Police assault NCA official Chivasa for breaking curfew

Losing National Constitutional
Assembly (NCA) parliamentary candidate in the 2017 Bikita West parliamentary
by-election, Madock Chivasa has claimed that he was assaulted by drunken police
officers on Heroes day, August 10, for breaking the curfew.

In a Facebook post made yesterday,
August 11, Chivasa claimed he met police officers at 18:30hrs in Chesvingo
Drive in Masvingo soon after leaving his car at a public car park.

The post was accompanied by a
picture of a brutalised bare back.

“Yesterday evening, I was a
victim of police brutality in Masvingo Sisk area. It was around 6.30pm and I was
coming from the car park where I had parked my car. There was chaos in the
streets as everyone was just running and before I could figure out what was
happening, a truck with police officers just stopped in Chesvingo Drive and
asked me to get to the ground. My refusal to get to the ground earned me those
button sticks on my back.

“My other crime according to them
is why I was not running away like what others were doing. This is the
barbarism I don’t tolerate, disgusting police brutality. The police authorities
in Masvingo must stop deploying drunk policemen to beat up people in the
streets and singing vulgar. What kind of policing is that primitive mediocrity?”
wrote Chivasa.

After the imprisonment of Member
of Parliament (MP) Munyaradzi Kereke, Chivasa contested in the Bikita West
parliamentary by-election and lost to Beauty Chabaya of Zanu PF but he has
remained one of the more prominent members of the Lovemore Madhuku-led NCA.

Police deployed in Masvingo’s
high density suburbs often beat up residents while enforcing the dusk to dawn curfew
regulations announced in July by President Emmerson Mnangagwa ostensibly to
help fight the spread of coronavirus.

 

Bikita woman in bush rape ordeal

The
Masvingo Magistrates’ Court has remanded a Bikita man in custody for allegedly
raping a village woman who had gone to gather firewood in the bush.

Jephias
Chiponda (20) of Pedzai village under chief Mukanganwi in Bikita stands accused
of having sexual intercourse with a 22-year-old woman without her consent.

The
State claimed that on June 2020, the complainant went to the bush to gather
firewood when Chiponda accosted her from behind, grabbed her waist and stripped
her to the ground.

Chiponda
removed the complainant’s undergarments that he tore in the process, and went
on to forcefully have sexual intercourse with her once.

The
complainant screamed for help and her mother who was not very far away ran to
investigate. Upon realising what was happening, the mother shouted against
Chiponda who then fled the scene.

A
report was made to the police and the complainant was referred to hospital
where she was medically-examined.

In
the court, the accused pleaded not guilty although the investigating officer
who came as a witness said he had initially admitted raping the woman.

The
State produced medical report which showed that some bruises on the
complainant’s private parts were already healing.

The
magistrate remanded Chiponda to August 30 for determination of the case.

 

Inmates sleep in the open at chaotic quarantine centre

Some 10 returnees quarantined
at Magamba Training Centre on Thursday slept in the open for fear of
contracting Covid-19 after authotities mixed new returnes with those that had
been there for long.

The returnees chose to sleep in the open because they did not want to be
mixed with new arrivals whom they feared were potential coronavirus sources.

The returnees who spoke to TellZim News said it was only
logical for authorities to release everybody at once as they were failing to
properly manage the facility.

Some said they had been detained there for over 28 days
and were offended that new arrivals were getting admitted into the same hostels
as everybody else.

Farai Makuyana who is one the returnees quarantined at
Magamba Training Centre said he felt that the centre had become a new site of
possible new coronavirus infections.

“We are living like prisoners because yesterday, we
slept outside the hostels for fear of being exposed to possible infection from
new arrivals. There are no sanitisers and we are sharing same bathrooms and
toilets with the new returnees whose samples have not yet been taken for
testing.

“We came here on July 10 and we have spent more than
28 days without being given our results yet two PCR testing exercises were
conducted. Dr Cephas Fonte came on Tuesday with results for nine returnees and
promised to return the following day with the other results but he never came
back and is not picking his calls,” said Makuyana.

“We want to be discharged and they must follow World
Health Organisation guidelines. We had two weeks without water, no good food,
toiletries and sanitisers,” he said.

Last weekend, some returnes staged a hunger strike which
forced authorities to partialy respond to their concerns.

A returnee who spoke on condition of anonymity said he
was happy to reunite with his family after being discharged from the quarantine
centre on August 04.

“I am happy to be at home with my family after a
long struggle at Magamba where I had very bad experiences. They made fake
promises that we they will give us enough food, sanitisers and running water.

“When we got there, we could not even have proper
baths because there was no water for over two weeks and we then staged a hunger
strike. That is when they started to provide water and sanitisers,” he
said.

Another ex-inmate desctibe the quarantine centre as a prison.

 

“We were 19 and only nine of us were discharged on
Tuesday. The other 10 who were part of our group are still at the centre and
the doctor is ignoring them,” said the ex-inmate.

In late July, the Zimbabwe Red Cross Society (ZRCS) in
partnership with Coca-Cola Foundation donated an assortment of goods to
quarantine centres in Manicaland as part of efforts to mitigate the effects of Covid-19.

