GZU student lands Miss Lake October award

Great Zimbabwe University (GZU) student Shekinah Mandeya was on Sunday (October 9) crowned Miss Lake October after beating other contestants to the award at Hippo Creek lodge.
The 20 year-old winner could not hide her joy after winning and promised to empower other women in various ways.
“I am happy to be the winner of the Miss Lake October. The crown will help me empower other women through various ways as I have a passion in empowering others,” Mandeya said.
Speaking at the event, Faith Mazana the chief coordinator and organizer of the festival said their main aim of organizing the event was to promote and to showcase the history, culture tradition and increasing public sector participation in the pageant.
Mazana added that the event was meant for the queens to have opportunities to market the tourism industry and also remind other citizens of Masvingo of a rich tourism center.
Young women were encouraged to create opportunities and register so that they could contest in the next pageant in 2023.
“Our main aim of organizing this event is to showcase the history, culture, traditions and increasing public sector participation in the pageant. This is also a platform where the queens can market the tourism industry on the local and international market. I encourage all young women out there to create opportunities and register in the next pageant in 2023,” Mazana said.
GZU Vice Chancellor Professor Rugano Zvobgo who was the guest of honour at the event said he was impressed by the activities that took place at the festival and encouraged the youth especially women to be empowered.
“I am impressed with what I saw here. Young men and women are doing their best and this is a result of empowerment. Youth stage is something that one must celebrate, If you miss the youth stage, it’s like you have missed the bus.
“Young women must be empowered through education which is the key for empowering women. Without education, you are weak and not empowered so women, be educated,” Zvobgo said.
Zvobgo also urged youth to embrace culture since it is part of heritage. He also encouraged the youth to go to school, learn, have self-respect and never to underestimate themselves.
“People must embrace culture because it is part of our heritage and home is the most important source of culture. Never underestimate yourself for the way you speak and walk reflect who you are. So be careful of what you say because once spoken the words are out.
If you are educated you can get yourself a better career and you will be able to challenge the universe. Education without career is useless. Self-respect comes with profession so believe in things you can do for yourself,”Zvobgo said

USWAUSHAVA-In a move that is likely to be the selling of another ‘dummy’ full of false promises as 2023 elections loom, President Emmerson Mnangagwa has promised villagers in Chiredzi North that their homes would be electrified.
Mnangagwa has pinned hopes for the country’s economic recovery plan on Rwandan President Paul Kagame’s investors who have reportedly injected US$ 800 million towards the Rural Electrification Project set to benefit most rural areas as the latter is expected in the country at the end of this month to officiate the investment.
Mnangagwa who emulated Kagame’s model of community development in Rwanda, said the Rwandese President is set to unveil the US$ 800 million Rural Electrification Fund which he sourced from his friends at the end of this month.
Addressing scores of Zanu PF supporters in Uswaushava, Chiredzi on October 8, Mnangagwa said Kagame is set to visit Harare at the end October to unveil the fund which is going to light rural Zimbabwe as every household is set to benefit from the project.
“We have a programme coming at the end of this month. President Kagame of Rwanda is coming. I told him that Zimbabwe is on sanctions but I have a programme to electrify every household. President Kagame then spoke with his friends. Of course I know the friends but I cannot divulge them here and we were given US$ 800 million which he is coming to unveil,” said Mnangagwa.
President Mnangagwa publicly indicated that he was emulating the rate of development in Rwanda by president Kagame which is inclusive of all the communities.
“Kugara nhaka huona dzavamwe.(You can only partake in inheritance by copying from others) If you go to Rwanda, you will see well organized villages working together as one while the government chips in on the other side to assist. Everybody is assisted to come out of poverty,” added Mnangagwa.
Though the President’s vision towards economic recovery is commendable, he made some political statements which raised fear that most staunch opposition supporters in rural Zimbabwe will be left out of the development, the same way they are left out in other government assisted programmes.
President Mnangagwa added that those who will be left out of the programme will be a clear indication that they are not ‘Zimbabweans’
“So if we find your house without electricity, we will definitely know that you are not one of us. How come you were left out if you were one of us?” asked Mnangagwa.
However, during a meeting held on the side lines of the Africa Green Revolution Meeting, President Kagame advised Zimbabwe to instil trust in its own people in order to progress.
“You need to work hard to change the perception, you cannot bribe your way through it, you cannot just sweet talk some people, even if they say ok, we agree with you , things will not be fine.
“The way the people of their own country feel about what is happening, it will always come out before you even convince anyone from outside so that they cannot have a wrong perception about you, convince your own people.
“Make sure they are with you and say look, whatever you are saying, we feel there is change, so concentrate on making sure your people are involved, they are benefitting, they can themselves push back on this story of perception,” Kagame said at the meeting.
Mnangagwa was in Chiredzi North at Uswaushava Primary School for a thank you rally in the constituency which casted 45 000 votes in 2018 for the ruling party, more than any other constituency in Zimbabwe as it surpassed Uzumba Marambapfungwe which, over the years had been known to boost Zanu PF’s victories.

