Social welfare food aid recipients asked to pay for transport

Social welfare food beneficiaries were urged to assist the government by chipping in for transport costs since the government is now facing challenges in getting transportation.
Speaking to TellZim News, Provincial Social Development Officer Stanislaus Sanyangowe said beneficiaries were expected to pay whenever the government is out of money to pay transporters from depots to districts.
“Whenever the government is out of money it’s the recipients’ duty to organise transport for themselves and assist the government in transporting the maize grain to their respective districts.
“Beneficiaries negotiate with the transport of their choice. Negotiations for transport costs should be guided by the circular. After transport arrangements they should advise District Social Welfare Officers who would collect the grain from the Grain Marketing Board and they will be an escort from the Zimbabwe Republic Police (ZRP) to make sure the aid reaches the destination.
Sanyangowe said from the circular received, the government reviewed the charges for transportation of the food aid to the beneficiaries.
“The ministry received reviewed rates charges to be charged by transporters when transporting social welfare food aid to the recipients and the highest amount to be charged should not exceed US$3.
“The following charges has been approved for transporters who operate with transporting grain to the beneficiaries where there are tarred roads US0, 25c per tonne per kilometre, dust roads US$0,27c per tonne per kilometre. Provincial bag distribution rates are 10-60 kilometers its US$1 per bag, 61-100kilometres US$1, 50 per bag, 101kilometres to 150kilometres its US$2 per bag, 151 kilometers to 200km its US$2, 50 per bag and more than 201 kilometers its US$3 per bag,” Sanyangowe said.
Addressing party supporters in November 2024 Minister of State for Provincial Affairs Ezra Chadzamira said the phase two of food distribution will only require a little amount from beneficiaries to reach the beneficiaries.
“The phase two food distribution has faced a challenge that the transporters now want to be paid in United States Dollars which the government is failing to pay. So the beneficiaries should pay little amount which does not exceed US$3 for the furthest distance,” said Chadzamira.
In an interview with TellZim News, Masvingo Rural District Council (RDC) ward 13 councillor Sarah Phineas Munemo said in Chikarudzo people were ready to pay for transport costs except a few individuals who did not want to comply.
“As people are drawing close to harvesting there is a lot of hunger in my area and people are ready to pay that little amount so as to get maize grain.
“A few individuals such as drunkards are not ready to pay and they think they are being unfairly treated by paying around US$2 per bag yet if they are buying a bucket of maize meal they pay US$12. So the transport costs are worthy it rather than suffering from hunger,” said Munemo.

FC Wangu Mazodze popularly known as Kingdom Boys in football circles managed to hold the home of betting, Moors World of Sport Football Club (MWOS) in a friendly clash on February 11, 2025 at Kyle College.
The Kingdom Boys drew 1-1 in the friendly which is part of its preseason training against the Norton based side nicknamed The Punters, which plays in Northern Region Soccer League (NRSL) Division 1.
Speaking to TellZim News, FC Wangu Mazodze Spokesperson Blessing Kwesha said friendly matches were meant to groom and expose players to stiff competition as well getting new skills as they play against Premier Soccer League (PSL) and Division one players from other regions.
“These preseason matches particularly against MWOS FC allowed players to test skills against stronger opponents as well as allowing the technical team especially Coach George Magariro to identify areas that need improvement and develop game tactics before the season commences.
“This has helped us to adjust our game plan, game philosophy and formations,” said Kwesha.
Kwesha said the match against The Punters was highly competitive and applauded supporters for standing by the team always.
“The game was highly competitive and entertaining. Both teams created scoring opportunities and we displayed our skills and tactics while we didn’t get the desired result we got the overall picture of what we need to improve in our team and we identified player weaknesses.
“We are grateful to our supporters for their unwavering support because for the past two seasons we have been disappointing them but with the new management and sponsors are all working towards the PSL ticket and we promise to deliver that.
In an interview with TellZim News, Kingdom Boys dedicated supporter Priscila Uche Chikute said the preseason matches allowed players to display better football and the Kingdom Boys should maintain the type of play.
“So far so good, we are in support of the play the boys are displaying during these preseason matches and if they continue like that we will get the best results.
“The players are performing much better with these PSL and Division 1 players from other regions and the worst result we have received so far is a draw. They need to pull their socks to allow the team to get PSL promotion next season,” said Chikute.
Both FC Wangu Mazodze and MWOS FC ended last season on second position in their respective regions with 66 and 82 points respectively.
The game against The Punters is a follow up of preseason training match day one where the Kingdom Boys won 1-nil against Bikita Minerals well known as the Lithium Boys.
Bikita Minerals narrowly escaped relegation in the PSL the previous season as they finished the season on position 15 out 18 with 32 points.

