Zanu PF factional wars re-ignite

… As jostling for Central Committee posts hot up

MASVINGO – The long standoff between Masvingo Zanu PF leadership has re-ignited again as factions jostle for representation in the Central Committee (CC) with elections drawing closer.
The provincial elections are rumored to be held on October 01 (though no official communication has been made to that effect) and each faction between former Provincial Chair, Minister of State for Provincial Affairs and Devolution Ezra Chadzamira and his foe Robson Mavhenyengwa who is the current provincial chairperson is geared for the polls.
Chadzamira is allegedly fronting President Mnangagwa’s faction at provincial level while his adversary Mavhenyengwa is on Vice President Constantino Chiwenga’s side.
Both factions are strategically positioning their candidates as the dates draw closer with each district having three posts in the main wing except for Gutu which has four owing to its size.
Masvingo district has the highest number of people who are vying for the posts where 14 candidates have since thrown their interests into the ring.
Big names in the district include Chadzamira though he is rumored not to qualify for the post due to some technicalities which are not yet clear.
Three central committee members Edmund Mhere who is Masvingo Central Member of Parliament, Maina Mandava and Paul T Ziki are praying for their return in CC.
Benjamin Taguma Mazarire who lost Masvingo Urban seat to then MDC Alliance’s Jacob Nyokanhete and Talent Majoni who lost in Masvingo Urban’s ward 7 are also eyeing posts in the CC.
Edson Zvobgo Jnr who lost in the 2018 primary elections to Mazarire for Masvingo Urban is also among those who threw their Curriculum Vitaes (CVs) together with Masvingo Urban ward 10 councillor and Provincial Deputy Secretary for Disabled in the youth league Sengerayi Manyanga who is a Chadzamira loyalist also eyeing to get into the central committee.
Cell members Charles Muchena, Zvavapo Mutema, Gladys Chari and Petros Mutema are reportedly positioning themselves for positions in CC.
Provincial deputy secretary for education (women’s league) Mucharevei Chamisa and Masvingo District Coordinating Committee Secretary for administration Steven Munyenyiwa have thrown their cards in for Masvingo District.
Chivi District follows Masvingo with 13 members having shown interest with big names being national Secretary for legal affairs Paul Mangwana, Goddart Dunira a former Chivi Councillor and Ephrain Gwanongodza who is a cell member and Chivi Central legislator.
Cell members vying for CC membership include Emina Huni, Elasto Madzingira who is a war veteran, Revon Jaka, Susan Madzivadondo, Tranos Huruba, Clifford Mumbengegwi and Raymond Takavarasha.
Other names include Faith Makaza who is a Central Committee member, Enock Shindi who is the provincial deputy secretary for Commissariat and Elias Chikondere (provincial deputy secretary for economic and development affairs).
Zaka District has Davis Marapira, a cell member and MP for Masvingo North who recently transferred to Zaka, Vincent Mawere a long time member of the central committee, Rtd Brig Gen Livingstone Chineka, a central committee member and Nyasha Gavaza who is also in the central committee.
There is also former provincial chairperson Paradzai Chakona who is a cell member and is eyeing Zaka North constituency in 2023, Tawedzerwa Masase, a cell member and war veteran, and Ophias Murambiwa who is the provincial secretary for information.
Women vying for the CC in Zaka are Nyaradzo Tachiona who is a member of National Consultative Assembly (NCA), Angeline Chipato (NCA) and Laiza Kugedera who is the provincial women’s league secretary for legal affairs.
However, Murambiwa and Chakona’s CVs are rumored to have been thrown away with Murambiwa being alleged not to qualify for not having been a member of Zanu PF for 15 years and haven’t served for five years in the province.
Mavhenyengwa faction has Marapira, Mawere and most probably Brig Chineka and Kugedera with Chakona and Murambiwa being alleged to belong to Chadzamira faction.
In Chiredzi, the battle is between Killion Kalisto Gwanetsa who is MP for Chiredzi South and a cell member, Chiredzi West MP Farai Musikavanhu who is a cell member, Denford Masiya MP for Chiredzi East and a cell member, as well as Alex Siduna who is a war veteran.
Other cell members are Smart Klemo and Kingsley Kanda.
CC members in Chiredzi are Otilia Maluleke and Abraham Sithole then a PCC women’s league secretary for information Mavis Dhemba and Petros Chivinga.
In Bikita district six people have lined up with Rtd General and Politburo member Engelbert Rugeje leading the team and Cecilia Chabaya NCA member.
Cell members eying posts are Bikita West MP Elias Musakwa, Bikita South MP Josiah Sithole Energy Mutodi who is eyeing Sithole’s seat in 2023 and Univester Mukwena.
In Gutu district, the battle is between Secretary for Security in the Politburo Senator Lovemore Matuke, Pupurai Togarepi who is a politburo member and Gutu South MP.
Central Committee Members Yeukai Simbanegavi who is Gutu North MP, Noel Mandebvu, NCA member, Charity Mhondiwa and Gutu Central MP and Secretary for Production and labour Winston Chitando.
War veterans dominate in Mwenezi with Obey Mbiza who is a provincial member, Shepard Kamani, Lisious Matutu Mwenezi DCC war Veterans chairperson and Religious Matutu.
Central committee members include Tafadzwa Shumba and Curthbert Muzara and provincial members Priscila Moyo who is women’s league provincial vice chairperson and Shumirai Muhlatswa.
Other members include Clarah Shumba who is Senator for Mwenezi and Regina Tasiyana who is a district executive member.
Sources who spoke to this publication said a number of popular candidates do not qualify because they haven’t served in the provincial executive for a stipulated time of five years.
“Some big guns have their CVs thrown out because they haven’t served for five years at provincial level.
“Mhere and Chakona’s CVs were also thrown away though no communication has been made yet. However they are said to have been thrown away, but the reasons are not clear while Mhere’s issue is not attending any Central Committee meeting,” said the source.

