Stock theft threatens Chipinge beef sector

Livestock farmers in Chipinge are increasingly getting worried by the rising
cases of stock theft in the district.
This came out at a livestock
show organised by the Department of Agriculture, Research and Extension
Services (Agritex) in collaboration with a development partner, International
Rescue Committee (IRC) at Mabhiza Business Centre on July 17.
A club that consists of 200
women hosted the show and took the opportunity to exhibit the breeds of goats
that bring huge profits to breeders in the Lowveld.
Various aspects of good goat
breeding techniques like animal health, nutrition and shelter were presented to
farmers.  Guest of honour was district
agriculture officer Tapiwa Chagwesha who was represented by Benson Musinake.  
Checheche Livestock Traders
Association, represented by Gideon Chiororo, said stock theft was militating
against the growth of livestock business in the district.
“Stock theft is affecting
butchery operators as farmers lose cattle meant for business. We urge farmers
to work hand-in-glove with traders so that we help each other curb stock theft
in this area,” said Chiororo.
Agriculture extension
officer Medline Ngwendu, who coordinates the livestock breeding project at Mabhiza,
said water problems in the area contributed immensely to the problem.
“When the water table is
low, farmers drive their livestock to Save River which is far away from the
villages. On the way, they lose their stock,” said Ngwendu.
Chipinge Rural District Ward
24 Councillor Wishes Hama called for stronger policing of the area to deter
would-be cattle rustlers.
“As a female councillor, I
am pleased by this goat project which is being undertaken by female farmers but
it’s sad that there are people stealing from them. I want to see people who
steal livestock being punished severely,” said Hama.
Speaking at the same occasion,
Chipinge South Member of Parliament (MP) Enock Porusingazi urged farmers to
devise their own ways of protecting their livestock and help the police to
arrest thieves.
“We see people with no known
sources of income drinking expensive beer every day. They lead extravagant
lives and we therefore must ask ourselves where they are getting the money
from,” said Porusingazi. 

Pupil steals teacher’s motor cycle

MUTARE – A
Mweyamutsvene High School pupil recently appeared before Mutare magistrate
Purity Gumbo on charges stealing a motor bike from his teacher.
Kevin
Zimhandu (20) of Dhaure Village under Chief Zimunya was remanded to July 23
after pleading guilty to the charge.
He
admitted stealing an SAM 125 motorcycle from Charles Dhaure, a school teacher
at Mweyamutsvene High School.
State
witness Chris Munyuki charged that on July 16, 2019, Zimhandu unlawfully took the
motor cycle from the owner’s house and sold it to Itai Chada.
On
July 19, the complainant was informed by some villagers about the whereabouts of
his motor cycle. Dhaure recovered his cycle from Chada’s house and it came to
light that it had been stolen by Zimhandu. 
In
his plea of guilt, Zimhandu told the court that he stole the motor cycle for a joy
ride.
In
another case Zimhandu appeared before the same magistrate for stealing a solar
battery from Linda Chitsike of Dhaure village under Chief Zimunya.
He
was remanded to July 23 after pleading not guilty to a charge of theft.
It
is alleged that on a day not known to the prosecutor but in July 2019, Zimhandu
unlawfully entered Chitsiku homestead and took the solar battery from Linda’s
bedroom.
The
two matters were reported to Marange Police Station leading to Zimhandu’s
arrest.
    
  

Lodge employee pokes student’s privates, jailed 8 months

magistrate Dambudzo Malunga recently slapped a local man with 12 months imprisonment
on charges of indecent assault after he poked the private parts of a student doing
work related learning at his work place.

(37) of Rujeko, will however serve eight months after four months of the
sentence were suspended on condition he will not commit a similar offence over
the next five years.
It was the
States’ case as presented by Liberty Hove that on July 14, Thandiwe
Chihambakwe, a student at Gweru Polytechnic, went outside of the Downtown Lodge
where she is currently attached to answer a phone call.
Gwara followed
and poked her straight on her private parts.
This did not
sit well with the student who then reported the matter to her supervisor who in
turn advised her to report the case to the police, leading to Gwara’s arrest.
Gwara pleaded
guilty but tried to exonerate himself by claiming that he acted under the
influence of alcohol he ostensibly took at the lodge’s bar.

