BIKITA – President Emmerson Mnangagwa has admitted that whites know Zimbabwe’s resources better, saying that was the reason they still wanted to control Zimbabwe.
Mnangagwa was speaking at the ground breaking ceremony of the Sinomine Resource Group’s Bikita Minerals Spodumene project in Bikita.
“You see why the whites bother us, it’s because we didn’t know, the whites know what we have but we don’t know it,” said Mnangagwa.
He went on to mock the local traditional leaders saying they have been sitting on advanced mineral deposits without knowledge and Bikita Minerals has been mining for 70 years without developing the local area.
“You have been staying here for years without knowing you are sitting on top of precious resources while you were busy hunting rabbits while Bikita Minerals was mining but doing nothing to develop this area.
“When I was coming here, I saw poor houses, the areas have seen no meaningful development for the past 70 years Bikita Minerals has been operating here,” he added.
He however said he had told the new Chinese investors that they should develop the area well and pay workers as well as building good houses for them.
“I have told these people that as they work and the company grows, they should help you, construct roads, schools, clinics and even provide water. They should pay workers well, build decent houses for them, as well as giving locals first preference when recruiting employees.
“We welcome Sinomine resource group in our beautiful and peaceful Zimbabwe, the company is welcomed by government, by the Chiefs of this area, work well with the locals and Chiefs of the area, China and Zimbabwe are good friends,” said Mnangagwa.
He said government has a policy which stipulates that each investment company should make sure to have a beneficiation plant within two years of operation to so that the country fully benefits from the resources.
“After two years, if I forget Vice President Chiwenga please remind me so that we come back and see if they have done it. Any company which fails to do that will have to surrender its produce to those with the beneficiation plant,” he said.
He went on to say the government was keen to avoid the Marange situation where companies looted diamonds while government wasn’t aware only to realize it later.
“We don’t want a repeat of the Chiadzwa situation where companies were siphoning diamonds out in form of soil and we mocked them for looting it without knowing they were diamonds,” he added.
The Chinese are operating a number of mines in Zimbabwe and have been accused of not developing local areas while many accuse them of being the new colonial master.

Nemamwa growth point goes for 3 weeks with dry taps

Residents at Nemamwa Growth Point in Masvingo West constituency have gone for close to three weeks with dry taps and have resorted to fetching water from nearby Manzviru River for domestic uses.
Residents at the growth point are living in fear of likely health hazard after going for the past two weeks and have now entered the third week without the precious liquid.
Speaking to Tellzim News Jesirina Tagwirei a resident said they have resorted to unprotected sources of water and there is no meaningful explanation from Zimbabwe National Water Authority (ZINWA).
“We are now in the third week and there is no water. We are getting water from Manzviru River for domestic use and for drinking we are fetching from boreholes which are very far from where we stay. There is no explanation from ZINWA,”said Tagwirei.
Tonderai Moyo a businessperson at the growth point said they are now at risk in terms of diseases as they are using water from unprotected sources while those who work in Masvingo Central Business District (CBD) would ferry water from town.
“We are now afraid of diseases because we are using water from rivers and unprotected wells. ZINWA is not making any efforts and there is no communication on why we are in to the third week without water, some of us we are travelling to the CBD to fetch clean water,” said Moyo.
Contacted for comment, ZINWA Corporate Communications and Marketing Officer William Mugadziwa said the transformer which pumps water is not working and they are waiting for Zimbabwe Electricity Supply Authority (ZESA) for the way forward.
“The transformer which is used for pumping water is broken down, so we are waiting for ZESA on the way forward,” said Mugadziwa.
Masvingo Rural District Council Chief Executive Officer (CEO) Martin Mubviro confirmed the situation obtaining in Nemamwa but said they are waiting for ZINWA to take action since they are responsible for water supplies.
“Yes, we are now entering the third week without water. The transformer which pumps the water is down so we are waiting for ZINWA to take action,” said Mubviro.
Zimbabwe Electricity Transmission and Distribution Company ZETDC Masvingo District manager Jacqueline Hlatshwayo said they will attend to the fault soon and power would be restored.
“We are currently attending to the fault and we are looking for a new transformer to replace the broken down. Soon it will be sorted,” said Hlatshwayo.

