Marapira: Minister of selfishness

The contentious dam wall built by Marapira

MASVINGO – The deputy minister of Agriculture who is also the Member of Parliament (MP) for Masvingo North, Davies Marapira has erected his own wall across a section of Mucheke River close to his farm in order to block water flowing downstream, TellZim News has learnt.
Outraged residents have called for the demolition of the wall, they say poses a danger to the environment and people living close by as it was allegedly not built to professional specifications.
People are also complaining that Marapira is selfishly monopolising a natural resource that should benefit the whole community.
TellZim News saw an approximately four-metre high farm brick wall, close to the former Riverside Lodge and Great Zimbabwe University (GZU) Medical School which is under construction.
The brick and mortar wall, which was built in May last year, has seen the downstream of Mucheke River, which feeds into Lake Mutirikwi – City of Masvingo’s only source of water – drying up despite the rains.
City of Masvingo mayor, Hubert Fidze said there was nothing the local authority could do in light of the fact that Marapira is expected to know better.
“We do not know by what authority he erected the wall to create his own dam. Mucheke River is not flowing because all the water is held up there. We are also afraid that there would be a dangerous flood if the wall collapses,” said Fidze.
Masvingo Provincial Affairs minister, Josaya Hungwe said he was unaware of the development but promised to quickly investigate and deal with it.
“Why would Marapira erect a wall to block the flow of water? If he wants to irrigate his crops, he should create his own dam without endangering people’s lives,” said Hungwe.
When contacted for comment, Marapira lashed out at ‘retrogressive people from Masvingo’ whom he attacked for being quick to criticise.
“It is government policy and we are actually going to put more weirs upstream. The weir was there and we just upgraded it. The problem with the people of Masvingo is that they are negative thinkers and are quick to attack instead of supporting developmental initiatives.
“Mucheke does not flow all the time so I do not see what the fuss is all about. The government has embarked on water harvesting and we cannot be deterred by negative minds.
“We need to boost our agriculture; we want people who are productive not those who simply attack others,” said Marapira.top news

Obert Chari

Bothwell Chabarika

Obert Chari, a Zion Christian Church (ZCC) member who sings in the choir, has released an album titled Mariyambutsa which carries a gospel love song which is rocking the airwaves and the social media space.
The song ‘Mable’ is an exchange between a poor but love-struck man deploring his unfortunate circumstances and background, to which his crush responds that love knows no bounds.
Mable is found on Chari’s 3rd album which carries other songs like Mariyambutsa, Mebo, Batai manzwi, Guta rinoera, Gombo, Ngoma yemugidhi, Dherira and Church yedu yoenda.
Chari’s earlier works are Ngoma yababa and Vaporofita venhema that he recorded under the rules of ZCC.
In Mable, he sings…Pane chinhu chinondinetsa mumoyo mangu…Imba kudzudzurwa nendove ungaigara? …mai kudokerwa kumaricho ndidye ndipfeke .…baba kuswera kuhovhoni ndiyende kuchikoro…Mable Mable washinga here Mable (There is something eating me up…. I come from a poor background, are you willing to put up with that?).
Towards the end of the song, the singer is heard praying to God to bless his parents who worked hard to raise him. He also asks God to give him a job and bless what he does for a living.
A married father of one, Chari grew up in Bikita with the late Sungura musician Chamunorwa Nebeta who became his favourite artist. He later realised he had a talent after the death of Nebeta.
The budding musician said he has the ZCC community to thank for supporting him from the time he made open his plans to record an album.
“I also thank the church for allowing me to have my music played on national radios,” said Chari.entertainment

ZAKA – Pamushana High School are US$300 richer after they defended the Reformed Church in Zimbabwe (RCZ) school athletics title by scoping 35 gold medals at the 2018 edition of the competitions held at Jichidza High School last weekend.
Of the 35 gold medals, 20 were won by the girls’ team while the remainder went to the boys. Chibi High came second with 14 while Gutu High took the third place with 11. Alheit High had 10 while the hosts took the fifth position with nine gold medals.
Second-placed Chibi got US$250 while Gutu got $200, with the gold medalists being given US$5 for every event won.
The most outstanding athletes at the event was Pamushana’s girls captain Claris Kwaramba who scooped seven gold medals in 100m, 200m, triple and long jump and in relays. Blossom Mhlanga had six gold medals in 100 and 200m and all relays.
Pamushana athletics coach Simbarashe Mlambo said the win was a result of commitment and the culture of sportsmanship that exists at the school.
“The team does daily morning runs at 4:30 am; even during weekends and that is commendable. We are also indebted to Kundai Maguranyanga who secured a full scholarship at Drake University in USA through athletics. So many pupils want to follow suit,” said Mlambo.
He said Mhlanga and his teammate Brandon Namarika were likely to get American scholarships too.
The competitions were sponsored by Mabhuku Bookshop, Camp Water among others.sport

