Masvingo pool league kicks off

Masvingo Pool league kicked off over the weekend with 17 teams battling for honours this season.
Masvingo Pool Association (Mapa) confirmed that 16 teams will battle it out for the championship this season namely Traven Boys, Superstars, Hiri Hiri, Hillthru, Victoria Ranch, Manhede Bulldogs, Mamuka, ZPCS, Bhuka, Aminas, Cue Masters, Yeukai, Eastvale Rangers, Soweto, Great Zimbabwe University (GZU) Missiles, New Horizon and Lion Stars.
In opening matches, Tarven boys (Bob’s) won 11- 5 against Superstars at Yeukai whilst Hiri Hiri got the better of Eastvale Rangers by 9-7.
Hillthru and Victoria Ranch, Manhede Bulldogs humbled Mamula 13-3, ZPCS got the better of Cue Masters with a 10-6 drabbing, Bhuka and Aminas posted an impressive wins defeating Yeukai (11-5) and Soweto (12-4) respectively.
The GZU Missiles match against Lion Stars was postponed as GZU is currently on vacation break and students will only be back in August.
New Horizon Pool Club came in as the league new comers replacing Masvingo City team.
However, most of the matches were disturbed by stoppages as misunderstandings arose due to the rules of the game, a development which prompted Mapa to swiftly provide the rules and guidelines to every club in the league.

Village head mobilises villagers to attack police over mbanje raid

There was drama in Kuwara village, Chief Nemangwe in Gokwe South when a village head Joseph Kuwara sneaked away from home at midnight and mobilized villagers to fight the police after his wife had been apprehended by the police for being in possession of dangerous drugs.
The wife, Talkmore Kuzondiwa (30) was found in possession of a 50kg sack of dried dagga ready for sale leading to her arrest, a development which prompted Kuwara to sneak away from the police and mobilized the villagers to fight the law enforcement agents so that they can release his wife.
Asst. Comm. Martin Matambo (Operations) Midlands Province confirmed the development during a media briefing and said Kuzondiwa was arrested together with two others following a tip off which led to the recovery of 6 500 plants and 170kg of dried dagga.
The other two were identified as Shaylatte Magiga and and Brian Kuruwa (36).
He said the circumstances were that on the given day, police detectives received information to the effect that a drug syndicate in Kuruwa Village was cultivating mbanje along Svisvi river banks which is not easily accessible as it is mountainous.
At about 2200 hours on the same day, police officers, police intelligence personnel and support unit officers reacted to the information and found Kuruwa watering a plantation of dagga leading to his arrest and recovery of 66 plants of dagga were uprooted from his garden.
The officers proceeded to Kuzondiwa’s homestead where they recovered a full 50kg sack of loose dagga and she was arrested in her bedroom.
Shylatte Magigane was found at her place of residence and police recovered 3 by 40kg sacks of dagga placed in her bedroom which led to her arrest.
Allegations are that during the raids by the police, Muzondiwa’s husband, Kuwara, escaped from home and mobilized other residents to wake up in their numbers and fight back the police.
Police managed to overcome efforts of the villagers after firing warning shots and Kuwara is still at large.
Meanwhile, a Gokwe magistrate has since sentenced the trio to a combined nine years in prison. Kuruwa was sentenced to four years with labour while one year was suspended on conditions of good behavior. Kuzondiwa was sentenced to 2 years imprisonment with eight months suspended on conditions of good behavior and that she does not commit the same crime in the next five years.

