Madungwe blames Hwarare for interfering with ZISMWU proceedings

Freedom Madungwe, the president of Zimbabwe Sugar Milling Workers Union (ZISMWU) has blasted the union’s former Secretary General Addmore Hwarare, for interfering in the affairs of the union and scuttling Tongaat Hullet workers’ quest for higher pay.
Speaking at a meeting to discuss workers wages held at Chishamiso Stadium on Sunday, Madungwe said Addmore Hwarare is to blame for the workers’ failure to bargain for higher pay due to his interference with ZISMWU.
Madungwe mentioned fliers that circulated in Chiredzi inviting workers to attend the May Day if they wanted their pay rise.
The fliers reportedly referred to Hwarare as Secretary General of the union although he no longer occupies that position.
Lately a rival union called Sugar Production Milling Workers of Zimbabwe has been formed, increasing the discord in the sugar plantations’ labour force.
Madungwe told Tongaat employees that they had since applied to the National Employment Council (NEC) for the sugar milling industry to sit at the collective bargaining platform as was agreed last year following a protracted strike.
The strike ended after workers settled for only a $10 wage increase following agreements that Tongaat will then enter the collective bargaining process.
“We have since applied for collective bargaining with the National Employment Council as per the agreement we made last year when the company offered to give us an increase of $10 before we sit for a collective bargain. The NEC Secretary General has now responded saying we cannot sit for a collective bargain since Hwarare has since applied for the same proceedings,” said Madungwe
Madungwe also said he wrote another letter to NEC addressing Hwarare as somebody who has nothing to do with ZISMWU since he had already resigned as ZISMWU the secretary general’s post.
“We have written another letter to NEC and we have clearly indicated that Hwarare has resigned as the Secretary General …even the company (Tongaat)  knows that Hwarare resigned long ago, they have the papers but they are only playing hide and seek with us,” Madungwe said.
Meanwhile some employees who spoke at the occasion said that it was high time Tongaat negotiated with ZISMWU lest workers get more frustrated and resort to collective job action.news

Media pressures government to realign media laws

May 3 was World Press Freedom Day. It was an important day for journalists and media practitioners around the world.  But for those of us who live in a country where the laws are still draconian and legislators seem to slow realignment of media laws to the new constitution… it was an UBER IMPORTANT DAY!
Journalists in Masvingo joined the rest of the nation and the world at large in celebrating the 2016 World Press Freedom Day under the global theme “Access to information and fundamental freedoms – This is your right” and a national focus on “Media Sustainability in the Digital Age in Zimbabwe”.
During the press conference which was the main event of the day in Harare, Christopher Mushohwe, Minister of Information, Media and Broadcasting Services stated that his Ministry “remains seized with the exercise to revisit the existing media laws and plug the gaps and inadequacies that might have a bearing on the creation of a conducive environment for the development and growth of the information and media industry in Zimbabwe”.
The Minister further added that “All stakeholders should be rest assured that the Ministry will move with speed to address any anomalies arising from our media laws that offend our democratic dispensation and the new Constitution”.
Journalists and media activists however argued that government has taken too long to scrap repressive media laws and realign media laws to the new constitution.
“Developments in scraping some draconian laws such as criminal defamation had nothing to do with government. It was forced by civil society organizations to abolish that law and now Zimbabwe stands among other countries that have done away with the repressive law,” said Media Institute for Southern Africa (MISA) Zimbabwe director Nhlanhla Ngwenya.
Added Ngwenya, “The civil society can always push for government to act swiftly in realigning draconian media laws to the new constitution. It is just that the civil society doesn’t have authority to realign the laws or that would have been finished already. Fortunately, the power of civil society is in playing a watchdog role, making noise so that the responsible authorities take action.”
Access to Information and Protection of Privacy Act (AIPPA), Public Order and Security Act (POSA) and Broadcasting Services Act (BSA) are among the laws the journalists want simply abolished or realigned to the new constitution to ensure freedom of the press.
In a press statement, the Voluntary Media Council of Zimbabwe (VMCZ) also wrote of the urgent need to realign media laws to the new constitution.
“Whilst we celebrate this milestone (scrapping of the criminal defamation), there is a need to re-align media laws and ensure that the repressive media laws, which include among others  AIPPA and BSA, are in line with the new constitution. VMCZ urges the government to urgently repeal repressive media laws and amend those laws that are ultra-vires the Constitution of the Republic of Zimbabwe,” the statement read.
“We also call on the Zimbabwean government to urgently licence community radio stations in order to allow communities to freely express themselves on issues affecting their development and for the communities to enjoy their right to access information and enjoy freedom of expression as enshrined in the country’s constitution…government should put in place a framework that will see the transformation of the Zimbabwe Broadcasting Corporation (ZBC) into a truly public broadcaster,” further reads the statement.
“Journalists aren’t opposed to any law that safeguards social media. The media fraternity is however under threat given that the cyber laws under draft might come into effect, further thwarting press freedom than controlling cyber-crime,” argued Herbert Chikosi, Masvingo-based journalist.
Meanwhile, in a Freedom House report entitled Freedom of the Press 2016, Zimbabwe also appears on the list of countries that have unfavorable conditions for the press.
“Among the countries that suffered the largest declines in 2015 were Bangladesh, Turkey, Burundi, France, Serbia, Yemen, Egypt, Macedonia, and Zimbabwe. 
 “Press freedom declined to its lowest point…as political, criminal, and terrorist forces sought to co-opt or silence the media in their broader struggle for power,” the report notes.
The report further notes that only 13 percent of the world’s population enjoys a free press and in the societies that constitute the 13 percent, coverage of political news is robust, the safety of journalists is guaranteed, state interference in media affairs is minimal, and the press is not subject to onerous legal or economic pressures.news

