ZANU-PF suspends eight Bikita councillors

ZANU-PF provincial executive has recently suspended eight (8) Bikita councillors for allegedly working with the former Vice President Joice Mujuru and her allies in the province as well as distributing food aid to non-ZANU-PF members in their wards.

Councillors Dakarai Chitokomere of Ward 6, Nathan Zeya of Ward 8, Sign Mukanganwi of Ward 10 and Thomas Mafanise of Ward 16 were given their suspension letters on Wednesday last week.
Makuvaza of Ward 5, Mukaka of Ward 23 and Peason Mutume of Ward 24 were yet to receive their official suspension letters by the time of going to press but sources confirmed that they were also on the suspension list.
 Suspended councillors who spoke to TellZim News said other allegations being levelled against them include that of not having cordial relationships with party chairs in their wards. They are also being accused of giving opposition party supporters food aid donated by non-governmental organizations.
“We were called to the ZANU-PF district offices on Wednesday where Amasi Nenjana, Isaac Mashanda, Thomas Chireshe and other party bosses gave us suspension letters. My suspension had several accusations including working with former Vice President Joice Mujuru in bringing down ZANU-PF,” Mafanise said.
“Other accusations included giving food aid that comes from non-governmental organisations to everyone instead of giving it to ZANU-PF supporters only, which is not practical to me since my induction as councillor taught me not to politicise food aid from NGO’s. I am also being accused of absconding party meetings. I know nothing about all these allegations,” he added.
“My suspension letter said that I do not work well with party ward chairperson. I am surprised since I had previously reported that my ward chairperson had barred me from calling her. How could I have had a cordial working relationship with that person? The party has also accused me of receiving goods donated by Mujuru to my ward which I am not aware of. I have also asked them to provide proof that I am working with Mujuru but they have failed,” Zeya argued.
Mafanise confirmed that if he is expelled he will be comfortable to make Mujuru’s camp his new home though Zeya sounded reluctant saying he will just sit until another opportunity comes his way.
“What would you expect me to do? If sacked, I will just join Mujuru. All I look into is settling in a party with a revolutionary background,” Mafanise said.
“If fired I will just sit. Where would I go? I had settled for ZANU-PF and no other party but since I will not be affiliated to any party if expelled, when opportunities come, I will move and advance my political career,” added Zeya.
ZANU-PF Masvingo Provincial Chairperson Ezra Chadzamira confirmed the suspensions though he would not make further comments arguing the fate facing the councillors in question were still under investigation by the disciplinary committee.
 “In ZANU-PF we do not just fire but we follow disciplinary procedures. It is after we received reports that these councillors were working with Mujuru that we engaged the disciplinary team to investigate on allegations they were facing before we can take any action. The disciplinary team led by Amasi Nenjana will have to provide such evidence (that they are working with Mujuru) against these councillors if they are to be fired. We do not just fire without any evidence,” Chadzamira said.
These suspensions are coming barely a fortnight after ZANU-PF politburo member Josaya Hungwe urged the Masvingo provincial party executive to slow down when it comes to expelling fellow members from the party.