Zanu PF approves 10 candidates for Zaka East primaries

It is all systems go for the Zanu PF’s Zaka East
primaries set for this Saturday, August 03, with the provincial elections
directorate having now approved 10 applications out of 12 submissions.
The province this week received 12 applications from
aspiring candidates but only 10 were approved with one being said to have been withdrawn
at the 11th hour while the other was dismissed after the candidate
was reportedly found missing in the Zaka East voters’ roll.
Successful candidates who will battle for honours this
Saturday include Clemence Chiduwa, Talent Chivange, Nyasha Gavaza, former Zaka
West legislator Vincent Mawere among others.
Zanu PF Masvingo provincial spokesperson Ronald Ndava
said the successful candidates will start campaigning as a team from Monday and
no one is allowed to go it alone.
“This is a primary election where all the candidates
will have to move as a group campaigning. They will be telling people what they
stand for and no one is allowed to campaign alone. The successful candidate
will be the one to represent Zanu PF for the Zaka East parliamentary
by-election,” said Ndava.
The Zaka East parliamentary seat fell vacant after the death of
Katson Gumbwanda on June 25 this year.
Zaka East has always been a traditional stronghold for
Zanu PF.

Chirumba High amputee pupil pleads for help

A 16-year-old
form one pupil at Chirumba High School is appealing for help from well-wishers
to go for specialist medical attention on her amputated leg which has started
developing festering ulcers.
The leg is giving Sharon
Madamombe a hard time as the ulcers are eating deep into her flesh, and she has
also developed a sore throat and a runny stomach.
Currently the little soul is
under the care of an old granny who can barely support her as both her parents
abandoned her, with their whereabouts being unknown.
On behalf of Sharon, the school
is appealing for assistance in cash from well-wishers so that she can be
attended to by doctors at Silveira Mission Hospital.
Chirumba deputy head Ivy Mukuwe
told TellZim News Sharon’s condition was in a very difficult condition.
“I can confirm that the girl’s
condition as we speak right now is disheartening. She has developed many
infections following the removal of her leg so we are looking forward to anyone
who can assist her so that she can go for specialised medical attention,” said
Mukuwe.

New GZU SRC now in place

A
total of 14 Great Zimbabwe University (GZU) Student Representative Council
(SRC) members were sworn in by the Vice Chancellor Professor Rungano Zvobgo at
Herbert Chitepo School of law on Monday, July 22.
The
council is dominated by members of the Zimbabwe National Students Union
(Zinasu) which won most of the seats during elections held on May 09.
Members
of the Zimbabwe Congress of Students Union (Zicosu) and Youth Advocacy for
Reform and Development Students Congress (YardSC) are a minority in the
council.
Speaking
at the inauguration ceremony, Zvobgo advised the SRC members to be good leaders
who will lead by example.
“We
expect nothing but the best from you as leaders of the students and you have to
remember no one is above the law despite the position they have,” said Zvobgo.
Zinasu’s
Takudzwa Ngadziore, who was sworn in as president of the SRC, told TellZim News
he was pleased to lead on behalf of all students.
“I
am excited because this is an opportunity to serve the interest of all
students. My work will be to do what I am supposed to do. I cannot say that we
will solve all the problems which students face but as leaders, we will do our
best to meet expectations.
“We
will consider that our university has fragmented compasses and we will represent
all the compasses equally,” Ngadziore said.
Transport
minister Kudakwashe Muchini said the new leadership will move to attend to the
transport problems faced by students.