From 2018 to 2021 the government of Zimbabwe through the Ministry of Finance and Economic Development made several claims of national budget surpluses which seemed to signify economic growth.
In November 2018, Finance Minister Mthuli Ncube reported that the country witnessed a budget surplus of around ZW $ 29 million saying it was the first achievement of its kind in a long while.
During the first quarter of the year 2021, another budget surplus in the excesses of ZW$ 9.8 billion was recorded and the ministry claimed success on the back of continued fiscal consolidation measures and sustained macro-economic stability.
According to the finance ministry, the nation rode on successes of a two-year Transitional Stabilization Programme that ended in December 2020 with government managing to restore macro-economic stability amid growing domestic-market confidence while at the same time digitisation also enhanced domestic revenue collection with Zimbabwe Revenue Authority (ZIMRA)’s 2021 first quarter collections clocked ZW$ 90.62 billion that was 4.73 percent ahead of targeted ZW $ 86.52 billion. The economy was projected to grow by 7.4 percent while annual inflation presumably nosedived by end of March 2021.
“On the fiscal front, a budget surplus of ZW$ 9.8 billion was recorded as government continued fiscal consolidation for ensuring stability and restore market confidence. Success of stabilisation reforms is being evidenced through significant drop in inflation rate to 240.6 percent by March 2021 from 837.5 percent in July 2020.
“Similarly, the exchange rate has stabilised at around US$ 1: ZW$ 84 throughout the first quarter,” Ncube was quoted as saying.
The total budget of ZW $ 421.6 billion was reportedly anchored on sustainable economic recovery and growth through increasing focus on strategic priorities.
Ncube in November 2021 also projected the 2022 economic growth to be 5.5 percent.
“In 2022, the economy is projected to grow by 5.5 percent, underpinned by higher output in mining, manufacturing, agriculture, construction and tourism. However, the parallel market premiums and market indiscipline present challenges on efforts of containing inflation,” said Ncube.

ZW $ 107 billion unlawfully ‘overspent’

After all the purported economic gains in form of surpluses declared, the minister went on to preside over a massive illegal expenditure that had no blessing of Parliament as an ‘overseer’ to government spending.
During the 2020 financial year, the ministry spent ZW$ 100 690 788 418 while ZW$ 6 783 930 028 was spent the previous year without parliamentary knowledge and approval.
The minister violated Section 307 of the Constitution that compels him to seek condonation of an unnecessary spending from Parliament within 60 days after establishing the extent of the unauthorised spending.

