Edmore Veterai’s legacy soars in the Lowveld

By Beatific Gumbwanda

TRIANGLE – The late former Police Assistant Commissioner and Zimbabwe Sugarcane Development Association’s (ZSDA) Chairman, Edmore Veterai’s legacy will forever be written in the sugarcane outgrowers farming history through his immense contributions in connecting Great Zimbabwe University (GZU) with sugarcane farmers through the introduction of certificate in sugarcane agriculture, which empowered most farmers with adequate farming knowledge, with one beneficiary, Francis Moyo scooping an award on the just ended Tongaat Hulett farmers awards.
Tongaat Hulett Zimbabwe (THZ) recently held sugarcane out grower awards at Triangle Country Club (TCC) where more than 1300 farmers from different mill groups including Triangle Mill Group, Triangle Estate, Hippo Valley Estates Mill Group, Hippo Valley Mill Group and Mkwasine Mill were accorded an equal opportunity to exhibit their farming techniques over the past season.
The awards were branched into six categories namely best female, best youth out grower, best small scale plot, best medium plot and best large plot, where Francis Moyo, who is currently sitting on a 100 hectare sugarcane plot won an award as the Best Large Plot Outgrower Farmer and Samson Sigauke who has 49 hectares being the overall Best Outgrower Of The Year.
Francis Moyo who is the pioneer of the Certificate of Sugarcane Agriculture from Great Zimbabwe University won in the large scale farmers category for Triangle Mill Group with Croco Motors scooping for Hippo Valley Mill group and Stanley Chipfere for Mkwasine Mill Group.
In an interview with Moyo, he said it was not easy to come up with such a result considering he was offered 150 hectares of dry land in 2016 and managed to convert it into irrigable land.
“I am very happy indeed as it was never easy to get where I am today. I was offered 150 ha of dry land where I later applied my knowledge attained from Great Zimbabwe University’s program, not forgetting Professor Munashe Shoko who spearheaded the University program together with the Late Edmore Veterai to come down to Chiredzi.
“I am happy I managed to transform theory into practice hence deserving the award. Agriculture is an art and would want to encourage other farmers to take sugarcane production as a business and to promote a listening ear as soil and plants do communicate,” said Moyo
Moyo had an average yield of 147 tons per hectare in the 2023/24 season and is hoping to pursue a Master of Philosophy in Sugarcane Technology after succeeding in the Certificate of Sugarcane Agriculture, Diploma in Sugarcane Production and Honors Degree in Soil and Plant Science with Great Zimbabwe University.

Inmate bashed for failing to flush toilet

…two prison officers in court

By Decide Nhendo

Two Masvingo Remand Prison officers were dragged to Masvingo magistrate court facing assault charges after allegedly bashing an inmate for failing to flush the toilet.
The two, Nigel Chadenga and Nyasha Munjoma, pleaded not guilty to the charge when they appeared before Magistrate Ivy Jaona who remanded them out of custody until March 14, 2024.
It is the state’s case as presented by Tichaona Chakavarika that on January 5, 2022, the complainant Shakemore Mandanda (39), who was detained at Masvingo Remand Prison, went into the toilet to relieve himself around 1100hrs.
After he finished, he failed to locate a bucket to use to flush the toilet manually since the flush system was not working.
It is also alleged that Mandanda went outside the toilet to look for the bucket on the sink but found none.
He went and notified Polite Shoshori, another inmate responsible for the welfare of other prisoners, and told him that he had failed to find a bucket to flush, who said he was not concerned with that but only wanted to see the toilet clean.
The state also alleges that Shoshori went on and reported the issue to Chadenga and Munjoma who got furious, leading to Chadenga poking Mandanda with his finger on his face while Munjoma came and started to beat him with clenched fists, slapping him several times, resulting in him losing three teeth.
The matter was reported to the police though the state alleges that he was denied a chance to seek medical attention or report his matter to the police by the officer in charge and superintendent who were on duty at the prison on the day in question.
He later on reported the matter after he had been released from prison, leading to the arrest of the two officers.