Father-in-law attempts to bed son’s wife

A Chiredzi man has fled home after he was caught pants down trying to bed his son’s wife whom he had pestered for a long time with his advances, TellZim News can reveal.
The incident took place in Ward 21, Ware village under Chief Tshovani, where Henry Batsirai fled after his son trapped him and caught him red-handed.
Batsirai had persistently asked for sexual favours from Miriam Muchokoti, wife to his son Abraham Batsirai.
After she could not bear her father-in-law’s irritating advances, Muchokoti reported him to her husband who initially could not believe him.
Muchokoti and her husband then agreed to set a trap, with Muchokoti agreeing to pretend to accept Batsirai’s love proposal and wait for the next move.
A close source told TellZim News that on a certain day, Batsirai followed Muchokoti into the veld where she was going to herd cattle.
Unbeknown to the perverted Batsirai, Muchokoti’s husband was discreetly following them from a distance behind. 
Batsirai then started asking for sex from his daughter-in-law who pretended to agree.
Her husband then emerged from nowhere to find his father stark naked, ready to have sex with Muchokoto.
After realising that he had been caught, Batsirai ran away in his birthday suit and has not been seen since then.news

Masvingo Mayor, two councillors volunteer to be fire fighters

In a move intended to improve efficiency in the firefighting service delivery, the Masvingo City fathers including Mayor Hubert Fidze, Ward 10 councillor Lovemore Mufamba and Ward 9 councillor, Babylon Beta have pledged to serve as volunteer fire fighters.
The move which was derived from lessons learnt from a visit to the City of Kernen in Germany last year, has seen their fire brigade responding swiftly to fire accidents. Lessons on the importance of volunteerism spurred the three councillors to pledge during a full council meeting to work as volunteers in the council’s fire department.
The full council minutes in possession of TellZim News reads that the Town Clerk’s report noted that there was need for the city to adopt volunteer fire fighters starting with council employees leading to the three councillors volunteering in the course of the meeting.
“The Town Clerk reported that the learning point and major issue of the visit was the Volunteer Fire Brigade. It was reported that the Kernen Fire Brigade had a compliment of 55 volunteers of which two were women. Most volunteers were employed elsewhere and only came to duty in the event of a fire accident.
“The town clerk highlighted that there was need for the City of Masvingo to adopt the volunteer fire fighters concept starting with council employees. It was reported that a report would be submitted to the relevant committee for consideration,” reads part of the full council minutes.
“His Worship the Mayor (Councillors H. Fidze), Councillor Mufamba and Councillor Beta volunteered to be fire fighters. The Town Clerk was advised to ensure that the report on volunteer fire fighters was brought to the relevant committee without delay,” further read the minutes.news

