Tense scramble for water in ‘dry’ Masvingo

Water has become one of Masvingo’s most prized commodities with
wealthy suburbs like Rhodene going for three days without any drop while
low-income suburbs like Rujeko being the worst off,
Long lines of buckets and water containers can often be seen
at community boreholes as boreholes have become the only source of water for
all communities.
There have been stories of physical fights breaking out in
the tense struggles for water and according to witnesses, police officers have
had to step in to restore order on a number of occasions.
Even though the situation is tough, some people have started
to make a living out of this crisis by manually pumping water into buckets and
selling it.
“I sell water to people who are not able to wait in the
queue. I can earn about $12 or more per day. I am able to take care of my
family with that money but the only challenge is I have to get to the borehole
at midnight to secure a place in the queue” said man makes a life out of the
water shortages.
TellZim News interviewed a woman who shares a house with her
extended family and she expressed her frustration.
“It’s reality, but a painful one. We are used to living
without running water. My husband, my two children and I use only two rooms at
the back of the house. We have 15 plastic buckets and one 200-litre water
container.
“My sister and her family has six buckets, 11
containers and two 200-litre drums. My children don’t know what it’s like to
take a shower. The city council has not done enough to solve this crisis,”
she said.
Masvingo experiences regular water shortages because the
public supplier lacks funds to treat water and has also been unable to maintain
its water pumps at Bush Mead abstraction station.
The pumps often break down and the aging pipe network
experiences intermittent bursts, leading to treated water getting lost.

Mwenezi man begs court for protection against abusive wife

A Mwenezi man who claims to be a victim of domestic violence has approached the
Mwenezi Civil Court seeking a protection order against his wife whom he claimed
to be abusive.
Self-employed
electrician Munyaradzi Mungawau pleaded with magistrate Honest Musiiwa to save
him from his wife Vonai Mapingire.
Mangwau
explained his troubles and showed the court the scars he claimed were a result
of the abuse.
“Your
Worship, one day I came back home a bit late after spending some time at my
second wife’s place. Though I was a bit drunk, I understood what was happening.
She beat and attacked me with a half-brick on my face.
“I
beg this court to intervene so that my wife does not beat me and we refrain
from fighting as has become the norm. I also ask the court to order my wife to
return my cell phones and work tools which she forcefully took after the
scuffle,” Mangwau said.
On
her part, Mapingire claimed it was Mangwau himself who was very abusive and had
once assaulted her in public before leaving her for dead.
“I
just took his cell phone but I never beat him, he is lying. In fact, he is the
one who is very abusive. On that day, he beat me in public and there are many
eyewitnesses. I was left severely bleeding and I filed a police report.
“When
I came back to him for some money for medical treatment, he refused. He beat me
and this affected a surgical operation I have on my body,” she countered.
Musiiwa
took his time to counsel the couple and advised them to always observe peace
and refrain from fighting.
   
   
 

Chiredzi MPs, Cllrs clash over devolution funds

Leadership here is at logger heads over the stewardship of the $610 000
devolution money given to the Chiredzi Rural District Council (RDC) with the
local authority resolving to construct their new offices while legislators in
the district demand that the money be channeled towards projects that benefits
people.
A few weeks ago, Chiredzi RDC
councillors resolved to use the $610 000 to construct new offices but Members
of Parliament Roy Bhila and Farai Musikavanhu have castigated the council
saying the money should be channeled towards people project.
Chiredzi district is one of the biggest
and poorest districts in Masvingo Province with poor health facilities,
infrastructure and educational facilities and it got a huge chunk of devolution
funds owing to the high poverty index.
Chiredzi RDC chairman, Edward Matsilele,
said they made consultations over the use of the devolution funds and have
shelved the motion of constructing their offices and channel the money towards
development projects.
“Considering that we do not have
offices as a local authority, we had thought of constructing our offices but
through various consultations from stakeholders, we have redirected the funds
towards improving our rural health facilities,” said Matsilele.
ZANU PF Secretary for information,
Ronald Ndava reprimanded the local authority for failing to realise the
importance and use of devolution funds as he called construction of council
offices using devolution funds as pagan.
Ndava said devolution funds are aimed at
improving lives through upgrading health systems, infrastructure (roads and
bridges), irrigation schemes as well as educational facilities.
“Devolution funds should just
target life changing projects like irrigation schemes such as Chilonga and
Rupangwana.
“The grassroots should feel it, the
devolution thrust is not aimed at benefiting local authority but constituencies
they serve. Construction of local authority offices using devolution money is
nonsensical and rubbish,” said Ndava.
Chiredzi North MP, Roy Bhila said council
was not supposed to make resolutions before consulting stakeholders as
devolution money was supposed to target life changing projects, which they will
identify rather than diverting all the money on the construction of offices.
“Devolution funds should devolve to
the wards. We wrote to the council chairman and minister complaining over
directing all the devolution chunk to the construction of their offices as if
they do not have anywhere to use, the money should cascade to life changing
projects in wards, not only my wards but wherever there is need,” said
Bhila.

