Government fails to honour pledge on passport fees

The government of Zimbabwe is yet to honour its post-election promise to reduce passport fees regardless of the Registrar General’s Office having long acquired its own printing press expected to reduce passport production costs.
After the July 31 2013, the government made many grand promises, including slashing the cost of acquiring a passport which remain one of the most expensive by regional standards.
However nothing has been done yet, with the standard passport still costing US$53 while the more urgent one that comes out after two weeks costing US$218.


One still needs to fork out an exorbitant US$318 to get an emergence passport that comes out in less than one week.
The International Organisation for Migration (IOM) has in the past attributed Zimbabwe’s high passport cost for fueling illegal immigration especially into South Africa and Botswana as people attempt to flee deepening poverty at home.
When asked why he had not yet slashed passport fees as he promised last year, Home Affairs Deputy Minister, Ziyambi Ziyambi defended the government’s position, saying necessary touch-ups are still needed to be completed before a new pricing regime could be considered.
“Work is still being done at the production centre in terms of installing and running the necessary systems. A reduction will be possible when all is completely up and running,” said Ziyambi.
Last year, the government described the acquisition of its own printing press as one of the re-elected government’s major successes, saying passport printing will no longer be outsourced to Fidelty Printers.
This, the government claimed, would lead to a substantial reduction in the application costs and would also serve to clear backlogs.
“The printing press is working but has not yet been officially commissioned. Once all work has been completed we will have a reduction this year,” said Ziyambi.
Zimbabwe passport fees are among the highest in the region; far outstripping most countries.
The South African passport, for example, costs only R400, an equivalent of US$32, while the Botswana passport costs a mere P100, an equivalent of US$10.16. The Swazi standard passport costs a negligible 80 Emalangeni, an equivalent of just about eight US dollars.local
  
 

Masvingo records high infant mortality rate

Zimbabwe National Statistics Agency (ZIMSTAT) has reviewed that in the Multiple Indicator Cluster Survey (MICS) of 2014, Masvingo province has recorded a rise in the Infant Mortality rate and Neonatal mortality rate.
The statistics that were revealed during a workshop programme for the dissemination of the MICS 2014 survey at Flamboyant Hotel recently showed that the Infant Mortality rate for the province is at 63% slightly above the national rate which is at 55%.
In the same regard the Neonatal Mortality rate for Masvingo province is at 34% which is also above the national rate of 29%.
Dr Amadeus Shamhu who represented the guest speaker the Provincial Medical Director (PMD) Dr Robert Mudyiradima said that the province was happy with MICS survey as it helps in noting areas that needs urgent attention.

“The province is therefore, happy to receive survey results such as MICS to inform areas that need attention within our province, particularly regarding women and children, when drawing our programmes”, said Shamhu.
The actual cause for the rise in Neonatal mortality and Infant mortality could not be drawn as the PMD only referred all the questions to MICS.
Meanwhile statistics released by MICS also show that Masvingo’s use of improved of drinking water is at 64.3%.local

Chaos ahead of council Germany trip


…Mayor disowns Chiteme  …. says Chiteme will not be allowed to attend a single meeting in Kernen

Chaos is reigning at the city council ahead of trip to Germany after ward eight (8) councillor Against Chiteme was allegedly imposed on the delegation which initially included the city Mayor Hubert Fidze, Town Clerk  Adolf Gusha, ward 10 councillor Lovemore Mufamba and city Treasurer Mrs Dube.
The full council resolved to send four people to Germany on 10 June 2015 but it has since emerged that Zanu PF legislator (name supplied) has instructed the Town Clerk to include Chiteme in the delegation.
Gusha vehemently denied the inclusion of Chiteme in the delegation but the mayor said he was shocked to meet Chiteme at German embassy where he also wanted to apply for Visa with others.
” No no Chiteme is not going to Germany in as far as I know. He (Chiteme) is not part of the delegation and no MP has tried to impose anyone on us, ” Gusha said recently.
However, Fidze confirmed that Chiteme was in Harare applying for Visa. Fidze insisted that all will not be well with ward eight councillor in the foreign land as they plan to treat him like a stranger in Kernen.
“I saw him (Chiteme) here in Harare and I was shocked. I am going to investigate and find out where he got the money but I want to believe that he was using personal funds. If I discover that council funded him, I am sure we will take stern action against the management.
“I insist Chiteme is not part of us, he is going on a private trip and because of that, Chiteme will never be allowed to attend a single meeting in Germany,” said Fidze.

