…Employees go for 3 months without allowances

Employees currently involved in the mobile national identity document issuance blitz conducted by the Civil Registry Department are claiming to have gone for three months without allowances whilst issuing national identity documents, TellZim News has heard.
It is reported that close to 250 people in Masvingo province currently engaged with the department for the blitz are living under ‘bad conditions’ with some using own money for sustenance as they have not received allowances for this purpose since June 2022.
Sources who spoke on condition of anonymity said those in Masvingo Province last received their allowances in May whilst Harare and Bulawayo were reportedly last paid in June.
“We have gone for three months without being paid allowances which we are supposed to use whilst we are out and because we haven’t been paid we end up using our own money from the little that we are paid and its straining us since we are away from our families,” said the source.
It is reported that the Department has employed about 3000 people (nationally) with 1900 being from the Civil Registry Department and 1100 outsourced from other government departments.
Masvingo Provincial Registrar Sithembeni Chitsa declined to comment and said all matters are referred to Harare.
“I cannot comment on that. You can submit your questions in writing, then we can forward them to Harare for comments,” she said.
It is also said that employees working in the office for extended hours are supposed to receive US $ 60 at prevailing interbank rate whereas those working out of office should receive US$ 120 Interbank Rate.
The mobile national identity document issuance blitz started in April 2022 with the aim of providing an opportunity to citizens to get national documents so as to enable them to register as voters in the 2023 elections is supposed to end on September 30.
Those involved in the census exercise were yet to be paid their allowance for work done in April with Zimstat having promised to clear the arrears by Friday (September 16).
Similarly, those who were involved in voter education in June are also yet to be paid their allowances.

We are too Zanu PF to be vaccinated- Mapositori tells health officials

ZAKA –While the country is battling with the measles outbreak and has embarked on compulsory vaccination of children between the ages of six months and 15 years, the Johanne Marange Apostolic Sect in the district is giving health authorities a torrid time as they refuse to let their children get vaccinated leading to a number of deaths related to the killer disease.
The sect members in Zaka are alleged to be violent saying they are the ones who voted Zanu PF into office so they cannot be forced to get their children vaccinated threatening not to vote for Zanu PF if government forces them to embrace the vaccination blitz.
Sources who spoke to TellZim News said police had to be called in to intervene after a series of deaths in Headman Madzivire area of ward 18 in Zaka Central constituency.
Three villages namely Kwangwari, Matariro and Mahlaule are reported to have recorded a higher number of the sect members and that’s where a number of deaths were reported.
A team of health personnel with the aid of members of the Zimbabwe Republic Police (ZRP) were deployed in the area last week but could not vaccinate many since most of the kids were sent into hiding after their parents learnt of the visit by the team.
Ward 18 councillor Daniel Mativenga confirmed the incident and said the vaccination exercise had helped as there were no longer reports of deaths.
“We were receiving reports of deaths mainly in the three villages though we could not really ascertain the cause of death. However, after the visit by the health personnel, the reports have decreased and we think it yielded some positive results,” said Mativenga.
Close sources said the District Medical Officer (DMO) Dr Mutero Mupereki was tipped and he roped in Zaka police and raided the area last week.
Dr Mupereki could neither confirm nor deny the incident as he referred all questions to Masvingo Provincial Medical Director Dr Amadeus Shamhu.
A source who spoke anonymously said the villagers (Mapositori) even threatened not to vote for Zanu PF.
“They were violent when the vaccination team arrived. Some were even saying they are the ones who put President Mnangagwa in office and he knows that they do not take medication. They went on to threaten that if they are forced to do so, they will withdraw support for the ruling party,” said the source.
Contacted for comment, Zanu PF provincial chairperson who is also MP for Zaka North Robson Mavhenyengwa said he was not aware that the apostolic sect were hiding behind the party’s name saying the vaccination programme had no political connotations and everyone in that age group is supposed to be vaccinated.
“I have not received that information that there are people hiding behind our party’s name. Everyone should be vaccinated and even the bible talks about the existence of clinics where the Good Samaritan took the injured person, so despite one’s religion or church, all those in that age group to be vaccinated should do so. I will engage other stakeholders and see what we can do to help in that area so that children are vaccinated,” said Mavhenyengwa.
The measles outbreak that began in Manicaland province where the same Apostolic sect declined to embrace vaccination has seen more than 600 children succumbing to the deadly disease nationally while the province tops in statistics.