 

Poor turnout at Chipinge Agricultural Show

CHIPINGE– Agricultural Show that was held from Friday, September 16 to 18 2022 running on the theme ‘Empowering, enhancing and uplifting businesses under Covid-19 era’, witnessed a lamentable turn up of both product and service exhibitors as well as spectators who came to witness this provincial annual occasion.
Chipinge Show Society Chairperson Samuel Maronga who gave the opening remarks on the official opening of the show on September 17 encouraged exhibitors to come in their numbers to showcase their products and services.
“It is with lamenting hearts that after organizing this show very few exhibitors turn up. We do encourage more exhibitors to come in support of the show in the following year, the more the exhibitors, the more the spectators and more encouragement to those who are willing to fund,” said Maronga.
The guest of honour Hardlife Chirairai who stood in for Chipinge Town Secretary James Mutemera, applauded those who managed to exhibit for a job well done.
“I would like to appreciate all exhibitors here present, you have done a great job by respecting this occasion and exhibiting your products and services, indeed a lot has been learnt.
“In order to achieve a middle income society by 2030, one of the major issues in that endeavour is food security. So I appreciate all farmers who are working tirelessly and utilising the rich fertile soils of farming region 1 in order to help the country to be food sufficient.
“It has however been noticed that farmers in Chipinge face a number of challenges inclusive of high input costs, soil fertility caused by low or high soil pH, poor post harvesting technologies, poor marketing technologies among others. Therefore, we call upon the government to help farmers in curbing these challenges so the vision of food security by 2030 can be achieved, “said Chirairai.
He concluded by encouraging the youth to participate in these events as they also learn from the best.
“The youth should shun abuse of drugs and venture into projects that are able to sustain their livelihood as they are the future of Zimbabwe. They have a task to grab as much knowledge from their seniors whilst they are still here,” concluded Chirairai.
Chipinge Agricultural Show comes only one week before Manicaland Agricultural Show to be held in Mutare and two weeks after the Harare Agricultural Show which the Zimbabwe Agricultural Society Chief Executive Officer (CEO) Andrew Matibiri, said attracted 14% more exhibitors than last year with a total of 575 exhibitors.
An agricultural show is a public event exhibiting the equipment, animals, sports and recreation associated with agriculture and animal husbandry.
The largest comprise a livestock show, a trade fair, competitions, and entertainment.

