Mwenezi RDC set to complete clinics in remote areas

Mwenezi Rural District Council (RDC) is working on the establishment of three clinics in the remotest part of the district where villagers are currently walking for more than 80 kilometers to the nearest health facilities.
The three already initiated projects which Mwenezi RDC has pledged to complete in 2025 include Patronella Clinic in ward 6, the Nikita- Mangena Clinic in ward 10 and Mateke Clinic in the distant Mwenezi’s ward 15.
Speaking to TellZim News, Mwenezi RDC Chief Executive Officer (CEO) Albert Chivanga said, the local authority had already started working on the three clinics targeting to open their doors before end of next year.
“So far we have got three Clinics which we are working on with the assistance of other stakeholders. These health facilities, where some structures had already been erected, are Mateke, Patronella and the Nikita-Mangena Clinic which is being constructed with the helping hand from the Bubi Valley Conservancy while the Zimbabwe National Army is providing man-power and other expertise,” said Chivanga.
The CEO acknowledged that villagers in concerned areas were walking long distances and said it was their hope that as soon as the Devolution funds and the Constituency Development Funds (CDF) are availed, nothing would stop the construction and completion of the facilities as they are at the top of the local authority’s key focus in the coming year.
Ward 15 councilor Timothy Magoche said the absence of health facilities in his area was costing lives and more needed to be done to expedite the construction of Mateke Clinic as villagers were walking abnormal distances to access health services.
“In my area some villagers go as far as Chikombedzi to get health services with some traveling distances of more than 70 kilometers to get to the nearest clinics. The situation is really bad for villagers and the establishment of a clinic is going to bring relief to villagers who had been in a fix for too long.
“We are however, impressed by the current council resolution which pledged to prioritize the completion of Mateke clinic in the coming year,” said Magoche.
Several Mateke villagers who spoke to TellZim News felt neglected by the government for too long, saying since their stay, more than two decades ago they have become accustomed to scarce of any social services like clinics, schools and roads.

Mliswa promises professionalism, transparency in local football

As the Zimbabwe Football Association (ZIFA) presidential election campaigns heat up, aspiring candidate and former Warriors fitness trainer, Temba Mliswa, has promised to bring professionalism, new strategies, accountability and transparency to Zimbabwean football if elected.
The elections are slated for January 25, 2025, with the new president expected to bring sanity to the association which is marred by mismanagement.
Speaking during a meeting with Zifa Eastern Region football councilors in Masvingo, Mliswa said his desire was to bring order in the Zimbabwean football and to assist local football to have sponsorship deals through his expertise and professionalism.
“I’m not bringing money, but expertise. No individual has the financial capacity to fund and develop football alone. What is needed is a professional structure that is funded by the likes of Government and Federation Internationale de Football Association (FIFA).
“There are a lot of companies that want to sponsor or advertise through our local football, but they cannot put their money where there is a lot of noise. They need transparency and accountability. I will ensure this by bringing these issues to the boardroom,” said Mliswa.
Mliswa, who also served as the Caps United Football Club (FC) fitness coach when they won the BP Cup, said the local football needed new strategies to bring people back to the stadiums and strengthen their sponsorship position.
“Our stadiums are empty and that makes it even harder to attract sponsorship or negotiate TV right deals. Thus we need new measures that bring the people back to the stadiums to strengthen our position in sponsorship deals.
“Football is a family sport. If elected, I will allow all school going children to enter the stadiums for free on match days, as long as they are accompanied by their parents or guardians and provide some sections that are suitable for family setups,” he said.
Mliswa, who seem to have a long term vision of the local football believes he has the capabilities to lead the nation’s football governing body due to his rich history in sports.
He also said he is going to come up with strategies to develop football from the grass roots.
“Children should start loving the game while they are still in their early stages at school. I am going to work with organizations such as the National Association of Primary Heads (NAPH), the National Association of Secondary Heads (NASH), tertiary institutions and other organizations so that we can start building our football from schools, ward level including those in rural areas up to the national level,” he said.
Other known contenders in the race are United Kingdom based Marshall Gore, Walter Magaya and Martin Kweza.
Richard Wangu Mazodze owner of the Masvingo based Eastern Region Division One Soccer League outfit FC Wangu Mazodze is also said to be interested but has not yet done anything to prove it though the nomination process has begun.
The mandate of the current national football mother board expires at the beginning of the new year.