Zanu PF Masvingo Provincial Commissar (PC)  Jeppy Jaboon, who was forced by Josaya Hungwe to swallow a humble pie in the Provincial Co-coordinating Committee (PCC) meeting recently, has since come out with guns blazing saying no one had the capacity to stop him from exposing party members who were allegedly supping with the former Vice President Joice Mujuru.
Despite having been stopped from showing a video ‘meant to expose members who had double standards’, Jaboon said it was his duty as the PC to expose members who were not loyal to the party. He said he was preparing to take the video to President Robert Mugabe so that those who offend the party would be punished.
Jaboon said he was tired of hiding behind the finger said it was now time of exposing those who have double standards.
“I am the political commissar for Masvingo and there is no way Hungwe can stop me. I am supposed to guard the party from being infiltrated so I will expose, without fear, all the activities that are against the party’s constitution. I have a video clip where party members attended a Mujuru secret meeting and I don’t know why he (Hungwe) would want those culprits being protected yet they should appear before our disciplinary team. I will make sure that the video reaches to President Robert Mugabe and no one will dare stop me,” said Jaboon.
However, Jaboon said he understood that Hungwe stopped him from showing a video in question because of time constraints during the meeting.
“I am sure the President deserve to know who is selling out to who and its my task to expose all those who pretend to be with us and yet they emerge to be spies,” added Jaboon.
Though Jaboon could not reveal the names of the party members he said were in the video he claimed to have, he vowed to take the clip to President Mugabe and said he will not rest until a disciplinary action is taken against the culprits.
“How can we focus with party business when we are working with enemies from within, leaders who have joined the opposition? With the evidence I have, all of them will be fired. They are obviously people of different agendas and goals so they should be fired from the party,” added Jaboon.  
TellZim News understands that Jaboon was irked by the number of Zanu PF youths who attended People First meeting held in Bikita recently.
“No its not People First – to us its People Fired, they are disgruntled fired people who console each other at some meetings but when some of us go there – we must expose them and show them the exit door if need be,” said Jaboon.
Jaboon was left with an egg on the face during the Zanu PF Provincial Coordinating Committee (PCC) recently when Hungwe stopped him from playing a video clip in which the political commissar claimed that there were party members who were captured attending People First meeting.
Speaking to TellZim News two weeks ago, Hungwe said Masvingo party leadership needed to slow down in their approach to issues they were dealing with. Hungwe also admitted that he stopped Jaboon from showing the video clip in question saying the meeting was meant for discussing progress in the preparation of the 21st February cebrations to be hosted in the province next month.
However, last week, Hungwe told this publication that he would not comment on Jaboon’s intention to take the video clip to Mugabe.
“He has not informed me of his intention…I don’t know the contents of that clip therefore I can not comment,” said Hungwe.

Dokora introduces new education structures

Major changes are in the offing at the Masvingo provincial education offices (housed at Wigley House) following the Public Service Commission’ recent approval the new education structures proposed by Dr Lazarus Dokora, the Minister of Primary and Secondary Education.

The development will see one of the current three deputy provincial education directors at Wigley House – Andrew Chikwange (Secondary Education) Tererai (Primary Education) and Diga Mandiudza (Early Childhood Development), being demoted and 12 provincial education inspectors being transferred to become district education inspectors.
Primary and Secondary Education Minister Dr Lazarus Dokora confirmed that there are going to be major changes but could not ascertain the exact dates when the new structures will be implemented saying that was the prerogative of the employer, which is the Ministry of Public Service.
“Yes, the Ministry of Public Service has approved some of the new structures we had proposed but we are not certain when this will be effected because that is the prerogative of the employer,” said Dokora.
TellZim News is in possession of the document from the Public Service Commission which communicates the new structures to the ministry of education.  The document instructs that only two deputy directors should remain in office at the provincial offices and this means that one of the three incumbent deputies will be demoted.
Masvingo Provincial education Director Zedias Chitiga confirmed receipt of the document detailing the new structures but said they were waiting for communication from the employer in regard to when the new structures would be implemented.
“The commission has approved that he Provincial Education Director be underpinned by 2 Deputy Provincial Education Directors responsible for Primary and Secondary and Non-Formal Education,” reads part of the document.
The Public Service Commission also approved that the designation of the District Education Officer (DEO) be changed to Schools Inspectors while provincial inspectors be district schools inspectors.
“. . .the designation of the District Education Officer be changed to District Schools Inspector and the post be upgraded to E4 from E5 subgrade which is Deputy Director level. The Education Officer designation be changed to Schools Inspector and the post be upgraded from E3 to E4 sub-grade which is Chief level post,” the document further states.
The new structures however, have been criticized by educationists saying it has many loopholes which compromise the quality of education delivery in the country.
“There is no logic in the new structures; imagine provincial inspectors who were subject based now being deployed to inspect all the schools in the district? That means the quality of education is compromised because these were specialising in their subject areas and now they are required to supervise not only secondary schools but primary schools as well. Also the fact that district education officers will earn the same salary as their supervisors (the deputy provincial education inspectors) leaves a lot to be desired. Can one listen to someone who earns the same salary with his or her at the end of the month?” questioned one of the educationists at the Wigley House.
Meanwhile, the commission has turned down Dokora’s proposal to have at least a nurse stationed at every school.

Hungwe urges Zanu PF to slow down

Minister of State for Liaising on Psychomotor Activities in Education Josaya Dunira Hungwe stunned Zanu PF Masvingo Provincial Coordinating Committee (PCC) when he urged the party provincial leadership to reduce their speed in taking decisions especially when it comes to expelling members suspected to be working with the former Vice President Joice Mujuru.

