Work for your own industrialisation, Murwira says

Professor Amon Murwira

 Moses Ziyambi

HARARE – The Minister of Higher and Tertiary Education, Professor
Amon Murwira has warned that no industrialisation will come Zimbabwe’s way
unless local people, in partnership with their own institutions of higher and
tertiary learning, take charge of the effort.

Speaking to members of the media
at his offices in Harare this week, Murwira said the job-looking mentality
rampant in the psyche of citizens ought to be dispensed with.

“Industries come from our
deliberate efforts at higher and tertiary education to grow certain industrial
pipelines and this is exactly how a country industrializes. That’s what
independence means; it means doing your things and being able to produce your
things,” said Murwira.

He said the education system
should no longer be about teaching numeracy and literacy, warning that gone were
the days of looking forward to foreigners setting up all the factories.

“Schools and universities are not
there for decoration, they are serious sources of industrialisation. They are
the springs of industry. All water comes from a spring and every industry comes
from a spring called higher and tertiary education institutions. So these must
be geared towards that.

“But as you know during the
Education 3.0 era, we were training people to work in industries developed at
Cambridge and Oxford. So they would produce and they bring it here, and we go
and work. It would look like these people are so amazing, they are just giving
us industries, and we are working,” lamented Murwira.

He said the new education thrust
adopted by the government was geared at industrialising the country by
developing local capabilities.

“Education 5.0 talks about
industrialisation; and industrialisation talks about a lot of capabilities that
we need for business development, which basically means all our institutions.
It doesn’t have to be measured only by the number of certificates that they
give; not by the number of graduate papers that they write but by the number of
start-ups that they produce.

“Start-ups are businesses that
result from our research culture. As a former colony, we have always seen
industries but nobody told us the source of those industries. Ultimately the
source of any industry is an institution of higher and tertiary education. But
those sources were remote to this country; they were not in this country,” said
Murwira.

Bowser queens emerge at bowser water delivery points

 ...as residents ignore
Covid-19 regulations

MASVINGO

Concerns have been raised over the emergence of ‘bowser queens’ who are now
taking advantage of the water crisis in the city to arrogate themselves roles
as coordinators of emergency supply points.

In high density areas
especially Sisk (1st-6th streets), some women have gained notoriety for
corruptly using their newfound powers to their own selfish advantage.

This came out during a
Women’s Coalition of Zimbabwe (WCoZ) workshop on Strengthening Women’s Advocacy
for Inclusive Governance (SWAG) in Masvingo.

It was heard that the
so-called ‘bowser queens’ give themselves and their friends special treatment
at water delivery points.

Kesani Chihlangu, a
WCoZ health cluster leader, said the bowser queens demand to get water first
ahead of everyone else, by claiming that the water bowsers come as a result of
their efforts.

“The bowser system is
not workable especially in Sisk because a bowser is parked at certain houses
where the owners get special treatment ahead of others. If you ask why they get
such kind of treatment, they openly tell you that they themselves called the
bowser driver so they deserve to get water first and without limit,” said
Chihlangu.

Contacted for comment,
Masvingo Mayor Collen Maboke said he had not received a formal complaint.

“I have not received a
formal complaint over that issue of bowsers yet. However, a long time ago I
once saw water being delivered in Second Street and I asked why it was not
being done at the designated Border Grounds but I did not get a satisfactory
answer. My office is open for any complaints, water should be delivered at
public places not in houses,” said Maboke.

Complaints have also
been raised over the bowser schedules some of which are in violation of curfew
time which starts at 22:00hrs.

Residents’ pressure groups
claim that women and youth are being harassed after fetching water from the
bowsers and community taps late in the night or in the earliest hours of the
day.

Masvingo United
Residents and Ratepayers Alliance (Murra) programs manager Rumbidzai Magurupira
said the bowser system was commendable but called for the emergency water
supplies services to be given during the day.

“While the bowser
system has come in handy as a mitigation measure against the water shortages,
we are concerned with the scheduling. The bowsers do not get to all areas in
equitable fashion. We call for fairness and equity in the distribution system.

Magurupira implored
council to put an end to the menace of water barons who are monopolizing water
at delivery points.

“Another worry is that
some individuals have become water barons and are monopolizing bowsers at
delivery points, controlling and deciding who gets water. Council should put
measures to stop these unscrupulous individuals and ensure that all residents
get water on an equal and fair basis,” said Magurupira.