Top class cricket returns to Masvingo

Masvingo cricket lovers are in for a treat this season with the Masvingo based Southern Rocks cricket team set to play four one day Pro50 games and two four day Logan Cup games at Masvingo Sports Club.
Unfortunately the Rocks will be without their national stars Sikander Raza; Blessing Muzarabani and Innocent Kaia for the opening fixture this weekend as they are preparing to leave for Australia where they will be representing Zimbabwe in the T20 World Cup.
Kwekwe-based Midwest Rhinos will be the Rocks’ opponents on Saturday when they play a one day 50 over match and the two sides will meet again next Monday for another 50 over encounter.
While the Rhinos will also be without their national players, both sides will have in their line up players who have represented Zimbabwe such as Roy Kaia, Tendai Chisoro and Richmond Mutumbami who will be in the Rocks line up.
Also in the side this weekend will be Ben Curran, who is the son of a former Zimbabwean international, the late Kevin Curran and whose brothers Sam and Tom currently play for England. Ben who plays county cricket for Northamptonshire in the UK turned out for the Rocks last season and was in fine form with the bat.
The Rhinos are expected to be captained by Prince Masvaure and likely to also include Brandon Mavuta and Carl Mumba in their side.
Raza is expected to captain the Rocks team on his return from the World Cup. The 36 year-old, who had a stellar season for the national side and was hugely instrumental in securing Zimbabwe’s qualification for the T20 World Cup which starts in mid-October in Australia.
He was able to repeat his heroics in that qualifying tournament in Bulawayo and in a one day series win for Zimbabwe against Bangladesh in Harare a few weeks later. His performances against the more fancied Bangladesh side saw him rise to a world ranking of four amongst one day batters and also resulted in him being chosen as the International Cricket Council (ICC) player of the month in August.
Entrance to the Masvingo Sports Club is free and it is hoped that a big crowd will turn up to watch what should be a very exciting game.

FC Wangu Mazodze’s United States of America (USA) based team owner Dr Richard Wangu Mazodze has promised to bring back Premier Soccer League (PSL) to Masvingo by end of next season.
Speaking after a soccer match at Mucheke Stadium last Sunday where they dismissed Buffaloes with as goal to nil, Dr Mazodze said he knows that football lovers in the province are thirsty for PSL action and FC Wangu Mazodze is ready to quench the thirst.
“We respect the wishes of Masvingo football lovers who are looking forward to Zhalala Zhululu to bring back PSL to Masvingo province and it is now our mandate as FC Wangu Mazodze to bring PSL action here.
“In 2023, we are going to have an unlimited budget for the team. We are going to bring any best-performing player from any team even those in the top flight league to join the Zhalala Zhululu family.
“Zhalala Zhululu means extreme happiness, so it’s our mandate to bring happiness to the province,” said Dr Mazodze.
He also said they were not expecting to play in Division 1 during this season as they were ready to join D2 and will later on join D1 in 2023.
“We had no plans to play in D1 this year, our plans were to first play in D2 and then join the D1 league in 2023, but Zimbabwe Football Association (Zifa) officials encouraged us to join D1 after assessing our team and state of preparedness,” said Dr Mazodze.
Even though the team’s executive has been labelled as a non-listening leadership that shows a lack of football leadership qualities by some of its fans, Dr Mazodze said the club is a community team which is only sponsored by Mazodze family but the power is in its fans.
“If fans speak, we listen. If our supporters saw a potential player playing for another team and wish him to join the team to improve and perfect our team, we will do so,” he added.
In their last match played in Mucheke stadium, Zhalala Zhululu won 1-0 against Mutare-based Army side Buffalos, in a game that was Dr Mazodze’s first appearance as part of the crowd.
The team is sitting on position 7 with 37 points after 27 matches.
On Sunday, September 25 the team is playing their last match in Sakubva stadium against Manica Diamond Juniors, while Masvingo United will be taking Ruwa Pro Group FC in their last match of the season in Harare.
Masvingo United is on position 3 with 50 points while another Masvingo province-based outfit Chiredzi Stars FC lies fourth on 42 points.
The curtain will be getting down this Sunday (25 September) with Zaka FC (having managed to secure seven points from 27 matches of the season) on its 28th match facing Renco Mine FC which is sitting on position 6 with 39 points.