Flex Mart supermarkets take Masvingo by storm

Flex Mart Supermarkets, one of the fastest growing grocery retail shops in the country, have taken Masvingo province by storm having opened branches at Jerera and Nyika Growth Points, with Gutu, Checheche and Chinorumba branches on cards.
The supermarkets have easily penetrated the market due to their reasonable prices and the social responsibility role they play in the communities they operate in.
Wishman Mususa, the Operations Director said they plan to open at least four more branches before year end.
“We have been operating in Harare but due to high demand of our services in Masvingo we decided to open branches at Nyika and Jerera Growth Points. We are going to open another shop at Chinorumba in Zaka end of this month and at Checheche and Mpandawana town before year end,” said Mususa.
“We value the communities we operate in – we always strive to give them value for their money. Our prices are comparable to none and as a result the response is overwhelming because even other retailers are getting orders from our supermarkets and are no longer travelling to Masvingo town. At Jerera we have two shops and we plan to open a wholesale soon,” he added.
Established in 2008, Nelrona Company trading as Flex Mart, has four directors – Aleck Muzvanye (Managing Director), Shadreck Tigere (Finance Director), Challenge Gweshe (Human Resources Director) and Mususa.
“We took over Rolen Supermarket which was owned by a Tanzanian and we accrued all the debts. We humbled ourselves and cleared the debt – now we are on expansion drive. We are overwhelmed by the response. We have partnered with Chief Nhema to sponsor schools tournament in Zaka,” said Mususa.
Villagers in Zaka and Nyika hailed Flex Mart saying the retail shop is giving them value for their money. 
“We are no longer going to Masvingo to do our shopping because the prices are similar to those of Flex Mart,” said one Tavonga Chiromo.business

Masvingo shines at ZITF, scoops silver

City of Masvingo has again made a mark after putting a sterling performance at the just ended Zimbabwe International Trade Fair (ZITF) earning the city a silver medal after coming second in the display section among urban councils.
The award, which came after Masvingo clinched second position just below Harare, comes at the back of another silver medal the city won at last year’s show.
Mayor of Masvingo, Hubert Fidze said the winning of the award demonstrates the council’s commitment to deliver optimum services even when the economy is not doing well.
“Coming second at such a big event is a great achievement for the city. We are currently facing hard times but we are still soldiering on and putting our name on the map. Working on a tight budget, we are still committed to effective service delivery,” said Fidze.
Fidze said Masvingo city prides itself with having the cleanest water in the country.
“Yes, there is water rationing since the level of water in our dam is extremely low but the little water we have is the cleanest compared to other big cities like Harare.
“We have already engaged the Chinese through our ministry for a loan to upgrade our water supply system which will complement the current system,” he added.
Last year, the city bagged another award as the most improved local authority in the country.
It also received a shield and a certificate from the Ministry of Local Government, Public Works and National Housing for its efforts in combating pollution.news

Ministry investigates food aid distribution in Masvingo

The Ministry of Public Service, Labour and Social Welfare is carrying out investigations to verify allegations of unfair distribution of social welfare food in various wards in Masvingo Province, a move intended to address the corruption scourge in the food aid distribution programme.
Provincial Coordinator for social welfare Ngoni Jakaza said that the Ministry had since started the investigations in areas where cases of nepotism like Mapanzure were raised. 
“We have started investigations in areas where cases of unfair distribution of food have been raised and right now we have sent a team to Mapanzure to do investigations there,” he said.
Asked how they identify people in need, Jakaza said that they work with the leadership in the villages.
“The needy are identified through the village leadership in various villages, but it is very unfortunate to hear that these leaders are selecting themselves and their relatives to receive food, leaving out people who are in dire need of food aid,” he said.
Jakaza also indicated that the ministry would dissolve the leadership which they find engaging in such crookery and establish a new one.
Since the establishment of the food relief programme, cases of unfair food distribution rose to alarming levels with various villagers from Nemamwa and Gutu blaming their village heads and councillors for putting their relatives on the beneficiaries list leaving out the needy who are supposed to benefit from the programme.
Jakaza however, blamed the villagers for being silent over the issue saying that the ministry only reacts when they hear a report.
“The problem is that the villagers do not report such cases to us, not knowing that the ministry only reacts when a report is made. I encourage them to report such cases to their District Administrators or to come straight to the provincial offices within a reasonable time for their issues to be addressed,” he said.
Jakaza also indicated that the ministry is there for the people and is doing all it can to stop the “Vharazipi” style of distributing food in villages.news