Patience grows thin in Gweru

…Residents plan mass sit in demonstration over poor service

Gweru- Residents have sought police clearance to conduct a mass sit-in demonstration as service provision continues to deteriorate in the Midlands capital.
According to a letter written by three residents associations namely, Gweru United Progressive Residents and Ratepayers Development Association (GUPRARDA) Gweru Residents and Ratepayers Association (GRRA) and Gweru Residents Association (GRA) dated October 11, the mass action is set for (Monday) October 17, 2022.
The development comes as council has reportedly refused to address a number of issues affecting the city.
Some of the cited service delivery challenges are the on-going property seizure by council, estimates of bills and unrealistic water bills, the unprocedural implementation of the rebasing of 2022 budget and suspected contaminated water and outbreak of water borne diseases among other issues.
“Despite several attempts by resident associations collectively to have several service delivery issues addressed, council refused to attend to our concerns. The concerns are representative of the challenges that council is not addressing city wide, thus affecting the wellbeing of residents.
“Therefore it is with a heavy heart that residents of Gweru have asked us to engage your esteemed office after ward consultations, to notify you of the planned (sit in) to be held at town house offices in Gweru.
“Residents sincerely hope that the planned mass action will force council to address their plight with immediate action” read part of the letter signed by GUPRARDA director David Chikore, GRRA director Cornelia Selipiwe and GRA director Taurai Mukarati.
Of late Gweru has been facing a host of challenges from different angles among them inconsistent refuse collection prompting the Mayor Hamutendi Kombayi to mull use of scotch carts, ever flowing sewerage in sections of Mutapa suburb as well as erratic water supplies due to old water infrastructure.

…Gweru council quivers over planned service delivery demo

The Gweru City Council has called to the table residents in a move to persuade them to stop the planned mass (sit-in) action demo.
The meeting was called on October 12, 2022 by the Acting Town Clerk Douglas Chikwekwe as a matter of urgency.
Chikwekwe however pleaded with residents to grant the local authority at least seven days, up to next week (Thursday) October 20 to come up with solutions.
“As council, we call upon you as residents to give us a grace period of up to seven days so that we can try to come up solutions to the challenges you presented,” said Chikwekwe.
The planned demo which had been set for (Monday) 17 October 2022 at Gweru Town Council Offices was aimed at addressing various service delivery issues affecting the city.
Representatives from the residents associations, Women, Media, Persons with Disabilities (PWDs) and youth attended the meeting.

Football is poorer without Machawira!