“It’s a violation of the Public Finance Management Act, an admission that government is not in control of the economy because there is no surplus to talk about and it’s clear local currency has no value. There is no financial discipline in the country. Ideally, the minister is supposed to come to Parliament, present his intention to go for a supplementary budget if need be but he did not.
“There is no clarity on what the money was used for. The minister should present his concerns before embarking on supplementary budgets. We talk of the Chief Finance officers, the Permanent Secretary in the ministry who have just become useless. There is no one to inform the minister since the Permanent secretary is failing. What are all those employees doing then? Instead of advising the minister on the ministry’s needs, those guys are doing nothing.
“Every year the whole budget has been under-funded. We (as MPs) have been burning the midnight candle approving a budget of which only 30 percent is disbursed. Why approving the budget if the full amount budgeted for is not disbursed. The government has become law unto themselves, they ignore laws that guide them for example disbursing devolution funds to local government without any enabling Act as was evident when the deputy minister of local government Marian Chombo admitted that there was no law legalising the transfer of the moneys,” said Mliswa.
Economist Caleb Gwaindepi said if government cannot quantify the overspending they had it’s a sign of declaring a surplus that never was.
“If government had not quantified the overspending which they are asking forgiveness for, it means they cooked up their accounts to project a favourable balance (surprise) when in actual fact it wasn’t. Surplus means income exceeds expenditure, so if surplus had already considered the overspending, it means it does not have effect on the budget.
“If ever the overspending exceeded surplus; it means government lied on the surplus. If government fails to account for their expenditures, then there is high risk of the ministry funding other programmes resulting in lack of accountability, transparency which in turn affects credibility of government and the Treasury in particular as an institution leading to lack of confidence on part of people thereby affecting the integrity of the institution
“Government seems to be abusing its position with the Executive infringing on the liberties of other arms of state. The ministry of finance should not wantonly spend without Parliament approval because that affects the latter’s oversight role. Government would be suppressing and abusing parliament to authorise their illicit dealings by stamping and authorising illegal deeds,” said Gwaindepi.
Political analyst Dr Davidson Mugodzwa said there is no rule of law in the country as shown by the minister not following stipulations of the law.
“The minister is operating above the law. The mere fact that he does not hesitate to overspend let alone ignore seeking parliamentary approval is a clear sign. That has been the trend with this ruling party that they operate above the law.
“Nothing is going to be done to reprimand the deviant behaviour. Zanu PF has got parliamentary majority so they are going to rubber-stamp the minister’s apology and he will be pardoned thereby fuelling overspending tendencies. If it had been done in any other country which respects the rule of law there could be protests as we speak because the amount spent is too much,” argued Mugodzwa.
However for the year 2022, Ncube claimed the proposed estimates including Constitutional and Statutory Appropriations are at ZW$ 927.3 billion (18.3 percent of GDP) which falls short of requests submitted by line Ministries, Departments and Agencies (MDAs) and presented during the 2022 budget hearings which were in excess of ZW$ 2.7 trillion.
Government has also been often accused of deliberately raising public external debt. As at September 2021, the total public debt stood at US $ 13.7 billion with public external debt standing at US$ 13.2 billion which now includes blocked funds from RBZ and domestic debt of US$ 532 million.

But the two major culprits Mthuli and Mangudya should be tried at the International Criminal Court at the Hague, I don’t think there is any court here capable of dealing with their level of crime. Infact, Mthuli should be arrested as soon as last week; he is the real criminal in Zimbabwe who is toying around with people’s lives. Una Una, Zhalala Zhululu fans ready for ERSL final lap

Fans of the exciting Eastern Region Soccer League (ERSL) in Masvingo are ready for the resumption of the Division One matches scheduled to start over this coming weekend after a month’s lay off.
In a statement released by the Zimbabwe Football Association (ZIFA) ERSL before the start of a mid-season break, the games are set to resume on June 17, 2022.
“The matches will resume on June 17, 2022,” read part of the statement.
Fans of the two Masvingo-based sides, Masvingo United Football Club (Una Una) and FC Wangu Mazodze (Zhalala Zhululu) have high hopes that their teams are going to offer them a better display in the final lap of the race.
Fatima Chikwangwani an FC Wangu Mazodze fan said she is upbeat that the Kingdom Boys are going to shine during the last half of the season since the team has been playing friendly matches to maintain physical fitness during the four-week long break.
“Since the team has been training during the break, I have high hopes that it is going to perform extremely well starting with the first game of the final half of the season over the weekend,” said Chikwangwani.
FC Wangu Mazodze spokesperson Sukuoluhle Ndlovu said the team is ready for the second half of the season and has encouraged fans to continue supporting the team.
“The first half of the season was competitive for us and we are ready for the second half. We are ever ready, the aim being signing-off the Eastern Region on a high note.
“A heartfelt thank you to the incredible community of our fans, without them, we wouldn’t be a team,” said Ndlovu in a press release.
In their first game after the mid-season break, Zhalala Zhululu as FC Wangu Mazodze is popularly known by its supporters is going to lock horns with Renco Mine at Mucheke stadium this coming Saturday.
The Taku Shariwa-led camp in their last match before the season break won three-nil away to Lowveld FC.
A staunch Una Una supporter Nicholas Chafuka also expressed hopes that his favourite side will beam rays of light during the last part of the 2021-22 contest.
“I am expecting favourable results from most of the remaining matches. However, the team should beef up its squad. We need strikers who are capable of finding the back of the net regularly,” said Chafuka.
The team lost to the log leaders (Green fuel) in their last match before the break.
Una Una will face Grayham FC in their first match after the recharging moment.
Masvingo United (28 points) is in fourth position on the log standings while FC Wangu Mazodze have 20 points on position nine with log leaders Green Fuel on 38 points.