WCoZ stirs sexual harassment awareness drive

Women’s Coalition of Zimbabwe (WCoZ) last week hosted a sexual harassment awareness workshop at Gweru Polytechnic in order to sensitize women on their rights.
The event was graced by Musasa Project and Zimbabwe Women Lawyers Association (ZWALA) and Ebenezer Trust
Speaking at the engagement meeting Msasa Project Midlands Coordinator Agnes Muuya described the different forms of sexual harassment and how they have a negative psychological impact on women.
“Sexual harassment comes in many forms. There is sexual, verbal and physical harassment. Sexual violence is rape or forced sexual intercourse without consent. All these forms of harassment can occur at school, work, home, church and even when walking.
“Despite women not being the only ones to experience sexual harassment, they are affected more by quid pro quo where a lecturer or a person in authority offers to give a higher grade in exchange for sex,” said Munetsi.
Ebenezer Trust director Florence Guzha explained how myths contribute to sexual harassment of women.
“There is a common myth that we have to abandon, that harassment is only related to men harassing women as there is also women to women harassment.
“We have to demystify myths surrounding our culture of Chiramu that expose women to sexual harassment by their relatives and we also have to demystify that those who face harassment would have provoked the perpetrators.
“Women should be firm when dealing with sexual harassment. An empowered and well informed woman rarely succumb to abuse. Going to your boyfriend’s house does not mean he has the right to rape you,” said Guzha.
A ZWALA member Clara Chikohora emphasized the need for the government to criminalize sexual harassment in all forms.
“In Zimbabwean law, there is no definition for sexual harassment, it is only found in the Labour Act defined as unwanted and unwelcome behaviours of a sexual nature that interfere with the right to receive equal opportunities by requesting sexual favours.
“There is need for specific policies that clearly define sexual harassment and also for institutions to make students aware of the sexual harassment policies constantly,” said Chikohora

Tzu Chi Foundation commissions two classroom blocks at Murerekwa School

Tzu Chi Foundation commissioned two classroom blocks at Murerekwa Primary School on September 14 in Ward 8 under Chief Ndanga in Zaka Central constituency.
The Taiwana-based charity organization (Tzu Chi Foundation) constructed the two blocks as a rescue to the effects of Cyclone Idai which hit the country in early 2019.
Zaka Central Member of Parliament Davison Svuure welcomed all who attended the commissioning and appreciated Tzu Chi Foundation for the two classroom blocks built at the school.
“I welcome you all to this important event as we gather here to celebrate this milestone development that will go a long way in improving the education sector in our area.
“Let me take this opportunity to express my gratitude to Tzu Chi Foundation for coming to our rescue after Cyclone Idai destroyed our infrastructure and the two blocks will bring a huge sigh of relief to the school as learners get a spacious learning environment,” said Svuure.
Tzu Chi Foundation country director Chin Chai Chu said he was touched when he came to know that the school was affected by the cyclone and did not have enough classrooms and decided to inform the funder to build the two blocks.
“When I heard about the school from one of our volunteers, Volunteer Mutava I paid a visit to the school and I saw the damage inflicted by the cyclone. I informed our funder Master Cheng Yen. I also saw that the second building was about to collapse since the wooden trusses had been eaten away by ants .
I told our funder again that two blocks needed to be built for the safety of children because they are our future,” said Chu.
Parents whose children attend Murerekwa Primary School were very happy for the development and appreciated the work of Tzu Chi Foundation as it offer relief to overcrowded classrooms.
Zaka District Development Coordinator (DDC) Memory Dhliwayo who was standing in for Masvingo Minister of State for Provincial Affairs and Devolution Ezra Chadzamira (the guest of honor) expressed gratitude to Tzu Chi saying the foundation had played a role in the President’s vision of ‘Leaving No One and No Place Behind’.
“I would like to express gratitude to our friends from Taiwan for this noble gesture that will go a long way in helping realize the vision by President Emmerson Mnangagwa of leaving no one and no place behind,” said Dhliwayo.
Schools Inspector for Zaka District Jemias Bangamuseve standing in for District Schools Inspector Samson Chidzurira also thanked government for allowing the foundation to help the school as it was struggling to cope with the damage caused by Cyclone Idai.
“We are actually happy at government intervention to allow the coming on board of other partners who have come to our rescue after the disaster of Cyclone Idai in 2019 which damaged two of our blocks and it made our normal operation to a stuck and we could not cope. The involvement of local organizations and the supportive community gives us pride as a ministry,” said Bangamuseve.
Chief Ndanga born Wilson Makono thanked the Tzu Chi Foundation saying it has come as a rescue to Murerekwa Primary School and also challenged ward 13 councilor Manfred Mada to include the school and the Four Miles Clinic on the water project..
“Tzu Chi Foundation has come when we were in time of need due to the disaster we recently faced. We appreciate organizations like these who are ready to help those in need. Tzu Chi Foundation is a Buddhist charity foundation originating in Taiwan whose founder is Cheng Yen (76). In Zimbabwe it is headquartered in Harare and has volunteers in different provinces.
Its main aims are charity, providing medicine for the sick and also educating the underprivileged. The foundation has been delivering food relief to alleviate the effects of drought in Zimbabwe.

