think I can run this country better than those smartly dressed and fancy
useless people occupying high offices. There is no worse curse than being led
by muscles without brains. To a hammer, everything suddenly become nails kkkk.
Tiri munhamo hama dzangu. After all has been said and done, it will eventually
boil down to the issue of brains. There is a drought of that in those offices
gentlemen and fellow ladies. They have the brains in their big heads but I am
sure they have gone on a sabbatical. Or vanorwadziwa nekufunga so they rarely
refer to their brains. Ko hapana pauchaita chinhu chinokurwadza when there are
easy options.
I heard the destruction boys, brother Mthuli and
Panonetsa Mangudya, saying they are going to introduce a new currency or notes
hameno ikoko. I have said most of the people in those high offices do not have
brains but I do not think that is the challenge with these boys. They have some
of the best brains in the country but I am sure there is something that is
seriously wrong. If you listen to Mthuli talk you can actually tell that the
brother makes sense but there is always disaster at the end of the tunnel. Ini
ndichikura my teacher whom we nicknamed Chipaku paku or Chamatototo would tell
me not to associate myself with dull people. I thought that was a bit rude but
ndakazoona kuti the man had a lot of wisdom. He said if you are sharp and you
surround yourself with dull people one of two things will happen. Chipaku paku
said it’s either the dull people will change you or you will change the dull
people but the former is the most likeliest outcome.
Now I am beginning to see the wisdom yaitaurwa
nemuchinda uyu. Brother Mthuli haangamboiti anything chinemusoro because by
association the man is already very dull. What do you expect brother Mthuli to
do when he is surrounded by the likes of Matemadanda who are all muscle with a
pea sized brain? Baba vebenzi havana mufaro. I think brother Mthuli has the best
brains in Zanu PF but mazivanhu akamutenderedza ndiwo mazitofo chaiwo. Instead,
they have roped brother Mthuli into the same band wagon and are now all singing
from the same hymn book. This is why we see brother Mthuli and Panonetsa vachiita
the same thing which was done by Gono gore riya and they expect a different
result. New currency is not the solution iwe Mthuli naPanonetsa. But mamwewo
mazita tangai mafunga musati mapa vana because nditwo twuvanhu twunozotinetsa
mangwana. What does Mthuli even mean kkkkk. Hanzi Dambudzo, Panonetsa, Dugish,
Guvheya, Chafungamoyo, Gudzameso ahhhh vanhu vanovhunduka ka.
Don’t expect miracles because of the new currency or
notes whatever you choose to call it. Gono takambomuudza akazotipinza muna
taisireva nekuda kwekuoma musoro. Kana chinhu chaora chaora you have to get rid
of it and move on. I do not know who advised these guys to print this new
money. It will not solve anything but may add to the problem. What we want is a
solution kwete kuita madzana mbwanana madzeketembwe amuri kutiitira aya varume
imi. I say varume imi because hakuna mukadzi ane hushingi hwekupaza nyika
kudai. Zvinogonekwa nevarume chete izvi. Vana Mthuli and Dambudzo and all those
guys with hinting names. They say the problem with Zimbabweans is that we see
only negatives so let us wait and see tione kuti new currency iyi inobuda sei. Mapombi
anenge akati zete zvake kuno kuChitima watching from the terraces. Maybe
tinomhanyira kushora zvinhu zvichizobuda zvakanaka kkkk. But we all know the
truth hedu. Chakachenjedza ndechakatanga. But I have faith in Mthuli’s new
deputy, the Zaka East man. Ko finance yakapihwawo kuno Masvingo. Wezhira
wakarangarirwa. I hope mukoma Chiduwa you will not be corrupted by these no
brainers. Go and dilute vana Mthuli ivawo and show them that Masvingo ine
uruzvi.

Reshuffling iyi it missed the target. Hanzi fish
inoora from the head so we need to remove the head first. The head ndiyo
Dambudzo. Imagine a rotten fish head telling other parts of the fish that maora
or mabanana andinodya ini Mapombi kuno kuChitima achiudza mamwe ari on sale
kuti maora kkkkk what an irony. We need a complete reshuffle gentlemen and that
can only happen if we start with the rotten head. The only reshuffle which will
bring meaningful change to this country is shuffling the whole presidium. Ko
kana munhu atadza anosiya basa. Remember even Mugabe once reshuffled this man.
Hatidi cabinet reshuffle, we want presidium reshuffle. General Chiwenga has
been down and out for over six months now but he is still the VP why, Mohadi is
equally useless but he is still the VP why. Even the number 1 is really
performing like our bond note currency but he is reshuffling others why? The
top three guys needs reshuffling as a matter of urgency. Mapombi has said
enough regai ndinokanga hangu maputi angu for lunch. Mboko imboko.

