‘Green Fuel not helping the country’

Committee accuses national oil company of hiding ethanol interests

Beatific Gumbwanda

CHIREDZI – The government is not
benefiting from its ostensible partnership with Macdon Investments’ Chisumbanje
Ethanol Plant, the Parliamentary Portfolio Committee on Energy and Power
Development has charged.
The
thematic committee was recently in the Lowveld to find out why ethanol produced
locally is more expensive than that imported from Brazil.
The
committee is chaired by MDC Member of Parliament (MP) for Binga South, Joel
Gabuza.
Triangle
Limited and Chisumbanje Ethanol Plant are the sole producers of ethanol in
Zimbabwe.
During
the tour, Gabuza told TellZim News that the arrangement between government and
the investor was not benefitting the country but a few well-connected political
elites.
“I
don’t think we are getting anything from Green Fuel. I think it’s only one or
two people in government. And I have never seen any accounts which show how
much we are gaining as government from our partnership with Billy. It’s just a
deal to help each other to make money,” said Gabuza.
Billy
Rautenbach is the controversial proprietor of Macdon Investments which is in a
controversial joint venture with government in the Green Fuel project.
Gabuza
also said he doubted the National Oil Infrastructure Company (Noic)’s credibility
after Triangle Limited made what he said were startling revelations that the
company had a stake in the ethanol business.
He
claimed that Noic had never revealed its interests in the ethanol business.
“We are going to sit down as a committee and
analyse what we got during our tour. We want to know what exactly is going on.
We have been with Noic and they never told us they are in partnership with
Triangle in ethanol production. If the partnership is lawful, there is no
problem but whether or not that partnership raises corporate governance issues
is another thing,” said Gabuza.
Information
in the public domain is that Green Fuel is a joint venture between government’s
Agricultural Development Authority (Arda) and Macdon Investments under the
Indigenisation and Economic Empowerment Act.
Government
ostensibly holds 51 percent stake while a local community share ownership scheme
owns 10 percent, with the remainder 39 percent in shares being held by
Rautenbach’s company.
Ethanol
pricing is currently been regulated by government and pegged at $5.10/ per
litre.

CHIREDZI – A well-known foreign
currency dealer and his wife recently sustained gunshot wounds after three
armed robbers stormed into their home in the night and went away with a flat screen
TV set, two Gtel S7 cellphones and a Toyota Wish vehicle with registration
number AEY 4201.
Sources said George Laleni and wife Janet Mafusire might be victims
of a calculated robbery by an organised gang that had stalked them for many
days.
Laleni, a martial artist who does his business at Chiredzi’s old
rank, had parked his Toyota Wish some 20 metres away from his home in Chiredzi’s
Mangwenge Road on July 23 at around 19:30hrs when three robbers dressed
in hooded black jackets stormed into his home.
The robbers broke the tightly locked door before pointing a gun at
Laleni who was sleeping in his bedroom with wife Janet.
The robbers allegedly demanded cash which Laleni did not have.
This disappointed the gang which then forced the couple to hand over their car
keys before shooting Laleni on his left leg and his wife on her right leg.
Sources said police found a 9mm spent cartridge at the crime
scene.

Courage Dutiro
Masvingo
provincial magistrate Peter Tomupeyi Madiba has bounced back after being
suspended early this year on charges of gross incompetence.
Madiba
was suspended on February 12 by the Judicial Services Commission (JSC) after an
inquiry by the disciplinary committee found him guilty on four counts of
incompetence.
The
labour court which sat on July 18 exonerated Madiba of any wrong doing putting
aside the July 12 verdict by the disciplinary committee.
In
one of the charges, Madiba was accused of passing lenient sentences on some
offences that would under normal circumstances require stiffer penalties.
According
to a labour court document that is in possession of TellZim News, Madiba was
reinstated as the Provincial Magistrate at Masvingo Provincial Magistrate court
with immediate effect.
“The
appellant be and is hereby reinstated as a Provincial Magistrate at Masvingo
Provincial Magistrate court without loss of salary and benefits. The appellant
to report for duty within 48 hours of granting this order,” reads part of the
document.

