Thieves steal computers with all Gutu electoral data

Daring
thieves last week broke into Zimbabwe Electoral Commission (ZEC) Gutu District offices
and got away with three computers and accessories which contained all electoral
information for the Gutu administrative district.

The
stolen property are;  HP monitor serial
number 6CM3031KNK, HP monitor serial number 6CM3031LKI and CPU serial number
TRF 312OV7, HP laptop, HP monitor serial number 6CM3031KG8, sage protector
adapter, HP CPU serial number 4CE809XMM and car keys.

ZEC
provincial elections officer, Zex Pudurai confirmed the break in saying that the
incident was an infringement of the people’s rights to vote.

“It
is quite unfortunate that we have lost our property and it is people’s right to
participate in electoral activities without any hindrance but some people
thought of stealing electoral property.

“It’s
the community’s responsibility to report to the Police and to the ZEC offices
concerning people who are dealing with computers so they can find the
perpetrators.

ZEC
has reportedly managed to replace the stolen property and police have opened an
internal investigation into the incident.

Contacted
for comment, national police spokesperson Paul Nyathi confirmed that a report
was made and that the police were investigating the case.

“I can confirm that the
incident happened a few days ago and was reported to the police. The case is now
under investigation,” said Nyathi.

Mutare Magistrate Murendo retires

MUTARE – Mutare resident magistrate  Lazarus Murendo retired and a party to bid him farewell was held over the weekend. 
Members of Judicial Services Commission (JSC), Law Society of Zimbabwe and other dignitaries applauded Murendo for his professional and excellent work during the years he served as magistrate. 
“We wish you a happy retirement; you executed your work professionally and you were one of the best magistrates in Mutare,” said one official.
One Zanu PF member and former Mutare councilor Cecilia Gambe demanded that Murendo’s tenure be extended like what was done to the Chief Justice Luke Malaba.
“I am appealing for Magistrate Murendo’s extension of tenure just like what was done to Malaba. Those who are calling for Malaba’s extension of tenure should also allow magistrate Murendo’s tenure to be extended. I am requesting the same extension of term by five years which was given to Malaba to be granted also to Murendo,” said Gambe.
“Murendo should stay in office for the next five years because he is still fit. I will write a petition to Ziyambi Ziyambi demanding for Murendo’s extension of term by five years because I do not want him to go on retirement. He did a great deal of service for women who could have lost many properties after divorcing,” Gambe added.
Gambe’s calls for Magistrate Murendo’s extension of term, comes after President Emmerson Mnangagwa extended Chief Justice Luke Malaba’s term of office after he reached the retirement age of 70 years.

Shock as woman dies at Madzibaba shrine

Villagers in Rufaro Resettlement Area under Chief Zimuto were left dumbstruck last Sunday after a 42-year-old woman died soon after being given life predictions at a Madzibaba shrine.

Eustina Mudavanhu was pronounced dead on arrival at Masvingo Provincial Hospital after she had collapsed at Madzibaba Garai’s shrine in Zimuto.

The man of the cloth had just predicted that Mudavanhu was in good health and that she was going to prosper in life.

Speaking to TellZim, Mudavanhu’s daughter Lucky Mavenga said her mother was on her way to Masvingo town when she decided to pass through the shrine but collapsed and died after the church service.

“My mother was fit and had even insisted that we walk to town but later decided to pass through the shrine.

“After we attended the church service she received a prophecy from Madzibaba Garai that she was ok and was going to prosper in life. After the church service she asked for water and I gave her. I then went to fetch for food and while I was away, she collapsed and died,” Mavenga said.

Mavenga said Mudavanhu was later rushed to hospital where the doctor confirmed that she had died. 

ZCA forges engagement between council and residents

The Zimbabwe Christian Alliance (ZCA) has been praised for forging successful engagements between local authorities and residents through the use of church ministers to enhance service delivery.

