Councillors turn down ministerial plea

The Masvingo City Council (MCC) has turned down a plea by the Ministry of  Local Government on behalf of local businesswoman, Mrs Gurwe,  who wanted her water reconnected despite owing the council a hefty US$11 000.
Gurwe approached ministry officials over the matter that later negotiated with the Provincial Administrator to plead with the council to get her water reconnected while she made a payment plan to clear the debt.
Councillors turned down the plea arguing that the businesswoman had undermined their authority and raised fears that if such behaviour is tolerated, more residents will likewise follow the same procedure thereby bypassing the council.
“Why did she go ahead and approach the ministry when councillors are available to serve the people. It will be in our best interests to be principled. This means that we must not necessarily act on the pretext that the issue is coming from the minister’s offices,” said councillor, Garcia Mundondo, whose sentiments were echoed by the whole council.

Councillor Against Chiteme added that some of the residents from his area, (Ward 8) had approached him seeking reconnections and Gurwe’s approach to the ministry undermined the council’s authority and painted a picture of underperforming councillors.
“This lady never approached me and it is quite surprising that we are getting the issue from the ministry as if we had failed to execute our duties,” added Chiteme.
Town Clerk, Adolf Kumbirai Gusha, pleaded with the councillors arguing that Gurwe’s actions did not constitute disrespect to the council but was a result of the fact that most residents do not know how the council system operates.
The councillors, however, stood firm saying they had no confidence in her as she made the plea dependent on what she would receive from her tenant. In their view, they said, she could come up with a payment plan which she could fail to honour.
“We cannot trust her since any payment plan she makes will be dependent on a tenant’s payment.  The council resolution on this is clear. She has to come up with half of what she owes to council before we can start talking about reconnecting her water or her payment plan,” the councillors concurred.
Meanwhile, a research by the Masvingo Residents Trust showed that the Masvingo City Council disconnected water supplies to more than 1 000 households in the period starting from the 11th of February up to date.

Zebra strays into town

A lone zebra strolled down the streets of Runyararo West on Sunday morning and ended up entering the Ambassadors For Christ Church courtyard where the crowd which gathered to look at the animal nearly disrupted the Sunday service.
Residents of Runyararo West who spoke to Tell Zimbabwe said the zebra entered the residential area in the early hours of Sunday morning from the bushy area that lies west of the suburb but is south to Victoria Ranch.  A crowd of people soon gathered and the zebra was forced to enter the premises of the Ambassadors for Christ Church along Mboroma Street in Runyararo. The residents said for several days last week two zebras had been seen browsing around the cultivated plots on the edge of the suburb. Some of them said zebras had become a common sight on the outskirts of the residential areas to the north and west of the town.  It is believed that the zebras belong to the Mushagashe Game Park on the outskirts of Rhodene suburb which belongs to the Masvingo City Council.
“I saw two zebras on Thursday last week and they were browsing close to my cultivated plot. I believe that this is one of the zebras which lost its partner and ended up wandering into town,” said Tandavanhu Munyaradzi.
Innocent Chikwira said the appearance of the zebra in the residential areas was most probably an omen that may not augur well for the city.  He said it was not an everyday occurrence that a zebra could walk down a street right in the middle of a crowd of people, something which was corroborated by Gilbert Chimombe.  Although the occurrence may have been uncommon it provided entertainment for the people of the suburb who spent the whole day trooping to the church to view the animal over the church’s incomplete durawall.  By late afternoon the zebra pranced about the church courtyard in apparent annoyance at the large numbers who had gathered and looked determined to gallop away.