Chiredzi Town Council revamps its water infrastructure

Chiredzi Town Council has begun implementing its water
conveyance system starting with Ward 8 Makondo Location and Ward 5 Magwaza
suburb using the $300 000 obtained from the Public Sector Investment Programme
(PSIP).
Last year, council received $300 000 PSIP funds from
the central government for the purpose of improving water supply in the town.
Chiredzi Town Council is currently pumping 10 mega litres
of water per day but a mere four mega litres reaches households and businesses
while the rest gets lost along the way.
Town Council chairperson Gibson Hwende told TellZim
News Makondo was already being connected to a direct pipeline from Chigarapasi
Beer Garden. He also said the next area of focus will be Magwaza.
“We have now begun implementing hanging projects with
the first move being connecting Makondo to the line which goes directly to
Chigarapasi. After completing that, we will then connect Magwaza and I think we
will have a huge improvement in terms of water supply to all residents,” said
Hwende.
Hwende also said council had already connected
Shineplus to a direct line thereby normalising water supply to the new low
density residential area.
“We have also finished connecting Shineplus to a
direct water line thereby reducing water challenges in the area,” Hwende said.
The new council which came into office last year has
received some credit from residents who have been noticed a substantial
improvement in water supply.
The council has also begun to improve its Melbourne Park
residential stands which will benefit more than 1 000 home-seekers.
Council is also working to plug the many leakages
along its pipe network so as to reduce the unsustainable loss of treated water.

High Court admonishes ZBC, Zimpapers for bias

THE Masvingo High Court has ordered the Zimbabwe Broadcasting
Corporation and the Zimbabwe Newspapers to exercise impartiality and
independence in both their broadcast and editorial content by ensuring that
their communications do not show bias in favour of one political party or its
candidates against each other.
The landmark judgment delivered this week by Justice
Joseph Mafusire found both the ZBC and the Zimpapers, the publishers of The
Herald
 and The Sunday Mail among many others, to be
in breach of Section 61 of the Constitution which guarantees freedom of
expression and freedom of the media.
“It is hereby declared that the first (ZBC) and second
(Zimpapers) respondents have conducted themselves in material breach of section
61 of the constitution in that they have not been impartial and free to
determine independently the editorial content of their broadcasts or other
communication.
“There is cogent evidence from independent and dispassionate
sources of the evident bias of the public media in this country in favour of
the Zanu PF party, its leadership, members and supporters. They enjoy a
disproportionate amount of coverage in both the electronic and print media,”
ruled Mafusire.
The judgment follows an application brought by Veritas just
before the July 2018 harmonised elections, through their lawyer Doug Coltart,
asking the court for an order directing state media to be objective.
Passing Judgment in Veritas’ favour, Justice Mafurise said the
ZBC and Zimpapers were in breach of the constitution “in that they have not
afforded fair opportunity for the presentation of divergent views and
dissenting opinions.
Justice Mafusire ruled that the country’s Constitution and
Parliament were conscious of the need to “safeguard multi-party democracy and
combat one-party state governance.
“The respondents (ZBC and Zimpapers) are all critical players in
any plebiscite. By the powers reposed and vested in them by law and social
contract, they individually or collectively make or break an election. They can
make or break a nation. They can foster democracy or stifle it. The applicants
(Veritas) are in principle entitled to the relief they seek,” reads the ruling.
As the case dragged on well after the elections, the ZBC argued
that “the matter has been overtaken by events” but the judge said the issues
being raised broadly addressed the duties of the public media in Zimbabwe at
all times, but particularly at election times.
Interestingly, Zimpapers did not to contest the application.
The ZBC also claimed the MDC in particular had not shared its
diary of events to enable it to cover such events.
The public broadcaster, which enjoys a TV monopoly, also argued
through its lawyers that equitable coverage is not possible in the Zimbabwean
context because Zanu PF fielded candidates in every seat, which its rivals
failed to do.
“If a political party is registered it becomes entitled to fair
and equitable access to the public media,” Mafusire said in the ruling.
The judge cited the case of the Ghanaian political party, the
New Patriotic Front vs Ghana Broadcasting Corporation, in which Justice
Francois said: “A denial of opportunity for the expression of opposing views,
inherent in a democracy, would amount to moves which may culminate in the creation
of a monolithic government which is only one step removed from a one-party
government.
He said the ZBC and Zimpapers’ political programmes were
“largely positive only in respect of the Zanu PF party, but largely negative in
respect of the opposition parties, particularly the MDC Alliance.
“Opinion pieces by guest writers, especially in the print media,
disgorge hate and inflammatory language,” reads the ruling.
The bias was noted by several local and international election
observer missions.
Media Monitors said Zanu PF had an 87 percent slice of the
political coverage on ZBC, and 63 percent in Zimpapers publications including
The Herald, The Chronicle and the Sunday Mail.
“Among other things, the analysis by Media Monitors is quite
scientific. They compared like with like. It has balance. It is objective. On
the other hand, the ZBC’s Annexure J is largely meaningless. It conceals more
than it reveals. It does not compare anything with anything,” the ruling reads.