Munyai killed for bringing US$30 as lobola

MASVINGO – Lobola negotiations took a violent turn in Mwenezi recently when the bride’s father teamed up with three other relatives to fatally assault the intermediary (Munyai/Sadombo) for bringing US$30 as initial lobola for her daughter.

Masvingo Provincial Police Spokesperson Inspector Kudakwashe Dhewa confirmed the incident to TellZim News, where he gave details on the death of Alex Sibanda, who was fatally assaulted by the father of the bride in question, Farisai Zhou of Madzvaruse Village, Chief Mazhetese and his accomplices who are still at large.

Further details were that Zhou’s daughter, Onai (18) had eloped with a Mberengwa man only identified as Power on February 10, 2025, after which Sibanda was sent by Power as the intermediary (Munyai) with US$30 as initial bride price the following morning.

“The suspect and his accomplices Simbarashe Zhou, Inzwirashe Majaya, and Isaac Majaya took turns to repeatedly assault the victim with a catapult and logs all over the body after a dispute regarding the amount of money the victim had brought.

“We urge members of the public to solve their issues amicably to avoid loss of life,” Dhewa said.

Sources privy to the incident told TellZim News that upon arrival at Farisai’s homestead, Sibanda advised the former and his accomplices that he had been sent by their in-law only identified as Power with US$30 as initial bride price for Onai.

This enraged Farisai and his accomplices, who began to assault Sibanda, saying they had been insulted by the amount he had brought, before Audrey Mushayi (53) who was passing by refrained them, but Sibanda was already unconscious.

After being refrained, they dragged Sibanda outside of their homestead and he managed to only walk for 500 metres after which he fell on the foot path.

Around 1400 hours the following day, two women who were passing by saw him lying on the ground and he managed to narrate what had happened the previous day.

They then notified a fellow villager, Edias Shumba who went on to check on Sibanda only to find him dead before reporting to the police.

The body of the deceased was later taken to Neshuro District Hospital for post-mortem while Farisai was taken into police custody.

Sibanda is said to have had traveled from Gwanda where he lived to Mberengwa, where he was then sent to Mwenezi for the negotiations.

Married teacher dies during sleepover at girlfriend’s place

A married teacher from Mutimwi Secondary School in Zaka died at his alleged girlfriend’s house after having sexual intercourse, TellZim News can report.
The 50-year-old was pronounced death upon arrival at Ndanga District Hospital on February 8, 2025 after spending some quality time with his alleged girlfriend who resides at Mutimwi Business Centre, metres away from the school.
Masvingo Provincial Police Spokesperson Inspector Kudakwashe Dhewa confirmed the death of Nyasha Gambe to TellZim News and said there was no foul play suspected.
“I can confirm the death of Gambe who died after a sleepover at his lover’s house. The now deceased had no injuries and no foul play is suspected,” said Dhewa.
Sources said, at around 2230hours Gambe, who was drunk phoned Laina Chimutsa (34) telling her of his intentions of spending a night at her place where she works as a shopkeeper.
They agreed and Gambe came for the sleepover and after having sexual intercourse, he is said to have started feeling weak after which he wet himself on the bed.
Laina went on to phone Gambe’s younger brother in panic, who rushed there and the two took Gambe to Ndanga Hospital where he was pronounced dead upon arrival.