MASVINGO – Zanu PF national deputy secretary for youth affairs who is also Gutu West legislator John Paradza has said the revolutionary party will not allow the winds of change sweeping across Southern Africa to blow in Zimbabwe, saying they will safeguard Zanu PF and President Emmerson Mnangagwa’s rule at whatever cost.
Paradza was speaking during the party’s Provincial Coordinating Committee (PCC) meeting held at the party stand in Clovely in Masvingo recently.
He said no one will succeed Mnangagwa without the incumbent’s blessing so people needed to safeguard the party to avoid what happened in Botswana and Zambia.
“If we voted for a President in 2023, we have to follow him until he willingly says he is stepping down. Do you think there is someone who would come and replace President Mnangagwa without getting his blessing first? How will that happen?
“So let’s fix the Zanu PF party, we don’t want a repeat of what happened in Botswana and Zambia to happen in Zimbabwe. As a province we should remain focused, if we look at some of you, you don’t have grassroot supporters but you want to divide people,” said Paradza.
Zambia and Botswana saw the election of opposition parties marking a waterloo to the revolutionary parties’ control of Southern African countries.
In South Africa the revolutionary party ANC had to form a coalition with major rivals, the DA, after failing to secure majority vote, with a similar situation still causing unrest in Mozambique where the ruling party Frelimo failed to secure a landslide.
Despite President Emerson Mnangagwa’s repeated assurances that he will step down in 2028 at the end of his constitutional term, Paradza said that will not stop them from pushing for the extension of his rule saying anyone against that risks being expelled from the party.
“Everyone who is here is where he or she is because of someone, so what we are discussing here can be fulfilled whilst you are not there. If we see that you are no longer toeing the line we can sit aside and discuss then fire you.
“We follow President Mnangwagwa whether the constitution is there or not, because some would want to hide behind the constitution. Let’s wait for him to say I am going then we ask how we are going to proceed,” said Paradza.
He said they were supporting him because of the vision which he has to fulfil despite the constitutional restriction.
“When we say 2030 he will be there we are talking about his vision because it’s him who was shown the vision by God so we want to follow him with his vision. We hear some of you saying we don’t want so and so, how can we not want that person when all of us were given the posts by him.
“You will be shocked when the President leaves, I will be ahead supporting his successor and you will be surprised, it’s all about loyalty to the party,” said Paradza.
Masvingo party leadership has reignited debate by endorsing a slogan urging Mnangagwa to seek a third term in office saying they started with the slogan and no one was going to stop them.
Speaking at the same meeting, provincial chairperson Robson Mavhenyengwa said people were misleading others saying the slogan was banned whereas all the 10 provinces endorsed the resolution that Mnangagwa should go beyond 2028.
“We have a resolution that I have to share with you because it applies across board. I hear the 2030 resolution being distorted by some who have not understood it. All executives agreed in Bulawayo and all the 10 provinces agreed that since the President proposed the 2030 vision, we want him to continue as Zanu PF secretary and President until 2030.
“This resolution was read by Secretary for Legal affairs as it was. All the 10 provincial chairpersons agreed to it. So I wonder when we come back here some are saying there is one resolution that was dismissed simply because Cde Chinamasa read the procedure. What he said was just the procedure but the resolution had already been passed,” said Mavhenyengwa.
Mavhenyengwa went on to say there were others who were doing the slogan but behind their back they were having caucuses dismissing it and said those who were against it should go to other provinces because the majority of Masvingo was agreeing to it.
“We have some who do slogan saying 2030 VaMnangagwa vanenge vachitonga but behind the scenes they do caucuses. So we are saying as Masvingo Province, we started this resolution and we will continue with it. Other provinces joined later so we cannot be found stammering on a resolution that we started,” said Mavhenyengwa.
The newly appointed Minister of State Security who is also a politburo member Lovemore Matuke said Masvingo will not be deterred from the slogan by others whom he said were against Mnangagwa’s term extension.
“The 2030 issue should not be a subject for debate, it’s about loving the President and if one loves the President I don’t see any reason why we should be debating about this. We as Masvingo will not stop the 2030 slogan. If the President says he does not want then it becomes our wish for him to continue up to 2030.
“It’s not like we want him because he is Shumba but because there are some projects that we have seen with our own eyes. It’s not about who is leading but about how we can take our country forward,” said Matuke.
He said those who were against the slogan should not put forward names of other people to lead and dared anyone who was against the slogan or Mnangagwa to come out in the open than maneuvering from behind.
“Anyone can aspire to lead as long as he is not insane so don’t put a queue behind our President, no sun will rise while the other is still shining. If you don’t want the slogan why are you talking about other names that we are hearing? Who told you that the one you want will stand and not the other one.
“Don’t justify the issue of slogan saying we are doing an unapproved slogan, how many have we done that were not approved. Tikati nyika inovakwa nevene vayo yakatenderanwa mupolitiburo? (Was the mantra a country is built by its people approved by the politburo?),”said Matuke.
This comes amidst alleged factional tensions in the province, where sources are saying Bikita District has already declared its support for Vice President Constantino Chiwenga to succeed Mnangagwa where retired Major General Engelbert is allegedly leading the faction.
Mavhenyengwa was elected to the post of provincial chair reportedly using the Chiwenga faction but is alleged to have already jumped ship and is now in the Mnangagwa faction.