Zanu PF Masvingo youth chair seriously injured in road rage fiasco

……Mandebvu hit by car during brawl with former mayor Maboke

Courage Dutiro

In a dramatic incident over the weekend, Zanu PF Masvingo Youth Chairperson Delight Mandebvu reportedly assaulted former Masvingo City Mayor Collen Maboke and his wife after the latter’s car side-swapped the vehicle the ruling party youth leader was traveling in on the night of March 2, 2024 along the Masvingo-Nyika road, after which Mandebvu got seriously injured after being hit by another car at the scene.

Mandebvu is said to be currently admitted at Masvingo Provincial Hospital with a broken leg.

When contacted for comment, Mandebvu’s phone was picked up by an individual who identified himself as a Zanu PF youth who had visited the chairperson in the hospital.

“I am one of the party youths who visited him, he is in a stable condition. At the moment he is being attended to,” said the youth.

Maboke who contested in the August 23, 2023 elections as an independent candidate for Masvingo Urban constituency said on the fateful night their vehicles which were going different directions sideswiped before the vehicle Mandebvu was traveling in made a u-turn, blocked Maboke’s car which was being driven by his wife, disembarked and started assaulting the former mayor, his wife and another passenger who was in the car.

During the brawl, a third car approached the scene but failed to brake on time before it overturned. Yet another car also approached the scene, failed to brake and hit Mandebvu who was reportedly in the middle of the road, seriously injuring him in the process.

“I was coming from my rural home in Bikita with my family, with my wife driving while I slept. My wife told me that around the Mbungo area, we met another vehicle that was driving towards Nyika growth point and we sideswiped. After that, the vehicle that we had sideswiped within which Mandebvu was made a u-turn, followed us and blocked the road. Mandebvu and the other occupants of his car then came to us and started assaulting my wife who was in the driver’s seat,” Maboke said.

He also said during the commotion, he was woken up after being hit by a bottle on his face. A third vehicle then arrived at the scene, failed to brake and overturned.

“As I was trying to understand what had happened I was hit by a bottle on my face. At that moment a third vehicle arrived at the scene, and tried to brake but overturned. As we were still talking a fourth vehicle which was travelling behind the third one arrived, failed to brake and hit Mandebvu,” said Maboke.

He also said he narrowly avoided the impact by jumping away, escaping the accident by a whisker.

“We could have been hit together but I managed to jump from where I was standing,” he said.

Maboke said, he sustained teeth and mouth injuries while his wife also sustained some significant injuries.

…motorist alerts police of dodgy passengers

By Bright Zhou

Masvingo Police have arrested four armed robbers who were wanted in connection to 50 robberies and unlawful entry cases after an alert motorist tipped police that he was carrying the suspects.
Using the information, Mashava police managed to arrest two of the four suspects at Masvingo Mhandamabwe tollgate and upon interrogation, the two implicated their accomplices who were later arrested in Zaka.
Masvingo Provincial police spokesperson Inspector Kudakwashe Dhewa confirmed the arrest and called victims especially those in Victoria Ranch to visit Masvingo Central Police Station to identify their property.
He also warned victims of robberies and theft to report even the smallest item like memory sticks when they report cases saying that aids police in their work.
“On February 25, 2024 at around 1.00 am the notorious robbers namely Jacob Danda (36) who known as Gunners , Joseph Ushe (27) , Lloyd Ncube (37) and Tinashe Marufu (23) known as Kedha went to Zimre Park, Masvingo where they committed robbery.
“After committing the offence Danda and Ncube boarded a vehicle towards Bulawayo, the vehicle driver suspected them and tipped the police, as soon as arriving at Mashava Tollgate the police were already ready and arrested them.
“The two led the police to Zaka where they arrested Marufu and Ushe, after interrogations they managed to account for 17 cases of armed robbery and two of unlawful entry in Masvingo alone,” said Dhewa.
He said the gang has several cases of armed robberies in Gweru, Kwekwe, Kadoma and other areas and the police have since managed to recover goods worth US$15 000 and are yet to account for US$4000 goods from known cases.
Hebert Mavhere who is the last victim who survived the horror said the gang arrived at his home around 1 am and forced open the door holding machetes and torches on their foreheads.
“They saw my son who was coming from the toilet, ambushed him in the corridor before taking him to his room where they took a laptop.
“They asked him if we had money or a gun in the house, after which he led them to my bedroom. One of them forced open the door and demanded for cash of which they went on to take US$170 that was on the headboard,” said Mavhere.
He narrated how they then opened the wardrobe where they took phones, phone batteries, cameras, and laptops and threatened them with machetes before demanding for passwords.
They later went into the other bedroom where his son was sleeping and took his laptop and phone which was placed on the chair after which they disappeared.
Mavhere managed to file the report at Masvingo Central Police Station soon after the incident.

