Chairperson of the provisional commission running the affairs of Masvingo City Council pending the swearing in of newly-elected councillors, Godhati Dunira says his team is already busy at work trying to improve service delivery.
Speaking to TellZim News at the Provincial Heroes’ Acre on Monday, Dunira said he was the best man for the job, and was working hard to improve services.
“I was chosen to lead this commission because I am a doer. We have a short time in office but I will make sure that we utilise it for the betterment of our city,” said Dunira
He went on to say that his first port of call was the completion of the installation of sewer infrastructure in Victoria Ranch, as well as to improve refuse collection services.
“I will make sure that I fulfil some of the wishes which I had for Masvingo when I ran for the Masvingo Urban constituency parliamentary seat. There has to be a proper sewer system in Victoria Ranch. The issue of refuse collection and provision of water has to be improved in the city and I have made a commitment to work for that,” said Dunira
He also called for all stakeholders to play their part in the improvement of service delivery, saying it was no one person’s responsibility to ensure a working city.
“It’s not our sole duty to ensure efficient service delivery; every resident, rather, has a role to play for a better city. I call upon all residents to pay their rates so that we can also do our job effectively,” said Dunira.local

HARARE – President Emmerson Mnangagwa on Heroes’ Day blamed the opposition MDC Alliance for the August 01 violence in Harare that led to the army shooting dead at least six people and injuring many more.
Addressing people who gathered at the National Heroes’ Acre on Saturday, Mnangagwa said the killings were unfortunate, adding that violence must not be tolerated in the country.
“On 30th of July 2018, you stood and spoke loudly and clearly. You showed the world that not only could we all campaign in a spirit of peace and tolerance, with parties free to campaign whenever, wherever and, however, they saw fit, we equally demonstrated that we could also hold free and fair elections.
“We, however, condemn the MDC Alliance-inspired violence post our free and fair elections, it resulted in the death of innocent citizens. May their souls rest in eternal peace,” Mnangagwa said.
Commander of the Zimbabwe Defence Forces (ZDF), General Phillip Valerio Sibanda was also quoted blaming the opposition for the deaths.
“Zimbabwe remains secure despite the recent politically-motivated violence that erupted a day after the harmonised elections on 30 July 2018. That notwithstanding, the country has continued to enjoy peace, security and stability during the harmonised elections.
“Had it not been for evil intentions of some opposition political players who went on to incite violent protests, unnecessary loss of life of six people who were caught up in the unfortunate shooting incidents could have been avoided,” he was quoted as saying.
MDC Alliance leader, Nelson Chamisa, however, attacked what he called was government’s unwillingness to accept responsibility for its actions.
“The demonstration was done by citizens of Zimbabwe, it was not only our members who participated but the people of Zimbabwe who were calling for a fair and credible result (of the elections) not those artificial results announced by Zec,” Chamisa said.
He also said those killed on the day were not even opposition members but civilians who were going about their everyday business.
“Like that lady who had just closed her shop and on her way to her vehicle, got shot from the back, was she demonstrating?” he queried.local

Botched prison break, man gets 12 more months

A man who tried to escape jail has only himself to blame now after he was caught and sentenced to 12 more months in jail on top of his original 37 months sentence.
Luckmore Muchuchu tried to escape from the custody of prison officers Derick Mugari and Taruvamba Mutsvangwa of Masvingo Remand Prison.
He had been taken to Masvingo Provincial Hospital for medical attention when he made his ill-fated dash for freedom.
Magistrate Peter Madiba heard that on August 03, Muchuchu was admitted at the hospital when at around 04:45hrs, he requested the two prison officers who were watching over him to be allowed to go to the toilet.
Mugari accompanied him but stood outside as Muchuchu got into the toilet, but the prisoner took that slight opportunity to escape through the back window.
A manhunt was later launched, leading to the arrest of the fugitive at the Bulawayo Road turnoff.
He pleaded guilty to the charges, saying he wanted to go and have a word with the woman whom he suspected had bewitched him and caused his illness.