A woman police constable, who was keeping watch over the stray animal said while the Wildlife Management Authority had been advised they had indicated that they would not attend to the problem since the animal in question belonged to the council.
Contacted for comment the mayor, Hubert Fidze, said he was going to investigate the matter.local

MP Shumba denies dumping his constituency

Member of Parliament (MP) for Masvingo urban Daniel Shumba has denied accusations that he dumped his constituency opting to stay in the leafy suburbs of Harare saying the talk was part of smear campaigns by his detractors.
The accusations were mainly coming from councilors from both political parties and ordinary citizens who said they did not know the whereabouts of their MP.
Asked why they were not able to address some of the problems haunting the city, councilors who attended Tell Zimbabwe feedback meeting recently said they felt being let down by their MP whom they said should be pushing from another end.
However, Shumba rubbished the accusations saying he was always on the ground with the people. The MP said there was bad blood between him and his councilors whom he said were back stabbing him at a time he needed joint effort to bring development to Masvingo.
Shumba added that  ‘the councilors  were not bringing forward earnest problems’ affecting the people. He also explained that most of them want to tarnish his name since they are from the Movement for Democratic Change (MDC).
“I am very concerned about my constituency and being silent does not mean I am not doing some work elsewhere. Those who say I care less are of the opposition MDC and  rogue Zanu PF elements in the council “Gamatox” who want to tarnish my name,” said Shumba.
“It’s unfortunate that my councilors are always plotting for my downfall …instead of bringing genuine problems, they rush to newspapers where they tell lies about me. I am here to help people and I am sure very soon everyone will understand that Daniel Shumba is here to serve people,” he said.

Masvingo urban is currently facing a number of problems, the most prominent being inadequate health facilities at market places, the state of roads and water supply systems in the urban constituency.
Councillors insist that they have not met Daniel Shumba since he was elected into office in 2013.
“I dont know our MP … we only see Tsere his front man here. Some people say he is now residing in Harare …help us to find our MP,” said ward seven councillor Richard Musekiwa.

NGO Forum runs public information Kiosk in Masvingo

The Zimbabwe Human Rights NGO Forum ran a public information kiosk at Pick ‘n’ Pay Supermarket in Masvingo today (Friday), a move meant to create an informed citizen population in Masvingo.
The launch of the information kiosk focused on making the public aware of The National Peace and Reconciliation Commission which, they said, has not been given adequate publicity for too long.

Speaking on behalf of the NGO Forum, Dzikamai Bere, the transitional justice researcher, noted that the public has for long been uninformed on national documents which they feel are vital for development thus the need for the nation to be made aware of pending developmental organisations like The National Peace and Reconciliation Commission.
“Information should be accessible to everyone so that commissions which have pending operations like the National Peace and Reconciliation Commission can commence operations.  This commission was set up two years back to deal with the ills of political violence but everybody has been mum since the commissioning,” said Bere.
Bere further explained that they wished to play a pivotal area with information being distributed for free.
“We also wish to have an information kiosk where the general populace will access important information for free,” added Bere.
The information kiosk also distributed informative documents as the People’s Guide to Transitional Justice and the newly amended Zimbabwean Constitution.local

National Volleyball Player Mpofu dies

Masvingo-Zimbabwe national volleyball player Bruce Mpofu died and he was buried in Masvingo on Thursday this week. He was 30 years old.
Mpofu who was also working  for Mosweu and Company Legal Practise as a Messenger in Botswana suffered from a severe headache and he decided to come home but he died upon arrival in Masvingo last week. While in Botswana Mpofu also played for Mafolofolo Volley-ball Club in Gaborone.
Mpofu was a distinguished volleyball player in Masvingo. He worked at Masvingo City Council at Fire Brigade where he joined the volleyball team coached by the late Mr. Mazorodze of the Fire brigade.
 National Volleyball Coach, Mr. Arron Mutede said Mpofu joined the national team in 2007.
” I received a phone call from the coach of the Big Six Labels, Mr. Mazorodze that he had a talented boy (Mpofu) in his team who deserved to be in the national team.  I called him Mpofu and he joined the national team in the year 2007 and served up until the year 2009, he then went to Botswana, but he still served as a National Team Player,” said Mutede.