“When I have done the work you gave me Lord, give me that crown”-such goes the biblical quote, which veteran soccer administrator Tedious Machawira seems to be reciting in the spiritual realm to the “football gods” after his untimely demise earlier this week.
Once again Zimbabwean football has been robbed of one of their most revered and valued giants in the beautiful game, veteran soccer administrator Tedious Machawira, who in all honesty deserved all his flowers.
The football family is mourning a man who served the game with distinction while at the same time making sure the Eastern Region Soccer League (ERSL)’s needs were well catered for.
Born 59 years ago in Gutu district of Masvingo, the late Machawira who served in the Zimbabwe Republic Police (ZRP) before his retirement from the force in 1997 was a dedicated football administrator who fought tooth and nail towards the cause of the game.
Tichaona Machawira, son to the late football icon said the icon was their fortress, hence the family had been robbed of a father figure par excellence.
“As a family, we have lost a father figure who was a father and grandfather to many. In our clan he was the only surviving elder whom we would always consult for advice. His passing on is a great loss to the family as we no longer have a father to look up to.
“My father retired from ZRP in 1997 and he got employed at Zimbabwe Football Association (Zifa) offices in Harare before transferring to Masvingo where he was the founding father of the ERSL around 2000-01,” said Tichaona.
Masvingo Mayor Collen Maboke said the region has lost a fountain of football knowledge and experience which shall be difficult to replace when considering his vast experience.
“There is need for ERSL to find an administrator with experience that matches the late Machawira. I am not sure if the region will get a proper replacement of his calibre because even after his retirement from football, he would always avail himself and provide advice to several clubs. He is one who was always committed to the cause of the game.
“Despite the challenges that most Masvingo clubs faced in securing sponsorship packages, he remained committed to working with us. He would stand in for several clubs I worked at like Masvingo United, FC Roma, Don Bosco and Mucheke Pirates. While working with him, I learnt a lot about football administration,” said Maboke.
Masvingo Zifa chairperson Nobioth Magwizi said the late administrator left a trail of achievements in the region during his tenure of office.
“Despite being a pioneer in formation of the ERSL as the administrator, the late Machawira was instrumental in bringing the Sylvia Dube cup to the eastern region while he was also part of the negotiating team for the Mbada Diamonds Cup.
“In other words, he was behind the success of the ERSL is as a result of his commitment. He also spearheaded the transfers of soccer stars Ovidy Karuru, Johnson Zimbabe, Progress and Jolly Musepa from ordinary secondary schools to football powerhouses like Pamushana and Gokomere High Schools.
“It was out of his idea that the then young players began to play for Masvingo United in Premier Soccer League,” said Magwizi.
Division 1 side Masvingo United spokesperson Omen Mafa released a club statement that expressed how sad the club felt on the passing on of Machawira whose leadership qualities he said were indisputable.
“Our club will forever cherish the moments we interacted with him as he was an accommodating character who always had the region (Eastern) at heart and wanted to see local teams excel on the domestic football arena. We can attest his leadership qualities which can never be doubted and were crystal clear for everyone to see; hence he was a celebrated administrator par excellence.
“Indeed the region would be poorer without him and his void will be felt as he was now more of an advisor to the regional leadership helping them steer the ship in the right direction.
“To the Machawira family, we say ‘Know that we are thinking of you, remembering our father and celebrate his life. Mr Machawira will always be in our hearts and memories,” read the statement.
Acting Zifa General Secretary Xolisani Gwesela issued a statement in which he said the late administrator had an immense contribution to the beautiful game from ‘an unrivalled passion’.
“Known by many as the Father figure, the association recognizes his immense contribution to the development of the game in his region and the country as a whole. He will forever be remembered for his unrivalled passion and dedication for the development football.
“Our thoughts and prayers are with the family and friends of the departed one in this time of sorrow. He served the association with great honour for a period spanning over two decades. He started his journey in 1998, when he majored into full time football administration after retiring from ZRP.
“Zifa expresses it sincere condolences to the family and country’s football fraternity at large following the death of former ESRL general manager. Machawira was one of the longest serving football administrators,” read the statement.
Survived by five children, three girls and two boys and his wife, the late Machawira was buried at his rural home in Zimbizi village of Bhasera area in Gutu East constituency on October 14, 2022.