HARARE – Barely two months after sparking controversy by attending a graduation ceremony at the University Of Zimbabwe (UZ) despite failing some modules, former Zanu PF Member of Parliament (MP) Dexter Nduna has allegedly been caught cheating in an exam, casting further doubt on his academic integrity.
Nduna who is currently doing a National Certificate in civil engineering course at Harare Polytechnic was reportedly caught cheating in an engineering site administration module on November 26, 2024.
Harare Poly Public Relations Officer Admire Masuku could neither confirm nor deny the incident initially saying he was not aware and would verify and later referred comments to examination board HEXCO saying it was the one in charge of the examinations not the college.
“I will have to check with the respective department and authorities. I have no clue. Examinations are the province of HEXCO. We don’t comment on such issues as an institution,” said Masuku.
Efforts to get a comment from Nduna were futile as he was not reachable on his mobile phone which kept indicating it was engaged several times and later went to voicemail.
However, sources within the college said the invigilator confiscated the phone he was using and the college had since started investigations and disciplinary action will be taken.
“He was caught using his cellphone with the aid of Artificial Intelligence (AI) and they took away his gadget. The matter is under investigations and disciplinary action will be taken,” said the source.
Nduna who serves as the resource mobilization and revenue generation chairperson in the ZANU PF central committee is not new to controversy as he reportedly failed several modules while doing a law degree with UZ and because of that he could not graduate.
He allegedly applied for remarking and when he discovered that he was not on the graduating class, he allegedly paid graduation fee and went on to the graduation ceremony wearing a gown but literally did not graduate since he had no certificate or transcript.
In October he was arrested on fraud charges after a company he allegedly owned called Team Chapter went on to collect parking fees in Chegutu with claims also that the company was taking over in Harare.
In 2018 Nduna lost to then MDC Alliance party candidate but was declared winner after the Zimbabwe Electoral Commission said they made a mistake by declaring him winner and the winner failed to appeal within the stipulated time frame.

Muzanamombe releases singles collection

Award winning Honde Valley-born gospel artist Benny Hadassah Muzanamombe recently released a singles collection with two tracks namely Ngizoliphumuza (Ndichakuzorodzai ) and Mukadzi waRoti.
Speaking to TellZim News Muzanamombe said he released the singles as a way of saying gospel music was important to christians as it renews one’s faith and hope, adding that the two songs had distinct messages.
“Gospel music is a strategic tool which renews faith and hope, it enables emotional healing to those who are facing difficulties in life.
“Ngizoliphumuza (Ndichakuzorodzai) is a confessional song as it opens up the heart of a man who sinned against God, believing that only God can save him. It enables one to pour his life before God for restoration.
“Mukadzi waRoti is a Sungura gospel song that reminds christians to remain focused and not to look back despite facing temptations,” said Muzanamombe.
Muzanamombe is a member of ZAOGA Forward in Faith church in Harare. Under his belt Muzanamombe boasts of various awards like Zimbabwe – South Africa Gospel Music Awards (ZIMSAGMA) where he won Album and Song of The Year awards, with the album ‘Murikuvarairwa’ in 2020.
The track ‘Mufudzi wemakwai’ was the best on National FM’s top 50 in 2020.
Muzanamombe released five albums namely Makatendeka , Murikuvarairwa, Mutasvi wemafungu , Zhizha Raswedera and Muparidzi Mutema and has eleven singles namely Anokangwanikwa Jesus , Chirikadzi Mbiri , Duri Haripepeti, Makajaira , Munonamata Sei , Mutumbi waJesu , Ndibatsire Ndizvinatse , goNyaradzanai , Pisarema Rokutenda , Usatinyaudza , Ngizoliphumuza and Mukadzi waRoti
He aspires to be faithful to his calling as a preacher and to contribute positively to the Kingdom of God.

