy that this guy Hopewell Chimukonyo has seen the light. He was one of the
biggest critics of the vaccination programme saying it was a ploy by Zanu PF
and the Chinese to kill Zimbabweans but the man has since toned down and seen
the light. I do not know what could have informed the change of heart and mind
but what matters is that he has since taken his jab and believes that
vaccination is the only way to save lives. Besides Zanu PF musaidherera
vakomana. You cannot fight Zanu PF out rightly because you will need them at
some point. Zanu PF is not just a party but it is a system. Kwese kwawaenda
unongowana Zanu iriko which is why a lot of people are fighting to join the
system because removing it has failed one too many times. Chamisa is trying yes
but he has to up the game. Zanu PF does not live by anyone’s rules but they
make their own and make you live by them. Cde Chebundo and Cde Timveous muriko
here uko kkkk. Agenda 2021 makainzwa here varume. I think Nero made a lot of
sense but there is one area which I differ with the young man.

I agree
with Nero that we have suffered a lot as a people and something has to be done.
I agree with Nero that the problems we face a country are because of maladministration.
Where I fail to agree with Nero is when he talks of Zanu PF trying to create a
one party state by destroying MDC Alliance. Ipapo hoo Nero, Mapombi azviramba. Remember
I once told you that sometimes you overrate the powers of Zanu PF. I once said
here that Zanu PF is only powerful as you imagine it to be. You are admitting
to the public that Zanu PF has the power to destroy you and form their own
opposition. That is real bad chikomana Nero. I don’t know who advised you to
say that because if you paint a picture of an all-powerful Zanu PF then we may
be compelled to believe it. You are unconsciously telling us that Zanu PF is
very powerful and cannot be defeated hence we will say why bother torega hedu
kuvhota isu vana Mapombi pombildo pombela.

While I
agree with Chamisa that electoral reforms are necessary, it just can’t with
Zanu PF. Ndiyo iya yataiita kumaths kuti it can’t kkkk. We have been singing
about these reforms kubva Save vachipo but hapana chakabuda imiwoye. Zanu PF
will never reform itself out of power and the sooner we realize that the better.
It is time for other strategies of winning the elections without the electoral reforms
in place. If you doubt that elections will never be won without reforms in
place then we are playing hedu. Plus Chamisa has a problem of treating Zanu PF
with kid gloves, kutamba chiramu neZanu PF. Chamisa tried to put the fight to
the people but I must tell you Nero that isu vana Mapombi we need a leader. We will
never stand up pasina leader. Lead us Nero lead us. Izvi zveugwara zvako
zvekuda kutitungamidza mberi ndezvekupenga kkkk iwe enda isu tinotevera. You talk
of confronting Zanu PF through peaceful means, really. How do you do that?

I said
earlier that Zanu PF does not play by your rules, they set the rules and you
play by them. Zanu PF and peace are two parallels. My brother Nero I think I can
school you a thing or two about Zanu PF because it seems you don’t quite
understand yet who you are dealing with. This language of peace does not move
Zanu PF an inch. As long as peaceful confrontation muchiitira mudzimba dzenyu Zanu
PF haina kana basa nemi. The moment you get into the streets I promise you
munorohwa nezveusiku kkkkk. Since when has a confrontation been peaceful? I have
said enough regai zvangu ndinokanga maputi angu for lunch but before I go, I just
want to tell vakuru veguta reMasvingo that you are taking residents for
granted. What justification do you have to increase rates by 500 percent? The bottom
line is that there is no justification whatsoever and even if you try and put
lipstick on a frog it remains a frog. Hameno kana tiri tese apa dear readers. The
fish rots from the head and they told us Gozo was the problem but he is gone
and what has changed? Mboko imboko.

Masvingo’s 61 girls impregnated, 49 married in two months

Wayne Ncube

A
report by the Ministry of Women’s Affairs, Community, Small and Medium
Enterprises Development presented in parliament last week placed Masvingo
province on third place on teenage pregnancies and fifth on child marriages.

Masvingo
province recorded 61 cases of teenage pregnancies and 49 child marriages in
January and February alone.