Anglican Church to adopt Gundura Sec Sch

Rural District Council (RDC) recently approved that the Anglican Church can
adopt and upgrade Gundura Secondary into a boarding school.
According
to the Social Services Committee minutes dated May 30, 2019, the proposal was
moved by Ward four Councillor, Pio Maguvaza on behalf of the community
following the meeting that was held by the council and the community.
The
Anglican Church proposed to become the accountable authority of Gundura
Secondary School.
The
project was once proposed by the council and the community aimed at developing
the Mashava area through attracting pupils from across the country and also serving
the local community.
The
council agreed that the Anglican Church needs to be supervised and monitored if
it has the capacity to carry out such a big project.
“The
Anglican Church should provide a time framed action plan which should be
monitored and if they fail, the school be repossessed,” reads part of the
resolution.
The
council noted with concern the dwindling enrolment at Gundura Secondary School
and an upgrade will avoid the withdrawal of teachers by the Ministry of Primary
and Secondary Education due to impracticality.

ZAKA – Preparations for two Zaka East sports galas organised by Talent
Chivange at Dzoro and Matara Schools sports grounds on July 27 and 28
respectively are at an advanced stage.
Sungura legend and Alick
Macheso’s mentor, Nicholas Zakaria and the Khiama Boys will perform at both
events where they are expected to give the audience a glimpse into his new album.
Chivange, who hails from Svuure
area in Zaka East, said the galas were a continuation of social programmes he
started in 2017.
He said the sports galas were
meant to create a social networking platform for youths to promote social
development.
“Preparations are at an advanced
stage. We are just doing final touches to the programme but most of the things
required for it to kick off are in place. The galas are meant to make sure that
young people do not indulge in bad behavior. They have to get exposure and
enjoy sport and get time away from the usual rural life,” said Chivange
He also said the galas were part
of his own contribution to President Emmerson Mnangagwa’s vision 2030 of making
Zimbabwe an upper middle class income economy by year 2030.
“I intend to bring soccer scouts
from Harare and Bulawayo. I am also liaising with Tau Mangwiro from Triangle FC
so that we can see how he can help our young people to develop. We want to
create some form youth development through sports because we have seen what our
national netball team ‘the Gems’ are doing at the 2019 World Cup. We take
inspiration from that,” said Chivange.
Last year, Chivange organised two
sports galas; one at Matara which featured Andy Muridzo and the other at Svuure
Secondary School where various teams walked away with cash prices.
Chivange has said he will install
solar systems at various schools and clinics in the constituency before the
gala.