Sources who attended the PCC meeting at the party provincial office recently told this publication that Hungwe who is strongly believed to be Vice President Emmerson Mnangagwa’s strong man in Masvingo said the continuous purging of party members only worked to campaign for Mujuru.
TellZim News was informed that there was near drama when Hungwe blocked the provincial commissar Jeppy Jaboon from showing a ‘short Mujuru video aimed at exposing some party members who were supping with Mujuru’.
“Jaboon tried to show a video but Hungwe who was chairing the meeting would have none of it – Hungwe said he was fed up with the Mujuru story. Hungwe said let’s focus on building the party rather than concentrating on what people are doing at People First.
“Hungwe fumed and said Masvingo needed to reduce speed in taking decisions. He said it was Masvingo which was at the forefront in expelling its members and yet other provinces were taking time before making political decisions,” said the source.
Hungwe however, told TellZim News that he was not interested in viewing the video brought by Jaboon because it was not on the agenda.
Hungwe said he was a no-nonsense man who could not allow a meeting to be sidetracked while he was chairing.
“Yes I stopped him (Jaboon) because that was not part of our agenda. We had gathered to discuss the 21st February movement not to hear about Mujuru. I don’t allow anyone to bring their items for discussion when the agenda clearly shows us what to discuss….no I don’t allow that, they can do that in my absence.
“I don’t even know what was in that video and it was unacceptable to smuggle items for discussion … we want the 21st movement celebrations to be the best and that’s what we are concentrating on at the moment,” said Hungwe.
Hungwe was standing in for Minister for Masvingo Provincial Affairs Shuvai Mahofa who was not well.
However, Jaboon professed ignorance of the whole issue.
“I don’t know what you are talking about,” Jaboon said without further explanation.

Movement for Democratic Change led by Morgan Tsvangirai (MDC-T) is on fire and the Masvingo provincial executive has come out guns blazing as it pushes for the ouster of the party’s secretary general Douglas Mwonzora and national executive member Bernard Chiondegwa.

Mwonzora and Chiondegwa, who is the former Chivi North party national assembly candidate, are said to be already under presidential investigation for being guests of honour at a councillor’s victory celebrations in Bikita where they allegedly wined and dined with People First members, without the knowledge and approval of the Masvingo provincial executive.
MDC-T Masvingo provincial chairperson James Gumbi confirmed the resolution to suspend Bikita East chairperson Sengurudzai Mangezi and Chiredzi North chairpersonJosphat Rukatya and that  Mwonzora and Chiondegwa be put under presidential investigation.  
“Yes we had a meeting and we made resolutions regarding the members in question but I cannot disclose any details. Talk to the provincial secretary for Information Dr Tichinani Mavetera, I am sure he will be in a position to give you all the details,” said Gumbi.
Dr Mavetera however, could not be reached for comment as his mobile was going unanswered up to the time of going to the Press.
When contacted for comment, MDC-T national spokesperson Obert Gutu said he was not aware of the development but was quick to mention that at no level can the province deliberate on issues that involve national members like Mwonzora and Chiondegwa.
“MDC-T is a democratic party and we have disciplinary channels which are followed whenever a member breaches our constitution. I am not aware of the resolutions by the Masvingo executive but the province has no power whatsoever to discipline national members or members of the standing committee. Masvingo provincial executive can only preside over issues that involve the provincial members. I am sure those who think they have the powers to push for the ouster of national members are daydreaming – they should continue dreaming but that will never happen,” said Gutu.
TellZim News is reliably informed that Masvingo provincial executive has warned all its members to dissociate themselves from Chiondegwa or they risk being suspended from the party.
Masvingo provincial executive has been linked to a faction aligned to Nelson Chamisa and it is alleged that they are trying to use each and every opportunity they get to oust Mwonzora. The province had endorsed Chamisa to be the party’s secretary-general before the MDC-T congress last year. Chamisa however, lost the election to Mwonzora.

Chadzamira takes over Goddard Farm

Zanu-PF Masvingo provincial chairperson Ezra Ruvai Chadzamira who is also the national assembly member for Masvingo West has taken over the Crest of Ibeka farm popularly known as Goddard Farm recently.
The farm is located 10km from Masvingo town along the Masvingo-Bulawayo highway. Chadzamira confirmed the development and said the decision to take over the white-owned farm was reached after realising that the farm was now being underutilised following the death of Goddard a few years ago.