ZVISHAVANE – An 11-year-old
grade five pupil at Errymaple Junior School was named best poet after beating four
other contestants in the finals of the junior poetry category of the National
Allied Arts Speech and Drama competitions held at Harare International School
recently.
Bradley
Machimula, who all along was a day scholar, walked away with a floating trophy
before his school rewarded him with a full scholarship, meaning he will now use
boarding facilities until he finishes primary school.
Before his
exploits in Harare, Machimula had come out tops during the regional
competitions which were held at Midlands Christian College in Gweru on June 27.
The final
competitions were presided over by adjudicators from California in the United
States of America.
Allied arts is a
celebration of art and creativity where children showcase their talents across
such areas as drama, poetry, speech and theatre. Schools compete at regional
level and those that win will then meet at national level.
Bradley’s
teacher Kuzvitonga Mapfumo told TellZim News the young boy had given him more
reasons to be happy with his work.
“Dynamites come
in small packages. The boy has done extremely well. Being young as he is, I
never thought he could do better than pupils from such big names like Midlands
Christian College, Hellenics, Heritage and Springvale,” Mapfumo said.
Errymaple
directors Ashley and David Ruswa told TellZim News the school was pleased with
the boy’s performance and had decided to reward him for helping to grow the
Errymaple brand.
“We are excited
by his performance and it is quite encouraging to notice that our efforts to
make our school the best in the country are paying off. This is a school we
started to give back to the community that supports other Errymaple ventures so
we are excited that the work is bearing fruit,” said Ashley.
Her words were
supported by David who said the school was now focusing on nurturing more of
the kind of talent that Bradley exhibited.
“I accompanied
Bradley to Harare but I didn’t know that he would prove to be such a gem. We
are overjoyed by this achievement and we will now increase our efforts to do
better,” said David.

MASVINGO –
Ratidzo School for the Disabled has launched an appeal with members of the public
and organisations for donations to enable it to operate optimally.
The
boarding school, which is run by ZimCare Trust, houses some 120
mentally-challenged learners and other people with other forms of disabilities
Zimcare Trust School head E Runesu said most
learners were under the government’s Basic Education Assistance Module (Beam)
programme but much of the money was not being paid.
“This
time around Beam has failed to meet its requirements and it has arrears dating back
to 2015. His has made it difficult for the school to provide for the learners,”
said Runesu.
Runesu
said the school had now premised its hope on the generosity of well-wishers as
operations at the school were getting very hard to sustain in the absence of
reliable streams of income.
He
said the school accepts all donations be they in cash or kind so that it can
solve some of the most pressing problems like the ballooning electricity, phone
and water bills.
Runesu
said the school also needed to maintain its facilities and pay for
transportation.
“It is from this background that we kindly
request everybody to help the school within their capacity. We require
toiletries and food items like cooking oil, mealie-meal, sugar, rice and beans,”
he said.

Stock theft threatens Chipinge beef sector

CHIPINGE

Livestock farmers in Chipinge are increasingly getting worried by the rising
cases of stock theft in the district.
This came out at a livestock
show organised by the Department of Agriculture, Research and Extension
Services (Agritex) in collaboration with a development partner, International
Rescue Committee (IRC) at Mabhiza Business Centre on July 17.
A club that consists of 200
women hosted the show and took the opportunity to exhibit the breeds of goats
that bring huge profits to breeders in the Lowveld.
Various aspects of good goat
breeding techniques like animal health, nutrition and shelter were presented to
farmers.  Guest of honour was district
agriculture officer Tapiwa Chagwesha who was represented by Benson Musinake.
Checheche Livestock Traders
Association, represented by Gideon Chiororo, said stock theft was militating
against the growth of livestock business in the district.
“Stock theft is affecting
butchery operators as farmers lose cattle meant for business. We urge farmers
to work hand-in-glove with traders so that we help each other curb stock theft
in this area,” said Chiororo.
Agriculture extension
officer Medline Ngwendu, who coordinates the livestock breeding project at Mabhiza,
said water problems in the area contributed immensely to the problem.
“When the water table is
low, farmers drive their livestock to Save River which is far away from the
villages. On the way, they lose their stock,” said Ngwendu.
Chipinge Rural District Ward
24 Councillor Wishes Hama called for stronger policing of the area to deter
would-be cattle rustlers.
“As a female councillor, I
am pleased by this goat project which is being undertaken by female farmers but
it’s sad that there are people stealing from them. I want to see people who
steal livestock being punished severely,” said Hama.
Speaking at the same occasion,
Chipinge South Member of Parliament (MP) Enock Porusingazi urged farmers to
devise their own ways of protecting their livestock and help the police to
arrest thieves.
“We see people with no known
sources of income drinking expensive beer every day. They lead extravagant
lives and we therefore must ask ourselves where they are getting the money
from,” said Porusingazi.

Tendai Mange
Masvingo
magistrate Dambudzo Malunga recently slapped a local man with 12 months imprisonment
on charges of indecent assault after he poked the private parts of a student doing
work related learning at his work place.
Edmore Gwara
(37) of Rujeko, will however serve eight months after four months of the
sentence were suspended on condition he will not commit a similar offence over
the next five years.
It was the
States’ case as presented by Liberty Hove that on July 14, Thandiwe
Chihambakwe, a student at Gweru Polytechnic, went outside of the Downtown Lodge
where she is currently attached to answer a phone call.
Gwara followed
and poked her straight on her private parts.
This did not
sit well with the student who then reported the matter to her supervisor who in
turn advised her to report the case to the police, leading to Gwara’s arrest.
Gwara pleaded
guilty but tried to exonerate himself by claiming that he acted under the
influence of alcohol he ostensibly took at the lodge’s bar.