Masvingo teachers on embark sit-in

MASVINGO – Just a few days after government and
the Apex Council agreed on a so-called once-off RTGS$400 cushion for all civil
servants, many teachers in Masvingo have silently embarked on a go-slow as they
plead incapacitation due to eroded salaries.  
Although there are still negotiations between the
two parties on the cost of living adjustment, the $400 cushion has been widely
criticised as a mockery for government employees who had demanded a salary
equivalent to US$475.
TellZim News has learnt that teachers at some
schools just clock in at schools as a formality but do not do the work expected
of them.
A few weeks ago, the Progressive Teachers Union of Zimbabwe
(PTUZ) threatened that its members would soon report for work for only four
days per month of government failed to adjust teachers’ salaries.
When contacted for comment Masvingo Provincial
Education Director (PED) Zedius Chitiga promised to investigate the issue.
“I have not received any reports about teachers not
working. Tell me schools where this is happening and I will do my investigations,”
said Chitiga.
PTUZ president Dr Takavafira Zhou said teachers’
salaries needed to be equivalent to their pre-October 2018 US$450 for them to
work as usual.
“Our reasoned opinion is that the government must
pay teachers an equivalent of their pre-October US$450 and on top of that the
government must pay a rescue package of US$200 per month.
“Our teachers must also be provided with land to
build houses, and three children of every teacher must be exempted from paying
school fees,” said Zhou.
October 2018 marked the beginning of increased inflationary
pressures in the economy, leading to government dumping its ridiculous 1:1 declaration
of parity in the value of the bond note and the US dollar.
   

Chivange in three accidents in two weeks

Prospective Zanu PF candidate for
Zaka East parliamentary by-election, Talent Chivange was involved in three road
traffic accidents in the past fortnight, TellZim News can report.
Chivange was first involved in an
accident after hitting a dog as he got into Harare some two weeks ago, forcing
him into an abrupt stop which threatened to overturn the car.
On the second occasion, Chivange’s
VW Passat burst both rear tyres as he approached Mutimurefu along the Mutare – Masvingo
highway, taking him a great deal of skillful maneuvering to avoid getting off the
road.
On the third occasion, which
happened on July 24, the youthful politician slammed into a heap of rubble close
to Gillfort Driving School along Robert Mugabe Road in Masvingo. His VW Passat was
wrecked in the front, with its grille falling off and the radiator breaking
apart.
“Those were three frightful
moments for me but I thank God I made away alive. I was driving alone when the
third accident occurred but I had passengers on the first two. I am happy none
of my passengers were hurt but I myself woke up to some mild pain in my body
today though I had thought I was OK.
“To me, all the accidents are
inexplicable because I always try to maintain the car in the best possible condition
through regular servicing. I also try to practice due diligence when driving. I
am however not worried too much because I know these things happen in life,”
said Chivange.
Chivange, who has become very
popular in Zaka East due to his developmental work, is tipped to win resoundingly
at the Zanu PF primaries scheduled for August 03.
Other candidates that are rumoured
to be considering contesting in the Zanu PF primaries are Never Nyemudzo, Nyasha
Gavaza and Clemence Chiduwa.
Proclamation of the by-election
date to fill the parliamentary seat which fell vacant after the death of Katson
Gumbwanda on June 25 will be held on Saturday, July 27.