Under Fire … Town Clerk Adolf Gusha
Ward Five councillor Daniel Mberikunashe fumed over the issue saying Gusha was undermining council resolutions.
“No one is happy about this issue. We are going to confront Gusha today (Tuesday) because we will never allow council to be run by outsiders. No councillor should be allowed to join the official delegation even if  that person say he or she will be using own money,” said Mberikunashe.
Tell Zimbabwe is reliably informed that all the delegates including Chiteme received US$ 570 from the council on Sunday as allowances and Visa application fees. However, upon arriving in Harare on Monday, the delegation was instructed to make an appointment at the German embassy. They  have since made an appointment and they are supposed to go back to Harare Wednesday and they will be pocketing similar allowances for the second time.

Sources said they are going to use US$ 1200 in air fares per person.
” Only the mayor and Town Clerk will be given accommodation by the hosting city,” said another source.
Masvingo Residents Trust (MRT) has attacked the council for sending a lot of people to foreign assignments.
“The MRT and Masvingo residents in general are highly appalled by the rampant abuse of public funds by the Masvingo City Council management in the guise of some foreign trips that are not helping a rate payer.
Although the cause remains noble, we highly denounce the inclusion of many people who do not add value to the council. A maximum number of three people were enough for the trip. We know that the management are holders of positions in Zanu PF but for God’s sake, we urge them not to take directives from MPs who are failing to address problems in their constituencies,” said MRT Programmes Manager Prosper Tiringindi in a press statement released on Tuesday.
Chiteme who is also a renowned prophet and known as Madzibaba Reginai could not be reached for comment as his mobile phone remained unreachable.
Meanwhile a delegation of six members  from the council will be going to the city of Kitwe next month on an exhibition mission to be in held in Zambia. Kitwe is also another twin city for Masvingo.local

Bhasikiti vows to contest as independent candidate

…says Zanu People First party on cards

MASVINGO – Former Minister of State for Provincial Affairs Kudakwashe Bhasikiti who was recently fired from Zanu PF said he was ready to contest as an independent candidate  in the by-elections in his constituency claiming his dismissal from the party was unconstitutional.
“The real Zanu PF we know does not operate like this; we were supposed to be served with dismissal letters but surprisingly we learnt about it through the media. This is just drama and very soon it will come to an end. I will contest as an independent if they try to stop me from Parliament,” said Bhasikiti.
Although the date for the by elections for Mwenezi East constituency is not yet announced, the seat automatically became vacant following Bhasikiti’s dismissal from Zanu PF.
The former minister also said he will not hesitate to join a new political party ‘Zanu People First which is likely to be launched once the pending court cases between the fired Zanu PF bigwigs and the revolutionary party’.

 “People have been talking about a new political party to be named Zanu People First. I think that has been delayed by pending court cases which seek to nullify the December 2013 congress, but once the party has been formed I will join.  I am happy the name has Zanu in it which shows it is formed by real Zanu PF members and not those without war credentials.
“I know people like Josaya Hungwe knew that they were overshadowed by (Dzikamai) Mavhaire and me in the province therefore they sought for our dismissal so that they get noticed. Hungwe has no war credentials and was a sell out during the war,” said Bhasikiti.
Bhasikiti, who said the dismissal from the ruling party was good news as it separated the real party members of Zanu PF from the ‘mafikizolos’ and ‘johnny-come lately’ who have hijacked the party.
Bhasikit was fired together with Dzikamai Mavhaire and retired Claudius Makova from Masvingo province. He however, said the dismissal was not procedural as they only learnt about it through the media.political

Majiri wins Nyaningwe RCZ soccer tourney

Majiri Congregation’s male soccer team emerged victorious in the Nyaningwe Reformed Church in Zimbabwe (RCZ) soccer tournament after dismissing Rujeko by three goals to one in penalty shoot outs in the finals held in Mucheke stadium over the weekend.