MASVINGO –Former Zanu PF national political commissar Retired Brigadier General Engelbert Rugeje was humiliated by wheelchair-bound Cecilia Chabaya in the recently held Central Committee elections in Bikita and had to be rescued by Bikita South MP Josiah Sithole who had to withdraw from the race to pave way for Rugeje to find a spot in the committee.
A number of Zanu PF big wigs were shamelessly defeated in the Central Committee elections held last Sunday (October 9) in Masvingo, a development which showed their popularity no longer holds in the province marred by factionalism.
Sources said Rugeje had lost ground in his home area and his participation in elections were desperate efforts by the Mavhenyengwa faction to consolidate power in the province by creating a slot for him in the central committee.
“Rugeje lost to Gogo Chabaya, a Chadzamira loyalist and to neutralize Chadzamira’s hold in Bikita, they had to talk to Sithole to step down and pave way for Rugeje,” said one source.
However, Zanu PF Provincial spokesperson Ophias Murambiwa poured cold water on the allegations saying it was a lie adding that party statutes dictated that Rugeje was not supposed to be contested.
“That’s a lie, Sithole could not pave way for Gen Rugeje because they are not from the same constituency. What I know is Hon Madhuku (Johnson) is the one who had submitted his CV and later withdrew,” said Murambiwa.
The two warring factions are an offshoot of the alleged ruling party factions between President Emmerson Mnangagwa and his deputy Constantino Chiwenga and in Masvingo, Minister of State and former provincial chair Ezra Chadzamira is allegedly fronting Mnangagwa faction while his successor and current chairperson Robson Mavhenyengwa leads the Chiwenga faction.
Mavhenyengwa faction enjoys control of Gutu, Zaka, Chivi and Mwenezi districts and has a fraction in Bikita while Chadzamira faction has total hold of Masvingo and Chiredzi districts.
Other sources said Chadzamira was gaining ground in the province as Mavhenyengwa faction now has some internal divisions. Chadzamira got more votes than anyone else in the province in the Central Committee race followed by Davies Marapira.
Sources also said Mavhenyengwa was losing grip and soon the battle for supremacy could be between Chadzamira and Marapira who is currently overshadowing Mavhenyengwa in Zaka.
“Marapira is overshadowing Mavhenyengwa in Zaka and soon he will be Chadzamira’s challenger because he is making great inroads in the district and province,” said another source.
Of those who seem to have fallen from grace is perennial loser and Zanu PF shadow councilor Benjamin Taguma Mazarire who got one vote in Masvingo district.
Mazarire who is a business man lost to then MDC Alliance’ little-known Jacob Nyokanhete in the 2018 parliamentary race of which he became the ruling party’s shadow MP.
Another big gun who lost in the central committee elections is former Chivi North MP Paul Mangwana who is the party’s national secretary for Legal Affairs.
Mangwana was instrumental in leading the defense council during the 2018 election contestation at the Supreme Court and is a purported Chadzamira loyalist.
However, it has proven that he has no grip on the electorate back home as they voted in favor of Ephraim Gwanongodza ahead of him in Chivi district.
ZANU PF Chief Whip and Gutu South legislator Pupurai Togrepi was thrashed by former Chief Whip and Secretary for Security Lovemore Matuke with Matuke garnering 226 against Togarepi’s 60.
In Zaka, intra factional wars took centre stage leading to Angeline Chipato losing to Nyaradzo Tachiona though the women’s league slot was not supposed to be contested.
“There are internal fights within Mavhenyengwa faction. That is why the faction allowed contestation of the women’s league slot though Chipato was not supposed to be contested. There was a circular which said if a senior member who is in the central committee or above, she will not be contested. The circular was followed in Chiredzi and Gutu districts,” said the source.
Those who made it into the central committee in Zaka district are Davies Marapira who garnered 222 votes, Paradzai Chakona who got 125, Ophias Murambiwa of Zaka West and the women’s league position went to Nyaradzo Tachiona.
In Mwenezi district, Cuthbert Muzara Cuth made it with 198 votes while Obey Mbiza got 168 votes, Religious Matutu had 185 votes and Priscilla Zindari Moyo who got 54 in the women’s quota ticket.
In Bikita, Retired Brig Gen Engelbert Rugeje, Cecilia Chabaya and Univester Mukwena will represent the district.
In Masvingo district, winners are Ezra Ruvai Chadzamira who got the highest number of votes 252, Masvingo Central Legislator Edmund Mhere got in with 223 votes while Paul T. Ziki got 220 and Mucharevei Chamisa got 86 votes to represent the Women’s League.
In Chiredzi district, Farai Musikavanhu got in with 171 votes, Petros Chivhinga had 169 and Abraham Sithole garnered 164 votes.
In Gutu, Winston Chitando and Yeukai Simbanegavi got in uncontested while Lovemore Matuke got in with 226 votes and Charity Mhondiwa got in with 223 votes.
In Chivi district, Retired General Elasto Madzingira had 125 votes, Ephraim Gwanongodza got in with 121 and Elias Chikondere garnered 124 votes.

