Service delivery worsens in Zvishavane

06 March 2017, ZVISHAVANE – There seems to be no end in sight to the problems of burst sewer pipes in Zvishavane despite the sacking of council chairperson, Esau Gwatipedza Dube by the Minister of Local Governance Public Works and National Housing, Savior Kasukuwere, on allegations of corruption and incompetence.
Dube was fired in January reportedly at the instigation of Town Secretary, Tinoda Mukutu, for allegedly failing to execute his duties.
There is, however, no evidence to date that service delivery is improving in the town as pools of raw sewage and erratic water supplies of questionable quality being the order of the day.
Roads are also riddled with enormous potholes and things have worsened with the heavy rains that have been pounding the town of late.
A sewage pool near PG Hardware has not been attended to for several weeks and it has become a breeding ground for mosquitoes.
The pool started as a pot hole which was neglected until it grew bigger with a burst sewer pipe nearby acting as its tributary.
A few meters from the pool lies a fruit and vegetable market with the popular Madeira Restaurant and other food outlets also close by.
A woman who sells food on the streets accused council of prioritising self-enrichment and partisan politics at the expense of service delivery.
“We thought we were going to see improvement now that the chairperson, who was accused of incompetence and corruption, is now gone. But what do we have now beside a deterioration of services and the I don’t care attitude of the bosses?
“It was all about politics and nothing else. The chairperson was fired simply because he belonged to the wrong party,” said the vendor.

GBDA lobbies for improved service delivery

06 March 2017, MPANDAWANA -The Gutu Business Development Association (GBDA) has, as a true representative of the people, successfully lobbied service providers to revise their rates downwards, the association’s chairperson, Isaiah Ngwaru has said.
Speaking to TellZim News recently, Ngwaru said the GBDA had made a number of achievements since its formation.
“We successfully lobbied Zinwa (Zimbabwe National Water Authority) for the reduction of water tariffs from $1.50 to 30c per cubic metre and for fixed water charges to drop from $40 to $17 per month.
“We have also approached council to take over water supply management to Mpandawana from Zinwa starting this year because we are a town now,” Ngwaru said.
Ngwaru said the association had approached The Zimbabwe Electricity Supply Authority (Zesa) to persuade them to build a second feeder line from Mashava as a contingency measure to the existing line which is prone to regular faults.
“Work is already in progress on the second feeder line and this is expected to improve the availability of power in the town,” he said.
Apart from convincing council to stagger the payment of licence fees and rates in the district, Ngwaru said the organisation had also lobbied council to hold at least three stakeholder consultative meetings every year to review progress on commitments and projects.
The meetings, Ngwaru said, will also give authorities a chance to highlight and explain challenges arising.
He said GBDA had invited both the Zimbabwe Revenue Authority (Zimra) and the National Social Security Authority (NSSA) to hold workshops for the business community.
“As GBDA we will continue to work for the people of Gutu to improve service delivery in the district and the town,” Ngwaru said.business

Mother gives daughter poison to kill school friends

GUTU – A Grade 4 pupil at Mutombwa Primary School in Gutu who was tired of her friends asking her to give them a share of her lunch reported the issue to her mother who then gave her a bottle of toxic chemicals with instructions to poison anybody who asked her for a share of her lunch ever again.
Sources said the girl’s classmates confronted her after noticing that she was carrying a bottle with a strange smelling liquid in her satchel.
The girl is said to have responded that the bottle contained some water guard which she used to purify her drinking water.
A report was made to the class teacher who took the matter up with the school head but upon realising that the case was becoming complicated, the pupil took the bottle to a Blair toilet where she emptied the contents and threw the bottle into the toilet.
She then left school to go home after being asked to bring her parents.
When the parents came, they reportedly denied any knowledge of the bottle but TellZim News saw a statement hand-written by the girl and stamped by the school head in which she confesses that her mother had given her the bottle.