Villagers receive maize aid from Hippo Valley

Hippo Valley Estates last month donated 44 tonnes of maize to hungry villagers of Mwenezi as many of them are struggling to feed their families since the departure of The World Food Programme from the area. 
Villagers in some parts of the district said the departure of (WFP) in March had left them stranded as the price of mealie-meal has beyond the reach of many.
“The situation has now become very hard because the WFP has left. Most of the people here can no longer afford to buy food from the shops. So we are very pleased with Hippo Valley’s assistance,” said Bilton Mangwende who comes from Ward 6.
Councillors in the district have also welcomed Hippo Valley’s contribution, saying the donation will make life easier for the poor people of Mwenezi.
Ward 3 Councillor, Samuel Mabhena said many villagers had started selling their livestock at lower than market prices to save their families from hunger. 
"Villagers have started selling their goats and cattle so that they buy some food for their families. It is a loss to them because they sell the livestock at give-away prices,” Mabhena said. 
Beneficiaries of the Hippo Valley maize donation contributed $1 each towards the transport costs as the maize had to be moved from Rutenga Grain Marketing Board (GMB) depot to the wards.news

Man takes step-daughter to court over pension

A 43-year-old Gutu man has taken his late wife’s daughter to court for allegedly depriving him and his daughter of their share of his late wife’s pension money.
Airman Matizha is accusing Pauline Shoko of giving false information to the courts, causing him and his daughter to be left out of the list of beneficiaries for the pension while she enjoys all the benefits with her boyfriend.
Matizha was married to Shoko’s mother with whom she bore the daughter whom he says is legally entitled to her fair share of her late mother’s estate. 
The court heard that the girl’s mother, Oripa Mukaro, was a nurse in Munyikwa.
Matizha alleges that Shoko called fake witnesses and managed to get another birth certificate for his daughter.
The court was also presented with evidence that Shoko changed his daughter’s surname from Matizha to Mukaro claiming that the girl was under her guardianship together with the late Oripa’s brother Timio Mukaro.
She also allegedly falsified information concerning Timio, who was supposed to be another next of kin to the girl, saying he was dead when in fact he was still alive.
“I am shocked by this. I was customarily married to Oripa. I paid beasts for her and we had a daughter (name supplied). I knew that my wife had another daughter from her previous marriage but we did not communicate that much.
“After the death of my wife in 2008, I continued staying with my daughter since there was no one I could give her to. We agreed with my in-laws to work together to apply for my wife’s pension so that our child could be taken care of since I don’t have a proper job,”
I just discovered that my wife’s money was already being issued to her elder daughter and my daughter was not recognised. All four witnesses on the forms are fake relatives. Her boyfriend Trust Maswera is cited as my wife’s nephew and her friend, Memory Masiyandima as niece. It is just unbelievable,” said Matizha.
The case was adjourned and judgement deferred to a date to be announced.news

Youth forum calls on ZEC to explain voter registration

The Youth Forum for the Restoration of Democracy (FORD) has called on the Zimbabwe Electoral Commission (ZEC) to explain the lack of voter registration in the country ahead of the 2018 elections arguing that what they are doing is outside the law.
FORD founding chairman, Lloyd Mupfudze, said they were concerned with the lack of voter registration which is supposed to be a continuous process in terms of the electoral laws in Zimbabwe. He added that they were dismayed by ZEC’s failure to provide specific information on the status of voter registration across the country noting that some people failed to register ahead of the 2013 elections due to the short registration period and the unavailability of resources to decentralise the process.
“ZEC must conduct itself in the manner specified in the constitution. This means that they must ensure that elections and referendums are conducted ‘efficiently, freely, fairly, transparently and in accordance with the law’,” Mupfudze said.
Mupfudze said voter registration should be a continuous process not a once-off event or exercise to be conducted 90 days before an election. He said there was need for a comprehensive civic and voter education programme.
“ZEC should also adhere to the SADC principles and guidelines governing the holding of democratic elections adopted in 2004 and the African Union Declaration on the Principles Governing Elections in Africa adopted at the 38th Ordinary Session of the OAU in 2002 in Durban, South Africa,” he said.
The guidelines give recognition to international, regional and domestic observers and invitations are not limited to so-called friends of Zimbabwe. The function of sending out invitations, Mupfudze said, must be totally vested in the Zimbabwe Electoral Commission and should not be the prerogative of the State.news