Others said the bowser
water distribution points were possible coronavirus infection hotspots unless
effective control measures were put in place.

Residents jostle for
the precious liquid and fail to maintain social distancing while council fails
to enforce ‘no mask no water’ rule.

Chamisa delusional, can’t rule Zim

Tongai Matutu

…former MDC heavies
bash Chamisa at first Zanu PF meeting

Moses
Ziyambi

Former MDC Alliance
members who recently defected to the ruling Zanu PF party last week took turns
to attack their former leader Nelson Chamisa whom they accused of being
ignorant and delusional, TellZim can report.

Speaking at a Zanu PF
Masvingo provincial coordinating committee (PCC) meeting held in the city
recently, former Masvingo Urban Member of Parliament (MP) Tongai Matutu and
former Chitungwiza Senator James Makore attacked their former leader for
pursuing ‘unhelpful politics’.

The gathering was
attended by many senior Zanu PF leaders including politburo member Chris
Mutsvangwa and Masvingo provincial chairperson Ezra Chadzamira.

“When (late MDC
president Morgan) Tsvangirai was alive, we would discuss and make the
constitution together but Chamisa is ignorant and cannot build the country.
Zanu PF is made up of revolutionaries, not missionaries,” charged Matutu in his
address to the gathering.

He said he had nothing
but praise for Zanu PF and its leader President Emmerson Mnangagwa whom he said
had given him a lifeline.

“We do not pay the
people from the opposition to come and join us. Though people mocked us, we
remained resolute. I can praise Zanu PF from sunrise to sundown. We are aware
of what we propagate for. We thank the President for welcoming us back to Zanu
PF. Today is my first day at a Zanu PF meeting. People spread rumours that I was
once a CIO, which is wrong,” said Matutu.

In his own remarks,
Makore, a war veteran who worked as one of Tsvangirai’s closest aides during
the unity government between 2009 and 2013, accused Chamisa of being discriminatory
against older members of the party.

“If you don’t want old
people, then what do you want? We left MDC because we could not follow the rule
of a child who is ignorant and is not capable of leading. We thank you for
upholding the party even in our absence. Zanu PF is an ocean, it will never
dry. I stand for my rights and our constitution allows us to make choices and
that’s why I joined Zanu PF without fear of criticism,” said Makore.

Another former party
member Dr Willian Zivenge mocked Chamisa’s ice of creating spaghetti roads
across the country.

“You dream of spaghetti
roads; you are a food lover. The President, on the other hand, encouraged the
Pfumvudza programme and it was a success,” said Zivenge.

In his remarks to
welcome the former opposition members, Mutsvangwa said they will be treated
like other Zanu PF members.

“Masvingo is the heart
of Zanu PF. We are happy with Matutu and Makore who are back in the party.
Welcome back, you are the same as anyone else in the party, says the President. Whenever Masvingo stands, nothing is impossible, I
am proud of Masvingo province,” said Mutsvangwa.

Three more months to repair waterworks transformer, says ZESA

Perpetua Murungweni / Terrence
Ndowora

A
delegation from the Zimbabwe Electricity Supply Authority (Zesa) Southern
Region on May 05 met city of Masvingo officials and councillors soon after
briefing the Minister of State for Masvingo Provincial Affairs regarding their
continued failure to provide enough power to the intake tower at Bushmead Water
Treatment Works.

The
intake tower has been operating at half capacity for close to four weeks now
after a transformer in the supply line got severely damaged.

This
has caused a serious water supply crisis in the city, with councillors recently
calling upon Zesa Masvingo manager Jacqueline Hlatshwayo to resign for alleged
sabotage after her office frustrated stakeholder efforts to find a quick
solution.

Speaking
at the feedback meeting, Zesa southern region manager Rodwell Munodawafa said
they were repairing the high-voltage transformer instead of buying a new transformer
which would be more expensive.

He
said the power utility needed three months to complete repairs on the damaged
transformer, meaning that the water supply problems may persist until the end
of July.

“Instead of buying a new transformer, we as
Zesa have opted to repair the burst high-voltage transformer since it is
cheaper to do so than acquiring a new transformer. Repairing the burst
transformer cost about $3.4m which is way cheaper than buying a new one.

“However,
it will take about three months to repair it so Masvingo should expect it by
end July this year (2021),” said Munodawafa.