Armed robbers pounce on Masvingo Fashion Shop

A gang of three armed robbers on September 15 at around 0135 hours pounced on a fashion shop in Masvingo Central Business District (CBD) and got away with goods worth US$ 5 015 including clothing items and a cellphone.
Masvingo Provincial Police Spokesperson Inspector Kudakwashe Dhewa confirmed the incident and said that the gang is still at large.
It is reported that on the mentioned date, 36 year-old Leon Matsika, a security personnel was at work at Royal Fabulous Fashion Shop when he saw a silver Honda Fit with three occupants parking at his workplace.
One of the passengers came out of the car carrying a gun and asked him to raise his hands and lie on the ground before searching him and seizing his Huawei cellphone.
The rest of the passengers came out of the car with one of them holding a metal bar which he used to smash open one shop window.
After gaining entry through the smashed window, the robbers took various clothing items from the shop.
The Safeguard Response team arrived at the scene after a security alert.
The gang fled the scene after the arrival of the Safeguard Response team after which they were chased but to no avail.
A report was made to the police and investigations are underway.

There was drama at Masvingo Zanu PF Provincial Coordinating Committee (PCC) meeting last weekend after the newly elected Provincial War Veteran’s chairperson Rtd General Gibson Mashingaidze told the PCC to put their dogs on a leash saying they were not respecting the wing (war veterans).
This did not go down well with the officials mainly youth who started ‘barking like dogs’ in protest to what had been said by General Mashingaidze and referring to them as dogs.
Sources who were at the PCC meeting said the issue started after one war veteran complained that the US$100 that the ruling party is charging for those vying to get into the Central Committee membership was too much as they had nothing and general Mashingaidze complained about their welfare saying they had nothing to show off as veterans of the struggle.
It is said that’s when some youth shouted that he was lying causing some noise in the meeting. This however did not go well with Mashingaidze who called on the leaders mainly Chadzamira and Mavhenyengwa who control a sizable number of rowdy youth each to leash their ‘dogs’.
“One war veteran said the US$100 being charged by for Central Committee membership was too much saying they (as war vets) have nothing. Mashingaidze also said they were not benefiting anything as veterans of the struggle. However, some youth made noise in disagreement to what he was saying and General Mashingaidze called on to the leadership to put their dogs on a leash.
“After that, some youth started to do barking sounds in protest to what Mashingaidze had said and it took Chadzamira to calm them down,” said the source.
Another PCC member who spoke to TellZim News said they had to bark like dogs since Mashingaidze had referred to them as dogs, so that was the only way to show him that he was offside.
“If you are called a dog, what else can you do? You have to behave like one. They were lying that they don’t have anything. The minister told them that they got land but they continue complaining. They told the President their grievances recently and he promised to address so how can he call us dogs,” said the source.
Contacted for comment on the matter Masvingo PCC secretary for commissariat Brian Munyoro said the incident was unfortunate and that they value everyone in the party and if anyone is offended, they have to engage each other in a more mature way before referring more questions to the provincial chairperson Robson Mavhenyengwa.
“I cannot comment much on that incident, the chairperson is the most appropriate person to comment. However, myself as the PC what I can only say is that we value everyone in the party. Everyone is equally important if we are to achieve our goal. We respect our war veterans and if they offend us, we have to engage them for redress in a more mature way, but we cannot all think alike, there are some who may think of other ways to address the problem,” said Munyoro.
Efforts to get a comment from Mavhenyengwa were futile by time of writing as his cell went unanswered.

 