(I [name withheld] was given the bottle by my mother on Wednesday morning. She asked me to administer the contents on the food and give to pupils who asked me to share my lunch with them. I had told her the previous Saturday that some pupils were asking me to share my lunch with them. The bottle contained a foul-smelling liquid.)” reads part of the letter.
Staff at the school managed to retrieve the bottle from the toilet to identfy its contents but it was already soiled.
The headmaster referred the matter to Chin’ai Police Base where officers said they doubted the mental stability of the pupil.
Education officials in Gutu who were contacted for comment said they were still to receive a report on the issue.local

Chivhu man jailed for bedding stepdaughter

06 March 2017, CHIVHU – A 38-year-old man who raped her 14-year-old stepdaughter and escaped from police custody appeared before Chivhu Magistrate Fadzai Mutombeni last week and was slapped with a 13-year jail sentence for the two offenses.
It was the State’s case that on November 4, 2016, the man, who stays in Mogligen, took advantage of his wife’s absence from home and threatened his stepdaughter that he wanted to cut her throat.
He later followed the girl to the kitchen and dragged her into his bedroom where he raped her before threatening to decapitate the girl and her mother if she reports the case to anyone.
The girl, however, found courage and revealed everything to her mother the very same day when the two went to fetch water at the well leading to a police report being made.
The rapist stepfather was arrested the following day by two police officers from Chivhu but he escaped while still on their way to the police station after he had tricked the police officers that he be allowed to relieve himself in the bush.
The man was rearrested on November 20, 2016 by members of the Chivhu Criminal Investigations Department (CID).

Save valley lions terrorise villagers

06 March 2017, CHIREDZI – Communities around Save Valley Conservancy are losing livestock and are living in perpetual fear of stray lions from the Save Valley Conservancy as human/wildlife conflicts continue in the Lowveld and elsewhere.
Two prides of lions have reportedly been spotted in the previous two months with cattle, donkeys and goats falling prey to the dreaded predators.
Areas that have borne the severest brunt of the havoc are Ward 2 and Ward 24 in Mkwasine Range.
An aide to Chief Gudo, Aaron Maramba told TellZim News that the problem had become very familiar as the Zimbabwe Parks and Wildlife Management Authority (Zimparks) has shown little commitment to trap the animals.
“We are living in fear of lions every day and we have lost livestock. We also fear the lions will attack humans as well. People from the parks were here some few weeks ago but they could not trap the animals because they didn’t have bait and cages,” said Maramba.
When contacted for comment, acting Zimparks southern region manager, Luke Njiva said people should build strong enclosures for their livestock as reports of stray lions in communities adjacent to the conservancy had become perennial.
“Various remedial actions have been taken to reduce human/wildlife conflict and awareness campaigns have been held in all affected areas.
“People need to construct standard livestock pens which are more than two meters high and covered by adequate material. People in those communities should not leave their livestock unattended to during the day,” said Njiva.
Meanwhile, residents who live close to Ruti Dam, Nyazvidzi River, in Gutu are complaining that they no longer feel safe making use of the dam due to rapacious crocodiles.
“The dam is now infested with crocodiles and they are attacking both humans and livestock.  It is now dangerous to fish in the dam because the crocodiles attack at all times of the day.
“People are now afraid to cross into Buhera using the improvised canoes that had become very popular and they are now using the longer route which goes through Nhedziwa,” said a villager who lives close to Machawira Primary School.local

Chipinge fisherman discovers rotting body

06 March 2017, In a suspected murder case, Prosper Zuka, a fisherman from Chipinge last week discovered a decomposing human body floating in Jersey Dam, Manicaland provincial police spokesperson Inspector Tavhiringwa Kakohwa has confirmed.
“A body which was in an advanced state of decomposition was discovered in Chipinge and investigations are underway. The conditions show that the person might have been murdered and thrown into the water.
“People with missing relatives should go and identify the body at Chipinge General Hospital. Members of the public with any helpful information should report to any nearest police station,” Inspector Kakohwa said.
The unpleasant find happened when Zuka, of Small Deel Makande Estate under Chief Mapungwana in Chipinge, saw a floating object that turned to be a human body about three metres away from where he was fishing.
Zuka alerted Silas Siyani, a security guard at Small Deel, who then reported the case to Chako police base in Chipinge.
The police quickly went to the scene and retrieved the body which they inspected and found that it was bruised on its back with a stone weighing about 23.5 kg tied to its waist.
The body was sent to Chipinge General Hospital mortuary.local