Majiri booked their ticket to the final after beating Masvingo which featured former Masvingo United captain Godfree Dondo in penalties after the game drew nil all.
On the other side Rujeko sailed through to the finals after dismissing Woodlands by two goals to one. Rujeko took the lead after a goal from Taona Dhakwa. Woodlands retaliated some minutes later after half time with an equaliser from Thusani Sibanda. It was, however, short lived as Paul Zhatu of Rujeko extended the lead through a short taken a few meters from the box.
Speaking after the game Reverend and Majiri coach Samuel Mavhundu could not hide his excitement as he thanked the boys for their effort.
“It was all through the Grace of God that a rural team could compete in this big tournament and actually win it. Our goalkeeper Simba Ruzive saved us from the quarter finals, semi-finals and the final through penalties”, said Mavhundu.
Rujeko coach Philip Hlatini said it was not their day but thanked the team for evangelising through the sport and was grateful to the sponsor as they won silver medals, $1 500.
The guest speaker of the tournament Antony Clever who was represented by Tamson Mtombeni of Makanaka Investments popularly known as Pote urged all players to focus on evangelism rather than playing for money.
The winning coach was offered a two night stay in Pote hotel.
“As players from the Church, you must demonstrate salvation through fair play against opponents. You must also respect match officials so that we create a distinction between money game and sports evangelism”, said Mtombeni.
Third position was won by Woodlands who walked away with $900 and bronze medals while Masvingo maintained the fourth place position.
Munyaradzi Majuta of Morgenster won the golden boot and Kudzanai Kwashi being the man of the tournament. South Africa was awarded for being the most disciplined team.sports

Masvingo Scout holds its 2015 provincial camp

The Masvingo Scouts has recently hosted its provincial camp meeting in Chivi, where close to 300 pupils from various schools participated.

The camping which started on Friday last week, was officially opened by the Provincial Education Director (PED) Zedius Chitiga on Saturday.
Masvingo Provincial Scouts Commissioner Silvester Chin’anga said the gathering gave the scouts an opportunity to interact with the rural Chivi community as they had a scout hike to an important learning place where they visited the community, caves and rock paintings in Madya area.

“The scouts had an opportunity to interact with Chief Chivi who told them the History of the Murambwi clan, and they  also visited an important learning place with rock paintings in Chivi, which equiped them with the knowledge of history of that place,” Chin’anga said.

“We  also allowed the scouts a hike of about two kilometres so that they acquaint with the environment and nature as well as perform some community  service,” said the Provincial Scouts commissioner.


Chin’anga said the scouts also conducted a clean-up campaign at Chivi Growth Point, in which the Environmental Management Agency (EMA) and the local authorities will be involved in the collecting of the waste.

“Since our main thrust is to teach the children to be responsible in society, they  conducted a clean-up campaign at Chivi Growth Point, after which they visited patients at Chivi District Hospital,” he said.
Meeanwhile, a Mucheke High School pupil will attend the World Scout Movement Jamboree in Japan this year.local

Man burns his dog over ten eggs

A Bikita man was ordered to pay US$ 20 fine for brutally killing  his only dog through setting it on fire as a ‘death sentence’ after he ‘convicted’ his petty for eating ten eggs.
Garikai Chikangara (46) of Beta Village under Chief Mazungunye went berserk last week when he found ten eggs laid by his hen missing. He summoned all family members to explain what had happened to the eggs. Upon failing to get satisfactory explanation, he called his dog and he discovered some watery egg marks on its snout.
He immediately dug a hole and tied the dog’s legs before putting it in the pit. He took grass and dry maize stalks and set fire on the grass while the dog was underneath.
A wailing that went across the whole village  as the dog tried to escape. Villagers who saw a blaze of fire and a cloud of smoke ran to Chikangara’s home thinking that one of his huts was on fire. Upon arrival, they discovered that he was seated while his dog was burning.
They alerted the police and Chikangara was arrested and ordered to pay a fine for his cruelty to animals.local

CBAP brings joy to orphans

Community Based Aids Programme, a voluntary organization’s poultry projects is giving orphaned and vulnerable children in several schools in Masvingo District something to smile about.
The organization, which provides educational and psychosocial support to orphaned and vulnerable children, has implemented chicken projects in ten schools which will continuously sustain them.
CBAP coordinator Samuel Mhungu said the chicken projects in schools are meant to give sustainability to the orphaned and vulnerable children, so that they get an equal chance to education like others, instead of being left out.