Zanu PF national secretary for finance and politburo member Patrick Chinamasa
has said that his party knows that the masses are suffering but announced that
they are working on a raft of measures to make sure that they rescue people
from the economic hardships.
Chinamasa said he
understands why some people are beginning to get frustrated with the current
economic situation but called on calm while President Emmerson Mnangagwa led
administration delivers the change the country needs.
Addressing an
Indigenization Breakfast meeting at Holiday Inn last week, Chinamasa said when
the ‘new dispensation’ was ushered in, there were high expectations across the
political divide for immediate change.
“We know people
are suffering but joy is on the horizon. Very soon we will be looking back with
a sigh of relief that we have done it.
“The country was
in a mess when the new dispensation took and we understand that people had
their own expectations as to what should happen in the country. We all want a
better country for everyone but that does not come over night.
“We won’t work
miracles to turn around the economy but we will take those baby steps until we
get there,” said Chinamasa.
Chinamasa called
on the Zimbabwean people to give President Mnangagwa some time to impelement
his vision which will bring in a better country for everyone.
“The President has
a vision and we must all support it. Negativism will only affect us together so
let us put our hands together and work for our country.
“This is the only
country we have so we must guard and protect it jealously. Vision2030 is a
reality and we must all embrace and support it,” said Chinamasa.
  
On indegenisation,
Chinamasa said people’s contributions are welcome to make sure that they come
up with a law that serves their interests.
“Our President is a listening man that is why we
want to listen to people’s contributions so that we can review our policy on
indigenization and economic empowerment,” said Chinamasa.

We cannot afford fuel, says Masvingo City Council as it fails to collect refuse

The Masvingo City Council has literally told residents
to co-exist with garbage as it says its refuse collection compactors have been
grounded due to the unaffordability of fuel which has now reached souring
levels of about $18 per litre against the budgeted $1.50.
In an interview with TellZim News soon after the
presentation of the 2020 city budget, Finance Committee chairperson Babylon
Beta said the city council is no longer able to buy fuel because it has gone
beyond their reach.
He said the council had a budgeted allocation of $1.50
per litre of fuel but the current prices have made it difficult for the council
to operate.
“We know the situation is critical because we are
unable to collect refuse in most residential areas. Many areas have gone for
close to a month without having their refuse collected and this is because we
cannot afford to new fuel prices.
“The little fuel we are able to get we prioritise the
city centre. The council is in the process of acquiring two more refuse
compactors because the existing ones have seen better days and are always
breaking down,” said Beta.
Beta said they tried to address the fuel challenges in
the supplementary budget but it was only approved in October so the tariff
changes will only take effect starting November.
“The supplementary budget was going to address all the
challenges which the council is facing at the moment because there were some
tariff adjustments but it took time to be approved. Now that it has been
improved, the changes will start taking effect in November,” said Beta.
Residents have since threatened to take their bins to
the council offices and dump them there as a way of protesting against the
collapsing service delivery.
Some people have already started emptying their bins
on open spaces creating another crisis which would need the council to
intervene. 