“Yes, I took over the farm and I have an offer letter. Initially, it was resolved that Goddard Farm will remain untouched because the white farmer was fully utilising the land then. However, when he died a few years ago the farm was never utilised and it was agreed that it be given to someone who can fully utilise it,” Chadzamira said.
Goddard used to be one of the best farmers in Masvingo and he used to supply fresh farm produce such as cucumbers, butternuts, beans and vegetables to the city. He was also into dairy farming as well as beef production. However, the supply deteriorated since the turn of the millennium when Zanu-PF started the land invasions.
Army bosses like Colonel Chakauya and one Zvoushe from the President’s Office were previously awarded offer letters to take over the farm but were blocked by the then Minister of Lands Herbert Murerwa from taking over the farm.
Murerwa went to the extent of giving Goddard an offer letter saying he was fully utilising the land, hence there was no need to grab the farm.
In a bid to protect Goddard family, Murerwa wrote an offer letter but unfortunately the current minister of Lands Douglas Mombeshora withdrew the offer in October 2015. Goddard’s wife who is now a widow wrote to Mombeshora pleading with him to stop withdrawing the offer.
Some senior Zanu-PF officials even attempted to grab Goddard’s property particularly buildings in the Central Business District (CBD) soon after his death. 
Chadzamira however, said he will soon start utilising the farm. He said his idea is to be the biggest supplier of fresh farm produce in the province.
“There was no more activity at the farm; they (Goddard widow and family) are now producing 20 liters of milk and we can’t call that farming. We want to start farming and my plan is to become the biggest supplier of fresh farm produce in Masvingo province. We should lead by example and I want to urge all new farmers who were given land to fully utilise it,” Chadzamira said.

Two Zanu-PF councillors fired for joining Mujuru

Two Zanu-PF councillors were recently fired for showing interest in the People First – a political party likely to be launched this year.
Councillor  Rosiwita Chinyaure of Ward 12 in Masvingo rural district and Councillor Chitokomere of Bikita’s Ward 6  are however challenging their dismissal saying the Zanu-PF provincial chairperson had no power or right to fire a councillor.
Councillor Chinyaure was dismissed through a letter written by Zanu-PF provincial chairman Ezra Chadzamira to the Council chairman  on 17 December 2015 while Chitokomere was fired by the same Chadzamira at a rally held at Mutikizizi Primary School recently. 
“Zanu-PF  Masvingo Provincial leadership, cordially request the exclusion of councillor Chinyaure from the list of councillors who will attend the full council meeting, scheduled for tomorrow, 18 December 2015,” reads part of the letter penned by Chadzamira.
Chinyaure was barred from attending the last full council meeting held on December 18, 2015.

However, in a letter written by her lawyers from Saratoga and Makausi Law Chambers to the council chairman, Chinyaure argues that there is no provision in the Constitution or Rural District Councils Act that provides for the exclusion of a councilor from a council meeting on the basis of a letter from a provincial chairperson of a political party.
“It would be improper and illegal for the provincial chairperson of a political party to address a letter to the council chairperson to exclude a sitting councillor from meetings….Kindly advise us of the council position with regards to the issues raised above,” reads part of the letter written to the council by Rodney Makausi of Saratoga and Makausi Law Chambers.
Makausi threatened to take legal action against the council if they fail to get their official position within ten days.
Unlike what happened at Masvingo Rural District Council, Bikita Rural District Council chief executive officer Peter Chibi said there was no ground stopping Chitokomere from attending a full council meeting.
“In as far as I know, Chitokomere is still a councillor. I am yet to receive an official communication from responsible authorities …a councilor is not fired just like that,” said Chibi recently.

MP Shumba vanishes with transport allowances

There was drama at the just ended Zanu-PF conference held in Victoria Falls as Masvingo Urban MP Daniel Shumba failed to hand over transport money to his colleagues leaving the provincial secretary for Transport Goddard Dunira stranded at the conference venue.
Dunira confirmed the incident saying he was embarrassed in Victoria Falls after Shumba signed for his transport allowances and failed to hand over the money. Dunira added that Gutu Central MP Lovemore Matuke was also duped by Shumba in Victoria Falls.
“We were very embarrassed …can you imagine that I got stranded there just because Shumba had run away with our transport allowances. I had to look for other means to get money to take people back home. I have already reported the matter to my superiors for action,” said Dunira.

