Teachers demand 50c to mark pupils’ work

MBERENGWA Many teachers at Mketi
Secondary School in Mberengwa district under Chief Mketi are said to be
demanding a 50c fee from the pupils so that they can mark their daily work,
TellZim News learnt that.
TellZim
News also learnt that the teachers had teamed up not to hold August holiday
lessons to protest arrangements that their payment will be paid through the
school and not directly to them.
Sources
said the teachers told pupils to bring with them a 50c each if they wanted
their daily work marked and those who could not pay in cash were to pay with
some corn snacks or even maputi.
One
pupil said they had no choice but to comply with the order as they did not want
to disrupt their learning.
“We
do not have a choice as pupils but to do what our teachers say and give them
the money,” said the pupil.
The
parents also do not have a choice but to give their children the needed money
so that they give it to the teachers to mark their daily work.
School
head Trynos Shumba and his deputy are said to be now seeking to be transferred
from the school as they have failed to stop the practice which they feel is
improper.
Mberengwa
District Schools Inspector (DSI) and his team reportedly visited the school and
were shocked to see male teachers roaming around the school without neck ties.
One
of the staff members who refused to be mentioned said that there were two male
teachers who are influencing and leading other teachers to rebel against the
school administration.
The
teachers are said to be accusing the administration for not taking them to the
district prize giving ceremonies and taking SDC members to go and receive the prizes.

Ward 10 Cllr Sengerai Manyanga has criticised council management for lacking
the competence required to see to it that critical projects are executed and
completed in time.
Manyanga
made the accusations in a recent full-council meeting while making a
contribution on the long-delayed relocation of the city’s dumpsite from the
middle of Runyararo West and Victoria Ranch to a more suitable place.
Manyanga
said when the Public Works Committee visited the Ministry of Local Government offices
in Harare to have the relocation approved to a piece of land that has already
been identified, an official there made it clear that Masvingo was not serious.
“We
were told point-blank that Masvingo was not at all serious. The official said
other councils like Chiredzi were always on the phone trying to have their work
done but no phone call from Masvingo. We were told that had Masvingo been
persistent enough, the work would have long been completed. Now we are still at
the same place saying we are waiting for all the paperwork to be done, yet we
clearly are not serious about it,” said Manyanga.
Mayor
Collen Maboke had earlier revealed that the Minister of State for Masvingo
Provincial Affairs Ezra Chadzamira helped the city obtain the piece of land.
Other
councillors said it must no longer be about a new dumpsite but a proper
landfill where waste is disposed of and managed in a modern manner and in line
with international best practice.
The
long-stalled Mucheke Trunk Sewer project was also zoomed into focus, with city
engineer Tawanda Gozo saying work could not continue without additional
funding.
Ward
3 councillor and Public Works Committee chairperson Tarusenga Vhembo was
heavily criticised for alleged ineptitude which has seen most of the projects
being overseen by his committee failing to meet deadlines.
The
projects include the Rujeko footbridge which has not registered any progress
since last year.
When
Vhembo was asked why he kept giving new dates as to the completion of the
footbridge project, he answered that the project will finally be completed ‘soon’.
This
prompted a retort from Maboke who demanded a clear date, with a befuddled
Vhembo promising that all work would be done ‘in three weeks’.

Man hands self to police after murdering ‘cheating’ wife

police here are investigating the murder of a 42-year-old woman who was
allegedly murdered by her husband who handed himself to the police after
committing the alleged crime.
The
accused Simbarashe Chidaushe of Munakira Village under Chief Njelele is said to
have arrived home from a local business centre where it is alleged that he
found his wife, Chiedza Mpofu, with another man in their kitchen hut.
Upon
seeing Chidaushe, the man in the hut fled and the enraged Chidaushe is said to
have dragged his wife to another hut where he struck her with an axe on the
neck and she died instantly.
Midlands
police spokesperson, Inspector Joel Goko, confirmed the incident which occurred
on the July 2, 2019, and appealed with members of the public to always exercise
restraint whenever they are confronted with provoking situations.
“There
is no justification to murder whatsoever. We must always respect the sanctity
of human life and when provoked we should always seek intervention from other
people.
“It
is quite unfortunate that we have lost a life in this incident which could have
possibly been avoided had there been mediation from a third party,” said Goko.
Before
handing himself over to the police, Chidaushe took a cotton pesticide in an
attempt to kill himself but was immediately rushed to the hospital where he is
said to be in stable condition.