06 March 2017, MASVINGO – The German city of Kernen, through its twin City of Masvingo, last week donated a wheelchair, foodstuffs and money to a seven-year-old girl from Mashava who suffers from hydrocephalus.
The act of charity, took place at council offices at the civic centre with the visually impaired and paraplegic Plaxcedes Muzeve, who lives at King Mine with her grandmother, Siphelile Mutale, receiving the assistance.
City of Masvingo Deputy Mayor, James Chiwara handed over the donations to the family and commended strides being made to alleviate extreme suffering of the needy.
“It gives me great joy to witness such a wonderful gesture to help the needy. We plead with others to also help the less fortunate in their communities,” said Chiwara.
Mutale thanked council for the act of goodwill saying her granddaughter will find some comfort in the wheelchair.
“I feel relieved because I was facing difficulties taking care of my granddaughter and helping her to move around,” she said.
Plaxcedes’ mother is in South Africa where she is trying to look for work to support the child but her father disappeared in 2012 after learning of her condition.
City of Masvingo’s Chief Health Officer, Zvapano Munganasa, first saw the grandmother appealing for help on TV and made proposals for council to see how it could help.
The handover ceremony was attended by Masvingo Kernen Association representative; Pascal Mudzikisi, Henry Chivhanga of the Disability Amalgamation Community Trust (DACT), councillors and council workers.
Masvingo has benefitted immensely from its twinning with the city of Kernen, and the partnership has transformed the lives of many residents in the city.
Hydrocephalus is a condition in which there is an abnormal accumulation of cerebrospinal fluid within the brain and this typically causes increased pressure inside the skull.
Plaxcedes needs in excess of US$7000 to undergo operation to restore some of her physical abilities.

06 March 2017, CHIREDZI – Chiredzi West legislator, Darlington Chiwa is a nervous man due to strong indications that former Tongaat Hullet executive director, Farai Dumo Musikavanhu intends to contest his parliamentary seat on a Zanu PF ticket in 2018.
The speculations feed on the speed with which Musikavanhu has been canvassing the grassroots through various developmental and charitable works.
Musikavanhu has partnered Roy Bhila, a prospective member of parliament rumoured to be also positioning himself to grab Chiredzi North from Robert Mukwena, to build Kushinga Primary School in Triangle.
He is also said to be mobilising funds to refurbish the council-run polyclinic and improve its antenatal care services.       
At the ground breaking ceremony at Batanai Satellite Primary School in section 23, Triangle, recently, Musikavanhu worsened Chiwa’s anxiety when he pledged to build a US$40 000 classroom block in two months’ time.
At the function, Chiwa could not hide his worries and publicly stated that he will not give Musikavanhu a chance in Chiredzi West next year.
“I discussed with Musikavanhu his indications that he might also be vying for the very post I am holding. What I can tell him is that he may succeed on that probably in 2023 because that is when I can give him the room ….not now,” said Chiwa.
Musikavanhu, however, ignored Chiwa’s political insinuations and maintained an apolitical tone throughout the event.
“I worked in the Lowveld from 1985 and resigned from my job last year in February. I still could have worked for 10 or 11 years more but I decided to resign while I still had power to plough back to the community. I could never have been able to do that while at work,” Musikavanhu said.