Ladies and gentlemen, let me take this opportunity to congratulate all the victors of the recently held Zanu PF Central Committee elections while at the same time I have words of encouragement for those who faltered along the way. Of course from my little understanding of the on-goings in this useless party that has brought untold suffering to masses of Zimbabwean souls, this CC is nothing but a grouping of people but with no meaningful activities and thus of its little importance. Maybe I would need someone to school me on the exact role or even influence of this central committee thing which to my understanding is of no significance and serves no purpose when one looks at the hype it is associated with especially in run up to elections. I heard a lot of sirens in town on Sunday and had to leave maputi andaikanga achitsva ndichida kuona kuti mhere mhere yairi yei wanikwe haiwawo ndeivavo vamwe vevakakunda musarudzo vainyangadza vanhu muguta vachienda kuMashava kwavo. Anyway, my feeling is that the jostling for positions is used to settle political differences that have become common in Zanu PF. Haaaya seka hako Mapombi nhaka toonerera vamwe vacharwira chivharo chebhodhoro (chinjeke) nekuda kuwachisana uye kuonesana masimba. Yeah zviriko futi especially when looking at how Masvingo has become a battle ground for political players and the province has always lived up to its billing and hopefully the dynamics won’t shift nyaya dzikazonotambirwa kwaWedza kwanaChigwedere uko.

Yes, the Once Minister without a Ministry is gaining ground and it is no surprise that some insiders in the party feel he is strategically positioned to take over from where Mavhenyengwa is failing thus pitting him against Zvazara. Volleyball extravaganza set for Mashava

Volleyball fanatics in the former mining town of Mashava will be treated to a sports fiesta this coming weekend (October 15-16) when athletes take to the courts to showcase their talents in a tournament meant to raise awareness on breast cancer.
Zimbabwe Volleyball Association (ZVA) Masvingo Provincial Media and Marketing Officer Frank Tsuro said the two day tournament is set for Great Zimbabwe University (GZU) volleyball courts where all teams from the country’s ten provinces will battle it out for top honours.
“This year Masvingo is hosting the tournament which is held annually. Both ladies and gents teams from the ten provinces will be grouped into two groups where only two top teams will proceed to the semi-finals.
“There are no restrictions other than that players registered in provincial leagues are eligible to play,” said Tsuro.
He however bemoaned lack of sponsorship for the sport and appealed to the corporate world to chip in and save the game.
“There is no sponsorship, teams are funding themselves. We are appealing for sponsorship. For example we have our local league here in Masvingo Dzimbahwe volleyball association but there is no sponsorship,” he added.
Masvingo teams got their kits from New Horizon Pharmacy while their training needs are taken care of by Dr Richard Makoni of Masvingo City Medicals.
Masvingo province ladies team is coached by Glenn Tavarwisa assisted by Tichaona Shambare while men’s team is under the tutelage of Clemence Muzondo assisted by Kudzai Chibi.

Devolution funds: Residents demand consultations, inclusion in project mapping

Gweru – In a move meant to foster transparency and accountability, residents and stakeholders have urged Gweru City Council to prioritize consultation on public funds to promote inclusivity and effective citizen participation.
The call was made during a pre-budget review consultative meeting held in Gweru last week.
The budget performance review and pre-budget consultation was focused on assessing how the 2022 budget funds were used and taking in community’s input ahead of the formulation of 2023 budget.
Speaking during the engagement, Gweru Residents Forum director Charles Mazorodze said council does not consult residents and stakeholders properly with regards to public funds as the disbursements of the devolution funds are not communicated to the people.
He added that, it is hard for residents to be actively involved in key decision processes like budget formulations as management and council would have passed their positions on certain decisions in most cases.
“The most key and important thing we value as stakeholders is inclusion in most council processes and projects mapping. As residents, we have a say in every decision you may sort to implement as we are the ratepayers.
“Consultations are key, we need them. A platform like this one where we undergo the budget review would encourage residents to attend in their numbers. Right now the community is not aware how much devolution funds were disbursed, how were they disbursed and used. We want to be active players in project mapping and have our areas of concern addressed as residents,” he said.
This year Gweru City was allocated ZW$ 302 million under devolution but due to delays in disbursement, a lot of projects are on hold, a development which has been seen as a major setback to the community.
Gweru Council Public Relations Officer Vimbai Chingwaramusee however said as of last month about ZW$ 44 million out of the ZW$ 302 million had been disbursed.
She added that with this year’s allocation which had been disbursed, council has managed to do something for the city.
“As for our 2022 devolution funds, we received something. The money which was disbursed is ZW$ 44 million. So we deposited a tender for two trucks.
“However, the money disbursed is not enough for a single truck, so we are still trying to raise more money to ensure that we procure the trucks as per plan,” she said.
However some of the paid up projects as reflected by the 2022 devolution funds statement as of July 31, 2022: four skip bins were paid for at ZW$ 704 024, street lights rehabilitation at ZW$ 5 million, transformer at ZW$ 6 million, new Front End Loader at ZW$ 15 million, New Tipper at ZW$ 9 million, Ambulance at ZW$ 7 million, tractor at ZW$ 2 million and Electrical fittings/ boards at ZW$ 6.7 million.
Zimbabwe Congress of Trade Union (ZCTU) representative Rebecca Butawu said under next year’s devolution funds, there was need to prioritize the resuscitation of roads networks.
“Our council has a challenge, if your funds are allocated by the Central government under devolution they are not disbursed in time.
“As council, I want to know if follow ups are ever done to account for the remaining money. At least we need that money to be carried over to the following year.
“Kindly consider the state of our road networks in the city in next year’s budget, we need proper roads in our wards,” she said.
Brisky Ncube a Gweru youth also urged council to prioritize resuscitation of entertainment facilities in order to curb drug abuse.
“Yes, water is a priority; we need our water networks to be revamped. Invest again in the social wellbeing of the community. We no longer have sporting facilities as young people like theatres and recreational centres to keep youth away from social ills.
“Let’s combat the spread of drug abuse by establishing such therapeutic facilities. Prioritize youth needs in our next year’s devolution funds budget,” he urged.
Gweru Council Finance Committee chairperson and ward 3 councillor Martin Chivhoko said delays in the disbursement of devolution funds was greatly affecting proper consultation to be conducted.