Masvingo
Urban Ward 8 Councillor Against Chiteme criticised Zesa for bad service
delivery and customer relations as it took too long to respond to their
complaint.

“If
it was possible we would have dumped you (ZESA) and opted for another company
to supply us with electricity at Bushmead since you lack professionalism. You
don’t take urgent issues seriously and you wait for us to scold you first so
that you can take action. That is unacceptable.

In
his remarks, Ward 10 Councillor Sengerai Manyanga also accused the team of
incompetence, saying there was now a more urgent need than ever before for Zesa
and council to work together.

“There
is incompetence within Zesa management as they do not communicate and give
feedback quickly if there are faults. In order to deliver quality services in
the city, Zesa and council should work hand in hand and should organise feedback
meetings more often,” said Manyanga.

Ward
1 Councillor Selina Maridza accused Zesa of insolence, claiming she once had a
meeting with them on behalf of the mayor, and she was told straight to her face
that council should find alternatives and not simply depend on the power
utility.

This
is despite the fact that Zesa has a legislated monopoly
over power supply, and council, in any case, would not afford to set-up its own
power generation infrastructure.

“I attended a workshop representing the mayor
where a Zesa official told me that we (Council) don’t have brains, we should
make use of the sun and use solar energy as an alternative rather than blaming
us,” said Cllr Maridza.

Gutu man jailed for raping 5-year-old daughter

Believe
Mpofu

The Masvingo Magistrates’
Court has slapped a man from Mazongororo Village 3 with an 18-year-long jail
sentence after he pleaded guilty to a charge of raping his five-year-old-daughter.

The rape occurred on
April 29 in the man’s bedroom and the man was sentenced by Magistrate Bishard
Chineka.

It was the State’s case,
as presented by Liberty Hove that the man, who cannot be named to protect the
identity of the child, sexually abused the minor on one occasion.

It was stated that the
accused person approached his mother-in-law who had been taking care of the
minor for the past four years saying he now wanted his child back so that she
could go to school.

The grandmother refused
to hand over the child to the man but he used force to take the child.

On April 29, around 22:00
hours, the accused person was sleeping in the same blankets with his daughter
when he raped her.

The man’s sister, who
slept in the other room and who had heard the complainant screaming the whole
night, alerted other villagers some of whom then took the minor back to her
grandmother.

The grandmother latter
noticed bruises on her grandchild’s vagina and learnt about the abuse after
questioning the minor.

The matter was reported
to the police who attended the scene and discovered some blood strains on the
accused’s bedroom sheets.

The child was referred
to Gutu Rural Hospital where the medical report was filed, confirming that
penetration had indeed happened.

The medical report was
produced in court as an exhibit.

Churches engage Govt on civic participation in devolution

Simon Parwaringira

 Clayton Shereni

MASVINGO –
Zimbabwe Heads of Christian Denomination (ZHCOD) last week pledged their
support of the devolution programme which is being implemented by the
government across the country.

Speaking
during a provincial leader’s symposium held a local hotel, ZHCOD provincial
chairperson Simon Parwaringira said the organization was working tirelessly as
a unifying structure to ensure development in the country.

“ZHCOD
acts as a unifying structure bringing together the church around common themes
and objectives. As an organization, it is within our mandate to ensure that we
compliment government efforts in development through evangelization.

“We
are happy with previous engagements which we have had with government in
disaster management, education, health and relief programmes,” said
Parwaringira.

The
organization is a brainchild of four apex church representative bodies;
Catholic Commission for Justice and Peace (CCJP), Zimbabwe Council of Churches
(ZCC), Union For Development of Apostolic and Zionist Churches in Zimbabwe
Africa (UDACIZA) and the Evangelical Fellowship of Zimbabwe (EFZ).

Minister
of State for Provincial Affairs and Devolution, Ezra Chadzamira, who was the
guest of honour, applauded the church for playing a pivotal role

“Our
government respects churches and the critical role they play in the
communities. The devolution agenda is bringing positive development to the
grassroots level and in Masvingo, we have completed 77 projects including
clinics, schools, refuse compactors and graders by local authorities.

Masvingo
province was allocated $1.8 billion under the 2021 devolution program and various
projects across the province’s seven districts are expected to begin.