One moment of transactional sex for US$3 has left a 17-year-old teen girl from Chipinge traumatized after the man who had solicited for the act with her as she was stranded collapsed and died while having sexual intercourse with her.
In a leaked police memo circulating on social media, the now deceased 37-year-old Kudakwashe Magaya Mushayi, a tout from Nyahunda Village Chief Ziki was discovered lying on the ground under a tree by one Freeman Asima on the way to his garden after which a report was made to the police.
Allegations are that on February 25, 2024 at around 1500 hours, the girl (name withheld) boarded a commuter omnibus with the hope of meeting her boyfriend at Birchenough Bridge who had a promised to pay for her travelling expenses after her arrival.
Things however went south after she failed to get hold of her boyfriend on his mobile and the girl shared her ordeal with Mushayi at Birchenough Bridge Centre who promised to pay the bus fare in exchange for sexual pleasure and he gave the money to Peter Tafirenyika who gave it to the kombi driver.
Mushayi made arrangements with the girl for a place to have sexual intercourse and boarded a Toyota Probox vehicle which dropped them off near Birchenough Bridge Hotel. The two went into a nearby bush where they had sex and the deceased fell down and became unconscious during the act.
The girl reportedly tried to offer help by calling the deceased’s name, to no response and she fled the scene.
She then went to Musharu Bus Terminus where she met with her boyfriend.
After a report was made to police, they were led to the scene by Asima and the girl was picked for interviews and led the police to the scene.
Police investigated the scene and the body was found intact, in his clothes and a black wallet was found in his pocket with US$1, ZWL$1 100, black power bank, H cellphone and a bazooka radio placed on the side of his body.
The body was ferried to Birchenough Bridge Hospital Mortuary.