Masvingo City Council on anti-drug and substance abuse drive

Masvingo City Council recently led the formation of City of Masvingo Anti-Drug and Substance Abuse Committee, which is a partnership of several organisations on anti-drug and substance abuse drive in the city.
The committee which is chaired by Masvingo City health and environmental services director Suzzane Madamombe consists of the Zimbabwe Republic Police (ZRP) and other law enforcement agents, Ministry of Primary and Secondary Education, community members, church representatives as well as the Ministry of Youth, Sports, Arts and Recreation.
Masvingo City Council Communications and Public Relations Officer Ashleigh Jinjika said the committee had a lot of work to do in their quest to end drug and substance abuse in the province.
“The committee is mandated to conduct public awareness campaigns, educating the public on the implications of drug to human life by organising community outreach programmes as well as supporting rehabilitation and treatment services,” said Jinjika.
She added that they were going to monitor the trends in communities, which would inform their programming.
“The committee is also going to monitor and report on substance abuse trends in the community,” said Jinjika.
On November 19 2024, ZRP Masvingo had a roadshow in town where they were raising public awareness on anti-drug and substance abuse, while they also move around in churches and schools.
Ngomahuru psychiatric hospital is also moving around in schools and churches on an anti-drug abuse campaign after discovering that 70 to 75 percent of the patients admitted at the hospital are drug abusers.

Mutare- The Zimbabwe Media Commission (ZMC) working together with the UNDP and UNESCO recently trained journalists on electoral processes reporting.
Speaking at the Bridge engagement workshop that was being facilitated by ZMC in Mutare recently, the commission’s executive secretary Godwin Phiri said there was need to build a resilient media ecosystem that collaborates with various organisations involved in electoral processes.
“Journalists should work with ZMC and Zimbabwe Electoral Commission (ZEC) to build a resilient media ecosystem that contributes to peaceful, fair and credible elections in Zimbabwe.
“We want a media which speaks to the discourse of nation building, promoting factual reportage which outlines and strengthens the democracy of the nation,” said Phiri.
Speaking at the event, French Ambassador to Zimbabwe, Paul-Bertrand Barets said the French community was willing to work and partner with the media in Zimbabwe to promote journalistic work towards monitoring all stages of the electoral cycle.
“The media has a responsibility to continue monitor and report on the implementation of the electoral promises and commitments and to hold the elected officials accountable to the people.
“Let us remember that elections are not an event but a process. Therefore, maintaining media ethics and standards throughout the electoral cycle is extremely crucial.
“France Embassy is committed to be working with the media in Zimbabwe as we strive to build a media which fosters election coverage basing on truthfulness and factual evidence,” said Barets
ZMC Principal Director, Academy Chinamora said a number of media practitioners were not well capacitated to effectively cover electoral processes and that had influenced the engagement workshop.
“The purpose of having the Bridge engagement such as this one is very important because capacitation is very key and crucial in as far as election coverage is concerned. What we can take from this are key project outcomes which involves the promotion of development of the media to be independent and fair in terms of election coverage.
“We need to build a resilient media which effectively participates in promoting free and fair election in Zimbabwe,” Chinamora said.
UNESCO Regional Advisor for Communication and Information, Al Amin Yusuph commented the law enforcement bodies for maintaining ties with media in Zimbabwe during last year’s election.
“The integrity of information is under constant threat, with hate speech, false narratives and misleading content, often overshadowing factual reporting. This makes it imperative for the media to act as a vigilant gatekeeper, ensuring that the public receives accurate and unbiased information.
“To ensure that the media continues to contribute positively during elections, it is crucial for all media stakeholders to uphold the highest standards of journalist integrity,” said Yusuph.

Embracing the Paradigm of Teleological Ethics

As we delve into the intricacies of teleological ethics, we find ourselves at the nexus of purpose, morality, and consequence. Teleological theories in ethics derive their name from the notion of “telos” which is Greek for “end” or “goal.” They hold that actions are right or good insofar as they promote or accomplish a certain end or outcome.