“Amongst the many things that we do for the orphaned and vulnerable children, the chicken projects in many ways capacitate these children to be able to sustain themselves even in the absence of parents or guardians,” Mhungu said.
“After giving each school 100 chicks, we then encourage them to sustain the project, using the profits and some of the schools are now on the sixth batch since we started, “said Mhungu.
One of the beneficiaries of the poultry project, Chikarudzo Secondary School, which enrollment is dominated by orphaned and vulnerable children, has now implemented the project as part of the school’s agricultural department, and has since helped 84 pupils to pay part of their school fees.
Chikarudzo Secondary School headmaster Joyce Magara said the CBAP projects were bringing relief to the school, as its enrolment is dominated by vulnerable children, among them child-headed families.
“CBAP has brought relief to this school because our enrolment which has been previously affected by the burden of orphaned and vulnerable children is now in a better position,” Magara said.
“The children are now being given survival skills through the poultry project, which will enable them to take care of themselves even after they leave this school,” Magara said.
Pupils at Manunure High school said through the project, they are now assisting their community with the technical knowledge for broiler projects, as they now know better about the feeds, chemicals and bedding of the chickens.
“We are sometimes asked by people in the community how to best keep broilers and our advice is very effective, since we do it practically at school through the project,” said a pupil at Manunure High school.
Proceeds from the chicken projects are used to pay fees for the children, and at Chekai Secondary School, plans are afoot to start using the profits to implement a sewing project at the school, which will see to the provision of uniforms for the vulnerable children.
CBAP, which operates in 22 wards of Masvingo district and assists 115 schools , 34 secondary schools and 81 primary schools, helping nearly 11000 children altogether, also offers psycho-social support to these children during school holidays where they hold one week mentoring camps for them.
The organization has also been instrumental in bringing Antiretroviral treatment to clinics that could not easily procure it, but are now handing over the programme to the government.local

Chitima flea market now called Dr Grace Trade Centre

The Garikai flea market popularly known as Chitima  market due to its location adjacent to a railway line in Masvingo town is now officially renamed after the First Lady Dr Grace Mugabe as a way of honouring her for supporting vendors in Zimbabwe.
Addressing vendors in Masvingo today (Thursday) at the usually squalid market, the Queen of Grace ZIMASSET Trust secretary general, Ephraim Chizola said the market  is now called Dr Grace Trade Center.

“The Queen of Grace ZIMASSET Trust is opening a new chapter in Masvingo as we aim to improve the lives of vendors. We have changed the Chitima market to Dr Grace Trade Centre as the First lady has improved the lives of our vendors”, said Chizola.
However, there are no toilets at the market.
Chizola said council should let vendors trade in the streets until they are allocated proper places to do their business.
“No one is going to remove vendors from the streets, they will remain like that until they are allocated a proper place by the council,” added Chizola.
Masvingo Town Clerk Adolf Gusha admitted that it was his council’s duty to look for a place for vendors. Despite the fact that municipal police is chasing vendors every day, Gusha said they were no longer going to remove informal traders from the streets.
“It is our duty as the city council to find a proper place for vendors, but for the meantime they will remain in the streets”, said Gusha.local

Its 62 years, Zvishavane South still waiting for dam project

Zvishavane South Old People’s Committees (OPCs) have gone for 62 years waiting for a dam project to become a reality in order for them to embark on an irrigation project, it has emerged.
Speaking during the Humanitarian Information Facilitation Centre (HIFC) engagement meetings recently in the Midlands province, the OPC chairperson Aaron Masuku said his community was still hopeful that the government would construct Chibumba-Barebare dam which was pegged in 1953.
Masuku said they were tired of ‘the aid’ from well wishers when the government could come up with poverty alleviating projects for them.
 “Instead of giving us food, why not give us fixed projects like irrigation schemes.  In this area, we have pending projects that would see us survive in times of low yield as this one like the long forgotten Chibumba – Barebare dam where an irrigation project was pegged back in 1953 but still a pipedream until now,” said Masuku.
“We also have nothing to brag home about from the looming mining industry in this area. Diamonds have since been discovered close by at Murowa diamonds but development is still static considering the state of roads and schools around in comparison to the impact of the same mineral in nations like Botswana,” added Masuku.
Zvishavane South Member of Parliament Freddy Moyo, however, said that the government is struggling because of the national challenge and promised that he would sit with his constituency at local level to curb the current challenges.
“Government is struggling because the current drought is a national challenge. I however, look forward to sit face to face with my constituency at local level besides lobbying for their grievances in parliament so that we come up with a contingent plan especially on such irrigation projects,” said Moyo.

Another OPC member, Collier Gumbochuma also blamed the government over the poverty affecting the community.
“We blame the government at large for this current situation of widespread hunger as their land reform program brought along a lot of anomalies which holds back rains resulting in severe droughts,” said Gumbochuma.local