In an
interview with TellZim News, Zimbabwe National Family Planning Council (ZNFPC)
provincial marketing and communications officer Herbert Chikosi said the
recordings were not shocking as the Covid-19 pandemic affected major
programming areas like education.

Chikosi
said his organization played a key role in containing the figures by bringing
sex education to the people during lockdown.

Chikosi
said the cases would have been much higher were it not for his organisation’s
concerted efforts through the Comprehensive Sexuality Education (CSE).

“It’s
not really shocking because Covid-19 affected programming and key partners like
education which was greatly immobilised, thus creating a gap both in delivery
and sustenance against  fractured
community with limited information on CSE.

“It
could have been even worse if it wasn’t for ZNFPC and the media which amplified
CSE information”, said Chikosi.

He said
parents’ lack of sex education was a cause of concern as they could not fill in
the role played by educators at school on issues to do with sexuality which
resulted in pregnancies.

“Parents’
lack of comprehensive sexuality education is also manifesting through these
pregnancies, however going forward we have invested in strengthening parent to
child communication”, said Chikosi.

Women’s
Coalition of Zimbabwe (WCoZ) Masvingo provincial coordinator Belinda Mwale said
the Covid-19 induced lockdown contributed more to the teenage pregnancies and
child marriages due to idleness.

She
said it was imperative that Sexual Reproductive Health Rights Education (SRHRE)
reach young people.

“As women’s
coalition we strongly condemn the current state of affairs as it shows that the
lockdown has adversely affected teens.

“Idle
minds contributed to immature sexual engagement and there is need to bridge the
gap in terms of Sexual Reproductive Health Rights Education targeting
adolescent girls and young women,” said Mwale.

Zimbabwe
recorded 4 959 teenage pregnancies between January and February and 1 774 child
marriages between the same period.

On
teenage pregnancies, Mashonaland Central tops the list having recorded 4 475
teenage followed by Matebeleland South with 290 cases.

On
child marriages, Mashonaland Central also tops the list having recorded 1 436
cases followed by Mashonaland West with 85 cases and Midlands on third place
with 74.

MP Madhuku raises red flag over problematic stray elephants

File Picture

Mpofu

Bikita East legislator, Johnson Madhuku,
has expressed disappointment over the Zimbabwe Parks and Wildlife Management’s failure
to deal with elephants which have terrorized the Bikita area for more than
three years.

Villagers from Chief Budzi area, Wards
24 and 25, have been living in fear of the stray elephants which destroy crops
and present a risk to humans.

Madhuku said the community was
disappointed with ZimParks and that they had held a meeting with locals for a
possible solution to the problem.

 “I’m
very worried about the situation and there seems to be no meaningful response
from ZimParks.

“We held a meeting at Nyika council
offices last Friday with other local stakeholders who are now seriously working
on the issue.

“We have agreed that we will tirelessly
continue to engage ZimParks on how to scare the wildlife straying into the
wards bordering the conservancy and there should be a campfire.

“ZimParks should come and deal with
this problem as a matter of urgency because these elephants might stark
attacking people. Villagers have started losing their valuables and this must
be curbed forthwith,” said Madhuku.

The elephants are reportedly straying
from Save Valley Conservancy.

ZimParks spokesperson Tinashe Farawo told
TellZim News that the problem would be dealt with as a matter of urgency before
people get harmed or killed in the human wildlife conflict.

“If we hear about a certain problem
which involves wildlife we definitely solve the problem especially when human lives
are at risk.

We are working on the issue and very
soon the elephants will be captured and returned back to their habitat,” said
Farawo.

The elephants reportedly killed over
120 cattle from 2018 and the conflict seems to be raging on as no solution has
been brought forward by the wildlife conservancy authorities.

Chiredzi General Hospital’s sole X-ray machine gets repaired after 2 years

The commissioning of the repaired X-ray machine by minister Chadzamira

Beatific
Gumbwanda

The Lowveld Business Development
Association (LOBDA), a union of businesspersons  in the sugarcane town of Chiredzi, has come to the rescue of Chiredzi General Hospital after they
repaired the hospital’s sole X-ray machine which had broken down 2 years ago.

Speaking during the commissioning of
the repaired radiology machine last week at Chiredzi General Hospital by the Minister
of State for Masvingo Provincial Affairs and Devolution, Ezra Chadzamira, LOBDA
chairperson Venancia Kurauone said their intervention came at a time when
people were finding it hard to access X-ray services.