GWERU – The Minister of Health and Child Care, Dr David Parirenyatwa has warned that the local municipal water is not safe for human consumption following a typhoid outbreak which killed some people in Mkoba and left many other hospitalised as of last week.
Speaking at an emergency meeting in the city, Parirenyatwa said people should be given water treatment pills to help curb the spread of the disease.
“People should be given pills to treat water and council should also provide water in bowsers so as to help curb the spread of the disease since Gweru water is not safe for consumption.
“A taskforce must be formed to meet daily to continue assessing the situation and the team should be led by the provincial medical director. Awareness campaigns should also be conducted with the help of NGOs for the people to know more about the disease,” said Parirenyatwa, who also called for exploration of other ways of fighting the disease.
He said it was the first time that Gweru had experienced a typhoid outbreak and urged members of the public to dispose of litter properly.
“We must also constantly check the water that we drink because sometimes pipes do burst and the water gets contaminated and some of the taps may be rusty. So we need to go to the root of the problem and work together to find a solution,” he said.
Before Parirenyatwa’s comments, Gweru City Council had blamed borehole and untreated water sources for the outbreak of the disease while maintaining that municipal water was safe to drink.
The Minister of State for Midlands Provincial Affairs, Owen Ncube thanked the Ministry of Health for responding swiftly to the crisis and recommended that the council meet the cost of funerals for those who died of the disease.local

GWERU – The Zimbabwe Prisons and Correctional Services (ZPCS) Midlands is hosting a family week from August 13-19 at Whawha Medium Prison as part of the organisation’s rehabilitation programme.
ZPCS provincial public relations officer, Jerry Ruzive said the objective was to unite inmates with their families and loved ones, adding that the family played a big role in the rehabilitation process.
“We have families coming to see their relatives and loved ones who are in prison with the idea being to help them remain connected. The sense of belonging should not be lost simply because a person has been incarcerated. We can’t ignore the fact that the family plays a vital role in the rehabilitation of inmates.
“We are happy with the outcome because many families have already taken the opportunity to come and visit their loved ones. We are in our second year of this initiative and the response is good.
“Members of the public suggested that the programme be done during school holidays and public holidays when children are at home,” said Ruzive.
Emmanuel Dera, an inmate, expressed gratitude at being given a chance to see his loved ones in an almost usual family set-up.
“I am grateful to ZPCs for organising an event which has enabled me to interact with my family in a relaxed environment. We are also being treated well in prison although we face the usual problems associated with the country’s prison life,” said Dera.
Whawha Prison principal correction officer, station and rehabilitation coordinator, Clara Chingono said despite many challenges, ZPCS was doing its level best to ensure that the welfare of prisoners was met.
“All basic needs are catered for and in a week like this, we allow families to bring food stuffs and basics such bathing soaps, body cream lotions and others to their loved ones,” said Chingono.local

GWERU – There is a worrying increase in crime in the Midlands province, with an average 1 300 cases being reported per month, police have said.
Speaking during Zimbabwe Republic Police (ZRP) Commissioner General Godwin Matanga’s recent tour of Gweru, officer commanding Midlands province, Assistant Commissioner Charles Ndoro said the crime rate had increased by 12 percent in 2018 as compared to 2017.
“We have put in place measures to reduce the increase in crime. The province has recorded 7 801 cases for the period of January to June 2018 as compared to the 6 965 cases recorded during the same period  in 2017, translating  to a 12 percent increase in crimes committed,” said Ndoro.
He said police in the province were operating with inadequate equipment and vehicles, thereby negatively impacting on policing efficiency.
“There are a number of challenges being faced by the police in conducting their operations well and these include lack of proper equipment, depleted fleet in terms of transport, and backward structures.
“By its very nature, policing requires an efficient transport system for swift responses and the province in this regard has been operating on a depleted fleet thereby compromising the quality of the organisation’s services.
“Another big challenge we are facing is human and material resources shortages…there still exist some gaps in terms of our human resource deployments,” he said.
Ass Comm Ndoro, however, expressed optimism that with support from Comm Gen Matanga, the province will be able to do better in the fight against crime and create a safer society for all people of the Midlands.
In his own address, Comm Gen Matanga warned police officers who engage in corruption that they were living on borrowed time, adding that the organisation will not hesitate to fire any members caught on the wrong side of the law.

