Masvingo City Council town clerk Adolf Gusha has blamed the Ministry of Local Governance’s blanket freeze on recruitment saying the move has crippled the local authority in terms of quality service delivery.
Gusha said this in the recent full council meeting responding to the late presentation of audited reports for year ending 2012 with the 2013 report yet presented.
“There is a critical shortage in the treasury department and there are critical vacant positions such as that of the accountant and assistant accountant in particular.
“We as Masvingo City Council wish to fill these posts as they have affected the swift sailing of operations but it is unfortunate that there is a blanket freeze on posts nationwide so we cannot do anything. We have since sent requests to the Ministry for the critical attention needed within the treasury department and we are waiting for the response”’ said Gusha.
The council presented the 2012 report this July and expressed that they are still working on the 2013 report which is yet to be given but however promised that the 2014 report will come in time.
“We however promise to put all efforts that the 2014 audited report come out in time”, added Gusha.
The city council has been under attack especially from the residents’ association for poor service delivery.Local