Masvingo targets bumper winter wheat harvest

Masvingo province is targeting to harvest at least 2.5 tonnes of wheat per hectare giving a total of about 5 490 000 million tonnes from the 2 196 hectares (ha) planted this year.
Masvingo province Crop and Livestock officer Aaron Muchazivepi said the winter wheat harvest is already underway with over 50 ha already harvested.
“Harvesting has already started and more than 50 ha have already been harvested in the province. We are encouraging all wheat farmers to start harvesting mature crops as there are rampages of fires destroying fields.
“We are expecting all farmers that have produced wheat to deliver to GMB as this will buttress our food security and also meet our requirements as a nation with regards to wheat production and provision of wheat for confectionary purposes. We are mobilizing combine harvesters so that farmers can harvest their crops earlier since we are looking forward to a better season this coming rain season,” said Muchazivepi.
As the summer season is approaching, the department is targeting to plant 255 000 ha of maize crops.
Pfumvudza farmers are expected to benefit from the presidential input scheme soon to be distributed after the National Pfumvudza launch.
“The input distribution for the season will be based according to agro ecological regions with regions 4 and 5 focusing on traditional grains. The province is expected to plant 80 000 ha of sorghum and 10 000 ha of finger millet. We are also encouraging farmers to grow sunflowers and cotton,” said Muchazivepi.
Meanwhile government through the ministry of Lands Agriculture Water, Fisheries and Rural Development has already gazzetted the wheat prices for this farming season.
The ministry is paying ZW$ 268 048 and US $220 for premium grade wheat per tonne while the Grain Marketing Board (GMB) will be paying ZW$ 243 680 and US $200 per tonne for other grades.

Teenager axes man, robs him of US$ 12 cellphone

A 19 year-old Learnmore Ndebele was arrested for armed robbery after assaulting and robbing a fellow 35 year-old villager of his cell phone.
Midlands provincial police spokesperson Inspector Emmanuel Mahoko confirmed the incident and called upon members of the public to avoid moving during night hours.
“We are appealing to members of the public to desist from moving at night as it is not safe,” Mahoko said.
On October 1, 2022 at around 2300 hours, the victim Member Sibanda was walking past Arizona Business Centre when he met Ndebele who was going the opposite direction.
It is said Ndebele struck the complainant once on the forehead with an axe, searched him and took a Kgtel cell phone before fleeing.
The complainant sustained a cut on the forehead and was ferried to Gweru Provincial Hospital for treatment.
Sibanda reported the matter to the Zimbabwe Republic Police at Gweru Rural.
The suspect was arrested and remanded in custody pending trial.
The value of the stolen cell phone is US$ 12.