Mwenezi man murders father over witchcraft

MWENEZI – A 41-year-old man accused his own father of witchcraft and struck him all over his body resulting in his death a few days after being admitted in hospital, the Mwenezi Magistrates’ Court heard last week.
Thomas Maranele of Chirimani village under Chief Mawarire was not formally charged for contravening Section 47 of the Criminal Law Chapter 9:23, ‘murder’ when he appeared before magistrate Honest Musiiwa but he was remanded him in custody.
Arguing on behalf of the State, Willard Chasi told the court that on January 27, Maranele confronted his father, Wilson Maranele accusing him of practising witchcraft against his children.
He allegedly took a stool made of steel and struck his father once on the head. He then went to the granary where he took a wooden log and again struck his father three times on the right shoulder.
The victim fell unconscious and was rushed to Matibi Mission Hospital where he died a few days after admission. A police report was made leading to Maranele’s arrest.local

Council owed over $65m in debts

Local Government minister July Moyo

…Army, Police and Prisons top debtors list
…low density suburbs accrue over $36m
…debt collectors legal – Minister Moyo

Upenyu Chaota

MASVINGO – Various arms of government are responsible for the poor service delivery record in the city because they do not bother paying for the services that they get from council, it has been learnt.
City of Masvingo is owed in excess of US$65 million by various government departments, schools, businesses and residents; an amount huge enough to drastically reduce the service delivery backlog once paid in full.
According to council records, institutional debtors as on December 31, 2017, owed a total of US$22 805 064.
The Zimbabwe National Army (ZNA) leads the pack at a whopping US$11 838 487 while their Zimbabwe Republic Police (ZRP) counterparts trail at US$4 165 157. The Zimbabwe Prisons and Correctional Services (ZPCS) owes US$2 433 596.
The mothballed Cold Storage Commission (CSC) has a US$1 333 263 debt to settle with the local authority.
Low density areas that enjoy largely uninterrupted services, have accrued US$36 131 973 while the majority of high density suburbs, that often get mediocre service delivery, owe US$7 301 843.
Local Government minister July Moyo told TellZim News that nearly every resident had a debt and called upon people to initiate engagements with their local authorities to make payment plans.
“The law is clear. If you accrue a debt, it’s your responsibility to approach the council to map a plan on how you can settle the debt.
“We encourage dialogue between the council and its residents before resorting to debt collectors which are legal by the way. If people fail to pay, councils have the right to approach the courts and attach property,” said Moyo.
The Ministry of Education provincial offices at Wigley House owe the council US$72 673 while Victoria High School owe US$201 842, Vurombo Primary School US$11 120, Shakashe Primary School US$8 116, Helen McGhie Primary School US$7 462, Dikwindi Primary School US$5 263 and Victoria Primary School US$4 327.
Mayor Hubert Fidze said the city could not have optimum service delivery since people who are using council service like piped water were not paying.
“The city council can deliver to everyone’s expectations only if people pay up their rates. The situation we have at the moment is deplorable because most service consumers are not paying at all.
“We keep telling people to approach us and make payment plans but very few come forward. We want dialogue with our residents rather than engaging debt collectors,” said Fidze.
He said the army and police have their rates paid through treasury but nothing has been coming through for a very long time.local

‘Tongaat Hullet never bribed MPs’