Promel sponsors pool tourney

Promel Investments has joined forces with the Masvingo District Pool Association (MADPA), becoming the latest sponsor of the association’s pool tournaments.
This partnership follows a call by the association for support from local businesses.
The move comes after New Horizon Pharmacy sponsored a recent tournament, prompting the association to seek further partnerships.
Promel sponsored an open pool tournament which brought together all pool enthusiasts across the district on February 8, 2025 at Manhede Beer Hall, Sisk shopping centre, in Masvingo town.
The tournament had 46 male participants who locked horns on the race-to-three format where each player who won three games first became the winner and proceeded to the next level of the tournament.
Six ladies participated in the tournament using the race-to-two format and the winner Maria Natala walked away with US$25.
The prizes for winners were allocated as US$80 for the first winner and US$60 for the second winner in the men’s category.
Speaking to TellZim News, MADPA Technical and Development Officer Phillip Pfundo said the tournament went well, thanked Promel and called for more sponsors saying they wanted to make the tournaments a weekly event.
“The tournament went well and great competition where total discipline prevailed. New winners emerged in both categories that shows level of competition.
“We are appealing for more sponsorship as we want to conduct these tournaments every weekend. A round of applause goes to Promise Funani of Promel Investments who sponsored the tournament,” said Pfundo.
Tatenda Chirenda nicknamed Aviator who won the male category said he was happy and would sharpen his skills to win again in the coming tournaments.
“I was happy with winning the tournament. I have won seven tournaments in Masvingo so far creating a winning legacy here despite the fact that I come from Chinhoyi which is far away from here.
“However, I want to admit that there is competition and I lost in the last tournament but I attribute the loss to poor training. I hope to win all the coming games as I want to focus on the game,” said Chirenda.
The tournament was a follow up of the tournament sponsored by New Horizon Pharmacy which was recently held where Lisa Marumbwa and Donald Mutero were crowned champions.
The tournaments are part of the MADPA preparations as the main league is set to kick off on February 22,2025.

Fisherman drowns trying to recover fishing canoes

A fisherman from Gutu drowned on February 9, 2025 in Chitofu Dam whilst attempting to recover makeshift boats that had been swept away in a river.
Masvingo Provincial Police Spokesperson Inspector Kudakwashe Dehwa confirmed the death of Kurauone Musundire (53) to TellZim News, who drowned on February 10 and urged members’ public not to wander in water if they can not swim.
“I can confirm the incident of drowning in Gutu near Matsai Farm where a fisherman aged 53 drowned while attempting to recover fishing boats that had been swept away in a river. The deceased’s body was recovered the following day.
“I urge members of the public to stay away from water if they are not able to swim,” said Dhewa.
Sources said Musundire was accompanied by a colleague to Chitofu Dam to look for their fishing boats. Upon arrival Musundire swam towards the makeshift boats and attempted to recover them.
When he got to one of the boats, it capsized, making it difficult for him to pull it out, and frantic efforts to overturn it were in vain.
He eventually got tired while trying to pull the boat out, drowning in the process.
His colleague notified other villagers, who came and tired to assist but they failed to get to the boat nor locating the body.
The police were later notified and the deceased’s body was recovered on February 10 with no injuries or signs of suspected foul play.
The deceased’s body was taken to Gutu Mission Hospital Mortuary for post mortem.

Man murders lover with wheel spanner

A man from Chivi on February 11, 2025 at around 1100hours fatally struck his lover with a wheel spanner after earlier attempting to crash the vehicle they were traveling in, which later got stuck in mud.
TellZim News learnt that the woman Vongai Matonhodze (26) attempted to flee from her assailant boyfriend ,Tapiwa Mabhiza, (47) after the car he had been furiously driving at high speed got stuck in the mud, and he pursued her, fatally striking her with a wheel spanner.
Masvingo Provincial Police Spokesperson Inspector Kudakwashe Dhewa confirmed the incident to TellZim News and urged members to peacefully settle their disputes.
“I confirm an incident where a 26-year-old woman from Chivi New Stands died after being attacked with a spanner and stones by his boyfriend. I urge members of the public to solve their disputes peacefully and desist from the use of violence. Dialogue is the only option when there is a misunderstanding,” said Dhewa.
The couple was driving a Toyota Funcargo at high speed along the Tokwe-Mhandamabwe road when the vehicle swerved off the road and got stuck in the mud near Chivi Turnoff.
Matonhodze, fearing for her life, fled the scene shouting that her boyfriend intended to harm her.
Mabhiza pursued her, armed with a wheel spanner, caught up with her and allegedly struck her on the head, after which he then took stones which he used to hit Matonhodze several times on the head.
Matonhodze sustained a deep cut and bled to death on the spot. Mabhiza, after noticing that Matonhodze had died ran away headed towards Nyaningwe hills and is still on the run.
Police were notified and the stones were recovered at the scene. Matonhodze’s body was taken to Chiredzi General Hospital Mortuary awaiting postmortem while investigations by the Police are underway.
Other sources alleged that the two had been quarrelling over some property Mabhiza had bought.