Headman Chibwe expelled over gross misconduct

Headman Chibwe real name Asere Matambo, under Chief Murinye Masvingo District was recently removed from his position over gross misconduct and behavior unbecoming of a traditional leader.
The expulsion is contained in a letter to Matambo from the Ministry of Local Government and Public Works, dated June 24, 2024 where Matambo was advised to stop performing the duties of a headman.
“May you kindly be advised that the Ministry of Local Governance and Public Works has in terms of Section 10 Subsection 5(a) of the Traditional Leaders Act (Chapter 29:17) removed you from the office of headman Chibwe with effect from 29 April 2024. Therefore you are advised to cease performing duties of a headman as stipulated under Section 10 of the Traditional Leaders Act (Chapter 29:17),” reads part of the letter.
According to the letter, the investigation team ascertained the validity of most of the offenses Matambo is being charged with, as he was being accused of masquerading as a chief as well as creating his own fiefdom shutting communities in the Chibwe jurisdiction from the rest of the chiefdom, among other offenses.
“Acts of misconduct of which Headman Chibwe has committed well over a decade ago including dishonesty by not reporting to the chief on matters of interest to the communities concerned, negligence as he has failed to assist chief to perform his duties as well as dereliction of duty by failing to fill vacancies of village head and insubordination in the sense that Headman Chibwe masquerades as a chief in his own right who does not take orders from Chief Murinye hence undermining his authority.
“Behaviour unbecoming of a traditional leader in that Headman Chibwe has literally shut the communities under Chibwe jurisdiction to the extent that he has carved up himself a personal fiefdom similar to a warlord tersely put. Headman Chibwe is very disrespectful and defiant to authorities in general” reads part of the letter.
Headman Chibwe was suspended on May 9, 2023 after Chief Murinye born, Ephias Munodawafa through the office of District Development Coordinator (DDC) laid charges of acts of misconduct against Matambo including unbecoming behaviour of a headman, cases of dishonesty by not reporting to the chief on matters of interests of the community concerned, negligence as he has failed to assist chief to perform his duties as well as dereliction of duty by failing to fill vacancies of village head and insubordination to perform lawful orders, while dabbling in politics.
The investigating team which consisted of Masvingo District Development Coordinator (DDC) Ray Hove, Roy Muchenje from P.A.O Head Offices, Masvingo Assistant DDC Kenneth Madziva ascertained the veracity of most of the offenses charged against headman Chibwe which he had committed for over a decade.
Contacted for comment DDC Hove could neither confirm nor deny the dismissal of Headman Chibwe as he said he was out of office and asked the reporter to engage his subordinates at the office.
Matambo denied all allegations leveled against him, stating that these were fabrications of Chief Murinye’s own imagination. He said the fabrications were political persecution since he had not broken any law.
“I did not violate any law and l know nothing about all these allegations, rather it was Chief Murinye’s own imagination and political persecution,” said Matambo.
On his part Chief Murinye said there was no political persecution but rather said Matambo was the one who refused to participate in community meetings or recognize Chief Murinye’s authority as a chief.
“If I imagined things then the commission of enquiry would not have found him guilty of the charges that l had pressed against him. The expelled headman would not subscribe to anything that l issued to him, even the meeting l would officially call with all village heads.
“He claimed to be the chief at any gatherings in the community and the duties of a headman is to assist the chief at functions. If you decide to go against the Traditional Leaders Act then what other choice do l have except to remove you and bring in somebody who knows the duties of a headman?” said Chief Murinye.
In a statement, Community Tolerance Reconciliation and Development (COTRAD) urgently appealed to the Minister of Local Government and Public Works and relevant authorizes to transparently provide a comprehensive account of Headman Chibwe’s dismissal, backed by specific evidence and verifiable facts.
“As COTRAD we call upon the Minister of Local Government and Public Works to provide a much detailed explanation for Headman Chibwe’s removal from performing his duties as a headman. Furthermore, the authority should uphold Section 69 of the Zimbabwe constitution which safeguards the right to a fair hearing for all individuals.
“The relevant authority should tackle the troubling issues of abuse of office and political victimization happening in the communities and they should emphasize the vital necessity of ensuring that traditional leaders are treated equitably and with dignity, free from the specter of retaliation or political exploitation,” reads part of the statement.
Following investigations, Matambo was found to have committed misconduct leading to his expulsion from the role he once held in the community.
“The removal from office of Headman follows an investigation which was carried out on 5-6 October 2023 into allegations of misconduct levelled against you. The investigation team’s report then recommended the removal of you from office of Headman Chibwe after it was ascertained beyond any reasonable doubt that you had indeed committed acts of gross misconduct,” read part of the letter.