‘Budget surplus should pay Gvt debts to local authorities’

MASVINGO –
Minister of Finance Professor Mthuli Ncube recently announced that the country
has recorded a budget surplus of almost RTGS$500 million in the first quarter
of the year 2019, further claiming that the country was on the right path to
recovery.
After
the announcement by Treasury that public accounts had recorded a successful
half a billion RTGS dollar surplus, local residents and the civil society have
called upon the government to use the purported surplus to settle its debts
with various local authorities in the country.
These
sentiments were expressed during a Masvingo United Residents and Ratepayers
Alliance (Murra)-organized service delivery-assessment workshop.
The
workshop was organised in partnership with the Local Governance Community and Capacity
Building and Development Trust (LGCCBDT).
Speaking
during the workshop, one resident told city fathers to engage seek the settling
of the debts owed by various government departments.
“We
have heard the Minister of Finance saying government has recorded a surplus so
we urge our council to engage the government to pay their debts using that
surplus money. The council should not just make efforts to get their money and
disconnect water when it comes to residents but leaving those who owe big
debts,” said a resident.
City
of Masvingo Mayor Collen Maboke said the city had approached some arms of the
government who were forthcoming but said it was hard for them to disconnect
water supply at these institutions.
“We
approached almost every government institution which owe us and some of them
paid partially but it is hard for us to disconnect services at their premises,”
said Maboke.
Murra
spokesperson, Godfrey Mtimba said they have always encouraged council to
confront their biggest debtor not the struggling residents who owe them small
amounts.
“We
have always encouraged city fathers to focus their efforts in engaging
government to pay its debts rather than all their energy targeting and
victimizing residents whose debts are very small.
“Government
has the biggest debt through its institutions and should just pay so that
residents are not forced to subsidies it as they are the ones paying,” said Mtimba.
Many
institutions including the Army, Police, prison and Education owe Masvingo City
council almost 30 million dollars in unpaid water bills.
The
government has been widely criticized for not paying its debts to various
service providers including local authorities and the country’s power supplier
the Zimbabwe Electricity Supply Authorities (Zesa).

Chief Neshuro arrested over maintenance

MWENEZI – Chief
Neshuro, born Rodwell Gudo, was last week arrested yet again for failing to pay
maintenance fees to his former wife, TellZim News has learnt.
The traditional leader was convicted and sentenced to two months in prison suspended on condition that he urgently clears the arrears.
Magistrate Honest Musiiwa admonished the chief and said his social standing made it mandatory for him to lead by example.
He said it was regratable that Chief Chitanga continued to be a bad example in front of his subjects.
The
charge against Gudo is that sometime in March 2018, he was ordered to pay a
monthly maintenance fee of $120 to his ex-wife Rumbidzai Namo for the upkeep of
the three children.
TellZim
News further heard that for the period extending from June 2018 to February
this year, the chief failed to honour his obligation thereby accumulating
arrears amounting to $695.

Earlier last year, the traditional leader, who resides in Makaranga village, was arraigned in the Mwenezi Magistrates’ Court where he was convicted for defaulting on his maintenance obligations to his ex-wife. The chief had defaulted on paying maintenance to Namo and his arrears had
accumulated to $2400.
 
He was convicted and
sentenced to six months in prison but the sentence was suspended on condition
that he cleared the arrears.
     
 