All roads lead to Mutare Summer Fest set for September 24 as the show comes at a time when Sunrise band is about to launch it’s much awaited track titled Unotsva.
The Chipaz Promotion and C- Jay Motors-sponsored fiesta will be held at Mutare Motoring Club from as early as 2pm.
TellZim got in touch with Sunrise band lead guitarist Joseph Makureya who confirmed Sunrise band’s inclusion at the much-anticipated Summer Fest saying it’s an extra honour to be part of such an award winning cast.
“Yes, on the September 24 we will performing on the same stage with Jah Prayzah, Mambo Dhuterere and Freeman among other artists. We as Sunrise band are greatly humbled to have such an experience,” said Makureya.
Other artists who are expected to ravel fans are Caff, Mistrey, Godfather Templeman, Selector Tanaman and Shamie D.
Sunrise band which consists of Mutare born and bred members has been talk of the town with their performances at Bako.
However, band leader Joseph Makureya said the market for jazz or afro jazz artists is confined and extra work is needed to make a mark.
“I am so happy with the support that we have been receiving from our fans especially performances that we do at Bako. Our genre is based on jazz but we have spiced it with some afro and reggae manyika. In Mutare it’s not easy but we keep on pushing.
Because of Covid-19, we had to slow down the pace but easing of restrictions has given us an opportunity to start afresh and push on,” said Makureya.
On September 9, Sunrise band was part of a show that featured Zimdancehall chanter Hwindi President at Bako.
The newly formed Sunrise band consists of eight members namely Robert Chatsauka (engineer), Joseph Makureya (main vocals and lead guitarist), Wallace Kambira (backing vocalist), Kelly Makureya, Mercyline Zarenyara, Tamiswa Chirema (first keyboardist), Benji Mapurada (second keyboardist) and Agrippa Shadaya (drums).

Former Mighty Warriors gaffer eyes sport science revolution

Shadreck Mlaudzi, well known in the football realms for leading the Mighty Warriors to their maiden Olympic games in 2016 at Rio de Jenairo, Brazil is pushing to change physical education and sporting science curriculums in primary, secondary and tertiary educational institutions, a project that is already on its foot.
Physical education and sport has been epitomized by ministries in charge of different educational structures from primary, secondary and tertiary as noted by their inclusion in curricular and learning programmes.
The former Mighty Warriors gaffer who is based in Bulawayo told this publication that both physical education and sport science are key to each and every educational structure hence the move to modernize it for the better.
“Physical exercise and literacy is a lifelong healthy habit which will ultimately lead to reduced medical bills in families and the country. Physical education is the base of all national sporting aspirations. It is the springboard for TI (Talent Identification). Through physical education and sports at schools, critical foundations for sports, basic motor functions are embedded which shape professional sports.
“Sport science has emerged as the leading branch of sports performance. It informs and guides models, decision making and in a nutshell, benchmarks have been set by leading nations such as USA, China and South Africa,” said Mlaudzi.
Mlaudzi has already published a piece of sporting literature dubbed ‘Anima Sana In Corpore Sano: Physical Education & Sports For Secondary Schools’ that is the first of its kind to prepare students for sport science related examinations.
The 21 chaptered book narrows down on sporting technical insights that are supported by Blooms Taxonomy (structured typically of CAMBRIDGE/ZIMSEC style).
According to Mlaudzi, the book is categorized into 10 classes that are Foundations of Sports, Body Systems and Performance, Fundamentals of Fitness, Testing, Measuring and Evaluation, Training Methods, Training Programme, Game skills, Sports Clubs and Patenting and finally event management.
He added that the book is available at established literature centers across the country also pointing out that reception of his work has been good so far as it seeks to achieve the leveled goal.
“The book is massive, it equips one with knowledge and understanding of physiological differences between men and women, the difference in mental faculties with huge bearing in coaching. The target is all secondary schools, tertiary institutions as trainers of teachers. Yes, the response has been slow but good. The book is available at Macedonia projects and Heritage Bookshops nationwide,” he added.
The literature covers four sporting codes which is unique in the way it imparts knowledge.
“The book is set out to be the first of its kind in which content coverage is structured to impart new attitudes, values and knowledgeable young learners who in turn value the importance of sports science in elite athlete training and at grassroots levels. ASICS is the premier and ultimate resource book that will aid the learner, teacher, sports practitioners and health practitioners invest less time on research as material brings a breath of fresh air into the teaching methods and approaches to athletic training. The stand out feature of this textbook, is the depth coverage of game skills. Its unique and compelling detail of sampling four sports codes in each game skill sets it apart,” he said.
Mlaudzi who divorced from coaching since 2017 said he will only resume with the trade when a lucrative offer comes.
“When the right offer comes, I will gladly assume responsibilities. Ambitious clubs can always come through for negotiations,” added the former teacher.