Speaking at a Social Accountability exchange programme held by ZCA at Mutapa Kingdom Recreational Park formerly known as Hippo Creek recently, several community leaders from across the country gave testimonies about how engaging with residents on service delivery issues has been made easier through the use of church ministers.

Giving his testimony, Chegutu Mayor Henry Muchatibaya said through engagement with ZCA, his council saw how bad water and sewer woes in the mining town had become and they had to use devolution funds to buy new water and sewer pipes.  

“Through our engagement with ZCA we saw how critical it was to solve the water and sewer crisis which was the main cause of cholera which erupted in 2008 leading to death of over 350 people.

“We used devolution funds, from which we managed to buy new water and sewer pipes. Right now there is no raw sewer flowing in the streets and residents are getting proportional water supplies,” said Muchatibaya.

Gweru Deputy Mayor Cleopus Shiri said ZCA smoothened the local authority’s acidic relationship with residents as ZCA were now training residents on how to lobby for better service delivery through proper engagement channels.

“Engagement with ZCA helped to improve the acidic relationship which used to exist between council and residents whereby residents would present their issues with anger and emotions.

“We thank ZCA for sensitizing residents on the operation of the council which is a plus on our side,” said Shiri.

ZCA Executive Director Reverend Useni Sibanda said after realizing that communities were suffering from poor service delivery and there was no proper ways of engagement, they had to train citizens on proper ways of engaging with council officials through the church.

“We realized that communities were suffering from poor service delivery and engagement with council was normally characterized by hostility, so we trained residents on how to do it properly managed to train residents on how to properly.

“Our position as the church is not to criticize council but to work together ensuring that there is proper service delivery,” said Useni.

ZCA was formed in 2005 as an advocacy Christian organization focused on addressing social, political, economic and humanitarian issues affecting the poor and vulnerable communities.

CHIREDZI– Renovations of Chiredzi Poly Clinic’s maternity ward and its subsequent official opening by first lady Auxilia Mnangagwa’s Angel of Hope Foundation and Minister of State for Masvingo Provincial Affairs Ezra Chadzamira on May 27, 2019 was supposed to relieve pressure at Chiredzi General Hospital’s maternity wing, where in 2019, some expecting mothers were being forced to sleep on the floor but politics has downplayed the full operations of the institution, disadvantaging Chiredzi urban residents and the district at large, TellZim News can report.

Chiredzi General Hospital is a referral hospital for Chiredzi District, whose catchment area stretches to Chikombedzi along the border with Mozambique and South Africa and has been failing to deal with the demand for maternity.

The district’s health referral institution should be mainly serving referrals from clinics and rural health centres but is now the sole hope for over 40 000 residents in the district’s urban area as Chiredzi Poly-Clinic is still lying idle despite efforts by well-wishers to resuscitate the institution.

It’s been two years now since the official opening of the maternity wing which was refurbished by several well-wishers to serve at least 105 expecting mothers each year but the wing is still in slumber as donations for the wing to kick off have been reserved for political reasons. 

UK-based businessman, John Manganye who contested as an independent candidate for Chiredzi West constituency made numerous donations towards the refurbishment of Chiredzi Poly-clinic Maternity wing including connecting a backup solar system and 3x 5 000 water tanks which will be used by the clinic during emergencies, a UK make ambulance, 30 wheelchairs, BP testing kits and 10 electric operated hospital beds while Tongaat Huletts Zimbabwe painted the facility.

A month after the official opening, Chiredzi West Member of Parliament, Farai Musikavanhu roped in state security agents to order the removal of the donations from the clinic and dumped them at the council workshop backyard and the labour ward was left with only two beds despising residents to their right to health.

In an interview with Chiredzi Town Council Chairperson Gibson Hwende, he said that they are expecting some materials from ailing Chiredzi General Hospital for the maternity wing to be fully functional.

“There is need for some medicinal materials in order for the maternity wing to be functional and we are expecting those from Chiredzi General Hopital,” said Hwende.