Chief Nemamwa installation this October

In what could be a bitter pill to swallow for the Charumbiras, Chief Nemamwa their nemesis is set to be installed in October after the latter’s resuscitation and recognition by government.
After waiting for about five years since 2017, the Nemamwa clan will on October 01 2022 witness the installation of Chief Nemamwa born Tranos Manjiva following the resuscitation of the chieftaincy by government.
In a letter dated September 7, 2022 signed by Masvingo District Development Coordinator (DDC) Roy Hove addressed to the new Chief and copied to the Secretary for Masvingo Provincial Affairs and Devolution Dr Jefta Sakupwanya, the President Emmerson Mnangagwa appointed Manjiva as substantive chief with effect from August 30, 2022.
“Please be advised that His Excellency the President of the Republic of Zimbabwe has in terms of Section 283 (1) (b) of the Constitution of Zimbabwe Amendment (No 20) Act, 2013 as read with Section (3) (1) of the Traditional Leaders Act (Chapter 29:17) appointed you, Tranos Manjiva as Substantive Chief Nemamwa in Masvingo district with effect from August 30, 2022,” read part of the letter.
The letter also urged the new Chief to up preparations for subsequent installation to be held in October.
“Kindly be advised accordingly and immediately start necessary preparations for the installation ceremony. Please also note that this ceremony should be held as soon as possible,” added the letter.
Hove latter confirmed the development in an interview and said preparations were underway for the big day.
“It is true, the chief was appointed and will be installed in October. Preparations are currently underway,” said Hove
The recognition and appointment of Chief Nemamwa is likely to put to an end the power struggles that have marred the district as rival Charumbira clan has been involved in a number of skirmishes with the former as the latter did not recognize the chieftainship saying it was illegitimate and were challenging it at court.
Past encounters between the two rival factions have been characterized by violent clashes often resulting in fist fight as Charumbira clansmen tried to suppress the resuscitation of the Nemamwa chieftaincy.
Public gatherings notably funerals in the contested area have become the two factions’ battle ground with Charumbira clan refusing to recognize the Nemamwa.
Chiefs Council President Fortune Charumbira once called the resuscitation of Nemamwa chieftainship ‘fraud with no legal basis’, irregular and thus illegal at law and vowed to contest it to the highest level.
He however sarcastically said it was normal for a village head or headman to dream about being a chief and the Nemamwas were also dreaming.
The resuscitation of Chiefs Bere and Nemamwa has seen a reduction in the territory belonging to the Charumbira likely to reduce him to a mere headman and probably left with one ward under his area of jurisdiction.
Some commentators have attributed the demise of the Charumbiras to the turn in national politics with Chief Charumbira being aligned to deposed nonagenarian, the late Robert Mugabe while the Nemamwa are allegiant to the new set up whose front man in Masvingo is current Minister for Provincial Affairs and Devolution Ezra Chadzamira.
Chief Bere of Shumba totem was installed in April 2019 years after the White settler regime abolished it.

Dark cloud hovers over Masvingo as two school heads perish in car crash

A dark cloud engulfed Masvingo and threw The Reformed Church in Zimbabwe (RCZ) and Roman Catholic Churches into mourning following the death of two heads from their special needs school yesterday (September 15).
M-Hugo Primary School Head Mr Clever Madzokere was involved in accident together with Ratidzo Zimcare School Head Sabelo Zivurawa who also died on the spot and Copota High School head Alfred Madamombe who came out alive but in critical condition.
RCZ Education Secretary Dr Julius Witmos Mutumburanzou told TellZim News that the trio was travelling to Harare to process school fees from the government’s Basic Education Assistance Module (BEAM) programme for their respective schools when the car crashed at FairFields near Mvuma.
He said Madamombe is currently in Intensive Care Unit in Harare where he was transferred to from Chivhu hospital where he was rushed after the accident.
“They were going to Harare to process BEAM funds for their schools and Mr Madzokere had informed me of the journey and he was the one driving. Unfortunately, nobody knows exactly what happened but we are told the driver lost control of the vehicle and swerved to the opposite lane. There was a ditch on the other side of the road and the car rolled several times,” said Dr Mutumburanzou.
An eye witness however saw the vehicle moving for a distance of about 40 meters with its left wheels on gravel.
Details of both funerals were yet to be communicated by the time of writing but Dr Mutumburanzou said Madzokere is likely to be buried Tomorrow (Saturday Sept 17) in Gutu with mourners expected to be gathered at his place in Rujeko suburb.

Mugabe people appeal for infrastructural development

People in Chief Mugabe’s area have appealed to Masvingo Rural District Council (RDC) for development of infrastructure in their respective villages at an engagement meeting organized by TellZim News at the Chief Mugabe’s homestead recently.
Headmen, village heads and villagers outlined their challenges which among others include lack of proper roads, schools, clinics and clean water.
Headman Mudavanhu said there are poor roads in Chikarudzo and this has been a challenge in terms of transport and they also need a clinic within the area as pregnant women who need regular cherk ups have to part ways with a lot of money to travel to and from Morgenster Mission Hospital.
“In Chikarudzo, transport has become a problem due to poor roads. Recently two ladies gave birth at bus station waiting for transport to go to Morgenster Mission Hospital because our area is not accessible especially with smaller vehicles.
It is a very disturbing situation to us all as the new born babies belong to everyone. Therefore, we are pleading with council to construct roads and clinics in our area,” said Mudavanhu.
He went on to say people spend almost a day waiting to get water at the available borehole and added that their small irrigation was no longer functional as drilled boreholes are malfunctional.
“We are going to the borehole morning because if we let our wives go to fetch water, they can spend the whole day waiting for their chance to do so due to pressure.
Cheshango irrigation scheme in ward 13 is no longer functional because the pipeline broke and was never repaired. If we can go to the garden, we will not even find a bundle of vegetables due to lack of water for irrigation,” added Mudavanhu.
Chief Mugabe born Matubede Mudavanhu urged council to channel devolution funds in his area saying they had not benefited a single project from the funds.
“We have heard of devolution funds but have not seen their use in our area. Please do something so that we know what devolution funds are,” said Chief Mugabe.
He also advised his subjects to request a market for their farm produce and assured them that government has improvised treatment chemical for Theleriosis also known as January disease which killed cattle during the previous year.
“I have been watching news on television and government has introduced chemicals for January disease which will soon be provided to farmers,” he added.
Villagers also asked the local authority to build schools in the area as children are travelling long distances which are not only tiresome but dangerous and makes girls vulnerable.
The absence of schools are also resulting in children delaying to enroll at schools at proper ages as they will be very young to walk long distances to and from available schools which are Topora and Nemamwa.
“We do not have schools in our area. The only available schools are Topora and Nemamwa but they are very far.
Children have to walk past a very dangerous mountain with bush pigs. Some children have to go along the road and because of this our girls are being abused and impregnated by motorists who will be giving them free transport.
“Children are also skipping the Early Childhood Development (ECD) stage usually at four or five years of age and are starting school at the age of seven when they can now walk a 10km distance. Preparations and plans were made for a school construction at Masononga but no further developments were witnessed,” said one villager.
People also complained about lack of safe water as there are no sufficient boreholes within Chief Mugabe’s area of jurisdiction.
In some parts of the area there is only one borehole that supplies five other villages which results in pressure as that one borehole is overwhelmed.