ZACC drags Zanu PF Chiredzi ‘Godfather’ Moyo to court

Beatific Gumbwanda

CHIREDZI – Former Chiredzi Town Council Chairperson and Zanu PF Chiredzi ‘Godfather’ Francis Moyo was recently arraigned before the courts by the Zimbabwe Anti-Corruption Commission (ZACC) together with his alleged business partner, Trinity Mutsetse of Innotrade Investment over allegations of criminal abuse of office as a public officer.
Moyo had to spend a night at Chiredzi Prison and was later freed on US$500 bail after appearing before regional Magistrate Judith Zuyu.
According to court papers, circumstances are that on the May 14, 2013 a developer, Inotrade Investments, represented by Trinity Mutsetse applied for commonage stands in Chiredzi Township from the Ministry of Local Government and Public Works which he was later was offered.
It is alleged that Moyo, using his position as the council chairperson of Chiredzi Town Council as well as chairperson of the Justin Chauke Housing Cooperative hatched a plan and corruptly benefitted from the 50 commonage stands reserved for the Ministry of Local Government and Public Works.
The court heard that on the December 17, 2014, Inotrade Investments and Justin Chauke Housing Cooperative entered into a partnership agreement to develop and construct 50 housing stands and investigations revealed that Inotrade Investments later handed over the project to Justin Chauke Housing Cooperative with the accused person being the chairman of the Justin Chauke Housing Cooperative and also the chairman of Chiredzi Town Council during that period.
Following the launch of an investigation on Chiredzi Town Council by the Ministry of Local Government and Public Works from March 2016 to April 2016, a report named the ‘Nhamo Report’, established that no land intrinsic value was paid to the Ministry of Local Government and Public Works for the 50 residential stands.
It is alleged that the accused person’s actions led to the Ministry of Local Government and Public Works suffering a prejudice of US$60 000 being the land intrinsic value that was payable.
Moyo, who is being represented by two Lawyers, Charles Ndlovu of Hwacha and Ndlovu Associates and Emmanuel Chibudu of Manyika Law chambers is supposed to report every Monday at Chiredzi Police Criminal Investigation Department (CID) and is not supposed to interfere with state witnesses and continue staying at 638 Woodpecker Road as part of his bail conditions.
He is expected back in Court on the 8th of March 2024 for continuation of trial.

Zimbabweans follow people, not parties : Chibaya

By Brighton Chiseva

MASVINGO – Former MDC Alliance and the Citizens Coalition for Change Organizing Secretary Amos Chibaya has claimed that Zimbabweans do not follow political parties but people.
Chibaya who was speaking to Masvingo residents aligned with former CCC president Nelson Chamisa said people didn’t care what Chamisa led, but they will simply follow him everywhere he goes.
“Look at the 2023 elections, there is no MP or Councillor who had more votes than Chamisa that tells you what, people in Zimbabwe do not follow a party name but the one who was anointed by God, whether the party is called Mandebvu, Mberikunashe or Mberihakunashe, they follow their leader.
“The reason why Chamisa got more votes than yours, it’s because people want Chamisa and they would simply vote for you because they would have been given three ballot papers and could ignore the MP and Councilor. The evidence is there, let’s go for by-election without him and see,” said Chibaya.
He went on to say Chamisa had managed to stop Zanu PF from getting a majority in parliament but some renegades were reaping what they didn’t sow and gave Zanu PF two-thirds in parliament.
“Chamisa stopped Mnangagwa from getting two-thirds in parliament and in we won 32 out of 33 urban local authorities which means we had a clean sweep in all urban authorities, that angered Zanu PF and Mnangagwa that he failed to get two-thirds,” said Chibaya.
“No one reaps where he did not sow, I hear some saying CCC belongs to Tshabangu, where and when did he form it? It’s you who formed this party after we consulted you here, we went to Charumbira where our cars we blocked.
“So if we say we have left CCC then there is no more CCC. So my message to you is clear. No one should benefit from it. When a home is invaded you leave but you close it first, you don’t leave it in the wrong hands,” said Chibaya.
Also present at the meeting were former Pelandaba–Tshabalala and CCC deputy national spokesperson Gift Ostallos Siziba, former Binga North MP Prince Dubeko Sibanda, and other Chamisa-aligned leaders.
The team visited some victims of Operation Order No To Land Barons in village 15B, ward 7 of Masvingo West Constituency.
Speaking to the media after the tour, Siziba said the government was supposed to protect people but it was disheartening that after 40 years, it was shifting from the liberation agenda that was access to land.
“We must protect our people, the liberation project was anchored on the agenda to give people land, to give them titles to that land and economic freedom that is found in the land that they are staying on. The right to housing is a constitutional right enshrined in the constitution of Zimbabwe. It’s disheartening now that after forty years, we are reversing the gains of the liberation project.
“That is why we have continued to say as the alternative, our intention, and objective was to protect the legacy of the constitution rather than undermining it, to make sure that we aligned the constitution rather than amputating because these people ought to be protected by government and constitutionally they are supposed to be protected by the institutions of the state but now the vulnerable have been degraded, they lost property and dignity so we are very much worried about what has been happening on this side of the country, no one deserve this after 40 years of independence. We must be talking about how to bring water and electricity to these areas not doing what is happening now, that’s Stone Age politics that we do not agree to, we condemn it with all the contempt it deserves and we have activated our welfare team to do what is human to and support these people as an alternative,” said Siziba
On his part, Chibaya said their visit was to show solidarity with the victims of the inhumane actions by government saying they understand how hard it was for the victims.
One of the victims who identified himself as John Shiri said it was more painful to be sent packing back after having been confident that they had been settled.
“Zinorwadza kudzoswerwa pazero pane kugara pazero,(It’s harder to return to zero than being at zero), we thought we had settled but from nowhere, we were told that we were illegal settlers though we are in our own country where we should be getting somewhere to stay. We have been staying here for some time, we have invested a lot here.
The reason why we are still here is simply because we couldn’t shift because we had projects that we were given by the government like fish, you cannot move them now, to where.
We now have nothing, we sold our properties for sick money, I have an example of my neighbor who sold a car for US$200,” said Shiri.
The welfare team compiled a list of the affected people in the area and the needs they had and promised to mobilize for help.