In
Masvingo province, ZHCOD operates in four districts namely Bikita, Gutu,
Masvingo and Chivi where; working in conjunction with local leaders to promote
the role of churches in creating social cohesion and civic participation within
devolution processes.

The
meeting was targeting to sensitize local leadership about the ZHCOD project,
strengthen the relationship of the government, church and community leaders to
ensure the ownership and oversight of the project at local level.

ZHCOD
also operates in Manicaland and Midlands provinces where it works with government departments in implementing devolution,
decentralization and developmental projects.

Armed robbery goes wrong

Some of the stolen tyres

…as
kombi with stolen tyre loot overturns in high-speed chase

Blessed Chauke

MASVINGO – A
robbery went wrong in the early hours of today after the driver of a kombi that
had been stashed with stolen tyres lost control of the vehicle and fell on the
roadside after a high-speed chase by the rapid response team from Junior
Security Company.

Though
the police were not available to give a comment immediately, TellZim
understands that some 112 brand new tyres of assorted type and sizes, and with a worth of over US$40 000 dollars, were recovered.

A
source who refused to be named said four robbers attacked and tied the Junior Security
guard manning the Crown Duo tyre outlet close to Byword Motors in the
industrial area of Masvingo.

They
then loaded the brand new tyres into their Mazda kombi and into the trailer.

Unbeknown
to them, the security guard, despite his hands being tied-up, had managed to
pull out a small cell-phone from his pocket which he used to painstakingly sent
an SOS text message to the security control room.

A
rapid response team was then dispatched, only to find the robbers still loading
their loot.

One
of the robbers who acted as a sentry then alerted his colleagues that they had
been busted and the overloaded kombi, tugging an overloaded trailer, took off
at high-speed towards the VID Masvingo Depot but it fell just after the DocZine
Fuels service station.

The
ruffians, however, managed to extricate themselves from the wreckage and fled
the scene on foot.

No
arrest had been made by the time of writing after the police reacted hours
later.

TellZim
saw the recovered tyres and the damaged vehicles parked at Masvingo Central
Police station for exhibit.

I never left Zanu PF, says Mudzikisi

Pascal Mudzikisi

…as
he gets readmitted into the party

Brighton Chiseva

Masvingo
businessman Pascal Mudzikisi who contested as an independent candidate against
Minister Davis Marapira for the Masvingo North parliamentary seat in the 2018
general election, has now rejoined Zanu PF, TellZim can report.

He
says he has always been a member of Zanu PF whose principles and values are
rooted in the party, and had never really left it.

Mudzikisi
appeared at a Masvingo Provincial Coordinating Committee PCC) meeting held at Great
Zimbabwe University’s (GZU) Robert Mugabe School of Education on Sunday, May 02,
where he was formally introduced into the party.

He
was welcomed together with former MDC stalwarts Tongai Matutu, Dr William
Zivenge and former Senator James Makore by Zanu PF secretary for science and technology
in the politburo Christopher Mutsvangwa and the provincial leadership of the
party.

“I
was Zanu PF and I am still Zanu PF. I never stopped supporting it because
that’s where my principles lay so I couldn’t go to another party where I will
be forced to fight my principles. That is the reason why I did not join any
other political party after my expulsion,” Mudzikisi later told TellZim News.

He
was automatically expelled from the party after he contested for the Masvingo
North parliamentary seat as an independent, having failed to contest in the
primaries after his CV failed to sail through during the vetting process.

“Quarrels
are good for democracy in any community but what is important is that at the
end people reconcile and move forward,” Mudzikisi said.

He
said he had a huge following which could add to the party’s vote tally in the
2023 general election.

“When
I contested as an independent I got 2 000 votes and most of those people are
still loyal to me and they can contribute to the party’s five million votes target
in the general election.

“The
reception we got at the PCC was warm. We were allowed to stay and hear them
deliberate, a thing which shows that we have been forgiven,” he said.

On
whether he will contest in the 2023 elections, Mudzikisi said he was ready to
serve but will stand guided by the party.

“I
am loyal to Zimbabwe and to Masvingo North where I was born and bred. So if
there is anyone who is able to represent and fulfill the needs of Masvingo
North, I will support them regardless of where they come from.

“However
I will then make noise about it if they fail. If the party and the people of
Masvingo North want me to represent them, I will do but if Zanu PF sees that
there is someone who can represent its interests better in the constituency, I
will gladly support that someone,” said Mudzikisi.