ZNA officers graduate in heritage course

MASVINGO – The
Zimbabwe National Army (ZNA) is moving towards imparting greater appreciation
of national heritage among its members by giving the opportunities to acquire
new knowledge.
This
was revealed at a Headquarters 4 Infantry Brigade graduation ceremony where 10
members of the ZNA were given certificates for completing an Executive Guiding Tour
Course in National Heritage.
The   graduation was done in company with the
National Monument and Museums of Zimbabwe (NMMZ).
The
course is meant to equip members of the ZNA with deep understanding of national
history and heritage as well as to instill values of the liberation struggle.
Speaking
at the event, course facilitator and NMMZ southern region director, Lovemore
Mandima said the course was critical in helping soldiers improve their
understanding of national heritage.
“I
am glad to celebrate with our ZNA members who completed this course. I hope
that this team will make a difference in the country using their new knowledge,”
said Mandima.
Team
leader of the course, Sifundiso Ndhlovu said his team was humbled by the
support that NMMZ and ZNA accorded them throughout the duration of training.
“As
graduates, we are overwhelmed by the support we got from NMMZ and ZNA up to
this day. We managed to visit such shrines as Nyadzonia in Zambia and Chimoio in
Mozambique. We also had an opportunity to visit local heritage sites like Dlodlo
and Matobo,” said Ndhlovu.
He
said the course had helped them to appreciate the country’s liberation heritage
which included massacres that were perpetrated by the enemy.
“As
soldiers, we are the last line of defence for our country so we must guard it jealously
against all threats. We must also protect our national heritage sites and pass
the knowledge that we have to the next generation. The next generation must be
able to acknowledge our gallant history of liberation,” Ndhlovu said. 

Neromwe, Bota clash over territory

ZAKA – The
newly revived Neromwe chieftainship which has been fought by Chief Tshovani has
found another foe in the name of Chief Bota who is accusing Neromwe of annexing
his territory.
Chief
Bota, born Charuka Zezai, is accusing Neromwe, born Clemence Madzingo, of
invading Dzoro and Dekeza areas which are under Bota.
Bota
has since written a petition to 15 departments including the President’s Office
and the Minister of Local Government, Public Works and National Housing
complaining about the issue.
“This
letter serves to inform you that there is a boundary conflict between Chief
Bota and Chief Neromwe of Chiredzi district. The complainant is Chief Bota who
is accusing Neromwe of invading Dekeza and Dzoro areas which belongs to Chief
Bota under Zaka district,” reads part of the letter
The
letter also indicated that Neromwe tried to invade these areas in 2016 but was
stopped after Bota wrote a petition to the then Provincial Administrator (PA) Felix
Chikovo.
“In
2016 Chief Neromwe attempt (sic) to invade Dzoro and Dekeza but we have managed
to stop these shenanigans through a circular written to Masvingo Provincial
Administrator which (sic) was Mr Felix Chikovo, the late resident Minister
Shuvai Mahofa and Chief’s council president Fortune Charumbira and the dispute
was settled properly.
“This
month Neromwe surprises me (sic) attempt again to invade my boundary using
unscrupulous means which I suspect is a corruption and divide and rule tactic
used by District Development Coordinators of Chiredzi and Zaka districts,” further
reads the letter.
In
the letter Bota also calls for mediated dialogue to resolve the matter before
it gets out of hand.
When
contacted for comment, Chief Bota said he was worried by Neromwe’s actions and
he wanted higher authorities to take action.
 “I cannot be told now that Dzoro and Dekeza
area now fall under Neromwe because historically, they have never been under
him. I am surprised by how they now want to take those areas from me when they
have been under Bota chieftaincy since time immemorial,” said Bota.
On
his part Neromwe said he could not comment much on the boundary issue because
he was not responsible for its drawing.
“Bota
was there when the commission established the boundary, so who am I to go
against them. He should ask those who drew the boundary not me,” said Neromwe.
Zaka
District Coodinator (DCC) Ndeya Nyede said there could not be a boundary
dispute between Bota and Neromwe for the two are in two different districts and
the district boundary will separate the two.
“Neromwe
is in Chiredzi while Bota is in Zaka so the two cannot conflict over a district
boundary which was established long ago. None of them can encroach into another
district as they are claiming,” said Nyede.
Masvingo
Provincial Development Coordinator (PDC) Fungai Mbetsa echoed the same
sentiments saying Neromwe will only rule over an area that had previously been
seized by white settlers and willl not go into communal areas.
“Neromwe’s
area is in Chiredzi and covers only the area that was under white settlers and
Bota rules over the communal areas in Zaka. Bota never ruled over people in the
resettlement areas so there cannot be a boundary conflict between the two,”
said Mbetsa.