“We had a challenge as a district as we
no longer had an X-ray machine after the one we had had gone for two years
without being repaired. We came together as an organisation and pooled
resources for the machine to be repaired.

“This hospital has a lot of areas which
need improvements and we are doing everything we can to make sure that we
address the challenges,” said Kurauone.

Chiredzi District Medical
Superintendent David Tarumbwa expressed gratitude over the gesture and said
LOBDA has been an all-weather friend to the hospital.

“This hospital was birthed in 1968
meaning it served from the Rhodesian times up to now. So our hospital needed a
facelift which we were helped by our local stakeholders.

“Chiredzi General Hospital is a 180 bed
hospital and we are also a referral hospital for the whole district. We had
close to two years without having X-ray services and some of our patients were
forced to go to private hospitals and as far as Checheche.

“I can today safely say that LODBA
managed to repair the only X-ray machine we had at the hospital.

“LOBDA has done a lot of improvements
at the hospital and we are very grateful,” said Dr Tarumbwa.

Chadzamira called on the business
community and other stakeholders to emulate the gesture by LOBDA saying
delivering a world class health delivery system was a top priority of the President
Mnangagwa led government.

LOBDA pleaded with Chadzamira to make
sure that the resources from Masvingo benefit locals to boost the province’s
Gross Domestic Product (GDP) which they said was trailing due to ‘foreign’
takeover.

LOBDA argues that business opportunities
in the Lowveld are being enjoyed by people from other provinces while the
locals continue to suffer.

Dendairy, a milk processing company from
Midlands province, is set to acquire more than 10 000 hectares of land in
Chiredzi South and East for Lucerne grass production at the expense of the
locals.

Chiredzi cop jailed 5 years for possesion of 190kgs mbanje

Tendai
Mbede

CHIREDZI– A police officer stationed at Ndali
police station was last week slapped with a five year jail sentence after being
found in possession of 190 kilogrammes of mbanje/dagga which he, together with
a female accomplice, was selling.

Sergeant Luckson Munhukwaye (43) and Phyllis
Mufandaedza (36) were arraigned before Chiredzi Regional Magistrate Judith Zuyu
facing charges of unlawful possession of dangerous drugs under Section 157 (a)
of the Criminal Law (Codification and Reform) Act.

The state represented by Moreblessing
Rusere stated that Sergeant Munhukwaye together with Mufandaedza were found in
possession of 80 packs of loose dagga weighing 190 kilogrammes on February 1 this
year after his boss, Assistant Inspector Etwell Ngara, received a tip-off that
the two were selling mbanje using Mufandaedza’s house at Masekekesa Business
Centre as the base of operation.

According to state papers, a police
search party found a plastic of dagga on top of the wardrobe before
interrogating one Cynthia Mhuriro, who was found at the house.

Mhuriro provided information that the
dagga in question belonged to Mufandaedza who had been taken by men driving a
black Toyota Hilux GD-6 Revo after they had identified themselves as
detectives.

Ngara and his team left the house in
search of the vehicle and along the way passed a Toyota Noah Voxy heading to
Rupangwana Business Centre and was being driven by Munhukwaye with Mufandaedza
on the passenger seat.

Upon suspicion, they made a U-Turn and
a hot pursuit started resulting in the arrest of Munhukwaye and Mufandaedza.

Ngara and his team searched the car and
recovered a bag full of mbanje which Mufandaedza and Munhukwaye disowned.

Munhukwaye was being represented by
Primrose Magaisa of the Pundu and Gurajena Law Chambers.

In his defense, Magaisa said Munhukwaye
didn’t know dagga despite serving in the police force for almost 18 years and
believed he was carrying a bale of second hand clothes.

Magistrate Zuyu said she was not
impressed by the defense of Munhukwaye and that the evidence before her was
enough for a conviction.

“I am not impressed by his defense. The
evidence before me is enough because the way the dagga was packed shows that it
was for commercial purposes.

“Dagga attracts a lot of money in the
market but has negative effects and him being a police officer of 18 years of
service should have known better,” said Magistrate Zuyu