Mnangagwa needs help— Matuke

MUTARE— The  Zanu PF national secretary for security and
deputy labour minister Lovemore Matuke has taken a defensive position
protecting his boss President Emmerson Mnangagwa saying he is not to blame for
the current economic crisis but threw the blame on Zimbabweans whom he said are
lazy and wait on the President to do everything for them.
Matuke
said President Mnangagwa also needs help and support from Zimbabweans rather
than for people to just wait to be hand fed when they should take the
initiative to move the country forward.
Matuke
made the remarks during an interface meeting with tertiary education graduates
and students at Mutare Polytechnic College last week.
“This
country cannot move forward with the efforts of one person. We all need to play
our part. If you say you are waiting for President Mnangagwa to deliver alone
then you need to wake up and smell the coffee.
“President
Mnangagwa is only there to give us direction but he needs our help and support.
We do not want people who just cry and yet they are doing nothing to better
their situation,” said Matuke.
Matuke
said that the power to economic prosperity of Zimbabwe lies within the hands of
Zimbabweans.
“Instead
of putting the blame on government, we should blame ourselves for not taking
part in the development of our economy because President Mnangagwa cannot
develop this economy alone.
“There
is no one who was specifically meant to open up a business that creates employment.
All of us have potential to establish our own businesses so that our economy
improves,” said Matuke.
The
meeting sought to create a database of graduates in Manicaland as Zanu PF is
working on a programme to address the issue of unemployment in the country.
“The
idea is that we want to classify graduates with regard to their area of specialties
and government will chip in with funding for them to start up their own
businesses.
 “The government is going to create a special
fund through budget. Through joint ventures or as individuals, you can start
your own businesses that can contribute to the development of our economy,”
said Matuke.
He
said said that there are some youths with initiatives to do projects but they
lack capacity.
“We
want to create capacity by disbursing adequate funds to ensure that graduates
start up their own projects. Each province is going to have a budget that will
cater for youths.
“We
had problems in the past where funds meant for the youths did not work. We want
to make sure that if funds are disbursed, they reach the intended people not relatives
of administrators,” said Matuke.
Zanu
PF secretary for finance Patrick Chinamasa said they are going to negotiate for
policies which gives tax incentives to corporates to facilitate the ease of
doing business.
“We
want corporates to be given tax incentives and subsidies from government so
that they are encouraged to employ graduates from tertiary institutions.
“We
also urge the government to put up a law which provides that any tender must
require the tenderer to employ a certain number of graduates so as to increase
their skills levels,” said Chinamasa.

MASVINGO— Though residents, during the 2020 budget consultation
meetings, rejected any form of tariff increments until the council improved on
their service delivery mandate, the city fathers have gone ahead and approved
the 400 percent rate increments in the proposed 2020 city budget.
The city fathers have approved a $220 969 164 budget
for 2020 from which 54 percent will be raised from internal funds, 43 percent
from external borrowing and 3 percent from Inter- Governmental Fiscal
Transfers.
The 2020 budget is based on the assumption that the
macro and micro economic conditions will follow the projected forecasts.
Masvingo City Council’s finance committee chairperson
and Ward 9 councillor Babylon Beta said that the council failed to implement
much of the capital projects in 2019 and most of the projects have been carried
over to 2020.
“Some capital projects have been deferred until such a
time when funding is available. External borrowing is mainly for the water
argumentation programme, landfill, water mains upgrading and Rhodene sewer
upgrading.
“The Mucheke Truck Sewer will be funded from the
devolution funds. The need to move with water augmentation project is now
greater than ever before and the completion of the financial feasibility will
enhance that move.
“The budget requirement for the Water Augmentation
Phase Two that will entail the construction of a duplicate water treatment
plant is now $75 million as per the recently completed financial
feasibility    study report,” said Beta while presenting the
proposed budget.
The budget tries to address the perennial Masvingo
water problems which have refused to go away due to the worn out and
overwhelmed infrastructure.
The Water Augmentation Project Phase 2 has a set
budget to the tune of $75 million while the Bushmead pumps have an allocation
of $5 million.
Beta said the council has increased rates by 400
percent and this will see the council realising a budget surplus of about $300
000.
“Rates income is expected to increase by 400 percent
emanating from the revaluation base of the ZWL$ against the USD.
“Those proposals will see the council realising a
surplus of $270 026,” said Beta.
Water and service charges for domestic users have gone
from $3, 60 for the first 18 cubic metres to $26 while every cubic metre above
18 has gone from $4.20 to $29.90.
For commercial users, the first 24 cubic metres has
risen from $6.30 to $45, 50 while every cubic metres above 24 has been raised
from $8, 10 to $52, 33.

The recent cabinet reshuffle by President Emmerson
Mnangagwa has seen another member from Masvingo making it into the ‘new’ team securing
a deputy ministerial post.
Zaka East Member of Parliament (MP) Clemence Chiduwa’s
appointment as the deputy minister of Finance and Economic Development brings
to seven the number of people in President Mnangagwa’s cabinet.
President Mnangagwa had only looked at Gutu and
Masvingo districts when he appointed his cabinet after winning the 2018
harmonised elections.
Winston Chitando, Yeukai Simbanegavi, Lovemore Matuke
and Amon Murwira all come from Gutu while Davison Marapira and Ezra Chadzamira
represent Masvingo district.
The appointment of Chiduwa means Zaka district now has
a representation in the cabinet. Zaka district now holds one of the key
ministries in the country.
Chiduwa, a philanthropist and successful businessman,
said that he is honoured to have been nominated to one of the most critical
ministries in the country.
“It is an honour to be called to serve. I want to
thank President Mnangagwa for trusting me and giving me an opportunity to serve
my country.
“I will execute my responsibilities to the best of my
abilities and push the President’s vision of seeing a better Zimbabwe for
everyone,” said Chiduwa.
Chiduwa’s has a wealth of knowledge in the financial
sector and his coming in adds value to the ministry of finance.
Chiduwa was elected to MP for Zaka East in September
this year after the death of former legislator Katson Gumbwanda.