…dead Mwenezi man buried in kitchen

MWENEZI – People in Village 4 Mangondi Ward 14 under Chief Chitanga and other surrounding communities were recently left tongue-tied after an elderly villager’s grave was dug inside his kitchen.
Following a short illness, the elderly man identified only as Magaya, who was in his late 70s, died and was buried last Thursday in one of his houses in the village.
Though no immediate comment could be obtained from Chief Chitanga, Councillor Admire Matutu of Ward 14 said he had also received reports of the strange burial.
“I did not manage to attend Magaya’s burial but I also heard that he was buried in a house. Originally the man is from Malawi, so I think his burial was in accordance with their culture,” said Matutu.
Other villagers who witnessed the burial process said the arrangement had left them with many unanswered questions.
“Several villagers are still shocked. Previously, we had witnessed the burial of some Malawians but we never heard of anyone being buried inside a house. The house where Magaya was buried had its floor levelled and people were told to continue using it as usual.
“What also baffles the mind is that we heard that he was buried with a knife in his hand,” said a villager who spoke on condition of anonymity.
The deceased reportedly married a local woman and settled in the village a long time back.
Sources said he had children from his previous marriage but did not have any with the local woman he married, who also had children of her own from previous relationships.local

The election mood in the country seems to be very much still with us despite President Emmerson Mnangagwa’s calls for the country to move on.
This is in light of MDC Alliance leader, Nelson Chamisa filing a Constitutional Court application, challenging the Zimbabwe Electoral Commission (Zec)’s declaration of Mnangagwa as the winner of the July 30 elections.
The court challenge has seen Mnangagwa’s inauguration, which would have been held on July 12, being put on hold pending the jury’s findings.
This has heightened expectations especially among citizens who are sympathetic to the opposition, with many of them hoping for Chamisa to be declared winner or, at least, for the results to be nullified to give way for a rerun.
Some people who spoke to TellZim News said they were confident that Chamisa will prevail.
“He has a strong case. There is overwhelming evidence that will make it impossible to dismiss the case without seriously damaging the image of the judiciary,” said one opposition sympathiser from Mucheke.
Another one said he agreed with Chamisa’s claims that he won the presidential election with over 2.6 million votes.
“I trust his claims that he won the election with over 60 percent of all genuine votes cast. Zec colluded with Zanu PF to cheat him of his victory and I hope the court will do the right thing without fear or favour,” she said.
A resident of Rujeko said Chamisa had a solid case against Zec but she did not trust the country’s judiciary.
“This is just waste of time because the court will rule in favour of Zanu PF. The court is under their implicit control, just like Zec is doing their bidding,” she said.
When contacted for comment, political analyst Dr Takavafira Zhou, however, expressed confidence in the judges’ capacity to deliver a fair ruling.
“The judges have to make history and that history can only be made by considering the voluminous evidence that was submitted. Unless there is pressure from some individuals, they will be objective because the evidence is very glaring,” said Zhou.
A team of judges led by Chief Justice Luke Malaba is expected to hear the merits of the case and make a decision in the next fortnight although Mnangagwa’s lawyers are fighting for the case to be dismissed on several technical grounds they have raised including that the case was purportedly filed later than the Constitution allows.
The court’s decision will be final, and in case that no rerun is ordered, the winner will be inaugurated by August 25.top news

Mberengwa murder fugitive turns self in

A Mberengwa man who allegedly murdered another at a bar in March recently turned himself in and was arrested after almost five months on the run.
Midlands province police spokesperson, Inspector Ethel Mukwende appealed to the members of the public to solve their disputes amicably and seek mediation so as to avoid unnecessary loss of life.
By the time of writing, Lameck Zhou (38) of Ushe village under Chief Muposi was due to appear in court on charges of murder related to the death of Tofara Zhou (46) of the same village.
Details gathered by TellZim News are that on March 29 at around 21:40 hrs at Chaza business centre, the suspect and the now deceased as well as other patrons were having a drink at a bar.
At that time, the bar lady identified only as Theresa (45), announced that people should leave as she now wanted to close the bar.
Lameck, however, refused to leave and Tofara intervened, telling him that he should allow the bar to be closed, and this led to a harsh exchange of words between the two.
Lameck got out of the bar and went into a disused building nearby with Tofara following him, but only to come out and collapse outside.
Tofara’s younger brother, who was also at the bar, rushed to find out what had happened and found his elder brother unconscious.
A Good Samaritan later drove Tofara to Chaza Clinic where he was confirmed dead upon arrival, and Lameck was nowhere to be found.local