 

Tongaat donates 10 ventilators to Masvingo

Tongaat
Hulett on August 07 donated 10 portable ventilators and 10 portable patient
monitors to Masvingo Provincial Hospital through the Covid-19 provincial
taskforce as part of the corporate giant’s contribution to health facilities
that are fighting the coronavirus pandemic.

The
donation also comprised medicinal supplies, body bags, suction machines, blood
pressure machines, oxygen gauges and oxygen masks.

Before
this, Masvingo province had only two ventilators at Rujeko Isolation Centre.

Speaking
during the handover ceremony, Tongaat Hulett corporate affairs executive,
Adelaide Chikunguru said they were committed to aiding the fight against the
virus.

“Previously,
we made a donation to the President and now we have come with another one for
Masvingo. This equipment is worthy more than $10.3 million. As Tongaat Hulett, we
hope this donation will help the fight against Covid-19 in the province,” said
Chikunguru.

The
Minister of State for Masvingo Provincial Affairs and Devolution Ezra
Chadzamira, who is also provincial Covid-19 taskforce chairperson, hailed the
sugarcane company for the gesture.

“Tongaat
has always been there to support us and I would like to thank them for the
great work they are doing in all the seven districts. I call upon other private
players to engage government in the fight against this deadly disease in line
with the engagement and reengagement efforts by President Emmerson Mnangagwa.

The
handover ceremony also saw pastors from various churches in the province
getting food hampers from Awake Grace Ministries.

Awake
Grace Ministries church leader Apostle Joyce Gombami said they felt a need to
help preachers most of whom were struggling to survive.

“Ï
was born in Masvingo and I thought of giving back to my mother province. I
don’t want pastors from my area to starve during these hard times so this is a
small token to cushion God’s servants during the lockdown period,” said
Gumbani.

The
church also donated two tonnes of mealie meal to the provincial taskforce.

 

Govt calls for balanced Covid-19 reporting

Government has called
for balanced reporting on Covid-19, saying the media needed to give a moderated
picture of the challenges at hand by highlighting both the negatives and the
gains being made.

Speaking with members
of a the Masvingo Covid-19 Taskforce’s Risk Communication Subcommittee on
Saturday, August 08, Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana said the media should use their
influence to warn the public without panicking them.

He spoke in the wake of
a steady rise of both new coronavirus cases and recovery cases in the country.

“For anybody to achieve
whatever they want to achieve, they need hope. Let the media spread the message
of hope without appearing to be downplaying the dangers of the pandemic. If you overemphasize
the ominous messages, you then have a society in panic, and if you focus only
on the recoveries being recorded, people become negligent thinking that the virus does not kill. It should therefore be about striking a logical
balance,” said Managwana.

As on August 08, the
country had recorded a cumulative number of 4 575 confirmed cases of coronavirus, 1 416
recoveries and 102 deaths.

Mangwana said the fight
against the pandemic needed collective efforts, and praised the subcommittee’s non-partisan
unity of purpose in communicating risk and combating fake news with zero
budget.

The subcommittee is
chaired by Masvingo Provincial Information Officer (PIO) Rogers Irimayi and
comprises members of the local media as well as government departments.

Masvingo fails to collect garbage for 3 weeks running

City
of Masvingo has blamed acute shortage of diesel for the prolonged failure to
collect garbage in residential areas and the CBD, but residents organisation
Masvingo United Residents and Ratepayers Alliance (Murra) blames the crisis on
misplaced priorities on the city’s leadership.

Residents
of the high density suburbs are now desperate as their bins have not been
emptied since mid-July, with some people in Rujeko now dumping their garbage in
open spaces burning it up.

Council
spokesperson Ashleigh Jinjika said they were struggling to get fuel for its two
refuse compactors that often work around the cloak.

She
said many suppliers were demanding payment in foreign currency which council did
not have as residents were paying rates mostly in the Zimbabwe dollar.

“We
are failing to procure fuel for our refuse trucks since most of service
stations in town require payment in forex which we don’t have. Many residents
are selling their forex in the streets and paying their bills electronically in
the local currency,” said Jinjika.

She
encouraged residents to pay bills in foreign currency so that council could be
in a better position to deliver optimum services.

“The
black market foreign currency trade is affecting us negatively. Instead of
people bringing their forex to pay bills, they sell it on the black market for
a profit. At our offices, we use the formal rate which is lower than the black
market rate,” said Jinjika.

However,
Anoziva Muguti of Murra said council should get its act in good order by
prioritising key service delivery sectors.

“We
are not happy by what council is doing. We expect them to religiously follow
the refuse collection schedule because residents are paying for those services.
Council recently raised service charges astronomically against our objections
and in response to the decline in the value of the local currency against the
US dollar so the excuse they are giving now cannot stand criticism,” said
Muguti.

The
residents’ organisation has also criticised the recent road signage changing
exercise which was done in response to the renaming of some streets, saying it
was not a priority in face of garbage that has not been collected for several
weeks.