Report all NGOs to me – Chief orders village heads

…As government tries to muzzle NGOs through the PVO bill

ZAKA – Chief Ndanga born Wilson Makono recently ordered village heads in his area to report all Non-Governmental Organisations (NGOs) intending to operate in their respective areas to him before granting them permission.
Chief Ndanga was speaking during an engagement meeting with village heads and villagers around Jerera Growth Point to discuss issues of the ever sprouting illegal settlements following indications of expansion of the growth point by Zaka Rural District Council (RDC).
Village heads around Jerera turned to land barons and cashed out from land seekers whom they were settling in areas earmarked for expansion.
“No NGO should come and operate here without my knowledge. When they approach you, you have to tell Headman Gonese who will in turn notify me. We heard there are other NGO’s like CCJP. I heard another one is in five villages so far. Mr Chada, I heard there is an NGO operating in your area, how did they come without my knowledge? I heard there is Heal Zimbabwe operating here but I wasn’t told,” said Ndanga.
He went on to tell the village heads that they are supposed to be apolitical since most NGOs are accused of having political agendas.
“Time for politics has come so don’t rush you never know, you should not be political, you work with the current government, so beware of these NGOs that come intending to work with you,” added Ndanga.
The development comes at a time when government is trying to fast track the Private Voluntary Organisations (PVO) Bill which seeks to muzzle the operations of the NGOs whom they perceive to be pushing opposition political parties agenda.
When passed into law the bill seeks to control the activities of NGOs giving power to responsible ministers of provincial affairs to directly control the operations through appointing the board among other things.
Zanu PF is known for using traditional leaders to intimidate their subjects to vote for the ruling party with some leaders in Zaka district being known for orchestrating political violence on perceived enemies.
On the issue of illegal settlements, Ndanga warned the village heads to stop selling land and ordered Headman Gonese to do an audit and compile a list of the traditional occupants and another list of those who bought land from the village heads after indications of expansion so that their stay could be regularised.
“I want the headman, with you village heads’ input, to compile a list of people who have been in your areas before the expansion plan was indicated. I want you to compile another with the people whom you sold land to so that we help and regularise their stay,” he said.
He however, warned those who bought land to respect the local leadership saying they will not be displaced.
“Those of you who bought land here should respect the local traditional leadership so that we can fight in your corner. Some of you will say there is no village head ahead of me because I bought the land. Some will fail to recognize our sacred days, so if you want to stay here behave,” he said.