Sewage floods MP Chiduwa’s house

The Masvingo urban house belonging to Zanu PF Member of parliament (MP) for Zaka South, Clemence Chiduwa who once served as deputy minister of finance and economic development, has become a symbol of the crumbling infrastructure as raw sewerage oozes at his Hillside residence unattended.

This is the house where Chiduwa and his wife, Fungai Maregedze who is also the chairperson of Zaka Rural District Council (RDC) stay, but the two powerful politicians have been forced to stay watching the sewer flooding their residence as council takes no action.

The sewer which is now flowing to other houses is now a cause for concern as some residents from that area have been showing signs and symptoms of typhoid this week.

“Several people in this street have been complaining of running stomachs, vomiting and weak joints. We have some residents who went to the clinic and are suspected to have typhoid. We call upon the Council’s health department to attend to this issue as a matter of urgency,” a resident revealed to TellZim News.

Contacted for comment on the situation, Masvingo City Mayor Alec Tabe said he was not aware of the situation but promised that his engineering team will attend to the sewer burst as soon as possible.

“I was not aware of the situation but have forwarded to the engineering department so they will attend to the situation soon,” Tabe told TellZim News.

 Sources from the area said the situation has been like that for almost three weeks now.

Efforts to get a comment from Chiduwa were futile as he did not respond to the questions sent to him by TellZim News. Instead of responding to the questions, Chiduwa forwarded the questions to ‘his favourite’ journalist who works for another media house. The journalist later reached out to TellZim.

 Chiduwa’s wife, however, confirmed to TellZim News that the situation has been like that for close to three weeks now.

“The situation is like that for years whenever it rains but council cannot find a permanent solution to the problem. As of now, it has been like this for more than three weeks and council has not attended to the problem,” said Maregedze.

“We heard the sewerline was put in place for a certain number of households but the number of houses multiplied by more than 10 so the pipes are being overwhelmed and these are the results,” Maregedze added.

Masvingo United Residents and Ratepayers Alliance (MURRA) Spokesperson Godfrey Mutimba said council should find lasting solutions to the sewer challenges and be mindful of the population growth as they plan.

“We urge city council to improve the city sewer reticulation system to meet the new population demand and even plan for future population boom otherwise residents will be affected health wise,” said Mutimba.

Masvingo City Health and Environmental Services Director Suzane Madamombe told TellZim News that they had not recorded any typhoid case in town nor any suspected case. She also urged residents to go to any of the council clinics if they suspect any typhoid case so that they get medical attention.

“We have not recorded any confirmed or suspected case of typhoid as of now. I want to urge residents to report to any of our clinics if there is any suspected case so that we do tests,” said Madamombe.