Baptism gone wrong

The members of an Apostolic sect here were left with more questions than
answers when one of their own drowned to death during a baptism ceremony which
was conducted in Mutorahuku River.
The
26-year-old Privilege Mabasa is said to have drowned and disappeared during the
baptism ceremony with her lifeless body submerging from under water the
following day with bruises on the face, lower arms and jaws.
It
has been learnt that before her untimely death on November 04, 2019 at around
10:00 hours, Mabasa of village Maswera in Gutu went to the river with other three
church members for a baptism ceremony.
As
they were at the river, Benson Mutuzungura (35) a male member of the sect and
Mabasa went into the water to begin the ceremony.
During
the immersing process, Mutuzungura and Mabasa unexpectedly sunk into the water
for a while before Mutuzungura reappeared at the river bank alone.
It
is said when Mutuzungura reappeared alone at the river bank, the other church
members then started to look for Mabasa but their search was futile.
Masvingo
provincial police acting spokesperson Assistant Inspector Kudakwashe Dhehwa
confirmed the incident adding that the deceased’s body was later discovered on
the following day floating in the river.
The
body of Mabasa was discovered floating in the river by Irikidzai Mhlanga who
was looking for cattle along the river. 
Mhlanga then alerted other villagers and a police report was made.
On
another matter, a 20-month-old baby drowned in a one-meter deep canal in Paddock
13 in Mkwasini, Chiredzi after he slipped into the canal while following his
mother who had gone to the fields.

Form six pupil gives birth during examination

CHIVI- A Form 6 pupil at Danhamombe High School had to be rushed to Chivi Rural
Hospital after she allegedly gave birth during a Shona examination.
School head Emmanuel Muvengi confirmed the incident
but said the girl, identified as Hazel Titos, delivered at the hospital.
“I am not authorised to speak to the media but the
girl did not give birth in the examination room. She was rushed to the hospital
where she delivered her baby. If you want more information please get in touch
with my superiors,” said Muvengi.
Provincial Education Director (PED) Zediaus Chitiga
said he was yet to get a report on the matter.
“You are breaking the news to me. If it happened then
the report will eventually reach my office but right now it will still be
handled at district level.
“The district will do thorough investigations before
submitting a report,” said Chitiga.
Other sources, however, said Titos started complaining
about abdominal pains during the examination and is said to have lied to the invigilators
that she was having her monthly flow.
Thirty minutes into the examination, Titos is said to
have fallen off the chair and her water broke.
Female teachers then realised that Titos was in labour
and asked male teachers and other pupils to exit the room so that they could
help her.
The examination had to be delayed and female teachers
are said to have helped Titos deliver her baby safely before taking her to the
hospital where she later finished her examination.
Titos is said to have given birth to a premature baby
who was seven months.
When asked who the father of the baby was, Titos is
said to have told the nurses that it was Tawanda Mudziwedare who stayed at the
same house with the pupils.
Titos came from Muregeri village, some distance away
from Danhamombe High School, and she was renting at the Madziware homestead
where she was impregnated.