Matuke could not be reached for comment.
However, Shumba denied the allegations saying Dunira and other Zanu-PF members were out to tarnish his image.
“I am currently in South Africa but I know that Dunira wants to tarnish my image. I never ran away with their money, in fact what happened was that Dunira brought a lot of people including those who were not supposed to attend the conference.
“Dunira was afraid to confront me as his superior because I knew he had erred by bringing people who were not supposed to attend the conference. You must also know that Dunira wants my constituency so he is trying every trick in the bag to tarnish my image,” said Shumba.
The Zanu-PF Masvingo provincial executive has since received a complaint from Dunira.
“Yes we have received the report. Dunira and Matuke did not get their transport reimbursements in Victoria Falls …this is all I can tell you,” said the provincial political commissar Jeppy Jaboon.
Dunira and Matuke were supposed to receive the money for onward distribution to the conference delegates from Masvingo.
Shumba is the deputy secretary for transport in the Zanu-PF Politburo.

Minister for Masvingo Provincial Affairs Shuvai Mahofa is under investigation following allegations that she looted some of President Robert Mugabe’s first daughter Bona’s wedding gifts donated by big companies (names supplied) in Masvingo in 2014 and some party members are saying the development will likely see Mahofa losing her ministerial post if proven guilty.
TellZim News was informed that Mahofa was left with an egg in the face at a meeting held in Harare a few days before the Victoria Falls conference in December when Masvingo Women’s League chairlady Veronica Makonese openly told Grace that Mahofa was involved in a spate of corrupt activities.
It was also Makonese who told Grace that Mahofa looted Bona’s wedding anniversary gifts and some donations which were supposed to be used at the Gutu – Mushayavanhu rally held recently.
“It was drama when Makonese burst and told Grace everything in front of Mahofa – she said Mhai munhu aripadivi penyu uyo haakudei (that lady next to you does not love you) and Mahofa screamed as she tried to stop Makonese.
However, Makonese refused to be stopped and went on to give a blow by blow account of how Mahofa was making money using the name of Zanu-PF and Grace,” said the source.
Makonese confirmed that she reported everything to Grace but was reluctant to go into details saying the issue was still under investigation.
“Yes I told the First Lady everything. However, I cannot go into details, the whole issue is being investigated including that of the Mushayavanhu rally. I am not at liberty to divulge everything to you at the moment,” said Makonese.
Zanu PF Masvingo provincial chairperson Ezra Ruvai Chadzamira refused to give details regarding the issue saying it was a Women’s League matter but he however confirmed that an investigation team was coming to Masvingo.

“We don’t know what exactly happened but we were informed that Makonese said something nasty about Mahofa at a meeting held in Harare just before the conference. Yes it’s true that an investigation team is coming to Masvingo,” said Chadzamira.
Although Mahofa who was reportedly ill could not be reached for a comment, party members said she fell sick soon after the Harare drama.
“She fell sick soon after that drama…she is aware of the consequences of the outcome of the investigations,” said the source.
This publication has also been informed that there are some party officials who have ‘helped’ Mahofa to build her house in Masvingo’s leafy suburb of  Rhodene so that they get favours in return.
“There are people (names supplied) who are so close to Mahofa; they buy her things and bribe her so that she gives them lucrative rewards. Two of them have already been rewarded with the other one getting land to convert into a medium density residential suburb.
“One of the individuals is a councillor who has been moving with Mahofa in his home area where he wants to be an MP and he even hosted her at his rural homestead so that he gets favours in return,” said the source.

Council refuses to donate towards Zanu PF conference

Masvingo City Council recently turned down a written donation plea that had been forwarded to the local authority by the province’s Minister of State for Masvingo Provincial Affairs Shuvai Ben Mahofa. ZANU-PF needed the donation to go towards its national conference that was held in Victoria Falls last week.
The full council meeting that was held recently resolved that it could not donate towards the conference since it was against council tradition to donate towards political parties.
“The request for donations towards the ZANU-PF National People’s Conference to be held in Victoria Falls for the period 7 – 13 December is turned down in line with Council tradition of not making donations to political parties,” reads the council resolution.
Members of the Finance and General Purposes Committee confirmed the development and said there is no policy that regulates council to sponsor political activities.

“We have no policy that commits us to fund party functions. We only sponsor state functions like Heroes or Independence Day. The problem which led us to turn down the application was that the funds needed would go towards a party function and we could not give them the donation,” said Finance and General Purposes Committee chairperson, Councillor Babylon Beta.
 “Imagine if we were to sponsor ZANU PF and all other political parties come seeking donations how would we accommodate them. More so, the council coffers are dry and we cannot channel money to events that do not benefit everyone,” another Finance and General Purposes Committee member Councillor Godfrey Kurauone added.