Mr. Mutede added, “I discovered that the capacity of Bruce was of great importance the first time I watched a friendly match that was organized in Masvingo. I realized the potential that he had, he was a well disciplined player who encouraged other players to achieve and excel in the tournament.”
Mpofu joined the Mafolofolo club in Botswana in 2008, at the same time serving as a Zimbabwean National Volley ball Player.
Commenting on this heartbreaking incident that befell the nation, the second president of the national team, Mr. Enias Kondo said that, “Bruce was a role model in Masvingo as well as to other players whom he competed with in Zimbabwe and abroad. None other than Bruce reached that level in the province of Masvingo; he was the most valuable player in most matches played.”
In his lifetime, Mpofu won 13 medals and two most valuable player trophies with regards to his performance as a National Volleyball Player and Mafolofolo player. local

Masvingo beef producers petition government over crocodiles

Masvingo Beef Producers’ Association (MBPA) has handed a petition to the Provincial Adminstrator (PA) Felix Chikovo today (Friday) demanding the government’s intervention in controlling crocodiles terrorizing the Mazare community.
The chairperson of MBPA Robert Makado said the government was responsible for all wild animals attacking domesticated animals and people in Masvingo. He said the victims including relatives of the young boy who was killed by crocodiles this week no longer had confidence in the department of National Parks and Wildlife Management.
In a letter directed to the PA dated 20 February 2015, the association expressed disappointment over the way in which the National Parks handled wild animals especially crocodiles, lions and hyenas in Masvingo.
 “Our major obstacle is the way in which the National Parks and Wildlife Management’s response to the carnivorous wild animals which includes lions, hyenas, leopards and crocodiles which have created havoc throughout the province”, part of the letter reads.

The association postulates that over 40 herds of cattle worth a whopping $20 000 have been killed by crocodiles alone which habitat the pools of upper Mutirikwi river in the Mazare area.
The letter also addresses the notion that the outbreak of these wild animals has led to the outbreak of rabies in livestock emanating from hyenas and jackals.
“Even the department of Veterinary services is overburdened by the poor actions of national parks through the costly control of rabies spread by the roaming hyenas and jackals. The Summerton are of Masvingo district has lost a number of herds of cattle from the disease”, confirmed the letter.
The letter addressed that areas like Chartsworths, some parts of Gutu, Mashava and Gunikuni areas of Masvingo district  have large groups of hyenas feeding on the local communities’ livestock both big and small.
Communities along the Save valley conservancy of Bikita district are said to be losing a big number of cattle to lions coming from the conservancy.
Masvingo beef producers wants the people who lost their livestock to these wild animals to be compensated.
“We wish the government intervenes so that it awakens the department of National parks. They need to make decisions which balances game keeping and defending the masses not being ineffective, shocking, lazy, misguided and retrogressive they have been thus far”, concludes the letter.Local

Crocs kill one in Mazare

A sombre mood engulfed the Mazare community of Gutu under chief Musara this week as crocodiles that were terrorising the area since last year attacked and killed a 16 year old boy Shingirirai Mangwengwe who was herding cattle on Monday.
On the fateful day, Mangwengwe who was protecting his herd from getting to the river where crocs have been marauding decided to stand by the river side which led to the crocodile attacking him from behind.
The crocodile pulled him into the water and consumed half of his body. The remains of his body were  found the following day floating on top of water.


Villagers are blaming the department and National Parks and Wildlife Management for not taking action when the villagers reported about these cunning crocodiles.
 “We reported this matter a long time ago but the National Parks was relaxed and never took any action. The crocodiles have been attacking our cattle but it was better than now as we have lost a human life. I hope they will be moved out of their comfort zone”, said Takunda Rutanga before breaking into tears.
“We are now living in constant fear since we are no longer certain of what will happen to us. How many people must die before they take action,” lamented Rutanga.
Just recently Tell Zimbabwe carried a story about crocodiles terrorizing Mazare villagers but Parks spokesperson Caroline Washaya Moyo said they were not going to remove crocodiles unless they enter in to houses.