Sydney Mutsambiwa

Beatific Gumbwanda

CHIREDZI – Chiredzi East Member of Parliament (MP) Denford Masiya and his Chiredzi West counterpart, Darlington Chiwa, both of whom face allegations of accepting bribes from Tongaat Hullet Zimbabwe in exchange for protection, could be off the hook after the company dismissed the allegations as false.
This follows Tongaat Hullet managing director, Sydney Mutsambiwa’s statements to the Parliamentary Portfolio Committee on Lands, Agriculture and Resettlement which visited the company last week.
Masiya and Chiwa were accused by their own Zanu PF party of accepting luxurious Toyota Land Cruiser V8 cars so that they could defend the sugar company against politically-motivated attempts to seize its properties.
The matter was tabled before the Justice Mayor Wadyajena-chaired committee with Mutsambiwa dismissing all allegations of wrong-doing against the two legislators.
“We have never bought a vehicle for anyone. I’ve been around here since 2000 and I don’t recall any incident where a bribe was solicited or received from the company.
“We only work with local legislators on development issues and we don’t choose who to work with because we are apolitical,” said Mutsambiwa.
Wadyajena said they will make an investigation of the issue during a public hearing.
“We are going to hold a public hearing on the problems faced by the company after making deliberations in parliament. We will also investigate the issue of vehicles; it seems somebody knows something since the registration numbers of the vehicles were stated in public,” said Wadyajena.local

MWENEZI – Maphias Matare, a teacher at Chinyu Primary School, last week surprised many people in the public gallery of the Mwenezi Civil Court after he boldly offered to pay his ex-wife more in maintenance money than he earns per month.
Tsakani Mashimbwa, who accused his husband of failing to look after their daughter, dragged Matare to the court claiming a monthly maintenance of US$100.
Upon being asked by magistrate Honest Musiiwa what he could offer, Matare made commitments to pay US$50 although his current net income after all the deductions was only US$39.
After assuring the court that he will be able to pay the amount, magistrate Musiiwa ordered Matare to pay US$50 as per his request.local

High Court ruling on ‘O’ level English re-write praised

Paul Mavhima

Clever Taperamoyo

MASVINGO – The decision by Primary and Secondary Education minister, Paul Mavhima to order a rewrite of the 2017 Zimbabwe School Examination Council (Zimsec) ‘O’ level English Paper 2 has been reversed by High Court Judge, Justice Loice Matanda Moyo.
The judgement was welcomed by stakeholders in the education sectors, parents and pupils who felt children were being punished for the gross incompetence and corruption at Zimsec.
Progressive Teacher’s Union of Zimbabwe (PTUZ), president Dr Takavafira Zhou welcomed the ruling as good for the protection of children from ‘educational vandalism’.
“Once again, history has absolved PTUZ and other progressive forces in Zimbabwe. There was so much vitriolic attacks from government officials, yellow unions and some forces of darkness but history has absolved us. Rationality has emerged victorious over educational vandalism.
“Justice Matanda Moyo’s judgement has simply reiterated what we had proffered as an alternative to government callousness, vague and vapid machinations,” Dr Zhou thundered.
In an interview with TellZim News, Netsai Masunda, a concerned parent with a daughter who sat for her ‘O’ levels at Checheche High School in Chipinge, praised the judgement, saying she had agonised about having to find money to send her child back to school for the re-sit.
Matanda-Moyo’s judgement, which is highly critical of Zimsec, called for a total overhaul of the exams body.
She said the courts do not condone cheating but wanted to protect learners, thus the order that pupils be graded based on the marks they scored in the English Paper 1 only.local

First lady denounces theft in public hospitals

First lady Auxillia Mnangagwa

Memory Rasa

MASVINGO – First lady Auxillia Mnangagwa denounced theft and corruption in public hospitals, saying most government health institutions were losing out to dishonesty staff.
She said this on Wednesday during her visit to Masvingo Provincial Hospital as part of her campaign against cervical cancer.
People who came to see the first lady applauded her for the remarks, probably in light of the many reports of theft at the hospital.
“I had a tour in the hospital kitchen and I have noticed that inadequate of food is a challenge, things we see as minor are the most critical in a health facility like this. A slice of bread is important; I know that people like to take things to their homes using the economy as a justification. Theft is theft whether it involves a pair of gloves or a razor blade.
“We all know that the economy is bad and wages are low but stealing is not the solution. If you persevere and pray, one day things will be ok for you,” she said.
At the beginning of 2017, it was reported that a renal unit had been stripped of its vital parts at the hospital and in July of the same year, the hospital could not account for 11 gas cylinders.
Mnangagwa also urged everybody to go for cancer screening for the sake of early diagnosis and treatment.
“Cancer is real and it is killing people. It is unacceptable and embarrassing for us to be in the top ten countries with the highest cancer-related deaths. We all need to get screened early. It is not only women, even men need to be screened,” she said.
Officials from the Ministry of Health and Child Care, Population Service International (PSI), Medecins Sans Frontieres (MFS) and SolidarMed also attended the function.top news