Kombayi fights dismissal

06 March 2017, GWERU – Axed Gweru Mayor; Hamutendi Kombayi has vowed to fight his dismissal in the courts, saying his sacking by the Minister of Local Government Public Works and National Housing, Savior Kasukuwere is unjust.
Kombayi was fired together with Ward 4 councillor, Kenneth Sithole after a tribunal which was set-up to look into allegations of gross misconduct, maladministration and abuse of public funds against the two and 10 other councillors found them guilty.
Kombayi’s lawyer; Brian Dube of Gundu and Dube Legal Practitioners told TellZim News that they were working to get the tribunal’s decisions reviewed in a court of law.
“We are working to review the tribunal’s decision in the High Court. We feel the convictions are wrong and the penalties are manifestly excessive and exaggerated. We are filing the review before the end of week,” Dube said.
The other 10 councillors, who had also been on suspension since August 2015, were forgiven and reinstated although the tribunal which investigated the allegations found that they too had misbehaved in one way or the other.
Kasukuwere also said by-elections for Kombayi and Sithole’s wards will be held in due course.
Charges against Kombayi included authorising payment to the tune of US$1 875 towards MDC-T leader, Morgan Tsvangirai’s stay at Antelope Park and refusing to surrender his mayoral vehicle, a Mazda BT50, to council after he was suspended.
Sithole was found guilty on one out of the four counts he was facing.
Among the 10 reinstated councillors those from Zanu PF; Charles Simbi, Joas Tsanyau and Tiripai Chipondeni were absolved of all blame.politics

2018 polls: Need to capacitate media

04 March 2017, WHILE most people see the casting of a ballot as the major election event, capacitating the media to be free from influence of owners, politicians and business so that citizens can be well-informed is more important, TellZim News has learnt.
At an Editors’ Accountability Meeting convened by the Voluntary Media Council of Zimbabwe (VMCZ) last Thursday in Harare under the theme: Media, Elections and Ethics, there was consensus that there was need to ensure the media could carry out its Fourth Estate role of making sure citizens are informed.
Workshop facilitator, Reyhana Masters talked about the need for a medical insurance for journalists in case they got injured in conflict situations, encountered during election rallies.
VMCZ Ethics Committee Chairperson said that the media “have to go beyond get well cards and flowers” and put in place a real fund to assist journalists.
Election Resource Centre Programmes co-ordinator, Jack Zaba, said that though Zimbabwe had good laws, implementation was rather iffy.
“We have good laws but bad practice, there is no political will to implement these laws. We have laws guaranteeing freedom of expression, but journalists still get harassed during elections,” he said.
VMCZ Director Loughty Dube said that the issue of journalists’ safety was being looked into.
“As the VMCZ and various other partners, we are seized with the safety of journalists, and we are looking into it. Journalists themselves should also be proactive in ensuring their own safety,” Dube said.
Editors also raised the concern on costs of election coverage, whereby most media houses didn’t have resources to cover the whole constituency, let alone the whole country. This makes it difficult for media to identify trends and malpractices, especially in remote areas. Furthermore, journalists are sometimes ferried to rallies by political parties, which makes it difficult for them to write negative news about such a party.
“NGOs have to assist, by for example, hiring a car for all reporters in Masvingo to go cover a certain rally,” she said.
Sunday News Editor Limukani Ncube pointed out that though media houses would want to inform citizens, as their normative role, but were inhibited by so-called no-go zones.
Zimbabwe Election Support Network (ZESN) Programmes Co-ordinator, Ellen Dingani, said that there was need for media houses to have capacity to collate election results on their own.
“In countries such as South Africa and Malawi, media houses, besides doing parallel votes tabulation, can even announce results before electoral authorities. In Zimbabwe announcing is for the Zimbabwe Electoral Commission (ZEC), but there is also need for media houses to have records,” she said.
VMCZ Chairman, Njabulo Ncube, who was throwing witty remarks here and there, weighed in with another one, saying: “It’s not the person who casts the vote who matters, but the one who counts the vote,” to laughter of those present.
Nigel Nyamutumbu, from the Media Alliance of Zimbabwe said that as an organisation they were working out ways to help media houses.
“Media houses need to have election coverage strategies, and as the Media Alliance of Zimbabwe and other development partners we have to make sure we assist. We cannot keep repeating the same mistakes,” he said.
Media Monitoring Project of Zimbabwe (MMPZ) Director, Patience Zirima, decried the way female politicians are trivialised in the media.
“In the past weeks there has been hyper-sexualisation of (ZimPF leader) Joice Mujuru. She has been called Queen Bee, talk of ‘mating’ instead of ‘meeting’ with Tsvangirai and even branded as only suitable for a housewife. Media have to ensure women are taken for their ideas not societal domestic stereotypes,” Zirima said.politics