Chiredzi District Medical Officer, Doctor Brian Dhlandhlara did not respond to questions sent to him.

Gutu ‘ghost thief’ jailed three years

A Gutu man who torched a media storm last month after he was arrested for robbing his victims using a ghost suit has been jailed for three years for theft and robbery.

Norman Chagwiza (27) of Mutsambiwa Village under Chief Chisvino was on Monday June 7 sentenced to 48 months with 12 months suspended on condition that he does not commit a similar offence in the next five years, leaving him with an effective sentence of 36months.

The State case as presented by Prosecutor Bati Bati was that on May 13 2021 Chagwiza broke into Elizabeth Chipika’s house around 02:20hrs dressed in a ghost suit whilst armed with machete.

He allegedly threatened her with the machete and the spooky suit after which he took some money from her wallet and fled.

On May 25 this year Chagwiza climbed on the roof of Thomas Chivhura’s house with the intention of stealing the latter’s solar panel while dressed in his ghost suit.

When he was caught in the act, he tried to frighten his victims with the spooky suit but some members of the public who were courageous enough apprehended him and called the police, leading to his arrest.

Chagwiza, with four of his accomplices are also linked to another spate of robberies that happened in early 2020, but his accomplices are still at large.

In January 2020, Chagwiza, in the company of one Chipika and his three brothers who are still at large targeted a number of houses in Infill and Gonville locations in Gutu stealing car batteries 

He is also linked to other unlawful entry cases that are still under investigation.

Chinese company sets up Iron ore plant in Chivhu

CHIVHU -A Chinese mining company, Tsingshan Holdings is in the process of setting up an Iron ore and steel plant at Manhize Mountains in Chivhu , Chikomba district part of Mashonaland East Province, TellZim has learnt.

The group (Tsingshan Holdings) has already established a similar mine in Chegutu through its subsidiary Afrochiine smelting plant located in Selous.

Speaking during a recent visit by an  inter- ministerial committee, the said government was carrying out a visibility study to establish when the mining operations can be started.

 “The  Tsingshan group is set to construct a giant carbon steel plant on a three thousand hectares of land in Manhize and we have confidence in the company’s investments following the second republic’s Zimbabwe is ‘Open for business mantra’.

“The Government is carrying another feasibility study to establish how many villagers are likely to be affected by the new development, “Kambamura said. 

The subsidiary’s managing director Benson Xu said the company is going to create employment opportunities to about 4 000 people through the smelting and mining plant.

“The programme was initiated in 2013 because we had a vision for Zimbabwe but from that period to 2017 there was ‘no open for business policy’ so we failed to achieve our goals,” Xu said.

According to the inter-ministerial committee, the project requires the construction of a railway line. 

The committee was made up of ministries of Home Affairs and Cultural Heritage, Local Government and Public Works, Energy and Power Development, and Transport and Infrastructural Development make up the committee that visited the site.

The Chinese have over the past few years establishing  mining operations in Zimbabwe mining gold, diamond ,chrome among other minerals .However, they are being been blamed for land degradation as they leave open gullies in many areas they operate. 

Residents, CSOs seek to force consultations before recall of MPs, Councillors

A number of Civil Society Organizations (CSOs) and residents associations have teamed up to demand that they be consulted when political parties make decisions to recall legislators and councilors. 
The group which is operating under the banner Zimbabwe Devolution Campaign (ZDC), says it is aimed at having residents’ inputs in devolution processes and giving power to the electorate. 
Zimbabwe Devolution Campaign which was launched in May this year, is seeking the amendment and alignment of the Electoral Act with the devolution agenda, to allow the voice of citizens to be heard and considered in the recall of elected officials.
One of the organizations which is part of the consortium, Masvingo United Residents and Ratepayers Association (MURRA) spokesperson Godfrey Mtimba said the campaign is meant to end the abuse of power by party leaders while the electorate is being disadvantaged.
“As joint residents associations and CSOs we have come up with a campaign called the Zimbabwe Devolution Campaign so that we confront those political leaders who are recalling elected leaders without the consent of the electorate who are residents.
“We want the amendment of the Electoral Act in 2023, so that there is democracy by having real representatives of the people in council and parliament. It is the people who have voted for those political leaders so they have to be consulted,” said Mtimba.
This comes at a time when the electorate and various CSOs are calling for the announcement of dates for by-elections to fill vacant parliament and council seats which they say has affected development at all levels. 
Recalling of councillors and parliamentarians has been on the increase especially in the Movement for Democratic Change (MDC) camp where infighting and jostling for power continue to intensify. 
The ruling party also recalled its Chivi South legislator Killer Zivhu for allegedly trying to force a dialogue between President Emmerson Mnangagwa and MDC Alliance leader, Nelson Chamisa mid last year.

