Incapacitated ZPCS gets new vehicles

THE Zimbabwe Prisons and Correctional Services (ZPCS) in Masvingo got a sigh of relief after receiving a new fleet of vehicles that include four new trucks, a lorry and a bus on January 11 from government to aid their operations.
ZPCS Masvingo Public Relations Officer, Assistant Principal Correctional Officer Stanslous Sanike confirmed having received the batch of four pick-up trucks, a lorry and a bus, that they distributed to other correctional services centres in the province.
“Masvingo province so far has received four pick-up trucks, one bus and a lorry. The bus will be used by Masvingo provincial headquarters to ferry members of the ZPCS to and from work whereas the truck was allocated to the health department, while Chiredzi prison, Bikita and Mwenezi satellite prisons received one truck each,” said Sanike.
He thanked government for the development saying they are looking forward for more vehicles so that transport challenges will be eased.
“We are looking forward to receiving more vehicles as management seeks to ease transport woes and improve conditions of service for members. As a province we are grateful to ZPCS and the government of Zimbabwe,” said Sanike.
ZPCS Masvingo province had just one security truck that was down with mechanical faults for months leaving authorities at Mutimurefu Prisons with no other choice but to resort to public transport or the use of vehicles owned by ZPCS officers.
ZPCS has 46 facilities spread across the country and only 11 vehicles were servicing them all, with one vehicle per province while Harare had only two vehicles servicing six prisons.
Nationaly, the total number of vehicles given to ZPCS was 25 Ford Ranger single-cab trucks, 14 Toyota GD6 4X4 pickups, 13 five-tonne trucks, seven NP300 pick-up trucks and two 64-seater buses.

Government should shed light on schools opening?

So much hype and speculation has characterised the 2022 first term calendar as parents still wonder as to when the schools will open for the academic year.
With almost every parent or guardian crying over the effects of the rhetoric ‘January disease’, a dark cloud continues to hang over when learners would go back to school as the responsible Ministry of Primary and Secondary Education (MoPSE) let alone government continue to drag cold feet without a hint as to when schools will open.
How much damage will it do to the ordinary yet already struggling parents if government would just give a short notice as to why the opening scheduled for January 10 was just postponed with no prospective date being set for ‘Back to School’?
A lot of things ranging from purchasing new uniforms, stationery, paying school fees for their kids and announcing the date at short notice will not only be detrimental to the parents but also over-burdening them when they are battling to make ends meet.
A lot of speculation as to the reasons why government keeps mum on the opening of schools chief among them being non-completion of marking and thus delayed release of Grade 7 results while lock down measures to curtail the new Omicron variant of Covid-19 have been cited, but it is just not enough.
The onus is upon government to disseminate information so that there is clarification as to the clear position concerning the opening of schools which will enable adequate preparation from both parents and schools.
The delayed release of grade seven results has also left the fate of would be Form ones’ fate veiled in obscurity and the question about whether they will manage to catch up remains.
Whatever the case, government should relay information to the public so that they act from an informed point of view and spend wisely if they wish so than being taken by surprise at short notice.

Gutu MDC Alliance leaders return to court

Two MDC-Alliance activists who were arrested on September 3 2021 at Zvavahera Business Centre in Gutu appeared at Masvingo magistrate court on January 19 for routine remand after which the matter was deferred to January 25 2022.
The two Langton Guvava who is the Secretary of Cadre ship, Development and Training for Masvingo and Gutu North Constituency chairperson Phillip Mahachi are being charged of failure to give notice of a gathering to a regulating authority as stipulated in the Maintenance of Peace and Order Act (MOPA).
Speaking to TellZim News, Human Rights Lawyer Martin Mureri of Matutu and Mureri legal practitioners who is representing the two said the court has been adjourned to allow time for the other key witness to be called.
“We have appeared in court and the court date has been pushed forward as another key witness was not around will be called to court on January 25,” said Mureri.
On January 18 2022, three other MDC Alliance members Alec Tabe, Alaika Time and Vigisai Nerupindani appeared in court for a similar offence and were granted ZW $5 000 bail by Masvingo magistrate Patience Madondo.
They were arrested on January 17 2022 for failing to notify the authority that they were convening a meeting and violating Covid-19 regulations.
Commenting on the arrest MDC Alliance Masvingo provincial spokesperson, Dereck Charamba said the police were just being unprofessional and overzealous.