Climate-proof infrastructure way to go: Climate change management

The Ministry of Environment, Water, and Climate says citizens should take advantage of the current Climate Management bill to include various strategies that combat climate change, among them climate-proof infrastructure.
Director of Climate Change Management in the ministry, Washington Zhakata, said it is high time the country adopts construction of climate proof infrastructure.
Speaking during a stakeholder consultation meeting for the gazetting of the Climate Change Management bill in Masvingo at Flamboyant Hotel on June 28, 2024, Zhakata said it was essential to consider various strategies when constructing homes saying factors such as building design, roofing, insulation, external walls, doors, windows, and foundations play a crucial role in creating robust structures resilient to prevailing climate conditions.
“It is essential for home owners to invest in their homes from the initial stages of planning so as to have stronger structures which can withstand these climatic conditions be it heavy storms or excessive heat,” said Zhakata.
“Chiredzi and some other parts of Matabeleland experienced high temperatures over the past days, it seems currently every corner of the country is experiencing high temperatures, every individual must take action adapting to climate proof buildings,” he added.
Stakeholders at the meeting emphasized the importance of inclusive representation on the management board to ensure adequate consideration of diverse perspectives and concerns.
“We expect inclusivity in the board, where people with disabilities and women as well as leaders from the local authorities are also involved in the decision making processes, “said one of the stakeholders.
The stakeholders further said they hoped to benefit from climate change projects such as irrigation rather than just being evicted from their ancestral homes.
“We expect to benefit from the projects rather than being chased away from our home lands in the name of a project as we see happening in other places, we have seen several evictions in the province,” said another stakeholder.
Zhakata stressed the importance of Zimbabwe as a nation transitioning towards climate-resilient infrastructure, especially in the construction of bridges to withstand floods.
Due to poorly constructed infrastructure, Bikita, Chivi, and Gutu districts in Masvingo Province have suffered consequences of heavy rains and storms, resulting in homelessness and damage to educational facilities and supplies.

Chiredzi Town Secretary up for fraud

CHIREDZI – The Town Secretary for Chiredzi Council, Engineer Wesley Kauma has been dragged to court by the Zimbabwe Ant-Corruption Commission (ZACC) for fraud and abuse of office.
The court granted Kauma a US$500 bail and is set to appear in court on July 31, this year.
According to a statement released by the National Prosecuting Authority of Zimbabwe (NPAZ), Kauma appeared before Chiredzi Magistrate’s court facing fraud and abuse of office charges.
It is the state’s case that sometime in 2013, Chiredzi Town Council offered the accused person, who then was council Engineer, a commercial stand measuring 2195 square meters in the New Central Business District (CBD).
The NPAZ further noted that sometime in 2023, the town council resolved that the stand that had been sold to the accused person, but had not been developed, be handed over to the Chiredzi Small to Medium Enterprises Chamber following their application for a commercial stand. The council resolved that the accused person was to be given another stand in Melbourne Park.
When Chiredzi Small and Medium Enterprises Chamber began the construction of a shopping mall the accused person allegedly approached them and ordered them to stop any further developments, claiming that he owned the stand.
This prompted investigations by the Zimbabwe Anti-Corruption Commission (ZACC) which revealed that the accused person demanded payment from the Chiredzi Small and Medium Enterprises Chamber for it to continue with the developments on the stand.
The Chamber gave in to the accused person’s demands and agreed to hand over five shops to the accused person once the project was complete. The five shops were said to be valued at US$75 000.00.
Eng Kauma is set to appear in court for the commencement of trial.
However, Chiredzi Town Council Chairperson, Jameson Charumbira said as council they were not aware that their employee was arrested.
“We haven’t received any formal communication that our employee was arrested,” said Charumbira.
Meanwhile, deputy director of planning and public works Consider Kubiku is currently the Acting Town Secretary following a resolution by special full council meeting held on July 3.