EVALUATION OF PLANNED AND EMERGENT CHANGE

Some change scholars argue that over the past 20 years, emergent change appears to have outdated the planned change as the most appropriate approach. I believe that, within such complex, competitive and unpredictable business environment, decision makers often struggle to stabilize their enterprises and select change alternatives due to uncertainty of using planned change and the need for flexibility and dexterity to leverage emergent change. Thus the continued environmental turbulence forces decision makers to discard planned change as it is perceived to be out of sync with the environmental changes.
My other critical analysis of planned change is that there is a strong assumption that an organization’s environment is known and change can then be prescribed to facilitate movement from one state to another. However, considering that the contemporary environment is unpredictable and requires continued scanning, such a view warrants adoption of emergent change as the logical alternate to planned change since it allows for flexibility to offer a different remedy when the situation so demands. Emergent change emphasizes on the need to be adaptive and responsive to change that revolves around the business, which change is environmentally driven. Some change is on-going in nature and planned change in that case becomes a wrong prescription since the nature of change is unpredictable making emergent change a coherent alternative to planned change.
In addition, I concur with some scholars who posit that the natural change that has been recorded on earth (evolution of man) has been as a result of emergent change as no one planned for it. Biblically, when Adam and Eve discovered that they had no clothing, they had to put on some tree branches because of the emergent need for dignity and cover due to shy which had evolved. That change was not prescribed but just emerged. Therefore modern dressing can be traced back to creation and there has been some evolutionary process which discarded the old dressing. This is emergent change which without prescribing, naturally forces everyone to adapt. Another example related to that will be the transformation of communication systems from paintings, script writings, type writing, computing to modern e-mail platforms. All this is testimony that our communication system underwent some emergent or evolution. The recipients also changed in line with the evolving transformations which were not planned. This bears testimony that one cannot plan for natural change thereby making emergent change an alternate to planned change.
Furthermore, I also agree with Peters’ assertion that emergent change is also not production oriented. Product changes are planned by research and development teams based on the anticipated taste changes of the targeted consumer. In such cases, emergent change only comes when fulfilling the new product demands. An example will be Apple’s IPods and ITunes which are products being driven by planned change where there is need to come up with new gadgets that satisfy consumer needs. These gadgets lead to the market disappearance of records, compact disks and other providers of physical media and a new order would emerge as to how to access music. There will be some coherence on the need to move towards the new order without anyone being pushed towards it hence no need for planning. This makes emergent change a substitute as one cannot plan for the new order.
In addition, emergent change must not be construed to refer to short term. A new order may emerge over long term requiring continued monitoring and revision of the change approaches. If one sticks to a planned change approach, it may fail to correctly respond because of its inflexibility. One example would be if all natural resources are used up, a new order will certainly emerge which is difficult to plan for now. In such a case, emergent change will take its toll because the future is unknown at the moment though there are arguments of sustainable use of the resources. Solutions to the problems that emerge then will only be availed when the change has happened and when the situation so demands. In such a case, emergent change would have substituted planned change because that change was not planned for.
There are a number of factors that keeps on changing in the environment which include the political, economic, technological, social, legal to mention a few. Such factors are externally driven and may not be in sync with planned change making need to adopt the alternative emergent approach. An organization may find itself in a mis-fit with the environment which demands re-alignment. With the environment becoming so unpredictable, change has to emerge from time to time making emergent change an alternate to planned change. The environmental system is too complex making it difficult for organizations that do not respond to the environment fail to adapt and their survival is therefore threatened.
Emergent change is often needed when an organization gets out of sync with itself. The organization will just sense that something is wrong and re-alignment may be required. This type of change cannot be addressed by a planned change since it was not pre-emptied and known. This may be due to complexities associated with organizational size, loss of critical skills. This misalignment only calls for restructuring of the organization such that it gets back to its footing. In such a case, emergent approach becomes an alternative to planned change.
I am impressed by Buchanan and Storey’s view that those who advocate planned change are attempting to impose an “order and linear sequence on processes that are in reality messy and untidy, and which unfold in an iterative fashion with much backbreaking. The Executives who are able to align the organization to adaptive changes would certainly advocate for emergent change as an alternate to planned change since it allows for flexibility in the changing environment. This shows that the planned approach by virtue of it being prescriptive would not work in a slump situation making emergent change a coherent alternate to planned change. Many organizations thus do not accept that they are in a chaotic situation which inhibits them from realizing competency. This explains why most organizations prefer planned change as opposed to emergent change since emergent change is deemed to expose leaders as it resembles incompetence. However, emergent change is the only prescription which works in a chaotic situation as it allows for fire fighting. It is therefore an alternate to planned change in a disastrous situation.