Gokomere whiz kid looking for help

Joshua Mudhobhi, a former Gokomere High School student who bugged 13 ‘A’s and a ‘B’ in last year’s Zimsec November Ordinary Level exams, is appealing for financial help to enable him to continue with his studies.
The 17 year old genius said his wish is to go back to Gokomere High School for his ‘A’ Levels as the school offers some of the best conditions for academic success.
“I would like to go back to Gokomere for my ‘A’ Levels but my challenge is lack of money for school fees,” said Madhobhi.
Coming from a family of four children, Madhobhi says he grew up with a desire to be the best. 
“I worked very hard to try and beat the previous record of 14 ‘A’s set in the previous year by another student. Though I fell short of beating that record, I am satisfied by the effort I put and the result I achieved,” he added, saying he would want to study Maths, Physics, Chemistry and Economics if he gets an opportunity to go to ‘A’ Level.
Madhobhi’s mother, Esther Mavengano, can barely afford to fund his education as she also has to fend for his siblings one of whom should have started university last year.
“My desire is to see him doing his ‘A’ Levels but I cannot cope with all the requirements as I single-handedly have to cater for other children as well,” said Mavengano.
Describing her son as a shy and reserved person, she said she never recognised the genius in him until much later.
“Growing up very reserved and quite, we never knew he would become such a genius,” she said.
Gokomere High School Headmaster Mr Mutsambiwa said Madhobhi is a hardworking student who must be helped to succeed.
“He is such a hardworking person who deserves all the help he can get to reach his full potential,” said Mutsambiwa.

The Reformed Church University trains non-finance managers

The Reformed Church University has reaffirmed its commitment to the development of Masvingo region and beyond through training non-finance making manager courses with a view to enable organisations to produce capital and curtail losses which they encounter.
The three day short course which sought to improve individual and organisation’s financial literacy was held from the 4th to the 6th of February 2015 at the Flamboyant Hotel in Masvingo titled Finance for Non-Finance Managers in a bid to motivate non-finance making managers to work hard and curb losses through good management of funds.
The Reformed Church University organised this short course programme to promote and develop organisations in various districts of Masvingo and beyond which are non-profit making, and to cultivate a culture of financial literacy that should see departments developing a host of financial and technological innovations through continuous improvements.
In a statement, one of the facilitators, the Chief Executive Officer of Regency Group of Hotels in Masvingo Dr. Fredrick Kasese, encouraged the participants to promote financial literacy and transparency within organisations as he said that, ‘The strongest competitive forces determine the profitability of an industry.’

His argument was based on the issue of technological advancement era which the world is living in, through the use of digital technology, people can wipe-out money even in small amounts in the banks and at the end of the day the account holder don’t realise it because of ignorance.
The 21st century has been characterised by great technological innovations which should see organisations adopting the new systems to suit the competitive environment and development of new ideas given that technology is the great growling engine of change.
The facilitators pointed out the importance of financial literacy as one of the most critical factors determining the long-term success and survival of most institutions in Zimbabwe, which leaders must adopt and adapt viable marketing techniques to safeguard their companies.
The increasingly competitive marketing structure needs innovative minds to enhance positive economic environment since organisations are operating in a negative economic situation affecting the nation.

The Vice Chancellor of the Reformed Church University, Professor Wiseman Magwa reiterated the importance of the workshop and embraced the confidence that the participants conferred with the Reformed Church University  as he said that, ‘This workshop is a blueprint of other developments towards transformation which the University has laid down, in the pursuit of bringing back the Zimbabwean societies’ pride.”
At the end, the workshop participants were awarded certificates, to appreciate their efforts and output during the learning process.
The Headmaster of Margaretha Hugo Primary School for the blind, Mr. Manjere appreciated the financial management framework they received from the facilitators.
He said, “This workshop was very important, I am assured that if we implement the finance management techniques we were trained, we can make a difference as Non-Finance Managers at individual and organisational levels.”
The RCU promised to offer more courses for the development of the region and country in the near future.local