Bogus Mwenezi CIO rearrested

MWENEZI – A 32-year old
Beitbridge-based  tout who in December
last year caused a scene at the Mwenezi Magistrate Court by masquerading as a
member of the Central Intelligence Organisation (CIO) and threatening to abduct
prison officers, was last week arrested for threatening – through a telephone
call – to kidnap an employee at a law firm.
After
being convicted of making threats of violence against Mwenezi prison officers
and impersonating a CIO, Rhodes Nyoni went on to threaten Tapiwa Simukai, a
secretary with Mutendi, Mudisi and Shumba Legal Practitioners’ Mwenezi office.
Since
then, Nyoni had been on the run, only to be rearrested by the police last week
after he was spotted at Rutenga growth point.
Appearing
before magistrate Honest Musiiwa for the offence of violating section 88 (2) of
the Postal and Telecommunication Act Chapter 12:05, Nyoni pleaded guilty. He
was sentenced to 30 days behind bars or alternatively pays a fine of $80.
Argued
by prosecutor Caroline Pasipanodya, the State case was that on December 06 last
year, Nyoni sent an audio message to Simukai vowing to kidnap and severely
assault him after accusing the law firm of mishandling a case involving his
in-law.
Last
year, Nyoni got into trouble with the law after he approached prison officers who
were taking the in-law to jail and tried to negotiate favourable treatment on
the prisoner’s behalf.
When
his request was turned down, Nyoni who then claimed to be a CIO agent
threatened prison guards with abduction.
   
 

Father kills baby ‘for making noise’

Bikita– A one-year-old
baby recently died after suffering from injuries sustained three months back
when his father strangled and slapped him all over the body for making noise.
TellZim
News learnt that, sometime in April this year, Clemency Gurwe of Kanjera
village Chief Mazungunye was sitting with his wife, Mitchell Manyangadze in
their house at night when the little boy started crying.
Gurwe
lifted the baby with one hand and started slapping and strangling him until the
boy started bleeding from the nose.
Manyangadze
wiped the blood from the boy’s nose and went to bed.
The
following morning, Manyangadze went to the clinic with the baby where she was
advised to report the case to the police.
Gurwe
was arrested and was kept on remand until July 26 for attempted murder while
the child was referred to Silveira Hospital where he was admitted.
The
baby was further referred to Masvingo Provincial Hospital where he was
discharged days later and put on weekly reviews.
The
little boy died on July 07 and Gurwe is now facing murder charges.
Masvingo
provincial police spokesperson Chief Inspector Charity Mazula confirmed the
incident.
“We
confirm that we received that case and investigations are still under progress,”
said Mazula.

Professor Magwa hails Tugwane High

Reformed Church University (RCU) vice chancellor Professor Wiseman Magwa has hailed
Tugwane High School for organising a careers day for its pupils and other local
school saying the event was an eye-opener to pupils.
Speaking
after a careers day programme held at Tugwane High School in Masvingo South,
Professor Magwa, who is now the acting director of the Midlands State
University (MSU) Language Institute (MSULI) revealed that careers day programmes
were critical in helping pupils choose the right career paths.
“Exhibitions
like careers day are important and should be held regularly in schools because
they open the minds and eyes of our pupils to know about many other professions
other than being a teacher, policemen or a solider.
“I
am glad that 22 organisations that are here gave pupils insights into various
careers options available,” Magwa said.
The
decorated scholar, who has more than 100 publications to his name, donated some
of his books to schools and local community leaders who were present.
He
went on to launch the Professor Magwa Award for Best Shona Pupil at all levels
at Tugwane High School and Garai Primary School where he did his primary
school.
At
the event, pupils had the opportunity to come face to face with people in
various respectable professions and company representatives who shared
information on recruitment processes as well as qualifications required for
specific programmes and opportunities.
Tugwane
High School head boy Heinrick Milanzi said pupils were happy that they had been
given an opportunity to meet people who matter on the job market.
“We
want to thank our school head and all the staff for organising this day for us.
We are now equipped with information concerning the qualifications required for
one to qualify for certain opportunities. We learnt a lot,” said Milanzi.
Tugwane
High School head Robinson Matsilele said the careers day had played a pivotal
role in giving pupils direction and encouragement.
“When
the District Schools Inspector (DSI) informed us that schools are now able to
organise their careers day in their zones, we decided to act. Children need to
be given direction especially at a time like this when the economy is difficult,”
said Matsilele.
The
event was attended by representatives from organisations including TellZim News,
Zimbabwe National Army (ZNA), Masvingo Teachers’ College, Masvingo Polytechnic,
Masvingo City Council, Great Zimbabwe University (GZU), Pick n Pay and Environmental
Management Agency (Ema).