Senator Lovemore Matuke has praised Gutu Central Member of Parliament Winston
Chitando as a committed public representative whose work in the district
surpasses all that the other three MPs are doing.
The other MPs are John Paradza
of Gutu West, Pupurai Togarepi of Gutu South and Yeukai Simbanegavi of Gutu
North.
Speaking at
Mushayavanhu High School in Ward 35 where hundreds of Zanu PF supporters
gathered to for an election victory celebration on July 13, Matuke said in
Chitando, the people of the area had a selfless representative.
“It’s unfortunate that
the other MPs are not here. I would have liked them to be here so that they see
what Chitando is doing. Right now we are looking at 1 200 bags of cement that
he donated to the constituency for use in the various projects that he has
initiated. This donation alone means the MP has parted ways with $120 000 from
his own pocket for this cement to be here.
“As a senator, I have
the privilege of moving around the constituency assessing what is happening on
the ground and I can confidently say that the work being done by our MP is
greater than that being done by all the other MPs combined,” said Matuke.
He said the people of
Gutu Central were yet to realise what a selfless leader Chitando was, adding
that there was no doubt that he will be re-elected in 2023.
“I derive some pride
from the fact that I am the one who introduced him to you. He is the Minister
of Mines and a very busy man. The president wants to see him all the time so it
is remarkable that he still spares some moments to come and be with his own
people,” he said.
Matuke himself donated
hundreds of kilogrammes of rice to villagers, saying he was helping to fulfill
President Emmerson Mnangagwa’s wish to see all families having enough to eat.
Ward 35 Councillor
Fungai Ravasingadi said she was impressed by Chitando’s efforts to improve access
to social services in the area.
“I am really inspired
by the work he is doing. He has assisted many schools and clinics and is also
building deep tanks in many wards. The cement he has donated will go a long way
in making sure that the projects are quickly completed,” said Ravasingadi.
In his own remarks,
Chitando said there was a lot that still needed to be done to improve living
standards in the country-side.
“As a leader, I am
working to make a difference in the lives of the people that sent me to
parliament. There is a lot that still needs to be done but I am glad I have
managed to make a difference that even my political seniors like Senator Matuke
have appreciated,” said Chitando.
Among many other
projects, Chitando has funded the building of a classroom block at Mushayavanhu
primary School and has also donated computers to Mushayavanhu High School.
He has also provided
money to build deep tanks in wards 19 and 38, and is funding the construction
of a mortuary at Chingombe Rural Hospital.

Chief Mugabe selection process rocked by disputes

NEMAMWA – Five houses that constitute the
Mugabe chieftainship namely Dumbu, Chipfunhu, Haruzivishe, Mudavanhu, Chikanhe
– Muzondo have petitioned authorities to register their displeasure with the
on-going selection of substantive chief.
The families argue that the process was being
done unprocedurally and was rigged in favour of the acting chief, Matubede Mhute
Mudavanhu.
The aggrieved families have since written two
petitions to one to the Provincial Development Coordinator (PDC) formerly known
as Provincial Administrator (PA) Fungai Mbetsa and the other to the District
Development Coordinator (DDC) formerly called District Administrator (DA) Ray
Hove.
Dated May 24 and June 7, 2019 and signed by
representatives of the five houses, the letters were copied to the Director
Traditional Leaders Support Services, the office of the Minister of Masvingo
Provincial Affairs and the President’s Office.
In the first letter, the aggrieved families say
they were concerned that the process of choosing a substantive chief was not
following traditions.
They accuse the team leading the process of
acting corruptly, saying they were literally imposing Mudavanhu – who has been
acting chief since 2009 – as substantive chief against the tradition of
rotating the throne among all the royal families.
 “We want
to bring to your attention of that there (sic) is a backdoor activity trying to
bring back an acting chief as substantive Chief Mugabe. This is against our
customs and traditions. We are feeling that there is a great betrayer (sic) on
us as a result of very corrupt people sent by the government to handle the
selection process.
In the follow up letter, the Mugabes claim that
the selection process had in the past been delayed unjustifiably to give the
acting chief room to manoeuvre.
They argued that custom demands that the next
substantive chief be chosen from the Dumbu house.
 “The
customary principle of succession is quiet clear; it has remained based on
rotation of the five houses. There is no time in our history where the
chieftaincy has been passed from father to son as we now see being imposed on
us,” reads part of the letter.
When contacted for comment, Mbetsa claimed he
had not yet seen the petition, saying the matter was still at consultation
stages within the provincial chiefs’ council.
“I am yet to see the petition but if Mudavanhu
was indeed nominated, it’s them who know about it and the chief’s council. The
matter is still at consultation stages and the provincial chiefs’ council is
above the situation. They have not yet submitted their resolutions to my office,”
said Mbetsa.
According to the Mugabes, Dumbu was the second
chief after Mugabe who reigned before 1850. Dumbu was replaced by Chipfunhu who
reigned from 1853 to 1894 and was succeeded by Mudavanhu who reigned between
1921 and 1927.
Chikanhe took over the reins from 1929 to 1934
and was succeeded by Muza who ruled from 1936 to 1943.
Muza was Mugabe’s grandson and son to
Haruzivishe and was the first to rule after Mugabe’s sons.
Muza was replaced by Chiminya the son of Dumbu
who reigned from 1945 to 1951 before he was replaced by Mushuku son of
Chipfunhu who ruled between years 1953 and 1959.
Chikudo son of Haruzivishe took over in 1962
and ruled up to 1973 before he died and was replaced by Dr Stanely Manyera son
of Muzondo in 1975 who ruled up to 1997.
Muzondo was replaced by Mhute Mudavanhu, son of
Mudavanhu, who ruled from 2000 to 2009 and was replaced by his son Matubede,
the current acting chief whose suitability for the throne is being disputed.
According to the chronology, the Dumbu,
Chikanhe-Muzondo, Chipfunhu and Mudavanhu houses ruled two times each and Haruzivishe
ruled for three times. They therefore argue that it is yet again time for the
Dumbu house to take the throne in accordance with the rotational sequence of
choosing chiefs.