Accidents
are now an everyday common feature on our roads claiming hundreds of lives,
leaving many injured, dreams shuttered and families destroyed.
Despite
the poor road network in the country, the drivers have thrown caution to the
wind pushing their vehicles to the limit and as the festive season is upon us
the question is, Who will tame the traffic jungle?
The
sanctity of human life on our roads is not respected even a little bit and you
see both drivers and passengers cheering on recklessness.
All
that was learnt at driving schools is discarded and a new rule book is
followed, take the car to its maximum performance and arrive or die quickly.
Unfortunately, some do not die and are left with life changing injuries.
The
innocent are lost on the roads due to serious recklessness from both public
transport operators and private cars.
Members
of the public, Traffic Safety Council of Zimbabwe (TSCZ), Vehicle Inspection
Department (VID), Zimbabwe National Roads Administration (ZINARA), the media
fraternity and law enforcement agencies must work hand in glove in the efforts
to put an end to avoidable road carnage.
First
and foremost, it is one’s responsibility as an individual to make sure that you
are safe and not exposed to the dangers of the world including accidents.
Members
of the public must not sit back and relax while they are being overloaded in a
vehicle but should refuse and disembark from the vehicle and must not also
remain silent when the drivers are over speeding or drinking whilst driving as
these circumstances award high chances of road carnage.
Road
safety advocacy groups like the vibrant TSCZ should also intensify road safety
campaigns by being visible along the country’s major highways throughout the
year promoting safe driving and also advocate for stiffer punishments for
reckless drivers especially unlicensed or drunk drivers so as to ensure that
the safety of the masses is prioritized.
VID
is one of the most pertinent arms which contribute largely to the safety of
people as it has the sole mandate of licensing and monitoring drivers so it is
their duty to improve the requirements and standards needed for one to drive a
vehicle including making it a mandate for one to do a defensive driving course.
Although
90 percent of road accidents can be attributed to human error according to
TSCZ, it can’t be ignored that the state of our roads is worrying and has
contributed heavily to reckless loss of life.
ZINARA
has the prerogative to collect tollgate revenue and also making sure that our
major highways are serviced but little has been done towards that, instead road
projects like the ever shrinking Harare-Beitbridge highway have been used to
make political scores at the expense of the travelling public.
Calls
have been made for ZINARA to pull up its socks and improve the state of our
roads which will surely reduce accidents since some road users end up
encroaching into each other’s lane while avoiding potholes resulting in fatal
side swipe or head on collisions.
The
media fraternity has the power to influence change in the country and if
effectively used towards road safety it can help in reducing road carnage
because it reaches out to the masses including the drivers and mostly the
motoring public.
Law
enforcements agents especially the police must descent heavily without fear or
favour upon illegal pirate vehicles especially Toyota Wish which has now been
labelled “witch” or “I wish to die” as it has claimed a lot of lives on the
road.
Funcargo
and Honda fit drivers are also packing members of the public over long
distances risking excessive loss of life because these vehicles are not
designed to be public transport vehicles.
However,
it has been alleged that most of these illegal pirate vehicles belong to
members of the police force and conflict of interest will surely prevail and
reduce the level of law enforcement.
The
government should also deploy some independent inspectors who will monitor the
conduct of the police on traffic duty because allegations of corruption have
been levelled against some members of the police force for accepting bribes
from unlicensed drivers and also from those who will have broken the road rules
prompting a lot of accidents to happen due to negligence.
Government
should also move to monitor the vice of corruption amongst members of the
judiciary on issues to do with road carnage as some drivers are walking scot
free even after causing nasty accidents which claim lives.
With
collective action and responsibility by every Zimbabwean citizen surely we will
tame the traffic jungle and reduce the loss of life.

Council wields axe on unpaying parastatals

The Masvingo City Council has taken an offensive
against government institutions who owe the local authority millions in unpaid
bills and have disconnected water at 10 government institutions among them the
provincial education offices, the ministry of lands offices, ministry of labour
offices, provincial registrar offices among others while the security sector is
disputing their current bills.
The central government and parastatals owe the city
council in excess of $27 million in unpaid debts as at October 2019.
Council has made valiant efforts to try and recover
the bills but to no avail prompting the city fathers to disconnect the
defaulting institutions.
Acting Town Clerk Edward Mukaratirwa told TellZim News
that they had tried to get the money but the institutions were not forthcoming
hence the move to disconnect them.
“We have opened our doors to payment plans but most of
these institutions have not been forthcoming. The council is struggling to
provide services because it has no money and the people who are supposed to be
paying are reluctant.
“We have disconnected 10 government institutions and
we are calling on them to come and make payment plans which they will have to
honour. We are not a shrewd council but sometimes we are left with no choice.
“We know water is a right but we need money in order
to guarantee that right to our people,” said Mukaratirwa.
The Zimbabwe National Army (ZNA), Zimbabwe Republic
Police (ZRP) and Zimbabwe Prisons and Correctional Services (ZPCS) who
constitute nearly 50 percent of the debtors’ ledger are said to be contesting
their bills saying they are way too high.
Mukaratirwa said the council could not disconnect the
security forces because they are disputing their bills and negotiations are
taking place.
“The security forces are the biggest debtors but right
now they are saying the bills we have given them are too high and are
challenging them.
“We are discussing with them and their bills at the
moment are contested,” said Mukaratirwa.
The central government has, early this year, only paid
$800 000 towards clearing their debt which is in excess of $20 million.