PWDs lagging behind on HIV/AIDS response in communities

Gweru- The HIV/AIDS pandemic has left a negative impact on vulnerable populations such as People with Disabilities (PWDs) who for years have been lagging behind in HIV /AIDS response.
The development has resulted in PWDs who live with HIV being sidelined in communities as they become passive recipients of Sexual Reproductive Health Services (SRHS).
Speaking to TellZim News during an interview last week, Beat Non Communicable Diseases Zimbabwe (BeatNCDs) director Jacob Ngwenya said it was now being commonly and wrongly perceived that PWDs are generally at a low risk of HIV infections.
“PWDs are incorrectly believed to be sexually inactive, unlikely to use drugs or alcohol and at low risk of violence and rape than their non-disabled peers. PWDs are among the most stigmatized, poorest and the least educated of the world’s citizens thereby exposing them to the HIV epidemic.
“The rights based approach which recognizes the socio-economic impact of disability has since been adopted but the disability community still lags behind when it comes to HIV issues. Sexual and reproductive health services for this community are generally not available and deliberately not targeted to them reinforcing the notion that they are asexual or not sexually active.
“People with disabilities often experience increased risk factors associated with acquiring HIV including poverty, increased vulnerability to sexual violence and abuse, limited access to education and healthcare and lack the information and resources needed to facilitate safer sex. The harmful mythical practices of treating sexually transmitted diseases by sleeping with a virgin have exposed a lot of girls and women with disability to rape and abuse,” he said.
Ngwenya further said health service providers are however turning a deaf ear on PWDs.
“Health providers are turning a deaf ear on PWDs, perpetrators take advantage of those who can’t see as they can’t be eye witnesses in court. At the end of the day these people won’t even bother to report to the police and proper investigations fail to commence due to the barriers at hand.
“Women with physical disability are also targeted as they are known to be highly likely to be defenseless. The assumption is that these risk factors are compounded by Covid-19 induced travel restrictions which saw some victims who were locked down with the perpetrators who routinely sexually abused them. Disability advocates and activists tend to shy away from HIV/AIDS issues though they rarely deal with sexual reproductive health issues. Equally the same HIV advocates and activists shy away from disability issues.
“Let me say HIV and disability are also linked as people can develop disabilities as a result of the progression of HIV or due to the side-effects of antiretroviral treatment (ART). There is growing evidence that people with disability are at higher risk of HIV infection than people who are not disabled,” he added.
Young Voice Disability Zimbabwe Director Nyasha Mahwende said a lot of changes were at hand as National Aids Council (NAC) was now training and working with PWDs in most HIV /AIDS response mechanisms.
“As people with disabilities for long we were being sidelined. It was just recently when we noticed that the NAC has started to train PWDs so that we educate our fellow peers about HIV and SRH. We are very happy as our presence is now being recognized.
“We are happy that two of our youth with disabilities including myself are part of the peer educators team moving on a community sensitization based initiative.
“Back then we used to be left out, I don’t know what people thought about us like we are not sexually active or don’t get affected when it comes to sexual related issues. We are people like everyone else and we need our health and welfare to be prioritized. We are now part of the HIV/AIDS response programme and I hope more will be done to recruit more PWDs as peer educators,” she said.

Local gospel artist releases new track

Local and talented gospel singer, Tatenda Chimunhu made it big with his current single track released on May 20 2022, titled Makatendeka that is already making waves.
Chimunhu started his musical career at a tender age of 14 when he was included in praise and worship groups but however started sole recording in 2016 and he previously featured with many gospel groups like Ultimate Worship Choir and released a track titled Glory Glory.
He also featured a well-known opera group from Chitungwiza named Chitungwiza Harmony Singers.
Speaking to TellZim News Chimunhu said the track is being appreciated by many and that music is his life and wishes to get old in the industry like what Oliver Mtukudzi did but more work needs to be done.
“We have not yet received any negative comments about the track and this motivates me as an artists to keep on doing more for my fans.
“My future is centred in music, that is what I want to be doing for a living and I also wish to get old while in the industry like what Tuku did but there is still need to work extra-hard, there is more work to be done for me to sail through in the industry,” said Chimumhu.
Chimunhu also said that he has an album before the single track titled Hosana Wekudenga that has 5 tracks including two hymnal songs.
“I have one album titled Hosana Wekudenga and the album has five tracks namely Hosana Wekudenga, Mutoro inorema, Torumbidza, Zarura Musiwo and Ndotsvaga,” said Chimunhu.
He added that there are some challenges that they are facing in the industry as artists that are affecting their break through.
“We are facing some challenges in the industry as artists who are still looking for a break through. We need more support financially for the musical journey to be easy for us but without the support the journey will not be easy for instance money for recording is needed and also traveling costs for shows,” added Chimunhu..
In 2018, 2019, 2020, Chimunhu’s album Hosana Wekudenga was nominated in United States of America in Prayze Factor People’s Choice Awards and in 2018 the album became finalist in three categories while in 2019 it was in one category and in 2020 and again in 2020 the album was nominated for National Arts Merit Awards (NAMA).