Mwenezi school head caught pants down with married teacher

Primary School head, Kombi Chirove recently received a thorough beating and had
his car window smashed by a man who had caught him sleeping with his wife, a
teacher at the school that he heads.
Chirove
had reportedly been having a sexual affair with a female teacher identified
only as Kandirai.
Their
illicit affair, however, turned to grief recently when Kandirai’s husband, a
truck driver who is often away on the road, came back and busted his wife
having a quality time in Chirove’s bedroom.
The
incident happened at Rutenga growth point in the residential areas where
Chirove rents some rooms.
When
contacted for comment, Chirove said he was not at liberty to discuss anything
with the media.
“I
am very sorry I not willing to discuss anything with regards to the issues you
are asking me,” said Chirove and cut the call.
Sources
said Kandirai’s husband came back home abruptly, acting on a tip-off from
concerned neighbours that had become suspicious of his wife’s movements.
“Kandirai
also rents a place here in Rutenga and the two saw an opportunity to entertain
each other. Chirove is a divorcee and Kandirai’s husband is often away with
work but on the fateful night, he just came back when nobody expected and his
worst fears were confirmed. He simply smashed the windows and got into
Chirove’s bedroom after finding that his wife was not at their own place,” said
a source.
The
source said it took the intervention of some brave neighbours to restrain
Kandirai’s husband but not before he had assaulted Chirove and broken his car
windows.
Chirove
is said to have threatened to file a police report on assault and malicious
damage to property against his lover’s husband but they later agreed to reach
an out of court settlement.
Kandirai
is now said to be now looking for a new workplace as she is too embarrassed to

Chamisa blocked from visiting Sikhala

MASVINGO— MDC leader Nelson Chamisa has claimed that he was
blocked from paying a visit to the party’s deputy national chairperson Job
Sikhala at Masvingo Remand Prison where he is held on charges of subversion.
Addressing thousands of party supporters at Mucheke
Stadium this afternoon, Chamisa said he went Masvingo Remand Prison to see
Sikhala but prison guards lied to him that he had been moved to Mutimurefu Prison.
Chamisa claimed the guards were under specific instructions
to block him.
“Before I came here, I paid a visit to Masvingo Remand
Prison wanting to see our deputy chairperson Sikhala but we were told he was at
Mutimurefu. We drove to Mutimurefu and we were told Sikhala is at Masvingo
Central Police Station.
“We drove back to Masvingo Central Police Station and
we were told Sikhala is at Remand Prison and we went back there again. We were
then told that there is an instruction to stop me from seeing Sikhala and
anyone who let me in would be fired,” said Chamisa.
Chamisa said the prison officers were under instruction
to call their superiors once he arrived and he waited for close to an hour
while the prison officers went back and forth making phone calls.
“They were making phone calls to their bosses in
Harare and they were told not to let us through. I told them that the end of
Zanu PF is near and they should not abuse the law. The prison officers then
told us that they were warned that if they allowed us in, they would be
imprisoned,” said Chamisa.
Chamisa said riot police showed up from nowhere saying
they had been sent to make sure that there were no disturbances at the prison.
Sikhala is expected to apply for bail at Masvingo High
Court tomorrow, July 15.