Devolution funds: 8 months gone, funds yet to be disbursed

…Beneficiaries struggle to access funds as projects lie idle

Devolution funding adopted by the Central government of Zimbabwe to ensure national development through allocation of approved budgets to lower tiers of government has always sounded a noble idea if the approach is holistically implemented.
However, the disbursement of the funds from State to local authorities’ coffers has and continues to be the major obstacle affecting the possible success of the programme.
So many projects earmarked under the funding are bearing the brunt of lack of proper mechanisms that should allow smooth flow of the funds with some already started while others are yet to kick start.
Masvingo City Council has some of its critical projects supposed to be funded by Devolution funds seemingly progressing at a slower pace with missing of completion deadlines becoming a key feature.
The legacy Mucheke Trunk Sewer that started over a decade ago is one of those key projects suffering from late disbursement of funds and so is the new landfill at Cambria Farm being another major highlight for the City Fathers.
During last full council meeting on August 1, the local authority made revelations that of the total ZW$ 253 million, Masvingo city had received only ZW$ 50 million.
Masvingo City’s acting Finance Director Danister Jori confirmed the issue though he pointed out that after a series of meetings with the Ministry of Finance and Economic Development, they were promised to get another batch of ZW$ 120 million this year.
However, it is the directive by the Treasury Chiefs to councils to revisit their priority areas and adjust that point to the conclusion that no full payments would be made for the year 2022.
Contacted to clarify government’s position on the late disbursements, Masvingo Secretary for Provincial Affairs and Devolution Dr Jefta Sakupwanya referred questions to the Economic Development Director for Masvingo Clever Chingwara who said the ministry of Finance and Economic Development could be in a better position to respond since they are in charge of the national.
He said the Ministry of Local Government and Public Works could be another port of call to seek comment since in case of challenges, local authorities may seek redress through parent ministry.
“Concerning that issue, the funds go directly from ministry of finance to local authorities, so the former might have more details pertaining to that. Ideally, the local authorities submit their reports to the Provincial Secretary, but when it comes to when the funds are disbursed, the treasury is responsible.
“What we may have are the reports of projects undertaken and progress from local authorities. The issues are channelled through the ministry of local government because our office was shifted to the Office of President and Cabinet (OPC). We are not privy to the reasons behind the ‘delays’ though we have heard of such delays and thus ministry of finance have the proper answer while the Chief Executive Officers (CEOs) may provide details on how the delays may affect their works,” said Chingwara.
A survey carried out by this publication at most local authorities revealed that there was limited activity in terms of progress on devolution funded projects as delayed disbursement of funds stall works with some contracted companies shelving operations due delayed payment of their dues.
Some councils have on a number of occasions deferred projects for a given year to the next because of lack of funds while at times they revert to internal funds to fund the projects.
The development is also seeing most local authorities only engaging in low cost projects since most of them are now relying on the funds rather than internal funds.