Citizens demand tough penalties on public funds offenders

Masvingo citizens have called on government to give people who abuse public funds mandatory sentences equivalent to treason.

Speaking at a public hearing conducted by joint Portfolio Committees on Budget, Finance and Economic Development and Public Accounts, several participants called for stiff punitive measures and mandatory jail terms to be included in the Public Finance Management Act for those who misuse public funds.

A youth participant, Yvonne Shumbanhete said the bill should have tough penalties to people who fail to comply with the requirements of the Public Finance Management Act.

“The bill must provide for the speedy detection of public financial misconduct by giving tough penalties to the perpetrators, and I think at least 10 years imprisonment is appropriate.

“There should also be monitoring mechanisms to make sure that justice has indeed taken its course,” said Shumbanhete.

ZIMCODD representative Janet Zhou said offenders must be made to pay back all the funds they may have misused and also be blacklisted until they are proven innocent beyond reasonable doubt. 

“Offenders should be arrested, prosecuted, convicted and the misused funds recovered. The bill, after being passed into law should also include a maximum time frame for investigations and prosecution because most of the cases take too long and offenders end up walking scot free.

“There should be a blacklist of perpetrators, which will double as punishment to the cases that would have been taken up by the National Prosecuting Authority,” said Zhou.

A Masvingo resident Nyasha Mutamba said there should be no mercy on offenders and the Public Finance Management Act should treat it just like treason or stock theft.

“All perpetrators who mess with public funds must be given tough penalties at least 25 years imprisonment because the misconduct affect a lot of people’s lives and development.

“Just like stock theft there should be a scheduled offence when it comes to misconduct of public finances,” said Mutamba.   

The purpose of this Bill is to amend the Public Finance Management Act Chapter 22:19 so as to align it with the provisions of the Constitution of Zimbabwe.

Zima to extend helping hand to Mpilo medical workers

The Zimbabwe Medical Association (Zima) is organizing to make a donation to fellow medical personnel at Mpilo Central Hospital after their properties were gutted by fire. 

An inferno broke out in the staff quarters on May 26, destroying properties worth thousands of dollars and left many families out in the cold. 

Zima Secretary General Dr Bismarck Mateveke said they recently visited Mpilo Central Hospital and saw a need to chip in and help fellow medical practitioners. 

“We went to Bulawayo to assess the situation at Mpilo Central Hospital. The damage is quite extensive, so we sat down and discussed on how we can engage with different partners and find a way to help our fellow doctors.

“We are already engaging with various partners who are helping us gather up the donations,” said Mateveke.

Speaking after touring the gutted facilities, Ministry of Health and Child Care Deputy Minister, Dr John Mangwiro said they are expediting the process of acquiring new identification documents and certificates for the affected doctors. 

“We have already sat down and given each other tasks as Government. We have already arranged that they get their birth certificates, ID cards and their passports as soon as possible.

Holiday Inn has also donated linen and furniture as part its Corporate Social Responsibility (CSR). 

The hospital services the southern region of Zimbabwe and has the capacity to accommodate 600 patients. 

Kwekwe General Hospital staff quarters also caught fire this week, affecting nine families and destroying their property.