Avuxeni FM limbs on rental arrears

The newly established Avuxeni FM Community Radio Station in Chiredzi, is set to be evicted from its operating premises in the Central Business District (CBD) over failure to pay rentals claiming the premise was donated to them by Chiredzi Town Council.
Avuxeni FM, a recently established Xhangani community radio station is currently owing Wildlife and Environment Zimbabwe (WEZ) close to US$1200 on rental arrears ever since they began operations last year, it has emerged.
On June 24, 2021, WEZ represented by Faith Hove signed a Lease Agreement with Avuxeni FM which was represented by its Board Chairperson, Herbert Phikela with the subject of the agreement being an office space at 69 extension corner Inyathi and Msasa Drive in Chiredzi.
Avuxeni FM, which is now allegedly tormenting WEZ and its other tenants, asking them to vacate the premises, signed a Lease agreement which requires them to pay US$150.00 per month commencing on the 1st of June 2021.
“The rental for the premises shall be the sum of one hundred and fifty United States Dollars (US$150.00) per month to be paid monthly in advance without deduction by the first day of each calendar month directly to the Lessor or to the Administrator of LEAP or a deposit into the CBZ bank Account WezLeap,” reads part of the Lease.
This week, Emmanuel Chibudu of the Manyika Law Chambers wrote a letter of demand on behalf of WEZ-LEAP to Avuxeni FM claiming rental arrears which they believed were overdue.
“We are reliably informed that you entered into an agreement of lease with ours on the 24th of June 2021. The lease was to commence on the 1st of June 2021 and ending on the 31st of May 2023 with an option for renewal.
“You were supposed to pay US$150.00 as a security deposit and you agreed to pay rentals at the rate of US$150.00 every month. From the month of June to date you have not paid anything towards the rentals as agreed in the Lease agreement.
“Consequently you are in arrears in the sum of US$1 200-00. We are instructed as we hereby do, to demand payment of the rent arrears within seven days of your receipt of this demand,” wrote Chibudu in the letter of demand.
Government of Zimbabwe pumped in millions of local currency to help renovate the building to meet their expected standards before the tenant, Avuxeni FM allegedly started claiming ownership of the building citing that it had been donated to them by Chiredzi Town Council and has evicted the landlord together with other tenants.
Other Tsonga speaking locals are complaining that the project is benefitting a few individuals who are employing their relatives, mostly from Save who are not fluent Tsonga speakers thereby mocking the indigenes of the language.

Rupike Irrigation scheme tops in Masvingo Province

Rupike irrigation scheme situated in Renco Mine, Ward 23, under Chief Nyajena area scooped two awards at the Masvingo Province Irrigation Schemes competitions recently.
Rupike won the Best Overall Managed Scheme and Best Female Managed Scheme awards in the province.
The scheme’s Agriculture, Research and Extension (Agritex) supervisor, Tinashe Chirambadare said the spirit of togetherness and commitment is the centre to all these achievements.
“We are a team here. We work as an entity to achieve our goal as we do not just win, but we produce as a family.
“Our main goal as an agriculture center of excellence is to achieve the 2030 vision set by the President,” said Chirambadare.
Rupike Irrigation Scheme Extension Officer Pretiosa Mhike also indicated how best they are managing and pleasing the public.
“We work as a team that is why our community is proud of us,” said Mhike.
Rupike Irrigation Scheme Chairperson Marry Muzembi indicated that the spirit of maintaining the scheme as it is their source of income has motivated its success.
“We will not let this irrigation scheme collapse as women because that is where we feed from.
“If we see that the scheme is on the verge of collapsing, we try and maintain it and restore it to its position,” said Muzembi.
The competitions’ initial judgment was done on December 14, 2021 where 42 competitors took part where judges consulted the agritex, mechanization and irrigation departments.
The competition promotes irrigation management practices, increased economic activities and improved livelihoods, ensure training, demonstrations, as well as monitoring farmers on good crop practices; marketing; post-harvest storage and processing, ensure proper maintenance of irrigation structure/ infrastructures, interactions between farming community and stakeholders, bill payments and water management and filing and reporting of activities.
Rupike Irrigation Scheme came first with 85 points, while Ruti of Gutu came second and Musaverema in Mwenezi came third on provincial positions.
In the Best Female managed schemes Rupike came first with 82 points while Rupangwana had 63 points and Longdale had 56 points.
At district positions, Mashoko from Bikita came first out of seven schemes with 66 points, while in Zaka Fuve D came first with 74 points out of 5 competitors; St Josephs came first out of six in Chiredzi, Musaverema in Mwenezi came first with 78 points out of 5 participants while Masvuugwa in Chivi, Rupike in Masvingo and Ruti in Gutu also came first with 63, 85, and 82 points respectively.
Rupike, which was set up in 1992 is probably one of the few farmlands that are productive as the scheme sustains not only Rupike farmers but it is also serving surrounding communities.