Council operates with no property ownership records for 19yrs

By Tinaani Nyabereka

Gweru – City Council yesterday availed its valuation roll which, if adopted comes after 19 years having been operating without one since 2005.
The Valuation Roll is a record of property ownership compiled for collecting local taxation and the Gweru one was compiled by Runanga Properties which got the task to evaluate all council properties.
Gweru City Council has been operating without a valuation roll since 2005, a development which some residents felt was putting much pressure on them regarding bill and rates payments.
Speaking at the handover of the Roll on Monday at Council Offices, Gweru City Mayor Martin Chivhoko said the roll was compiled for rating purposes and was bound to undergo the remaining processes.
“I am highly honored to have everyone gathered here today for this propitious event in the history of the local authority. Valuation is an essential part of local government administration. The Urban Councils Act Chapter 29:15 provides the enabling legislature for the creation of the valuation office.
“The functions of the office include the valuation of all properties for rating purposes, Council properties for insurance, letting purposes, properties for sale including stands, estimation of building costs, conducting auctions on behalf of Council, conducting site inspections for compliance with respect to conditions and terms of sale of Council stands and private properties for acquisition.
“Today we are gathered here to witness the handing over of the general valuation roll from Runanga Properties. All properties within Council are ratable except property owned by the state, property owned by Council, and property exempt from paying rates under Section 270 of the Urban Councils Act,” said Chivhoko.
He said as council, they were keen to monitor and manage financial assessments and said the roll will help them achieve their 2030 vision of becoming a city of choice.
“As our vision is to be a “Sustainable prosperous city of choice by 2030”, we can only achieve this if we perform a valuation for the purposes of strategic planning, budgeting purposes and ensuring investments. We chose to do the valuation roll because it has a great impact on monitoring and management of financial assessment.
“Valuation helps investors identify potential risks associated with an investment opportunity, such as market volatility, economic downturns, and changes in industry trends.
“It also helps investors determine the potential returns of an investment opportunity, which is crucial in managing investment risk. In our case we have been calling for investors to come and invest in the city of Gweru in vain because we didn’t have a valuation roll,” he said.
Gweru District Development Coordinator (DDC), Tarisai Mudadigwa commended council for compiling a valuation roll saying councils cannot operate without one.
“As a local authority, you can’t work without a valuation roll. Let me thank you all as a council for considering this move to have the roll in place.
“Remember we were having challenges on the approval process of your budgets as the minister would then ask you for a valuation roll. There is need to have council properties rated so that we know how best you can enhance other areas of revenue generation.
“Let me thank Runanga Properties for the job well done and I hope you will stick around to see the completion of the whole process. We now awaits for adoption at the full council meeting, which will then be followed by public inspection,” he added.