Lawyer dumps Zanu PF youth Mandebvu during trial

In a sudden turn and twist of events, the Zanu PF Masvingo Youth Chairperson Delight Mandebvu was left with no legal representation after his lawyer vanished and was nowhere to be seen in court.
The lawyer, Tatenda Chimbadzwa, who was defending Mandebvu in an assault case where he allegedly beats up Masvingo Mayor Collen Maboke, failed to show up for continuation of trial after the matter was adjourned to after lunch on Monday July 8.
When asked by the magistrate Franklin Mkwananzi about his lawyer’s whereabouts, he told the court that his lawyer had liaised with the state prosecutor for the postponement of trial since he had other business to attend to.
“My lawyer told me that he made arrangements with the prosecutor to postpone the trial that is why he is not around,” said Mandebvu.
However, the prosecutor Godknows Mugondo dismissed the claim saying he did not recall making such an arrangement with the accused’s defense lawyer.
“This is a lie; I don’t remember talking to his lawyer and it is not my duty to grant a postponement of a trial, the defense counsel was present when the court adjourned and it was announced that it will resume at 14.15pm. I would like to believe that the accused person’s lawyer is a legal personnel and he knows that a postponement application is made in the court and granted with the magistrate,” said Mugondo.
The magistrate asked Mandebvu if he wished to continue trial without his lawyer and he agreed before the matter was later postponed July 15.
The case has been dragged for a long time now with the accused person coming up with one excuse after the other. At one point Mandebvu told the court that he wanted to look for a lawyer outside Masvingo because the lawyers around were friends with Maboke, hence, they were compromised.
It is the State’s case that on March 2, 2024 Mandebvu allegedly assaulted former Masvingo City Mayor Collen Maboke and his wife after the latter’s car side-swapped a Zanu PF vehicle in which Mandebvu was travelling in along the Masvingo-Mutare high way.

19-year-old ordained Bishop

MASVINGO – A 19-year-old Jacob Masuka was recently ordained to become Bishop of one of the biggest African Indigenous Churches in Zimbabwe, Zion Apostolic Church (1923) taking over from his late father Felix Toperesu Masuka who died in a car crash on May 8 this year.
The young Masuka who is probably the youngest Bishop in the Zionist churches was ordained at the church headquarters in Bikita by his father’s fellow Bishops and close allies Makuva Mutendi, who leads one of the many Zion Christian Church (ZCC) denominations and Jameson Andreas who leads Zion Apostolic Faith Mission Church (ZAFSMC).
ZAC 1923 national chairperson Robson Mavhenyengwa said the ordination was as per church tradition that the eldest son of the late Bishop takes over reins after his father, which made Jacob the heir.
Mavhenyengwa said he was going to work with the guidance of his late father’s priests and other church leaders so there will be smooth continuity.
“We ordained the new Bishop as per church tradition that the first son of the late Bishop takes over and that is what happened. He is young but we are confident that he will further the church development with the aid of high priests and other church leaders,” said Mavhenyengwa.
The young Bishop took over the leadership of the church that was being contested by his late father’s brother who felt he was not the right heir to the church leadership after the death of their father David Masuka.
Felix took over the reins in 2015 but his ascension to power led to continuous clashes with his brothers mainly Jacob who is the young Bishop’s namesake.
Felix, who was generally referred to as Mambo Fere by his congregants wrestled for the church leadership with his young brother who had support from their mother.
However, by being the eldest, he had support from the church’s high priest. Jacob then led a breakaway branch which was not successful as it attracted fewer followers with some ending up reverting to Felix.
He however continued to have clashes with his brothers, who kept fighting him and since 2016 he recorded several assault incidents from unknown people who were believed to have been sent by his rivals.
In 2016 just after taking over, Jacob’s wife is said to have lied in the road when Felix was driving home from Chikuku Business Centre and when he stopped to check, a group of youths came out and pelted the vehicle with stones damaging the windscreen.
In 2023, Felix was allegedly kidnapped near Chikuku Business Centre and was taken to a certain homestead where he was stripped naked and pictures of him naked were taken and circulated on social media.
The alleged abductors are said to have claimed that they had found him with a married woman in a compromising position. The church leadership went on to convene a press conference to deny the allegations and set the record straight.