Late Chief Wedza: a devoted and hardworking traditional leaderchief- Min Moyo

ZVISHAVANE-Local Government, Public Works and National Housing Minister July Moyo has described the late Chief Wedza born Kenias Moyo who passed away on January 3, 2022 as a dedicated traditional leader who spearheaded development in his area of jurisdiction since his installation three years nine months ago.
Wedza (72) was laid to rest at his homestead in Mdonga village in Rusvinge on January 8.
In a speech read on his behalf by Deputy Director in the office of the Ministry for Provincial Affairs and Devolution Isaac Mutambara, Minister Moyo described Chief Wedza as a hardworking man and good leader.
“Chief Wedza was an upright community leader whose leadership qualities will be cherished by generations to come. He had no record of abusing his office and authority for personal gains. He shunned corruption and traditional mal-practices; strove to provide for his family and above all assist the most vulnerable among his folk. Government appreciates his selfless leadership and his commitment to impartial and fair traditional leadership. He actually led by example,” read Moyo’s speech.
He also commended the late Chief for partaking in developmental issues in the community.
“Late Chief Wedza presided over 23 village heads and 7,300 households. He also contributed in many developmental programmes and projects that include the development of Chemumvuri Rusvinge road ,establishment of nutritional gardens, procurement of Masarasara Hall Building material and supported government’s health initiative and programmes such as Covid-19 vaccination campaigns among other things,” he added.
Moyo also urged people who were there to support their traditional leaders so that developmental needs are promoted and realized.
Traditional leaders including Chiefs Mapanzure, Ngungubani, Ngabeni, Mazvihwa, Mazivofa, Bvute and Mafala who worked with the late Chief Wedza gathered to bid farewell to their late colleague.
Companies like Mimosa Mining, Pote Holdings and Nyaradzo also came and helped at the burial of the Chief and some government officials were present. Some government officials who were supposed to have attended the funeral did not turn up as they were tied up on government business.
During the funeral, his nephew Vasko Ngole gave people a brief background about his uncle Chief Wedza.
“My uncle Kainos Moyo’s birthday is not written and he does not know the actual day he was born, but from imagination he was born between 1939 and 1940. He then went to school in 1952 but he did not finish school, that is grade 2 and by then it was called sub B. He dropped out due to various reasons which I cannot mention here because they are family matters.
“He then went to Zvishavane town and worked for a white man, who took him to Bulawayo then Zambia. After coming back from Zambia, he married Lucia Mpofu and started to work at Relay Construction Company and that is the company that constructed the railway line from Bulawayo to Gwanda and Beitbridge. Chief Wedza had eight children four boys, four girls and his father had seven boys and Mdonga chief Wedza was the last born,” said Ngole.
The late Chief Wedza succeeded the late Philip Hlati Tumbudzuku of the Zibanayi house and he hails from Mdonga house.
Wedza chieftainship follows the rotational succession whereby turns devolve from one house to another.
Wedza chieftainship is ascended to by three houses namely Mdonga, Musiwedzingo and Zibanayi and the next turn goes to Musiwedzingo family.
Moyo is survived by his wife Mrs Lucia Mdonga, eight children and twenty-eight grandchildren.