This theological reflection seeks to excavate the biblical foundations of this ethical framework, illuminating its relevance in our contemporary existence.
Aristotle (384-322 BCE) a Greek philosopher who made significant contributions to ethics, particularly in his work “Nicomachean Ethics is considered one of the most important figures in Western philosophical thought as a big proponent of human teleology, seen in the concept of eudaimonia (flourishing). He believed that human flourishing was the goal or purpose of each person, and that we could all strive towards this “life well-lived” by living in moderation, according to various virtues.

The Telos of Creation: Genesis 1:26-31
In the inaugural pages of Scripture, we discover humanity’s teleological purpose – to bear God’s image and exercise dominion over creation. This paradigmatic narrative establishes the intrinsic value of human life and our stewardship of the world.

The Consequential Nature of Choice: Deuteronomy 30:19
Moses’ admonition to “choose life” underscores the teleological significance of decision-making. Our selections have far-reaching consequences, influencing not only our individual trajectories but also the collective destiny of humanity.

The Virtue of Prudence: Proverbs 10:23
Wisdom literature extols the virtue of prudence, emphasizing the importance of considering consequences in our actions. This teleological consideration cultivates a sagacious approach to life, navigating the complexities of moral decision-making.

The Eschatological Horizon: Revelation 21:1-4
The Apocalypse’s visionary depiction of a redeemed creation underscores the ultimate telos of human history. Our teleological ethics must be informed by this eschatological perspective, prioritizing actions that align with God’s redemptive purposes.

Teleological Ethics and the Imperative of Love: 1 Corinthians 13:1-3
Pauline theology integrates teleological ethics with the supreme commandment of love. Our actions, motivated by love, must consider the well-being of others and the consequences of our decisions.

In summation,teleological ethics, grounded in Scripture, offers a comprehensive framework for navigating life’s complexities. By embracing this paradigm, we align our actions with God’s purposes, cultivating a morality that prioritizes consequence, virtue, and love. As we journey through the labyrinth of human existence, may our decisions reflect the telos of our creation – to glorify God and edify humanity.

Thus,by embracing teleological ethics, we embody the wisdom of Psalm 90:12: “Teach us to number our days, that we may gain a heart of wisdom.”

ZAKA – Cash-strapped Zaka Rural District Council (RDC) was recently urged to construct sub offices at other centers around the district and closer to rate payers to promote payment of rates, which will improve service delivery.
The call was made by the Ministry of Local Government and Public Works deputy director of development Cephas Mudavanhu during a recent full council meeting while presenting findings of an investigation that was done to establish challenges that were affecting the running of the local authority.
Mudavanhu said some of the challenges they were facing as a local authority emanated from the fact that the local authority had no money so establishing sub offices would allow people to pay rates closer to home.
“The reason why people quarrel is shortage of money. If you have money, you won’t have problems. You are owed by many as council so you must rigorously collect revenue your debtors list is too big so there is need for follow ups.
“Council should open sub offices at bigger service centers like Ndanga where people can pay rates if they fail to come here because it’s distant but if its closer, they pay,” said Mudavanhu.
He went on to say the local authority needed to purchase a land management software to be used by the planning department so that the local authority cashes in on land sales.
“You need to have a software on land management. That way you can increase revenue inflow from land sale. These are the resolutions from the central government that you need to implement, if you fail then the minister will query why you don’t want to implement his recommendations,” said Mudavanhu.
The local authority is operating with only two vehicles and is having challenges with its drill rig that is not functional having drilled very few boreholes since its purchase more than two years ago.
It was also struggling to pay workers and is yet to clear all arrears which at some point backdated to seven months.
The councilors at some point resolved to cut traveling and housing allowances for the workers as a way of saving the little they were collecting from ratepayers.
Mudavanhu however ordered them to rescind the resolutions which he said could spill into the labor courts.
“There are resolutions that you made that broke the law and we asked the Minister to rescind those resolutions. There is an issue regarding transport and housing allowances that you arbitrarily reduced; go and address that because the management can sue you for that. You cannot just wake up and reduce someone’s allowances without talking to them first because it’s on their contract.
“We have a classic example of Mudzi where councilors said management was spending council money and reduced it. The management went to court and won the case. Council was forced to sell cars and even desks to pay workers. They ended up doing meetings seated on the floor so you must be very careful when dealing with workers’ issues,” said Mudavanhu.
The local authority reportedly listed all debtors and gave it to the council chair Fungai Maregedze when she assumed power in 2023. They however accused her of deliberately failing to take action as the list had some of her colleagues.
When contacted for comment on the allegations, Maregedze said it was not her duty to collect debts on behalf of council so she could not be accused of failing to take action.