Zaka man awarded pfumvudza farmer of the year

A man from Zaka district in Masvingo became the talk of the nation after he walked away with a tractor after winning Pfumvudza farmer of the year award at the recently held Harare Provincial Agricultural Show.
Consen Mutasa from Ndanga was recognized for his outstanding work that has yielded more than four tonnes of grain on his plot.
“I feel greatly honoured. I also believe I deserve it after all the hard work. I truthfully thank the government of Zimbabwe specifically our president His Excellency E D Mnangagwa for honouring me. My family, friends and relatives are a happy people as well,” said Mutasa.
Mutasa who owns a plot in Ndanga boasts of harvesting an average of 3 to 4.5 tonnes of maize on his plot which is only close to a hectare.
“Before understanding the essence of Pfumvudza, my produce wasn’t even enough for my family of six but now farming on that plot is business. I produce an average of 3 to 4.5 tonnes of maize yet part of the plot is used for other crops like round nuts, rapoko, sweet potatoes, cowpeas and sunflowers,” he added.
Zaka District Agritex Officer Kennedy Pedzisai applauded Mutasa’s work and said they are still waiting for an official handover ceremony of the tractor.
Mutasa urged other farmers to practice Pvumvudza farming in order to beat climate change effects.
“Pfumvudza is the best farming method to curb the effects of climate change if its principles are carefully followed.
“Mulching and infiltration pits are keys to successful Pfumvudza farming. It is about better harvest on smaller pieces of farming land,” Mutasa said.
He said adhering to Pfumvudza principles, accepting and putting into practice the knowledge and advice from agricultural extension officers are some of reasons behind his success story.

Speaking on the rights of artists, ZIMURA Chief Executive Officer Polisiwe Ncube Chimhini said when recording songs, artists should first sign up an agreement with regards to the final processing period of the song so that they will not be lagging behind their expected publishing time.
“I have received a deluge of complaints from artists who after visiting nearest studios and get their music back some days after the production took place. Such acts are unlawful and if any artist feels they are suppressed of their right to timely songs publication due to producers’ deliberations, they should bring reports to the police as such illegal actions attract immediate punishment,” said Ncube.
Ncube further illustrated that it is unlawful for producers to alter the composed content of an artist’s songs without any form of consultation or consent from the latter.
Ncube unearthed some harrowing experiences which artists are encountering in the production industry saying artists have been pictured out as the most disdained group pertaining the upholding of their rights.
“Artists should not be subjected under the suffocating armpits of suppression because they play a pivotal role of entertainment,” added Chimhini.
One of artists in Mutare Tatenda Taruona said the moment they produce songs at the nearest studio, their songs will not be chased down for final editing in time and the time at which they bounce back, the songs will be parallel with that they would already have told fans to receive the good news.
Masvingo songster Marvellous Matimbe bemoaned how the delays affect progress of their music.
“As upcoming artists, we very much like to gain popularity muscle through releasing a number of songs in time, what then drags down progress is the exasperating pace of the producers who withhold our songs, thereby dispelling the public’s entertainment zeal.
“As artists with great influence in the music industry, there are people who at times book adverts with us so that we include adverts in the content, the more producers delay to release our songs, the more we create tensions with sponsors,” said Matimbe.