Masvingo City Council unpacks Service Delivery Charter

Masvingo city council has unpacked the Service Delivery Charter that was recently launched with the help of Masvingo United Residents and Ratepayers Alliance (MURRA) and their funding partner Local Governance Trust.
Masvingo Public Relations Officer (PRO) Ashley Jinjika said council remains committed to providing adequate water supplies to all residential areas for six hours a day and the whole day for industrial areas, Central Business District (CBD) and hospitals.
“We commit to provide best service delivery to all our clients and in terms of water provision; we are going to stick to our mandate of providing portable adequate water for six hours in residential areas.
“The challenges that we were facing last year were as a result of the power shortages and transformer which broke down, therefore we had to pump half of the required mega litres on a daily basis,” said Jinjika.
She went on to talk about residential stands which she said council is committed to sell well serviced stands whenever they engage in the business.
“Currently there are no serviced stands. As a council we commit to provide serviced stands whenever they are available. However, in some instances we may have provisional allocations whereby council identifies land and offer provisional offers whilst servicing stands which will be allocated thereafter.
“These provisions ones can change on the cost of stands due to unforeseen costs of servicing,” said Jinjika.
She encouraged residents to follow the proper channel when reporting sewer and water burst so as to promote efficiency.
“Residents should report sewage and water burst to council through engineering departments because council works with house numbers which would have been reported. We gave numbers where residents can call engineering departments directly.
“We urge residents to know where to report to for effective service delivery,” said Jinjika.
Masvingo city council is responsible for most of raw sewer disposal in natural water bodies; an issue the PRO referred to the engineering department.
“On the issue of raw sewage disposal into natural water bodies you can get in touch with the engineering department,” said Jinjika.
Masvingo promises to improve on service delivery as compared to the previous scenarios in which such an area proved to be a nightmare for the residents.

Load shedding intensifies as Kariba shuts down power stations

Zimbabwe Electricity Supply Authority [ZESA] Holdings has warned stakeholders country wide that load shedding is expected to intensify for the next two weeks to allow the resumption of maintenance work on Kariba Dam hydro-power plants.
According to ZESA some units at Kariba South power station will be taken out of service to allow the completion of the critical works on the dam wall.
The works had been temporarily shelved over the festive season last year on December 16, resulting in the increase in load shedding during the festive season resulting in a large number of industries scaling down operations.
In a statement released on January 11, ZESA stakeholder relations department said the power utility would like to advice its stakeholders country wide on the resumption of rehabilitation works for the Kariba dam Rehabilitation project.
“Following the Zambezi River Authority’s request to reduce generation levels at the Kariba North and South power stations, some units at Kariba south power station will be taken out of service daily to allow completion of critical works on the dam wall resulting in reduced generation levels and load curtailment,” read the statement.
The rehabilitation on the dam wall involves two processes which are renovating flood gates and reshaping the plunge pool downstream.
The plunge pool was largely coursed by erosion of the old river bed from water flowing through the floodgates.
ZESA said the expected completion date of the rehabilitation January 25, 2022.
Stakeholders will be notified on the progress in due course.
Recently ZESA pushed up electricity tariffs by 12,3 percent with effect from January 1,2022 resulting in stakeholders on prepaid metres buying 200 units a month which is $1 265.11including the six percent rural electrification levy.
There was only a slight change from $1 127 which consumers were paying before. There are five bands of discounted tariffs before the full $14.31 a unit comes into effect on all purchases over 400 units.
“Consumers are urged to use available power sparingly to minimize effects of curtailment,” read the statement.
Load shedding has become a common in the country despite the power authority promising to create more hydro-power generation stations in large water dams like Tugwi-Mukosi in Chivi South.

Trio nabbed for illegal possession of presidential inputs

Three men were arrested in Rutenga after being found in possession of presidential inputs suspected to have been sold to them by some farmers.
Commenting on their official Twitter handle, Zimbabwe Republic Police National Police Spokesperson Senior Assist Commissioner Paul Nyathi confirmed the arrest and warned farmers against abusing presidential inputs.
“On 08/01/21 police and other security services intercepted a Toyota Ace truck (AFK6163) and arrested three suspects, Tavonga Chikuni (18), Maizivei Themba (33) and Maizivei Gariyakumwe (43) in connection with 35 x 50kgs of compound D fertilizer meant for Command Agriculture valued at RTGS$129 000, “ said Nyathi.
He said they warn farmers against abuse of presidential inputs.
“ZRP warns farmers against abusing the Presidential inputs scheme which may attract arrest and prosecution,” said Nyathi.
It is reported that the suspects allegedly bought inputs from different farmers around Rutenga with the intention of reselling them.
“The suspects allegedly bought the inputs from different farmers around Rutenga and intended to sell the inputs,” said Nyathi.
In a related case, in 2021 ZRP arrested Politeness Shumba (39) for unlawful possession of government inputs.
It is said that police acted on a tip-off and arrested the suspect at Dorset Business Centre where 53 bags of maize seeds and 106 super fertilizer branded cotton bulk were recovered.
The inputs are alleged to have been bought from farmers in Rutenga.
Recently, local farmers were given Pfumvudza maize seeds to maximize productivity per unit area and also to ensure household and national food and nutritional security.
