‘Masvingo City Council not serious with own projects’

Ward 10 Cllr Sengerai Manyanga has criticised council management for lacking
the competence required to see to it that critical projects are executed and
completed in time.
Manyanga
made the accusations in a recent full-council meeting while making a
contribution on the long-delayed relocation of the city’s dumpsite from the
middle of Runyararo West and Victoria Ranch to a more suitable place.

said when the Public Works Committee visited the Ministry of Local Government offices
in Harare to have the relocation approved to a piece of land that has already
been identified, an official there made it clear that Masvingo was not serious.
“We
were told point-blank that Masvingo was not at all serious. The official said
other councils like Chiredzi were always on the phone trying to have their work
done but no phone call from Masvingo. We were told that had Masvingo been
persistent enough, the work would have long been completed. Now we are still at
the same place saying we are waiting for all the paperwork to be done, yet we
clearly are not serious about it,” said Manyanga.
Mayor
Collen Maboke had earlier revealed that the Minister of State for Masvingo
Provincial Affairs Ezra Chadzamira helped the city obtain the piece of land.
Other
councillors said it must no longer be about a new dumpsite but a proper
landfill where waste is disposed of and managed in a modern manner and in line
with international best practice.
The
long-stalled Mucheke Trunk Sewer project was also zoomed into focus, with city
engineer Tawanda Gozo saying work could not continue without additional
funding.
Ward
3 councillor and Public Works Committee chairperson Tarusenga Vhembo was
heavily criticised for alleged ineptitude which has seen most of the projects
being overseen by his committee failing to meet deadlines.
The
projects include the Rujeko footbridge which has not registered any progress
since last year.
When
Vhembo was asked why he kept giving new dates as to the completion of the
footbridge project, he answered that the project will finally be completed ‘soon’.
This
prompted a retort from Maboke who demanded a clear date, with a befuddled
Vhembo promising that all work would be done ‘in three weeks’.