Former CCC Council chair Gibson Hwende joins Zanu PF


… Blames Chamisa for his decision

Chiredzi – Former Chiredzi Town Council (CTC) Chairperson, Alderman Gibson Hwende has officially joined Zanu PF after serving two decades as opposition’s Ward 1 councilor in Chiredzi Urban.
Hwende confirmed the development to TellZim News and went on to blame embattled former Citizens Coalition for Change (CCC) leader, Nelson Chamisa for his decision.
“I now have a new political home, Chamisa wakanditsvinyira,” said Hwende.
Asked further how Chamisa betrayed him, Hwende declined to answer saying he cannot entertain further questions.
Sources said Hwende allegedly crossed roads with Chamisa during the inception of the CCC party when the former CCC president discended to Chiredzi for a stakeholders meeting. It is said that prior to the meeting, Chamisa made several phone calls to Hwende as he wanted to discuss the preparations for the meeting but he missed the calls, a development that irked his former boss.
Hwende then decided to formerly join Zanu PF recently and he went together with other fellow members including Chiredzi Government Primary School’s Development Committee (SDA) Chairperson Artwell Muzvarwandega and his deputy Shepherd Nyoni.
Hwende’s defection did not come as a surprise as Minister of State for Masvingo Provincial Affairs and Devolution, Ezra Chadzamira once openly told a gathering during the official commissioning of Shineplus Residential Estate last year that Hwende had joined Zanu PF long back.
The Zanu PF Masvingo Provincial Vice Chairperson Trust Mugabe also reportedly summoned Chiredzi Residents and Rate Payers Association (CHIRRA) leaders and told them to stop questioning why Hwende was given a Toyota Revo by CTC as his exit package because it was approved by the party (Zanu PF).
Artwell Muzvarwandega also confirmed that he indeed joined Zanu PF and it was his democratic right to choose a party of his choice.
“Yes, I have joined Zanu PF; I am not accountable to anyone about my political choice becase it is my democratic right,” said Muzvarwandega.
Zanu PF ward 2 Political Commissar, Tarwirei Kubvoruno who is responsible for the cell registration in ward 2 said the above mentioned members are already in the party’s cell register.
“I can confirm that the four, Gibson Hwende, Artwell Muzvarwandega, Shepherd Nyoni and Charles Jacobs are already registered in Ward 2 cells. I want to encourage everyone from Ward 2 who wants to join the revolutionary party to come forward so that I can register them, “said Kubvoruno.
Zanu PF recently had an orientation for returnees at Dadaya High School in Zvishavane where 84 former opposition members attended. The orientation was also attended by former Zanu Pf Masvingo Provincial Commissar and Bikita South MP Jeppy Jaboon who recently rejoined the party after he defected during the height of Generation 40 (G40) and Lacoste factional fights in Zanu PF. Jaboon, together with a number of senior G40 faction members ran away for their dear lives after Lacoste took over power following a military assisted take over in November 2017.