Lack of collateral security hinders empowerment- Masvingo Youth

Youth in Masvingo have raised concern over lack of collateral security in accessing funds from the government owned Empowerment Bank that is meant to benefit youths with business loans as part of capacitating them financially towards vision 2030.
This revelation was made during the Parliamentary Portfolio Committee (PPC) on Youth, Sport, Arts and Recreation public hearing on the impact of Empowerment Bank on youth empowerment held on June 7, 2022 at Masvingo council hall.
Amongst a cocktail of queries, the most popular was that of collateral security.
One of the participants Charles Munganasa who identified himself as a member of the ZANU PF, Masvingo youth wing said collateral was a major cause for hindering youth in accessing loans.
“The core objective of the bank is to empower youth but the problem then arises when we are asked for collateral, of which most youth do not have and thus our projects fail to take off, defeating government efforts to empower us,” said Munganasa.
Another participant present at the meeting also echoed Munganasa’s sentiments and further blamed government for inconsistency in the application of statutory instruments.
“Collateral is the elephant in the room and also government is not consistent in terms of applying statutory instruments as witnessed by the banning of lending by banks which was a major blow to banks especially Empower Bank that caters for us and solely focuses on lending, though this directive took an about-turn two weeks later.
Empower Bank Head of Retail, Betty Sibanda poured cold water on the matter saying sometimes they go out of their way to assist youth in accessing loans and the collateral issue was not a crunch as youth can always engage their parents.
“We understand that the group we are serving does not have collateral, so in such a case youth can engage parents as we accept movables, for example, have their parents offer a cow or cows as form of collateral depending on the amount required,” Sibanda said.
EmpowerBank Masvingo branch manager, Wellington Chirambira said they were making a steady progress having had disbursed ZW $51 million worth of loans in the province since the programme’s inception.
“We have since inception in July 2018 empowered 169 youths in loans disbursing ZW $51 million and I can say that we are on the right track in empowering youths,” said Chirambira.
Masvingo province had 308 005 youths according to 2012 National Census and EmpowerBank has so far assisted 169 in three years, 11 months.

Chikombedzi man stabs friend at drinking binge

A 35 year-old Chikombedzi man from Pfugari village under Chief Mupapa in Chiredzi stabbed his friend after an argument during a beer drinking binge.
Masvingo provincial police spokesperson Kudakwashe Dhewa confirmed the incident and urged people to avoid settling disputes under the influence of alcohol.
“There was an attempted murder case that happened in Chikombedzi on June 03, 2022 after two friends fought during a drinking binge.
“People should not try to resolve disputes under the influence of alcohol and also fighting is not always a way to resolve disputes,” said Dhewa.
Circumstances are that Davison Moyo (31) of Mapusha village under Chief Mupapa area and his friend Enock Chivasa (35) of Pfumari village under the same Chief went to drink beer at Sithole Felen’s house in the same village (Pfumari).
Chivasa took Moyo’s beer without his consent and the latter did not take it lightly leading to a misunderstanding culminating into a fight between the two.
During the fight Moyo was stabbed once with a kitchen knife on the chest, back, and right arm by Chivasa.
The case was reported at Chikombedzi police station leading to arrest of the perpetrator.
Moyo was taken to Chikombedzi hospital where his condition is reportedly stable.