The recent announcement by President Emmerson Mnangagwa that he will step down at the end of his second term in 2028 has been received with mixed feelings with ordinary citizens questioning the genuineness of the claim, amid reports that the Zanu PF leader, of late, had been hyping the party’s new slogan ‘2030 vaMnangagwa vanenge vachipo vachitonga’ (2030 Mnangagwa will still be there in power).
The slogan ‘2030 vaMnangagwa vanenge vachipo vachitonga’ was first introduced by Masvingo province during the national Youths Day held at Mushagashe Vocational Training Centre in February this year, and since then it was adopted at every Zanu PF function, and at one function in Chivhu, Mnangagwa demanded all the ministers at the event to chant the slogan.
The sudden change by Mnangagwa, who seemingly enjoyed the ‘2030 slogan’, to then publicly announced that he will abide by the constitution and step down after his second term comes to an end in 2028 might be evidence of the alleged succession factional fights within the ruling party.
Various political analysts who spoke to TellZim doubted Mnangagwa’s genuineness saying the announcement was because of the ongoing fights in the ruling party.
Professor Eldred Masunungure said the statement was meant to douse factionalism within the party as it had come at a time when the ‘ED 2030 campaign’ was still in full swing.
“I would not take the President’s pronouncement seriously at a time when his core supporters are publicly and unashamedly agitating for a third term or alternatively, an extension of the current term. The “ED2030” campaign is still in full swing. As such, the declaration about retiring in 2028 and a replacement chosen at Congress, sounds rather hollow and ingenious,” said Prof Masunungure.
“I think it’s meant to douse the fires of factionalism that threaten to rip the party asunder if not properly and quickly managed. Thus, the President’s retirement announcement has little do with him being a constitutionalist because whether he goes for a third term or an extension of the second term, he would still have to go through some constitutional stages to amend the supreme law,” he added.
Another analyst Dr Wellington Gadzikwa said the statement by Mnangagwa was not because he had become a constitutionalist but simply because he had realised that people could not allow him and Zanu PF to continue.
Dr Gadzikwa said by calling for the extension of his term, they were testing waters and they have discovered that people were not ready for that.
“His announcement that he will step down was not because he is a constitutionalist because we have seen a number of instances when the constitution was disregarded. We have seen the capture of the constitutional bodies.
“He realised that people would not allow him to extend his term and those who had been calling for the extension of the term in the party will have to eat a humble pie and accept the reality that he cannot go beyond 2028,” said Dr Gadzikwa.
However, another political commentator Professor Charles Pfukwa said Mnangagwa was genuine and his statement resonates well with the constitution of Zimbabwe.
“There is nothing amiss about what he said because that’s what the constitution says. That is a political and timely statement which has come at a right time when people were pushing for him to extend his tenure,” said Prof Pfukwa.
“What was being said by party supporters were just political statements. Anything can happen between now and 2028 and if the parliament wishes to amend the constitution in his favor then so be it. There are procedures that has to be followed and they know what has to be done,” Proff Pfukwa added.
Great Zimbabwe University Media Lecturer Dr Gift Gwindingwe echoed the same sentiments saying Mnangagwa had said this out of his own accord hence there was no need to doubt him.
“The President is not under pressure from any corner so what he said becomes believable. I have been following debates on social media spaces with people saying he is not genuine but what makes people say he is not genuine when he is saying it himself especially against what his supporters are saying. It becomes easier to believe what the President is saying than to believe what the supporters are saying,” said Dr Gwindingwe.
Masvingo province, however, remain adamant that the call for Mnangagwa’s term extension which they started before other provinces joined will materialize.
Zanu PF Masvingo Provincial Chairperson Robson Mavhenyengwa said the President had announced his wish but the province will map the way forward at an inter-district meeting scheduled for Saturday July 13 at Masvingo Polytechnic.
“We are going to have an inter-district meeting at Masvingo Poly on Saturday and where we are going to have the National Political Commissar Cde Munyaradzi Machacha. That is where we are going to discuss more and you can come and hear for yourself,” said Mavhenyengwa.
Commenting on the resolutions being made by Zanu PF supporters in various provinces that Mnangagwa should have a third term, legal expert Prof Lovemore Madhuku said it was not feasible to have the constitution changed for the President to have a third term.
“That is irrelevant, the constitution cannot be changed now. Whether the President wants to or not, he has to step down. The announcement of his retirement is not a voluntary act but a constitutional dictate,” said Prof Madhuku.
“The people who are pushing for his third term assume they have power to change the constitution but it is too late for that now,” he added.
Mnangagwa announced his retirement plan recently while commissioning of a Fruit Juice and Water Processing Plant at Mutare Teacher’s College in Manicaland Province.
